Summary: Last month, the Commission requested that I investigate acquiring an intern for the summer to help with the two major events. See packet for more information

Desired Action: Discussion and Direction Budget Impact: Mild to moderate. The Commission will need to decide whether to offer pay, or a stipend to an intern, and to decide whether or not we should purchase a new computer.

The temporary permit request for Cruisin’ for the Trails was removed from the consent agenda for clarification of the event. MOTION by Young, seconded by Zale, Moved, that the consent agenda be approved as amended. Ayes: All Nays: None MOTION CARRIED. Ms. Myers explained the Motor City Brew Tour event occurred last year, starting at the brewery at Crooks and M59 and ending at the brewery in Lake Orion. All money raised was donated to the Friends of the Clinton River Trail and Paint Creek Trail, each receiving $1,500. The route will be changed this year with activities planned at the Cider Mill pending approval from Oakland Township. They are requesting use of the trail for the fundraiser that will benefit Friends of the Paint Creek Trail.

MOTION by Blanchard, seconded by Gamage, Moved, that the temporary permit for the Motor City Brew Tour event on April 26, 2014 be approved. Ayes: All Nays: None MOTION CARRIED. APPROVAL OF INVOICES: Ms. Myers presented the invoices in the amount of $1,778.83. In addition to the normal monthly expenses, this amount includes the final 2013 payment to Oakland County for 93 hours of mounted/bike patrol. The estimated unrestricted fund balance is $61,240. MOTION by Gamage, seconded by Young, Moved, that the invoices presented for payment are approved in the amount of $1,778.83 and orders be drawn for payment. Ayes: All Nays: None MOTION CARRIED. APPROVAL: Temporary Permit Request – Mikie’s Minutes – June 28, 2014: Ms. Myers introduced Mr. Robert Groves, representing Wells Fargo Advisors, the sponsor. They would like to do a 5k fitness run and a 1 mile walk on the trail to benefit members of the military. Information was included in the packet. If the Commission approves the event, Ms. Myers asked it be contingent upon receiving the insurance paperwork and permit fee. Mr. Groves came forward and summarized the event. They are a local charity raising money for pre-paid calling cards to give to troops overseas. A local family who lost a son is the driving force of the charity. The event is for Wells Fargo employees and their families, which will end with a picnic after the event. The trail will be used from 9:00 until 11:30, and then the approximate 100-150 participants will head to the pavilion until 2:00 p.m. He has submitted a special event application in the City of Rochester and is awaiting approval. It was suggested the permit fee be waived considering the nature of the event. MOTION by Zale, seconded by Blanchard, Moved, that the temporary permit for the Mikie’s Minutes event on June 28, 2014 be approved pending receipt of insurance paperwork and waiving the permit fee. Ayes: All Nays: None MOTION CARRIED. REPORT: Trail Surface Evaluation: Included in the packet is an evaluation of the trail by the subcommittee. A decision has not yet been made on how to proceed in getting a professional review of the trail. A complete resurfacing is not necessary, but some work is needed in certain areas. The last resurfacing was done in 2004, and it was hoped to last 15 or more years. Ms. Myers has forwarded information on potential people to contact for a trail evaluation. The subcommittee will have a recommendation next month to be approved by the Commission. The evaluation could possibly be completed in the spring with grading maintenance done soon after. DISCUSSION : 2014 Commission & Manager Goals: Ms. Myers updated the list of 2013 goals and objectives in preparation for the 2014 list. Outstanding 2013 goals have been included in the current list. She opened the floor for discussion and possible prioritization. During discussion the following Commission goals were suggested to be added to or moved up higher on the list: the bell/bike safety/trail etiquette program (this could be tied in with the National Trails Day event in Lake Orion), ordinance adoption, the Polly Ann Trail connection should be high in priority, the drinking fountain at Tienken, the surface grading, a native plant brochure/policy and conservation plan (Ms. Myers will talk to Ms. Whitman and Ryan Colliton, the new Oakland Township stewardship employee, for assistance), and communication with adjacent property owners. Ms. Myers indicated she spends a lot of time on event planning and would like reduce the time spent in order to complete other projects. The planning would then fall on the Friends Group or other Commissioners. Discussion occurred on possibly looking to hire an intern or a student from May through September for assistance with events, website updating and facebook

maintenance. Mr. Blanchard offered to check the CMU website for parks and recreation intern leads. Ms. Myers will do initial research on local college websites. As far as the Manager’s goals, and maintenance of the Clarkston/Kern vault toilet should be a high priority (find out how often the Rochester Hills toilet is cleaned), learning Quickbooks, website updates, the trail surfacing project, Rochester’s wayfinding signage and the location of Tienken Road drinking fountain using Rochester’s waterline are all important. Some of the goals listed are really responsibilities of the Manager’s job and need to be removed from the list. Mr. Zale offered to develop a spreadsheet and send it to the Chair, who in turn, will forward it to the members for review and prioritization. The results will be discussed at the February meeting. APPROVAL & ADOPTION: 2014-2018 Paint Creek Trail Recreation Master Plan: Ms. Myers went over the minor changes to the plan and indicated it is ready for approval. It was suggested to add the sentence “In 2013 the Commission prepared a history of the trail video and it is available for sale” in Chapter #7, Issue #6. Ms. Myers was thanked for all her work on an outstanding document. Motion by Young, seconded by Blanchard, WHEREAS, the Paint Creek Trailways Commission owns and operates the Paint Creek Trail to provide trail users a natural, scenic, and educational recreation experience while preserving the ecological integrity of the trail for the enjoyment of present and future generations; and WHEREAS, the Paint Creek Trailways Commission has undertaken a Five Year Recreation Master Plan which describes the physical features, existing recreation facilities and the desired actions to be taken to improve and maintain Paint Creek Trail recreation facilities during the period between 2014 and 2018; and WHEREAS, a Public Hearing comment session was held on November 19, 2013 at the Paint Creek Cider Mill Building, 4393 Collins Road, Oakland Township, Michigan to provide an opportunity for citizens to express opinions, ask questions, and discuss all aspects of the draft Recreation Master Plan; and WHEREAS, the Paint Creek Trailways Commission has developed the plan for the benefit of the entire community and prepared the plan as a document to assist in meeting the Paint Creek Trail recreation needs of the community. NOW, THEREFORE BE IT RESOLVED the Paint Creek Trailways Commission hereby adopts the 2014-2018 Paint Creek Trail Recreation Master Plan as a guideline for improving Paint Creek Trail recreation for the residents of Rochester, Rochester Hills, Oakland Township, Orion Township, the Village of Lake Orion and Southeast Michigan. Ayes: Bailey, Becker, Blanchard, Gamage, Morita, Young, Zale Nays: None Absent: Porter, Russell, Thalmann MOTION CARRIED. MANAGER’S REPORT: In addition to her written report, Ms. Myers asked if the Commission wants to pay the $750 to retain the portable restroom located at the Tienken parking lot from May through October due to the lot being closed during the road construction. Discussion occurred relative to a different location and the idea that the construction crew could locate a restroom

there that trail users could also use. Due to the fact the restroom is on the trail brochure, it was decided to leave the restroom in place during construction. If problems occur, relocation can be addressed at that time. COMMISSIONER REPORTS: Welcome to Commissioner Bailey. Ms. Morita is working with the Rochester Hills on signage for and notification of the Tienken Road parking lot closure and asked that Ms. Myers be involved in future meetings. THE PERMIT CAN BE TERMINATED BY REPRESENTATIVES OF THE TRAILWAYS COMMISSION AT ANY TIME, WITHOUT NOTICE AND WITHOUT CAUSE. The permit holder agrees that in the event his/her permit is terminated, he/she will leave the Trail property and will have no claim against the Commission or any of its representatives.

The permit holder agrees and understands that this permit is not and shall not create a lease, easement, or other rights not specifically identified in this document. No changes are allowed unless submitted and approved in writing. THE PERMIT HOLDER CANNOT ASSIGN THIS PERMIT TO ANY ONE ELSE.

The Commission shall not be liable to the permit holder or anyone authorized under the permit for any loss, injury, or damage to persons or property while they are on or around trail property. All motor vehicles approved for use must be insured. The permit holder agrees to hold the Commission, governments, and representatives harmless and shall indemnify and defend them from all losses, injury, damage, or claims by anyone for any reason caused by or growing out of the use of this permit or activities authorized by this permit.

The permit holder must conform to all federal, state, and local laws, ordinances, rules and regulations. The permit holder may be required to obtain other governmental permits, or authorization of neighboring property owners, and if so, must do so at his/her own expense.

Notices, if any are needed, shall be sufficient if mailed by ordinary mail to the permit holder at the address above.

After last meeting, I started looking into internship programs. Linda Gamage provided a link to OU’s career services department, and to the website interninmichigan.com. Thank you, Linda!

I did set up an account with interninmichigan.com, and can post an opportunity when we have one. I had a few thoughts about getting an intern that I shared with Chairman Becker:

I think it would be appropriate to have someone 15-20 hours a week, from May 5 - September 1. That is 17 weeks. I would like to offer an internship for the 17 weeks, but give the person two weeks off somewhere in the middle, so it is essentially a 15 week internship. There is some down time, and it may make it easier to find someone who can still enjoy part of their summer with a vacation if they choose (so there is some flexibility).

Although it is unpaid, I think we should consider a $100 a week stipend to offset

fuel costs, etc. We could find $1,500 in the budget as we have $2,500 listed as unallocated in the legal services budget. I can find $850 total in a couple of other categories, if we don't want to use the unallocated legal services. Or, we can look at fund balance. We may get some better candidates if we offer SOMETHING.

One issue we haven't considered. A computer. The other computer we have in

the office is 11 years old, and isn't usable for someone to work on events, etc. It won't even shut down without crashing it, and the operating system is pretty much obsolete. How would we have someone do the work?

My last question involves the type of intern we want. Parks and Rec? Event

Management? Public Administration? Non-profit? Marketing? I wouldn't want to waste someone's time. The job would be partially clerical, partially event coordination, partially marketing, and partially parks & rec, etc.

Chairman Becker suggested that the Commission may want to consider purchasing a new computer for either the intern, or for me. The current computer was purchased in June 2009. We will also need to budget to pay Oakland Township’s IT company to set it up on the network – I’m guessing a couple hundred dollars. I would like some input from the Commission regarding the above points, especially the last question – type of intern.

QuickBooks I am learning how to use the software and have started keeping all financial records on it. I ordered checks, so I will no longer be writing them by hand.

Restroom at Tienken Rochester Hills has ordered a portable restroom for us, and we can determine location later.

Orion Township Tree/brush dumping on the Trail near Goldengate The building department in Orion Township has been working with the property owner. I provided them a copy of the right-of-way map to help.

Native Plant Approval Policy and/or Interpretive Brochure The good news: Ryan Colliton, Stewardship Manager for Oakland Township, agreed to help us with our Native Plant Approval Policy and/or interpretive brochure. The bad news: Ryan just accepted a job offer with another park agency, and will not be here to help us. Hopefully, his replacement will be able to assist the Commission later this year.

Friends of the Paint Creek Trail

The next Friends meeting will be at the Paint Creek Cider Mill on Thursday, February 13, 2014 at 6:30pm. The meeting is open, and all are invited to attend. They are working on the 4th Annual Paint Creek Crawl, and I will provide an update at the Commission meeting.

Financial Update Almost all January license fees have been received. I will follow up with a couple that are late. I have received all member community contributions except Rochester Hills. I’ve asked

Commissioner Morita to follow up. I contacted Flagstar bank about setting up online account access to be able to download

information directly into QuickBooks. Unfortunately, they will have to charge us $15 a month. In my opinion, that is a waste of money, and doesn’t even cover the $6 we get a month in interest. I will continue to manually input information!

I’ve spoken with Ramie Phillips, our auditor. I will be giving him our financial records after I return from Florida.
