Whereas the Hindi daily newspaper named "Muzaffar Nagar Bulletin" of June 3, 198-1, edIted and published by.ShTI uttam Chandra Sharma contains an article Captioned "Pakistan Aur Arabon Ke Rupaye Se Sikhon Ko "Musalman Banaya

. Ja Raha Hai-Britain Mein Slkhon Ke Liye Khatara" written by Shri Jamana Das Akhtar;

And, whereas, it woulq appear that the said article containing matters, detailed in ih~ Schedule below, has been deliberately written to hurt and outrage the religious feelings of Sikhs. and Muslims and is wilfully intended to insult their religion, religious beliefs and also to promote feelings of enernity, hatred and ill-will between different communities, namely the Sikhs and Muslims and which is prejudicial

to the maintenance of harmony between different eornmunities and which is also likely to excite one community to commit offences against the other community;

And, whereas the state Government is satis{ieCi that the author of the said article is punishable under Sections 153-A and 295-A of the Indian Penal ('.,ode.

Now, therefore, in exercise of the powers under suh-section (1) of Section 95 of the Code of Criminal Pl'ocedure, 1973 (Act No.·2 of 1974) and on the grounds of opinion as a.foresaid, the Governor is pleased to declare evcry copy of the Hindi Daily containing aforesaid article and any other document containing copies, reprints and translation of, or extracts from the sald article to be forfeited to Government.
