edited by Mohammad A Razzaque and Yurendra BasnettRegional Integration in South Asia: Trends, Challenges and Prospects presents an objective assessment of trade and economic co-operation among South Asian nations and highlights policy issues to foster regional integration. The analyses presented in this volume go beyond the usual discussions on trade-in-goods to provide insightful perspectives on potential new areas of co-operation, emerging challenges, and country-specific views on regional and bilateral trade co-operation issues.

Written by influential analysts and researchers, the volume’s 24 chapters include perspectives from Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka, and examinations of new areas of co-operation such as investment, regional supply chains, energy and cross-border transport networks.

Dirk Willem te Velde and Mohammad A Razzaque Aid for Trade (AfT) has been an integral part of official development assistance (ODA) since its inception at the World Trade organization’s hong Kong Ministerial in 2005. While many observers agree that the initiative has generated momentum in securing more trade support, the policy discourse on AfT continues to be vibrant and dynamic.

This volume, prepared by 20 renowned international experts (including Commonwealth Secretariat, oDI, eCDPM, DIe, ICTSD, Saana Consulting, WTI Advisors, and Columbia University) provides a comprehensive review of the initiative.

Part I of this volume uses quantitative and qualitative analysis to examine the effectiveness of Aid for Trade. Part II provides analyses of current issues. Part III looks to the future, including an alternative from Nobel Prize-winning economist Joseph Stiglitz.

Commonwealth small and vulnerable economies (SVes) are inherently vulnerable to exogenous shocks and face high debt burdens, yet the adequacy and scope of the policy response by international institutions to address their debt and other financing issues has not fully met or supported their development needs.

This book provides comprehensive, in-depth reviews of concessional finance, the design of loans, shock facilities and other instruments used to support developing countries in times of crisis, and analysis concerning SVe debt sustainability. The analyses and discussion are further supported by primary data collected in Commonwealth countries in the Caribbean, Africa and Pacific regions.

This publication is essential reading for anyone working towards the reforms that are essential to ensuring that international financing mechanisms effectively meet the unique needs of small and vulnerable economies.

LDC IV MonitorAmbitious in nature, the Istanbul Programme of Action (IPoA) for the Least Developed Countries adopted by the Fourth United Nations Conference on the LDCs (UN LDC IV) in 2011, sets out a development path for LDCs for the coming decade. Successful implementation of the IPoA requires the identification of delivery tools for specific targets, the provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. LDC IV Monitor, an independent partnership of eight interested organisations, aims to add value to the official monitoring and review mechanism of the IPoA.

LDC IV Monitor’s first biennial report produced outside of the official intergovernmental process, provides credible, evidence-based and policy-oriented assessment of the delivery status of the promises contained in the IPoA. The volume, addresses a wide spectrum of issues including articulation of a composite IPoA index, building of productive capacity, trade in goods and services, delivery of the Millennium Development Goals (MDGs), flows of different forms of development finance and consequences of climate change. It aims to enhance transparency of the process, promote accountability of the stakeholders, and foster efficiency in the implementation of the IPoA leading towards the graduation of the LDCs through structural transformation of their economies.

This unique annual collection of key economic and statistical data on states with fewer than five million inhabitants is an essential reference for economists, planners and policy-makers. The Commonwealth’s definition of small states is those with a population of one and a half million or less. For comparison purposes this volume presents, where available, data on states with a population of up to five million.

The book contains 65 tables covering selected economic, social, demographic and Millennium Development goal indicators culled from international and national sources and also presents information unavailable elsewhere. A detailed parallel commentary on trends in Commonwealth small states, looking at growth, employment, inflation, human development, and economic policy, permits a deeper understanding of underlying developments behind the figures.

The book also includes an article focusing on the role of data and statistics for policy making in small states.

Transitioning to a Green Economy Political economy of Approaches in Small States

03-2014; 220pp; Paperback; £70.00 ISBN 978-1-84929-127-9

edited by Nadine Smith, Anna Halton and Janet StrachanWhile the term ‘green economy’ has been widely used at the international level, very little information exists about what the concept looks like in practice. What are the policies required? What are the challenges of implementation at national level?

This book contains case studies from eight small states that have committed publicly to greening their economies: Botswana, grenada, guyana, Jamaica, Mauritius, Nauru, Samoa and Seychelles. It provides insights into the success of various initiatives and highlights how small states themselves are making practical progress on a green economy approach.

Mark P Hampton and Julia Jeyacheya‘tourism cannot simply be treated as an economic force that can be left alone to deliver its rewards’ – UN World Tourism organization

Tourism is a crucial source of employment, foreign exchange and revenue for most small island developing states (SIDS) and many other small states.

This report explores the key issues concerning how tourism might facilitate inclusive growth. It provides detailed analysis of both the direct and indirect channels through which the gains from tourism are achieved, and the existing gaps that prevent a fuller capturing of forward and backward multipliers.

Using robust statistical data from Jamaica, Maldives, Mauritius and Seychelles and other small states, the study also examines land-based and cruise tourism operations and explores how local supply chains could be enhanced. The two key overarching recommendations – improving data collection and promoting niche markets – serve both as rallying points for policy action and as points of focus for partnerships.

Valuable reading for policy-makers looking to maximise the contribution of tourism to the economy, as well as international development agencies and students of tourism studies.

Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth gender Plan of Action for gender equality 2005-2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business.

The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. It identifies established strategies – electoral reform (New Zealand), party voluntary quotas (South Africa), and legislative quotas (Bangladesh and India) – that have helped these Commonwealth countries to meet the global target of 30 per cent and thus to effectively advance the participation of women in decision-making at all levels.

Gladys M’sodzi Mutukwa Violence against women is disturbingly persistent and pervasive in the Commonwealth with women’s subordinated status, prevalent gender-biased norms and practices including patriarchal mind-sets contributing to such violations. Most Commonwealth countries have either a specific law to address the rights of women or broad legislation that covers domestic violence. however, the implementation of such laws has not been without problems as cultural norms and practices often impede women’s access to justice. This publication aims to strengthen jurisprudence of equality on violence against women by bringing together theory and practice, particularly the analysis and summary of significant case law, to serve as a resource for the judiciary in jurisdictions connected by the common law.

It challenges the reliance on gender stereotypes which have influenced judicial decisions and elaborates on the relevant human rights standards for judiciaries to consider when adjudicating cases on violence against women.

CoNTeNTS

Introduction

Definition of violence against women in national and regional contexts

Discussion of relevant human rights standards (international/regional/sub-regional) in relation to:

a) how the courts might better apply human rights standards?

b) issue of failure to protect – actions against the state

Discussion on bias in the courtroom – internal/external contributory factors

Planting and Establishment of Tropical TreesDavid Upton with Peter de Groot; illustrated by Esther Dobson, R H F Wilson and Peter de Groot

Written by a forestry expert for the non-specialist reader, this will be an invaluable guide to anyone trying to ensure that a rich variety of trees survive to maturity, across the tropics.

This manual explains how to plant and establish the most appropriate trees for a particular location. Complete with many line drawings and diagrams, it shows how to select the most suitable specimens, planting methods, and how to ensure that newly planted trees thrive, by protecting them from damage from the weather, from animals or from disease.

Raising Seedlings of Tropical TreesK A Longman, illustrated by E Dobson and R H F Wilson

This manual explains all the procedures necessary for growing tropical trees from seeds. These include suitable techniques for:• the collection and selection of

suitable seeds• the correct handling and storage

of seeds • the successful germination of seeds • potting up and transplanting young

seedlings• maintaining the right environment

for care and protection of seedlings

It includes useful check lists for problems that might be encountered, assessing germination; and provides references for information on tree flowering and genetics and seed handling and propagation.

Preparing to Plant Tropical TreesK A Longman, illustrated by RHF Wilson

This manual covers the key choices that lie between propagation of good planting stock, and its planting and successful establishment. These usually include:• good communication between all

those with an interest• some understanding of how

tropical ecosystems function• a consideration of the type of

planting site• choosing which groups of trees

to plant• deciding on a suitable growing

system for the young trees• preparing the site for planting.

Rooting Cuttings of Tropical TreesK A Longman, illustrated by R H F Wilson

This manual gives, clear, step-by-step instructions on the rooting of tree cuttings, including:• choosing the best trees to

propagate• producing good cuttings from

stockplants• constructing a favourable

environment for propagation• rooting and handling leafy cuttings

The procedures described in this Manual can be used with the most woody species to provide diverse clonal mixtures. Such superior planting stock will help to fulfil the potential of multiple usefulness offered by tropical trees, while encouraging the conservation of genetic resources.

Sport for Development and Peace (SDP) brings the power of sport to solving some of the most difficult challenges of humankind, such as the realisation of the United Nations’ Millennium Development goals.

Commonwealth leaders have consistently endorsed the role that SDP can play in development and peace work, in particular in the domain of youth engagement and empowerment. This collection of papers, commissioned by the Commonwealth Secretariat and the Commonwealth Advisory Body on Sport (CABoS), showcases innovative approaches and examples of effective SDP policies and strategies.

Written by CABOS members, independent experts and agencies, the papers reflect critical thinking and urgent debates among leading scholars and practitioners of SDP.

Commonwealth Secretariat’Both an intelligent digest of the research and ‘best practices’ of the interventions of the last two decades, and wise, succinct advice to governments ... It will prove of enormous benefit ....’ GlobalPANet

In the last two decades the use of sport within development and peace work has gained increased profile and credibility. Today sport is recognised at the local and international levels as a tool that, if well planned and effectively delivered, can contribute to beneficial social change.

Produced by the Commonwealth Secretariat in collaboration with the Commonwealth Advisory Body on Sport (CABoS), this guide acknowledges both the value and complexity of using sport in development and peace work and recommends key principles to maximise sport’s contribution and minimise possible negative consequences.

The guide is supported throughout by appropriate references to policy statements and research evidence. It also includes several case studies from around the world.

edited by Dirk Willem te Velde and Mohammad A Razzaque Aid for Trade (AfT) has been an integral part of official development assistance (ODA) since its inception at the World Trade organization’s hong Kong Ministerial in 2005.

Paul CollierDespite impressive achievements during the last decade by the Least Developed Countries (LDCs) progress has not matched that of the developed world.

Although improvements have been made in areas such as per capita income and infant mortality, in relative terms the gap has in fact widened, meaning that LDCs have to progress even faster or be left further behind.

In this publication, economist and award-winning author of The Bottom Billion, Paul Collier, puts forward that there are many policies that could have been effective in enabling LDCs to reduce this differentiation, but due to a lack of strategic focus this has not been achieved.

Collier argues that the only actors who can lead this process are the governments of LDCs themselves working together towards clear and well-founded goals.

he outlines potential future problems such as the extraction of natural resources and the threat of climate change, as well as strategies to best counter them.

J Anthony Van Duzer, Penelope Simons and Graham Mayeda‘An important contribution to the ongoing debate over sustainable development, democracy and foreign investment. It gives governments aspiring to achieve sustainable development their voice in a positive and productive manner.’ Transnational Dispute Management

As International Investment Agreements (IIAs) continue to evolve and become increasingly complex, a key challenge for developing countries is how to maintain coherent investment obligations that are consistent across any overlapping treaty provisions. An even greater challenge is the effective negotiation of trade in services and investment commitments in Preferential Trade Agreements to make foreign investment supportive of development.

This guide is designed to assist developing countries to negotiate IIAs that are more effective in promoting their sustainable development. It identifies and consolidates emerging best practices from existing treaty models, evaluating the costs and benefits of different approaches; suggesting new and innovative provisions to encourage foreign investment flows; and outlining how states can achieve coherence among their IIAs.

A useful reference tool for developing country negotiators and interested parties, including investment promotion agencies, policy-makers, legislative drafters and officials in government legal departments.

The Right to Traderethinking the Aid for Trade Agenda

Joseph E Stiglitz and Andrew Charlton

Nobel Prize-winning economist Joseph e Stiglitz and Andrew Charlton argue that aid for trade has not delivered on its initial promise.

To create a genuinely pro-development trade liberalisation agenda, the authors propose that a ‘right to trade’ and a ‘right to development’ be enshrined within the WTo’s dispute settlement system; and that aid for trade funds be consolidated into a coherent and predictable framework, where dedicated funds are committed by rich countries to a global Trade Facility and dispersed through a transparent and competitive process.

Together these proposals would help ensure that international trade works for developing countries and will help preserve a development-friendly multilateral trading system.

Professor Srinivasan explores the broad links between growth in income, globalisation, and poverty reduction. he argues that past domestic and international policies have failed to serve the interests of the poorest countries, and suggests that the current array of international institutions, in their unreformed state, are ill-suited to bring about the changes required.

Finally he makes recommendations on needed reforms to the institutions that manage the global economic system.

Promoting IT Enabled ServicesLeSSoNS FroM The CoMMoNWeALTh 3

edited by Nikhil Treebhoohun

Trade in services enabled by ICT could be an engine of growth for developing countries looking to diversify from commodities-based economies. But this demands the correct regulatory framework, infrastructure and human capital.

This handbook of contributions from world-leading individuals and organisations explains the key issues from the viewpoints of the regulator, the investor, the policy-maker and the donor. It provides detailed analysis of the Mauritian experience, which holds useful lessons for small states. It will help policy-makers to develop IT enabled services and provide private sector organisations with insights into how governments frame their policies.

Potential Supply Chains in the Textiles and Clothing Sector in South Asia An exploratory Study

This pioneering study from UNCTAD, the Commonwealth Secretariat and the Centre for WTo Studies at the Indian Institute of Foreign Trade examines one of the leading manufacturing sectors in South Asia – textiles and clothing – to assess the prospects for developing production linkages through regional co-operation.

The findings show that there is significant unexploited scope for intra-regional trade which would enhance the competitiveness of the region overall. The insights gleaned from the study will also benefit other sectors and regions of the developing world, where regional integration and South–South co-operation might be important routes to trade-led development.

Massimiliano Calì, Mohammad Razzaque and Dirk Willem te Velde

This economic Paper analyses the use and effectiveness of Aid for Trade (AfT), the initiative to help developing countries boost their involvement in the global economy, for small and vulnerable economies (SVes). It examines in detail the extent to which SVes have been able to access AfT funds and to what extent this assistance has helped them to improve their trade performance.

Well designed trade-related assistance will help SVes face the challenges posed by their characteristics, particularly when the prospects for small states have been deteriorating further due to preference erosion and the emergence of new and large competitors.

Richard Rieser ‘richard rieser’s book is timely and concerned with one of the fundamental articles of the UN Convention on the rights of People with Disabilities. he makes sense of article 24, the right to education, and presents a how to approach for policy-makers and all those concerned with the provision of education in different settings. I’m pleased to know that there are outstanding individuals with disabilities, like the author, who are able to make sense of complex ideas and who makes it easy for educators and decision makers in government and Ngos, who wish to provide education in accordance with the UNCrPD’ Shuaib Chaklen, UN Special rapporteur on Disability

Inclusion in education is a process of enabling all children to learn and participate effectively within mainstream school systems, without segregation. It is about shifting the focus from altering disabled people to fit into society to transforming society, and the world, by changing attitudes, removing barriers and providing the right support.

The UN Convention on the rights of Persons with Disabilities requires the development of an inclusive education system for all. This revised and expanded second edition examines the adoption of the Convention and provides examples, both through illustrated case studies and on the accompanying DVDs, of how inclusive education systems for all children have been established in pockets throughout the Commonwealth and beyond.

The message is clear: it can be done. The task is now to implement inclusive education worldwide.

‘A very insightful book that shows deep experience from the authors in the realm of the media and democracy in general, and election reporting in particular. I am sure this will guide our fellow journalists, especially in the Third World, who are still lacking landmarks in their profession and end up falling out with their governments.’ Dominique Nduhura, Director, School of Journalism and Communication, National University of rwanda.

The media plays a crucial role in ensuring that elections are conducted fairly, and are seen to be credible. Changing technologies are changing the speed and nature of reporting, but the key issue remains the same: media plays an essential part in ensuring freedom of expression and in guaranteeing democracy.

In Eyes of Democracy, two experienced media professionals offer fellow journalists an overview of the issues, testimonies from colleagues on the ground, and guidelines for good practice, along with reports from Commonwealth observer groups on election reporting in a select number of Commonwealth countries.

Gender equality is a human right and fundamental principle of the Commonwealth. It is also critical to Commonwealth goals of eradicating poverty, building resilient economies, harmonious communities and promoting sustainable development.

The Commonwealth Secretariat is a leader in promoting gender equality and women’s empowerment. It plays a key role in challenging issues such as women’s leadership and representation in politics and peace building processes, gender responsive budgeting, women’s access to finance and improvement of women’s rights to land and other resources through the law.

The Secretariat responds to emerging global priorities and concerns relating to gender and development issues. It is accountable to priorities emanating from ministerial meetings, Commonwealth Heads of Government Meetings (CHOGMs) and the Commonwealth Gender Plan of Action Monitoring Group (CGPMG).

Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth gender Plan of Action for gender equality 2005–2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business.

Marilyn Waring, Elizabeth Reid, Anit N Mukherjee and Meena ShivdasThe social protection landscape is currently characterised by competing discourses and agendas, given that bilaterals, multilaterals and private funders have different targets and have differing constituents whose lives they seek to improve. Critical aspects such as gender inequalities and inequities, women and children’s agency and community coping mechanisms are often not adequately addressed.

This publication introduces the Commonwealth Secretariat’s ‘anticipatory and transformative social protection approach’, which outlines the principles and strategies for advancing a gender-responsive, human rights-based approach to social protection.

It presents analysis and discussion of a framework for social protection, models of good practice from across the Commonwealth, and innovative ways of providing social protection that are not based on men and women being in full-time paid work in the formal economy.

This publication will assist policy-makers and development practitioners in making informed decisions about programme design and delivery so that beneficiaries’ access to and participation in social protection mechanisms are fully realised.

Gender Responsive Investment HandbookAddressing the Barriers to Financial Access for Women’s enterprise

gender responsive Investment is a process of ensuring gender-equitable access to financial services and investment resources through rigorous assessment of the differing needs of women and men. It recognises that a more equitable allocation of resources will make a greater impact on sustainable economic development, with long-term benefits for the whole economy.

This handbook supports policy-makers to identify the policies, laws and regulations that hinder women’s access to finance, and assists financial institutions to identify opportunities to deliver inclusive, well-designed products and services for women.

Accessing Justice for Violence Against WomenA Judicial resource guide

Gladys M’sodzi Mutukwa

This publication aims to strengthen jurisprudence of equality on violence against women by bringing together theory and practice, particularly the analysis and summary of significant case law to serve as a resource for the judiciary in jurisdictions connected by the common law.

It challenges the reliance on gender stereotypes which have influenced judicial decisions and elaborates on the relevant human rights standards for judiciaries to consider when adjudicating cases on violence against women

Without PrejudiceCeDAW and the determination of women’s rights in a legal and cultural context

edited by Meena Shivdas and Sarah Coleman

This book looks at the range of cultural and legal challenges relating to the implementation of CeDAW, and the individual approaches adopted in various jurisdictions and contexts across the Commonwealth. Commonwealth declarations in support of CeDAW and initiatives from numerous Commonwealth countries are brought together here to support continuing efforts to address these issues.

This practical guide will inform and assist judges, adjudicators, lawyers and activists to advance the implementation of the principles of CeDAW within jurisdictions connected historically by the application of the common law.

Who Cares?The economics of Dignity

edited by Marilyn Waring, Robert Carr, Anit N Mukherjee and Meena Shivdas

‘This is groundbreaking work. Too long overdue.May it lead to the needed changes, in policies and in the care we give to the carers.’ Dr Elizabeth Reid, Australian National University

At the centre of the hIV/AIDS response are the 12 million people who need care and treatment. Those who are ill require support from carers. Yet these essential people are often invisible to the system that relies on them.

The writers argue that focusing on the carer, at the household level, directs assistance where it is most effective and most needed, respects human rights, and helps achieve the millennium development goals in health.

Efforts to contain the spread of HIV/AIDS challenge governments and communities to develop policies and programmes that are dynamic and react to the pandemic as it evolves. This calls for strong and creative leadership, including political will at the highest level and partnerships with all sectors of society.

The manual offers a number of case studies from developing and developed countries, which illustrate how programmes that promote hIV prevention by addressing gender and the social and economic factors that increase people’s risk of infection are more likely to succeed in changing behaviour. It also contains an extensive list of on-line resources.

Universal Periodic Review Lessons, hopes and expectations Purna SenSince the inception of the UPr, the Commonwealth Secretariat has engaged with Commonwealth countries on UPr. It has offered training and helped share information and good practices, research and observations.

governments have held consultations, prepared national reports, responded to questions and recommendations during the review in geneva and are now beginning to implement those recommendations. National human rights institutions and civil society organisations have engaged with the process through stakeholder reports and advocacy.

This publication presents the experiences of key UPr actors, as shared at the Commonwealth Mid-Term review of UPr held in 2010. It then provides timely analysis and evaluation of the UPr mechanism at all three stages of the process: preparation of the UPr report, the review in geneva; and UPr follow up and implementation, including country by country analysis of recommendations received by each Commonwealth country.

Universal Periodic Review of Human Rights Towards Best Practice edited by Purna Sen Building on the Commonwealth Secretariat’s observations and analysis of the process, and the seminars it has conducted with member states, Universal Periodic Review of Human Rights consolidates the lessons learned so far, speaking equally to the three major stakeholders in the process – to states, to national human rights institutions, and to civil society organisations.

An effective UPR mechanism will enhance the promotion of human rights across the world. It is therefore essential for the key players to understand and advance the UPr process including at the implementation phase.

This publication describes UPr, shares experiences and provides analysis of the Commonwealth countries that reported in the first year of the UPR process.

Comparative Study on Mandates of National Human Rights Institutions in the Commonwealth A Commonwealth-wide comparative study of national human rights institutions (NhrIs) that is designed to help everyone interested in establishing and developing NHRIs to improve their effectiveness.

The study looks at the international framework for the protection of human rights, and the historical and political background to the establishment of NHRIs and ombudsman offices. The individual mandates of various institutions are considered, looking at them region by region. Finally, the study compares the normative framework and mandates of the NhrIs are analysed, comparing what NhrIs are empowered to do and what they are doing in practice, though value judgements as to the merits and demerits of individual named institutions are avoided.

The study concentrates on helping practitioners and policy-makers improve the working of NhrIs in practice, and will be a useful tool both to the institutions themselves and to all those who wish to support them.

Commonwealth Model National Plan of Action on Human RightsWhile many countries seek to improve their capacity to protect and promote human rights in accordance with constitutional imperatives and Commonwealth values, they often lack a clear roadmap on how to do so.

The action plan makes three key points: first that full public participation in the development of a national action plan is key to a successful outcome, secondly that putting the plan into operation need not mean adding another bureaucratic layer to government, and thirdly that the model is a model only, and not intended to be prescriptive.

This guide will particularly useful for those in smaller countries that wish to develop a human rights plan.

Tackling the Unconstitutional Overthrow of Democracies emerging Trends in the Commonwealth John Hatchard and Tunde Ogowewo There is a rich history of case law within the Commonwealth where there have been legal challenges to the unconstitutional overthrow of governments. These cases and a commentary on them are set out in this publication. It critically examines the evolution of judicial decisions on the subject. In doing so, it also evaluates jurisprudential theories underpinning these judgements.

The position of the Commonwealth, especially since its strong stance against the unconstitutional overthrow of governments, is set out.

Consideration is given to possible constitutional provision which would reinforce democracy and offer protection to citizens against the unconstitutional overthrow of governments.

Child Rights in the Commonwealth 20 Years of the Convention on the rights of the Child edited by Christina Hajdu and Purna Sen

This publication examines the importance of child rights and provides an overview of the key themes of the CrC – brought to life with photos and quotes from children, prominent child rights activists and world-renowned personalities. It also provides relevant statistics and data from Commonwealth countries. Much progress has been made on the rights of children in the Commonwealth, yet challenges remain. In marking this anniversary of the CrC, this publication highlights the progress and achievements on child rights – outlining how far we have come and how far we still have to go.

Commonwealth Guidelines for the Treatment of Victims of Crime Victims of crime are sometimes overlooked when consideration is given to reforming the criminal justice system of Commonwealth countries. This leads to the incorrect perception that ‘criminals have more rights than victims’. It detrimentally affects the public perception and support for fundamental human rights provisions in the law, especially those dealing with the rights to a free trial. It also erodes confidence in the judiciary and justice systems.

This publication sets out best practices and guidelines of dealing with those victims at various stages in the criminal justice systems in the Commonwealth, including the role of police, prosecutors and courts. It also looks at issues of compensation and restitution for victims of crime.

Commonwealth Human Rights Law Digest The only legal report focusing exclusively on human rights cases from Commonwealth jurisdictions. each volume contains details on approximately 100 decisions from across the Commonwealth. A key feature is decisions from smaller jurisdictions that would otherwise be unreported or difficult to access.

It covers a wide range of issues, such as security and rule of law, and economic and social rights, and enables cross-fertilisation of ideas and decisions – e.g. by allowing lawyers in Africa to make reference to decisions made in South Asia.

The Commonwealth Secretariat supports member countries in upholding the rule of law. We work with member countries to develop legal, judicial and constitutional reform and strengthen both legal and regulatory frameworks. We also assist in the negotiation of international and regional agreements which impact on human and economic and development.

Our work often requires collaboration with specific or specialised sectors of the legal profession, judiciary, academic or other institutions. This cross-sector work allows us to achieve holistic solutions to problems.

J Anthony VanDuzer, Penelope Simons and Graham MayedaAs International Investment Agreements (IIAs) continue to evolve and become increasingly complex, a key challenge for developing countries is how to maintain coherent investment obligations that are consistent across any overlapping treaty provisions.

A useful reference tool for developing country negotiators and interested parties, including investment promotion agencies, policy-makers, legislative drafters and officials in government legal departments.

edited by Graham Sansom and Peter McKinlay Democratic decentralisation through ‘conventional’ institutions of local government is facing increasing challenges, whether from financial pressures, questions of representativeness, difficult central-local relations and from a perhaps growing belief that local government has failed to realise its potential and there may be better ways of achieving societal goals. It is clear there is need to contemplate quite radical change to ensure local government becomes or remains ‘fit for purpose’.

This collection of papers illustrates the way in which the role of local government is evolving in different parts of the Commonwealth and provides practical examples of new local government at work. It showcases emerging practice, and highlights success stories from new ways of working and challenges confronting local government in both developed and developing countries.

New Century Local Government makes a very valuable contribution to helping understand the changing role of local government, and will ensure that practitioners are up-to-date with the most innovative initiatives in local government planning and administration.

Decentralisation in Commonwealth Africa experiences from Botswana, Cameroon, ghana, Mozambique and Tanzania edited by Janet Kathyola and Oluwatoyin Job A well-designed decentralisation programme delivers effective services to all citizens and deepens democracy through active popular participation in local governance.

Through detailed case studies of decentralisation policies in five sub-Saharan African countries – Botswana, Cameroon, ghana, Mozambique and Tanzania – this book examines the challenges presented, lessons learned, and recommends ways to improve policy implementation.

This analysis show that there is no ‘one size fits all’ design of decentralisation policy. Policy-makers worldwide can use the lessons learnt and good practices presented here to better inform and advance their own decentralisation agenda.

ICTs can create digital pathways between citizens and governments, which are both affordable, accessible and widespread. This offers the opportunity for developing small states to leapfrog generations of technology when seeking to enhance governance or to deepen democracy through promoting the participation of citizens in processes that affect their lives and welfare.

For small developing countries, especially those in the early stages of building an e-government infrastructure, it is vital that they understand their position in terms of their e-readiness, reflect upon the intrinsic components of an e-Governance action plan, and draw lessons from the success and failures of the various e-government initiatives undertaken by other countries, developed or developing.

This book aims to strengthen the understanding of policy-makers by outlining the conditions and processes involved in planning and execution of e-government projects.

The Commonwealth Secretariat attaches high priority to supporting the integration of small states in the global economy, building their resilience and competitiveness, and helping them take advantage of the opportunities and meet the challenges arising from globalisation.

The various work programmes implemented by the Secretariat assist small states to cope with their vulnerabilities and meet the challenges and opportunities of globalisation, and build economic resilience; strengthen capacity and empower human resources; integrate into the global economy and increase competitiveness; and benefit from international trade and international and regional cooperation.

The issues, challenges, and prospects of small states are discussed annually in the Commonwealth Finance Ministers Meeting and have become a major agenda item within the Foreign Ministers Meeting at the biennial Commonwealth Heads of Government Meeting. There are also occasional meetings of the Commonwealth Consultative Group on Small States which comprises of London based Small States High Commissioners.

SMALL STATeS

Mark P Hampton and Julia Jeyacheya ‘Tourism cannot simply be treated as an economic force that can be left alone to deliver its rewards’ – UN World Tourism organization

The Big Divide A Ten Year report on Small Island Developing States and the Millennium Development goalsJohn L Roberts and Ibukunoluwa IbitoyeThis report provides a comprehensive assessment of progress on the Millennium Development goals (MDgs) from a small states perspective. The authors compare the performance of 46 small island developing states (SIDS) with 10 benchmark states, illuminating achievements and highlighting areas in which countries are falling behind.

The data, 2000–2010, shows that despite their many commonalities, a ‘big divide’ separates these countries across the range of MDg economic, social and environmental indicators.

The report also highlights aspects of the MDg system that are not well attuned to the interests of small states, and recommends how these issues can be resolved. The analysis and recommendations presented in this study will be very useful in the context of on-going international discussions on the MDgs in the light of their conclusion in 2015, and in consideration of successor goals.

SMALL STATeS

Small Stateseconomic review and Basic Statistics, Volume 17This unique annual collection of key economic and statistical data on states with fewer than five million inhabitants is an essential reference for economists, planners and policy-makers. The Commonwealth’s definition of small states is those with a population of one and a half million or less. For comparison purposes this volume presents, where available, data on states with a population of up to five million.

Contains 65 tables covering selected economic, social, demographic and Millennium Development goal indicators. A detailed parallel commentary on trends in Commonwealth small states, looking at growth, employment, inflation, human development, and economic policy, permits a deeper understanding of underlying developments behind the figures.

Includes an article on the role of data and statistics for policy making in small states.

Saving Small Island Developing States environmental and Natural resource Challenges edited by Shyam Nath, John L Roberts and Yeti Nisha Madhoo Small may be beautiful, but small island states have a big problem – the environmental consequences of climate change.

This book introduces and explains the key environmental policy challenges and suggested responses to them. It is designed particularly to assist the new generation of environmental and natural resource managers in small island states, government policy-makers, as well as academics and students in the fields of public policy and environmental and natural resource management.

The book is divided into five sections: (i) theoretical analysis of the issues and concepts; (ii) previously published but highly influential papers, which have set the terms of much of the debate on these issues; (iii) case studies examine the policy instruments and approaches adopted by small states; (iv) environmental policies in action and examines the position of small island states in the world trade arena; (v) the global dimensions of environmental management.

Profiling Vulnerability and Resilience A Manual for Small States Constance Vigilance, Gordon Cordina, Lino Briguglio and Stephanie Vella Provides tools for assessing both how prone a country is to external economic shocks – its vulnerability – as well as its ability to bounce back from those shocks – its resilience.

The book explains how to conduct assessments that will allow each country to understand its relative vulnerability and resilience, and to identify priority areas for economic policy-making, so as to better cope with vulnerability and boost resilience. Detailed examples are provided for St Lucia, Seychelles and Vanuatu.

For economic planners, as well as students of the economies of small states.

Tools for Mainstreaming Sustainable Development in Small States edited by Constance Vigilance and John L Roberts

By taking a cross-departmental approach to national planning, more human and financial resources would be available for policy implementation. This is of particular relevance to small states, as they have limited access to resources and are by nature inherently vulnerable.

Part 1 explores how small states can move from the Mauritius Strategy of Implementation (MSI) to devising practical national strategies; Part 2 addresses the need for legislative change; Part 3 tackles the social and environmental aspects of progress with MSI; and Part 4 examines methods for monitoring progress.

Partnerships for Sustainable Development in Small States Cletus I Springer, John L Roberts

This book examines measures through which small states can work together with the international community to strengthen their ability to pursue economic and social development.

It reviews the scope for effective partnerships and reviews the progress that has been made nationally, regionally and internationally, and highlights the need for new partnerships and notes new trends, such as the greater use of technology that can be developed to address challenges more effectively.

Integrating Sustainable Development into National Frameworks Policy Approaches for Key Sectors in Small States Constance Vigilance and Janet R Strachan

This book covers seven of the twenty issues that have been outlined in the Mauritius Strategy – disaster management; marine resources; freshwater resources; land resources; energy resources; tourism resources and trade.

It brings together best practices, policy options and development prospects that small states can pursue in order to achieve real progress in these fields. It covers the progress and experiences of countries in the Caribbean region, the Pacific region, and the Atlantic, Indian ocean and Mediterranean region in their implementation of sustainable development in these areas.

Macroeconomic Policy Frameworks of Small States A Case Study of Malta Gérard Adonis

Malta’s socio-economic successes have been remarkable. Key policy decisions have enabled this small island state to cope with its inherent vulnerabilities.

This book reviews the implementation of macroeconomic policies in Malta, identifying the key issues, lessons learnt and best practices which could be adapted by other small states. It also sets out the country’s challenges for the future, which include managing a huge fiscal deficit, a high unemployment rate and attending to the conflicting demands of environmental conservation and economic development.

Small States and the Pillars of Economic ResilienceConstance Vigilance, Gordon Cordina, Lino Briguglio and Nadia FarrugiaThis book argues that economic resilience can be built through appropriate policy interventions in four principal areas, namely macroeconomic stability, microeconomic market efficiency, good governance and social development.

This publication is an outcome of a collaborative project between the Commonwealth Secretariat and the Islands and Small States Institute of the University of Malta, aimed at developing the conceptual underpinnings of economic resilience and at deriving a sound basis for its measurement.

A Case Study of the Caribbean

Anthony Birchwood and Marielle Goto This study examines how monetary and fiscal policies are implemented in Caribbean small states, tracing the differences and similarities in tax structure, current expenditure and current revenues. It shows the impact of monetary policy on inflation and the importance of exchange rate regimes to the effectiveness of monetary policy in the region. The authors show that fiscal stabilisation in the region is very low and as such countries within the region would benefit from insurance mechanisms and stabilisation funds.

Assessing the Structure of Small Welfare States Geoff Bertram

examines how the characteristics of small states influence their pursuit of a welfare state. Many of the small states discussed have not previously featured in mainstream thinking about the relationship between country size and the extent of the welfare state.

Social Policies in Malta Rose Marie Azzopardi

Various national and global factors are now threatening the sustainability of Malta’s extensive social security model. This paper examines the economic, political and social development of the island, highlighting the successes and failures of the social development strategies adopted and suggesting how these lessons can inform future policy decisions.

Social Policies in Samoa Desmond U Amosa

Samoa is a role model in the Pacific region for its economic and social achievements. This in-depth study traces the history of government policy and examines the fundamentals underpinning the country’s social development progress: the welfare state; social cohesion; participative democracy and the power of jurisdiction.

Social Policies in Seychelles Liam Campling, Hansel Confiance and Marie-Therese Purvis

A comprehensive analysis from the colonial era onwards, focusing on the political and economic developments that have led to the current situation; and maintaining its current levels of social policy interventions in the face of severe indebtedness and the stagnation of economic growth.

SOCIAL POLICIES IN SMALL STATES SERIES The country case studies and thematic papers in this series examine social policy issues facing small states and their implications for economic development. They show how, despite their inherent vulnerability, some small states have been successful in improving their social indicators because of the complementary social and economic policies they have implemented.

Social Policies in Solomon Islands and Vanuatu Biman Chand Prasad and Paul Kausimae

examines the factors that have hindered progress. The authors argue that going forward both countries must reduce reliance on traditional social structures and focus on political stability and economic growth.

Defining and Measuring Social Cohesion Jane Jenson

TAX PoLICY Published by the Commonwealth Association of Tax Administrators and distributed by the Commonwealth Secretariat.

Tax Evasion and Avoidance Strategies and Initiatives for Tax Administrators This book summarises the strategies and initiatives used by tax administrations around the world to prevent, detect and deal with tax evasion and avoidance, from ‘command and control’ approaches such as penalties and sanctions to ‘responsive regulation’ such as taxpayer education and assistance.

The authors describe the conditions that foster tax evasion and avoidance, examine the most common types of evasion and avoidance behaviours and activities experienced by Commonwealth Association of Tax Administrators (CATA) member countries, and consider which sectors and occupations are particularly prone to tax evasion and avoidance activities.

The book, one of the fruits of a collaborative partnership between CATA and the governance and Institutional Development Division of the Commonwealth Secretariat, provides a detailed menu of approaches that tax administrators can select from, follow up with their own research and adapt to their particular circumstances.

Tax Audit Techniques in Cash Based Economies A Practical guide (second edition) Sheikh Sajjad Hassan This practical guide explains, for the benefit of tax collection professionals, how to detect unrecorded cash transactions. Most developing countries have largely cash-based economies, where it can be both easy and safe to conceal many transactions from the authorities. The size of the resulting ‘informal economy’ can rival or even exceed that of the formal economy. even in developed countries cash transactions are often used to evade tax, thus the guide is of use to professionals worldwide.

This second edition has been comprehensively updated, and included new material on brokers, estate agents, and expanded sections on importers, exporters, wholesalers, transport businesses and insurance companies.

The case studies will allow tax auditors and inspectors to see the application of the guidelines in practice and adapt the techniques to their own circumstances.
