Commonwealth small and vulnerable economies (SVes) are inherently vulnerable to exogenous shocks and face high debt burdens, yet the adequacy and scope of the policy response by international institutions to address their debt and other financing issues has not fully met or supported their development needs.

LDC IV MonitorAmbitious in nature, the Istanbul Programme of Action (IPoA) for the Least Developed Countries adopted by the Fourth United Nations Conference on the LDCs (UN LDC IV) in 2011, sets out a development path for LDCs for the coming decade. Successful implementation of the IPoA requires the identification of delivery tools for specific targets, the provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. LDC IV Monitor, an independent partnership of eight interested organisations, aims to add value to the official monitoring and review mechanism of the IPoA.

LDC IV Monitor’s first biennial report produced outside of the official intergovernmental process, provides credible, evidence-based and policy-oriented assessment of the delivery status of the promises contained in the IPoA. The volume, addresses a wide spectrum of issues including articulation of a composite IPoA index, building of productive capacity, trade in goods and services, delivery of the Millennium Development Goals (MDGs), flows of different forms of development finance and consequences of climate change. This unique annual collection of key economic and statistical data on states with fewer than five million inhabitants is an essential reference for economists, planners and policy-makers. The Commonwealth’s definition of small states is those with a population of one and a half million or less. For comparison purposes this volume presents, where available, data on states with a population of up to five million.

The book contains 65 tables covering selected economic, social, demographic and Millennium Development goal indicators culled from international and national sources and also presents information unavailable elsewhere. A detailed parallel commentary on trends in Commonwealth small states, looking at growth, employment, inflation, human development, and economic policy, permits a deeper understanding of underlying developments behind the figures.

Tourism is a crucial source of employment, foreign exchange and revenue for most small island developing states (SIDS) and many other small states.

This report explores the key issues concerning how tourism might facilitate inclusive growth. It provides detailed analysis of both the direct and indirect channels through which the gains from tourism are achieved, and the existing gaps that prevent a fuller capturing of forward and backward multipliers.

Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth gender Plan of Action for gender equality 2005-2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business.

The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. It identifies established strategies – electoral reform (New Zealand), party voluntary quotas (South Africa), and legislative quotas (Bangladesh and India) – that have helped these Commonwealth countries to meet the global target of 30 per cent and thus to effectively advance the participation of women in decision-making at all levels.

Gladys M’sodzi Mutukwa Violence against women is disturbingly persistent and pervasive in the Commonwealth with women’s subordinated status, prevalent gender-biased norms and practices including patriarchal mind-sets contributing to such violations. Most Commonwealth countries have either a specific law to address the rights of women or broad legislation that covers domestic violence. however, the implementation of such laws has not been without problems as cultural norms and practices often impede women’s access to justice. This publication aims to strengthen jurisprudence of equality on violence against women by bringing together theory and practice, particularly the analysis and summary of significant case law, to serve as a resource for the judiciary in jurisdictions connected by the common law.

It challenges the reliance on gender stereotypes which have influenced judicial decisions and elaborates on the relevant human rights standards for judiciaries to consider when adjudicating cases on violence against women.

Commonwealth Observer GroupThe report of the Commonwealth observer group for Maldives’s presidential election held on 7 September, the re-run election held on 9 November, and the run-off election held on 16 November 2013. The group was chaired by Dr Lawrence gonzi, former Prime Minister of Malta, and was comprised of 17 members in total.

The Commonwealth Observer Group found that the elections were credible and duly reflected the democratic will of the Maldivian electorate. The group provided a number of recommendations for how the process might be further strengthened.

LDC IV MonitorAmbitious in nature, the Istanbul Programme of Action (IPoA) for the Least Developed Countries adopted by the Fourth United Nations Conference on the LDCs (UN LDC IV) in 2011, sets out a development path for LDCs for the coming decade. Successful implementation of the IPoA requires the identification of delivery tools for specific targets, the provision of necessary financial and non-financial resources, and a strengthened monitoring mechanism. LDC IV Monitor, an independent partnership of eight interested organisations, aims to add value to the official monitoring and review mechanism of the IPoA.

LDC IV Monitor’s first biennial report produced outside of the official intergovernmental process, provides credible, evidence-based and policy-oriented assessment of the delivery status of the promises contained in the IPoA. The volume, addresses a wide spectrum of issues including articulation of a composite IPoA index, building of productive capacity, trade in goods and services, delivery of the Millennium Development Goals (MDGs), flows of different forms of development finance and consequences of climate change. Paul CollierDespite impressive achievements during the last decade by the Least Developed Countries (LDCs) progress has not matched that of the developed world.

Although improvements have been made in areas such as per capita income and infant mortality, in relative terms the gap has in fact widened, meaning that LDCs have to progress even faster or be left further behind.

The report of the Commonwealth observer Mission for Sri Lanka’s Northern Provincial Council elections, held 21 September 2013. The Mission was led by Stephen Kalonzo Musyoka, Former Vice President of Kenya, and was comprised of 4 eminent persons.

The Commonwealth observer Mission found the conduct of election day itself to be impressive. The Mission expressed concerns about the pre-electoral environment and called for the establishment of an independent electoral commission.

Swaziland National Elections, 20 September 2013CoMMoNWeALTh eLeCTIoN rePorTS

The report of the Commonwealth observer Mission for the Swaziland National elections, held 20 September 2013. The Mission was led by Dr Bakili Muluzi, former President of the republic of Malawi, and was comprised of 5 eminent persons.

The Commonwealth observer Mission found that the elections were generally well organised, but fell short of meeting Swaziland’s key international obligations for democratic elections. The report makes a number of recommendations for the government, elections and Boundaries Commission and other stakeholders to consider with a view to improving future electoral processes.

Rwanda Legislative Election (Chamber of Deputies), 16–18 September 2013CoMMoNWeALTh eLeCTIoN rePorTS

The report of the Commonwealth expert Team for rwanda’s Legislative elections, held 16–18 September 2013. The Team was led by Mr Tiro Seeletso, Secretary to the Independent electoral Commission of Botswana, and was comprised of 2 eminent persons.

The Commonwealth expert Team found that overall, the elections were peaceful and provided for the key democratic electoral benchmarks such as freedom of association, expression, and universal suffrage. The Team further noted that the National electoral Commission was well prepared and mobilised to conduct the elections.

Maldives Presidential Elections, 7 September, 9 November and 16 November 2013CoMMoNWeALTh eLeCTIoN rePorTS

The report of the Commonwealth observer group for Maldives’s presidential election held on 7 September, the re-run election held on 9 November, and the run-off election held on 16 November 2013. The group was chaired by Dr Lawrence gonzi, former Prime Minister of Malta, and was comprised of 17 members in total.

The Commonwealth observer group found that the elections were credible and duly reflected the democratic will of the Maldivian electorate. The group provided a number of recommendations for how the process might be further strengthened.

Gender equality is a human right and fundamental principle of the Commonwealth. It is also critical to Commonwealth goals of eradicating poverty, building resilient economies, harmonious communities and promoting sustainable development.

The Commonwealth Secretariat is a leader in promoting gender equality and women’s empowerment. It plays a key role in challenging issues such as women’s leadership and representation in politics and peace building processes, gender responsive budgeting, women’s access to finance and improvement of women’s rights to land and other resources through the law.

The Secretariat responds to emerging global priorities and concerns relating to gender and development issues. Women’s minimal leadership role in national and local political spheres remains a serious concern worldwide. The Commonwealth gender Plan of Action for gender equality 2005–2015 calls on governments to introduce measures to promote at least 30 per cent representation of women in parliament, government and business.

The Impact of Women’s Political Leadership on Democracy and Development describes the barriers to women’s political participation and explains why the contribution of women is so crucial to democracy. Universal Periodic Review Lessons, hopes and expectations Purna SenSince the inception of the UPr, the Commonwealth Secretariat has engaged with Commonwealth countries on UPr. It has offered training and helped share information and good practices, research and observations.

governments have held consultations, prepared national reports, responded to questions and recommendations during the review in geneva and are now beginning to implement those recommendations. National human rights institutions and civil society organisations have engaged with the process through stakeholder reports and advocacy.

This publication presents the experiences of key UPr actors, as shared at the Commonwealth Mid-Term review of UPr held in 2010. It then provides timely analysis and evaluation of the UPr mechanism at all three stages of the process: preparation of the UPr report, the review in geneva; and UPr follow up and implementation, including country by country analysis of recommendations received by each Commonwealth country.

Comparative Study on Mandates of National Human Rights Institutions in the Commonwealth A Commonwealth-wide comparative study of national human rights institutions (NhrIs) that is designed to help everyone interested in establishing and developing NHRIs to improve their effectiveness.

The study looks at the international framework for the protection of human rights, and the historical and political background to the establishment of NHRIs and ombudsman offices. The individual mandates of various institutions are considered, looking at them region by region. Finally, the study compares the normative framework and mandates of the NhrIs are analysed, comparing what NhrIs are empowered to do and what they are doing in practice, though value judgements as to the merits and demerits of individual named institutions are avoided.

The study concentrates on helping practitioners and policy-makers improve the working of NhrIs in practice, and will be a useful tool both to the institutions themselves and to all those who wish to support them.


Commonwealth Model National Plan of Action on Human RightsWhile many countries seek to improve their capacity to protect and promote human rights in accordance with constitutional imperatives and Commonwealth values, they often lack a clear roadmap on how to do so.

The action plan makes three key points: first that full public participation in the development of a national action plan is key to a successful outcome, secondly that putting the plan into operation need not mean adding another bureaucratic layer to government, and thirdly that the model is a model only, and not intended to be prescriptive.

This guide will particularly useful for those in smaller countries that wish to develop a human rights plan.

Commonwealth Guidelines for the Treatment of Victims of Crime Victims of crime are sometimes overlooked when consideration is given to reforming the criminal justice system of Commonwealth countries. This leads to the incorrect perception that ‘criminals have more rights than victims’. It detrimentally affects the public perception and support for fundamental human rights provisions in the law, especially those dealing with the rights to a free trial. It also erodes confidence in the judiciary and justice systems.

This publication sets out best practices and guidelines of dealing with those victims at various stages in the criminal justice systems in the Commonwealth, including the role of police, prosecutors and courts. It also looks at issues of compensation and restitution for victims of crime.

Commonwealth Human Rights Law Digest The only legal report focusing exclusively on human rights cases from Commonwealth jurisdictions. each volume contains details on approximately 100 decisions from across the Commonwealth. A key feature is decisions from smaller jurisdictions that would otherwise be unreported or difficult to access.

A Case Study of the Caribbean

Anthony Birchwood and Marielle Goto This study examines how monetary and fiscal policies are implemented in Caribbean small states, tracing the differences and similarities in tax structure, current expenditure and current revenues. It shows the impact of monetary policy on inflation and the importance of exchange rate regimes to the effectiveness of monetary policy in the region. The authors show that fiscal stabilisation in the region is very low and as such countries within the region would benefit from insurance mechanisms and stabilisation funds.

Tax Evasion and Avoidance Strategies and Initiatives for Tax Administrators This book summarises the strategies and initiatives used by tax administrations around the world to prevent, detect and deal with tax evasion and avoidance, from ‘command and control’ approaches such as penalties and sanctions to ‘responsive regulation’ such as taxpayer education and assistance.

Most developing countries have largely cash-based economies, where it can be both easy and safe to conceal many transactions from the authorities. The size of the resulting ‘informal economy’ can rival or even exceed that of the formal economy. even in developed countries cash transactions are often used to evade tax, thus the guide is of use to professionals worldwide.
