The Board of Directors of the Pajaro River Watershed Flood Prevention Authority, Chair Phillips presiding, convened at the Silicon Valley Advanced Water Purification Center, Visitor Center, 4190 Zanker Road, San Jose, CA 95134 at 10:09 a.m. on Friday, September 8, 2017.

6. CONSENT A. Minutes of the June 30, 2017 Board of Directors Meeting The minutes of the June 30, 2017 Board of Directors meeting was approved. B. Approval of Payment to Gutierrez Consultants The invoices for services rendered by Gutierrez Consultants from June 2017 – July 2017 were approved. C. Approval of Payment to RAPS, Inc. The invoices for services rendered by RAPS, Inc. from June 2017 – July 2017 were approved. D. ABC Law Firm Invoice The invoice for services rendered by ABC Law Firm was approved. E. Financial Update Report The financial update report was accepted. Maura Twomey, Executive Coordinator reported that the minutes of the June 30, 2017 Board of Directors meeting were revised. Item 6.A. TNC – HSR Alignment through Gilroy was revised to clarify that TNC, OSA and POST sent a letter to the HSRA in support of the Downtown Gilroy Station. Motion made by Director Wasserman, seconded by Director Varela to approve the consent agenda with the revisions to item 6.A. Minutes of the June 30, 2017 Board of Directors meeting. Motion passed unanimously. 7. ITEMS REMOVED FROM CONSENT CALENDAR FOR DISCUSSION AND POSSIBLE ACTION None. 8. PLANNING A. Pajaro River Flood Risk Reduction Project Update Mark Strudley, County of Santa Cruz reported that the Corps San Francisco District has reactivated the project. The Corps San Francisco District has committed to 1) complete the feasibility study phase of the project in one year and 2) complete the final director’s report by July 2018. The completion of the director’s report is critical as it leads to the design of the project. The Corps also 1) accepted the NED project as the plan allowing the project to move forward with completion of the feasibility study; and 2) repair and rehabilitate 17 sites on the levee. The Corps has an aggressive cleanup schedule to be completed by December 2017. This work is fully funded by the Corps. Mr. Sturdley added that the Local Sponsors will be traveling to Washington D.C. in October 2017. Supervisor Phillips and Lidia Gutierrez,

Gutierrez Consultants will be in attendance on behalf of the PRWFPA. Brief discussion followed. Lidia Gutierrez, Gutierrez Consultants reported that there is a significant change in the Corps attitude toward the Flood Risk Reduction Project. The completion of the Directors report leads to planning, engineering and design without a new congressional authorization and streamlines the process. Director Wasserman stated that more progress has occurred with this project than in the entire 7 years that he has been on the PRWFPA Board. Director Wasserman requested that staff invite all past PRWFPA Board members to any ceremonies and ribbon cuttings. 9. Other Business None. 10. ADJOURNED to the tour of the SVAWPC The meeting adjourned at 10:30 a.m.

SUBJECT: Financial Update Report

RECOMMENDATION:
It is recommended that the Board of Directors accept the financial update
report.
BACKGROUND/DISCUSSION:
Regional Analysis & Planning Services, Inc. (RAPS) provides contract
staffing services to the Pajaro River Watershed Flood Prevention Authority
(PRWFPA). The contract includes administrative and financial services for
the Board as well as the Staff Working Group (SWG). The monthly financial
reporting, budget preparation and audit assistance fall within RAPS, Inc.
duties. The Board packet includes the year-to-date financial reports through
September 30, 2017 as well as a budget-to-actual comparison for fiscal year
(FY) 2017-2018. Amounts in the financial update report are unaudited.
The Balance Sheet reflects a cash balance of $691,156.41. Accounts
receivables outstanding totaled $29,240.31, which consisted of a member
agency’s annual dues invoice as well as the balance of the retention invoice
to Pajaro Valley Water Management Agency (PVWMA), which resulted
from completion of the California Proposition 50 Grant.
The current liabilities balance is $13,699.18. PRWFPA has sufficient current
assets on hand to pay all known current obligations.

During the period of July through September, PRWFPA incurred routine
operational expenditures for contractual services. The services provided are
summarized as follows:
RAPS, Inc.: Staff Working Group (SWG) agenda preparation and
meeting attendance; accounting and audit related work; Geographic
Information System (GIS) data services related to the floodplain
model.
Gutierrez Consultants: Work associated with the High Speed Rail
Project and SWG meeting preparation and attendance. Participated in
and attended the lobbying trip in Washington, D.C.
Atchison, Barisone & Condotti: Ongoing legal services consisting of
contract reviews and High Speed Rail Project consultation.
Expenses for the July 2017 through September 2017 period totaled
$16,640.95, which included professional services and other expenses.
PRWFPA’s Profit and Loss Statement reflects an excess of revenue over
expense of $47,691.39 for the period July 2017 through September 2017.

Professional Services are under budget primarily due to the work provided
by contractual obligations were less than anticipated.

contingent on various factors. Therefore, during the fiscal year there will be

SUBJECT: Pajaro River Integrated General Reevaluation
Report/Environmental Assessment
MEETING DATE: November 3, 2017
RECOMMENDATION:
Direct staff to review and comment on the Draft Pajaro River Integrated
General Reevaluation Report/Environmental Assessment.
BACKGROUND:
On October 31, 2017, the U.S. Army Corps of Engineers (Corps) publicly
released the Draft Pajaro River Integrated General Reevaluation
Report/Environmental Assessment (GRR/EA). The draft GRR/EA presents
the draft findings of the General Reevaluation Study and identifies and
evaluates the benefits, costs, and environmental effects of alternative plans to
reduce flood risk to the city of Watsonville, the town of Pajaro, and the
surrounding area. Based on the evaluation, the Corps has identified a Federal
interest in at least one alternative plan, the Tentatively Selected Plan (TSP), to
reduce the risk of flooding from the Pajaro River, while minimizing adverse
environmental effects.
The 30-day public review period for the draft GRR/EA extends from October
31, 2017 to November 30, 2017. During this time, the Corps, and Monterey
and Santa Cruz Counties will host a public meeting to discuss the status of the
study, present the draft results of the GRR/EA, and encourage questions and
comments.

All comments postmarked by November 30, 2017, will be considered and
incorporated into the final GRR/EA, as appropriate. Specific responses will also be
included in a comments and responses appendix to the final document.
It is therefore recommended that FPA staff working group members be in attendance
at the public meeting and provide comments on the report findings, consistent with
the mission of the FPA. The staff working group is requesting that the FPA Board
direct staff to comment on the draft GRR/EA so that the interests, comments and
questions of the FPA can be incorporated into public record as part of the project and
NEPA review process.
FISCAL DISCUSSION:
There is no fiscal impact.

On October 31, 2017, the U.S. Army Corps of Engineers will release their Draft Feasibility Study and Environmental Assessment (Draft GRR/EA) which de-scribes the federal flood protection project on the Pajaro River.
Please join the U.S. Army Corps of Engineers in a presentation of results from the draft report, and a discussion on the status of flood protection efforts for the Pajaro River levees. The Corps and local partners will encourage questions and comments.
