I am very proud and appreciative of having been awarded the Visionary Leadership award at the Annual Meeting,and then enjoying the company of so many members, vendors, and friends at my retirement celebrationreception on Wednesday evening.

With humility and gratitude, I want to thank you for the most fullfilling time of my long business career. It has beena privilege to serve and work with you towards the education and character development of young people. PAISBOA HBT Member Reminder: Time is NOW to Extend Your Participation Agreement!The PAISBOA Health Benefit Trust is inviting all member institutions to extend theParticipation Agreement for two plan years beyond the current October 31,2019 commitment date. By extending this commitment through October 31, 2021 inthe near future, member institutions will be empowering the HBT to secureadvantageous, multi­year contracts with its providers.

June 21 Meeting to Highlight “The Intersection of Technology and Facilities”

Our final Plant Managers meeting of the school year will take place on Thursday, June 21. As is our traditionwith the June meeting, we will take to the road and gather at Friends’ Central School, 1101 City Line Avenue,Wynnewood PA 19096. Attendees should meet on the Patio of the Main Building.

Subtitled “Interesting Things Happen at the Intersection of Technology and Facilities,” the meeting will begin at11:30 a.m. and our program will wrap up between 1:30­2:00 p.m.

Our Hosts for the day will be Tom McDaniel, Director of Facilities and Campus Safety; Steve Delores, DirectorEmeritus and Project Manager; and Dan Crowley, Director of Technology. As a part of our visit to Friends’Central, we will also learn about some specific new applications in the field of safety and security, in terms ofcrisis planning and emergency drill operations. We will look at School Dude's crisis management software thatprovides mobile access to critical planning materials, as well as RUVNA’s school safety applications. PAISBOAhas agreements in place with both of these companies, so it will be great opportunity to see and learn firsthand.

We have learned in previous meetings that teamwork and coordination between Technology and Facilities canlead to operational excellence, especially when it comes to safety and security. This relationship has been front

and center through the work of John Zelek and Bob Meals at the Shipley School in their work around dooraccess, cameras and visitor identification. Our agreements with the above vendors expand on this idea and canonly help support the safety of our students, faculty, and staffs.

Four Ways Board Members Can Maximize Enrollment

As long as enrollment is the primary source of revenue for your school, your school board of directors should bevery interested in how to improve and grow it. When the board and the administration work as a cohesive team,growth is more likely to happen. So, how can board members appropriately contribute to the enrollment goals?

Four Ways Board Members Can Maximize Enrollment

1. Know the Story: When the story is consistently shared and is also consistent with the experience of yourfamilies, energy and awareness increase exponentially. Instead of freelancing through a myriad of pointsthat may or may not be relevant, board members are wise to learn the story and stick to the script.

2. Know the Process: The Enrollment Office uses a planned process based on best practices for schoolgrowth. The board should review the entire admission process in detail at least annually in order to identifyways to improve and to gain commitment. Equip board members with the confidence and trust to referpeople in their network.

3. Contribute to the Process: Board members can and should be expected to share an enrollment packetat every opportunity, tell the story about the school to local organizations, and share news items with theirnetwork of influence (e.g., social media, email, etc.)

4. Trust the Process: In keeping with that 76ers spirit, avoid the temptation to undermine the enrollmentprocess and the school leadership by trying to bypass the thoughtful steps that have been established forreceiving applications and enrolling students. The process is there for a reason. Trust it. Trust them.

Equipping board members to maximize enrollment requires commitment from everyone involvedbecause enrollment is someone's job and it's everyone's job. A Leadership Retreat is an excellent venue in whichto train board members on enrollment strategies and plans.

The webinar was conducted by Riley Nolan, Director of Sales, who will be our primary contact. The well­designed session took us first to the parent portal of a sample school, and then to the one used by school staff,particularly nurses and administrators. Riley demonstrated the flexibility to the system to handle a high level ofcustomization, making it much easier for a school to set up and use based on their familiarity with terminology inthe school culture. Finish Out the School Year Safely

As the end of school nears, that means an increase in outside activities and end­of­year events. It can also mean an increase in the number of visitors to your school. This is a good time to review safety issues with a fresh perspective with your staff and students. Here are a few key areas to consider.

A single point of entry for visitors during school hours is a good way to control building access. Exteriorsignage directing visitors to the appropriate entrance, and locking all other perimeter doors will limitunauthorized entry. Require all visitors to sign in, wear a badge and be escorted while in the building. Also,review vendor and contractor access, especially to the kitchen and loading dock areas, since these doorsmay not always be locked.

Playgrounds receive a great deal of use over the summer, so an inspection of all playground areas andequipment is warranted. All equipment should be in good working order, and surface material – woodchips, sand, rubber mats – may have degraded during the winter. Additional materials may be needed tomaintain playground safety.

Do a physical building inspection to identify potentially hazardous conditions. Walking surfaces should beclear of trip and fall hazards, handrails should be secure, and emergency exits should be clearly identifiedand free of landscaping and debris. Areas of assembly such as gyms, auditoriums and cafeterias shouldbe given special attention. Do not leave boiler rooms, electrical rooms and electrical panel boxesunsecured. Administrative offices should be properly secured to protect sensitive or confidential data suchas student records, health information, and employee records.

Are You Prepared for an IRS Audit?Marcie Carroll, Carroll Consultants

The Internal Revenue Service’s (IRS’s) Employee Benefit Audit Program is used toaudit and enforce. The IRS’s emphasis, with respect to defined contribution plans,is on compliance with the requirements of the Internal Revenue Code (the Code),the plan’s tax qualification, and administration of all plan documents. In the event ofnoncompliance with regulations, the IRS can impose taxes, penalties and interest.

Most IRS audits are selected at random, but certain audit triggers exist that plansponsors should be aware of. If the IRS suspects noncompliance, the chances of an audit will increasesubstantially. Answers to certain questions on the Form 5500 may also trigger an audit.

The IRS audit process is initiated with an Information Request Letter to the plan sponsor. The InformationRequest Letter identifies the date the auditor plans to visit, the documents they plan to review and possibly willlist individuals they intend to speak with who handle plan administration. The letter requests specific informationto have available for the auditor to review. If you receive one and have questions regarding items requested, orrequire additional time to collect the requested data, it is best to be proactive and explain your concerns andcircumstances.

It is essential to be prepared for audit by having all requested documents readily available and being familiar withthese documents. Preparation should begin upon receipt of the audit letter. Being prepared, informed and helpfulto the auditor should reflect positively on the audit experience. Be sure to be available during the audit in theevent you are asked to respond to follow­up questions or produce additional documents.

The auditor may want to speak with other plan fiduciaries, your ERISA attorney, plan advisor, administrator,investment advisor and trustee. If you anticipate more potentially concerning issues may be discussed, you maywant to consider having your legal counsel assist during the audit process.

While it is important to be prepared, understand that auditors are looking for specific information, so provide onlyinformation that is requested. It is not a good idea to lead an auditor to your plan files and let them search.Allowing access to more information than is requested can often be counterproductive. Be patient with the auditprocess and project confidence.

The IRS will focus on compliance with the plan document, regulations and tax­related issues. Compliance with allplan documents in terms of operation and administration are the most frequent cause of compliance deficiencies.Also, compliance with newer regulations is likely to be reviewed.

The most common issues the IRS finds in its audits of retirement plans are:

Plan document is not up to dateUntimely participant deferral depositsPlan operation doesn’t follow the plan documentPlan definition of compensation not followedMatching contributions not made to all eligible employeesPlan definition of eligibility to participate or for employer match not followedImproper administration of participant loans (including defaults), hardships, QDROs, etc.Delinquent filing of Form 5500ADP/ACP test errors Deferral limits exceededTop­heavy requirements ignored

Once the audit is complete, the auditor will follow up with a phone call to verbally convey the audit findings; thephone call is followed by a written audit findings letter. The letter may show no further actions are necessary andthat the audit file is closed.

If errors are found, then certain corrective actions may be necessary through the IRS’s Audit Closing AgreementProgram, the main intent of which is to make the plan and its participants whole. This may include a correctivecontribution plus interest to plan participant accounts, excise taxes required and potentially other fees andpenalties payable to the IRS. If you disagree with the audit conclusions in some way, there is an appeals programthat enables another review of the audit findings and your position.

Plan administration is complex and plan documents are not always simple to interpret, as a result it is notuncommon for plan sponsors to have correction issues at some point. Many errors that occur and correctionsthat need to be made arise out of a triggering event, such as payroll staff turnover, system changes, one­offprocessing events, annual limits or business reorganizations. If you’ve had or have this type of event, you maywant to conduct a self­audit to ensure your plan’s operation continues to be consistent with plan documents andall laws. Performing regular self­audits will give you greater protection against compliance breaches.

If you identify a problem during the self­audit of plan operations, you can voluntarily correct these problems.Depending upon the nature and extent of the issue, you may be able to self­correct your plan, document thecorrections for the file and move forward without a formal filing with the IRS or the DOL. More significant issues,such as failing to amend the plan timely or not depositing employee deferrals timely, generally require filing forand obtaining approval of the self­correction methodology.

Some of our schools have been taking this time to recruit faculty and administratorsfor the next school year. Schools ­­ in fact all employers ­­ should note that thereare provisions prohibiting discrimination in recruiting that hiring managers must beaware of during recruiting and hiring. One less commonly considered type ofprohibited discrimination is based on citizenship status and national origin. Whenrecruiting, schools should treat U.S. citizens, lawful permanent residents, temporaryresidents, asylees, and refugees equally throughout the entire hiring process.

The laws prohibiting discrimination on these grounds are the reason that schools may have noticed that they arerequired to sign an agreement – usually by checking an “Agree” or similarly worded button – that they will complywith all applicable equal employment opportunity laws, including the anti­discrimination provision of theImmigration and Naturalization Act when posting job opportunities (including on PAISBOA’s new Career Center),and:

Prohibit any posting that requires U.S. citizenship or lawful permanent residence in the U.S. as a conditionof employment, unless otherwise required in order to comply with law, regulation, executive order, orgovernment contract.Prohibit any job requirement or criterion in connection with a job posting that discriminates on the basis ofcitizenship status or national origin.

Job postings should also avoid using language such as: Only U.S. Citizens; Must have a U.S. Passport, Musthave a green card; H­1B’s Only; or Citizenship is a requirement. Unless U.S. citizenship is required by law,which is not typically applicable to independent schools, schools should avoid making the assumption that onlyU.S. citizens are authorized to work in the United States.
