Happy Memorial Day weekend, every-one! I’m sure this column finds many ofyou out and about taking advantage of aday or two off from work, possibly even outof the country for some travel. Enjoy theweekend safely and come back refreshedand ready to go.I’d like to take a moment and update you

on Parco Eva. We had a town hall with theresidents and explained that the lease willnot be renewed as government-controlledhousing after March 2013. We wanted togauge residents’ desires to determine if weshould pursue a continued relationship with the landlord for private leases forour personnel. Based on that meeting, we’re going to continue to engage withthe landlord to develop an agreement that facilitates residents remaining intheir homes after the lease expires. With this arrangement, Parco Eva resi-dents would have leases similar to the those used by anyone who lives in town.We have many details to work out, but we are hopeful an agreement can bereached. I expect that Parco Eva, even after it transfers from governmenthousing to economy housing, will remain popular with our community. Notethat no such change is in the immediate future for Parco Le Ginestre. There’s a rumor floating around that the post office doesn’t allow the ship-

ment of demijohns. This isn’t true — demijohns can be shipped from any postoffice here. There have been instances where the demijohns have come inextremely dirty, and the post office can’t ship snails or other live animals orplants, so please ensure whatever you’re shipping has been cleaned. We’re alsonot allowed to use an FPO post office for commercial purposes, so we havestopped individuals from shipping huge numbers of demijohns to the U.S.through the mail, as it appeared to be in support of an eBay business venture. So there are restrictions, but there isn’t a ban on demijohns. The pools open tomorrow at noon! They’ll be open tomorrow, Sunday, and

Monday, and then only on the weekends through June 16 when school lets out. They’ll each be open five days a week after that, and the pools will stagger theoff-days so there’s a pool open every day. This year we have discontinued thefamily passes, and patrons will be able to purchase splashcards or pay for eachindividual entry. Unfortunately, budget constraints are driving changes. Wehave worked diligently to keep all the pools open and retain the services to themaximum extent possible. Budget constraints Navy-wide are such that it wasn’t always a guarantee that both pools would be able to support the kindof hours we’re offering. We have raised prices to $4.00 for adults and $2.50 forchildren. Kids under 4 are free. If families purchase the 100-punch splashcards, the price per person is $2.00 each. While we have eliminated the FamilyPass this year, a family of five can still enjoy a full day at the pool for $10.00.That is a bargain, especially when compared to other entertainment options. As the season progresses, we will monitor how we are doing and reserve theright to make adjustments based on how things are going. I’d like to send out a huge thank you to Suze Orman and everyone who

helped put her visit together. It was a fantastic opportunity to hear from oneof the nation’s most prominent financial advisers, and I know everyonelearned a lot. Thank you again to the team here in Naples that made it hap-pen and especially to Ms. Orman for her willingness to come speak to thetroops. Her selfless dedication to helping those in uniform is commendableand greatly appreciated. Now, everyone go out and ensure your finances arein order. Our high school sports teams competed in the European championships up

in Germany this week, and our girls’ soccer team, which entered the tourna-ment with two championships and nearly three years undefeated, played inthe finals yesterday against AFNORTH. Although at the time of publicationthe outcome wasn’t known, the team has been a powerhouse and we’re allextremely proud of those girls! The boys’ soccer team made it to the quarterfi-nals (well done, boys!), and softball, baseball, and boys’ and girls’ track kickedoff yesterday and are expected to do very well. Congratulations on a wildlysuccessful completion of the season!

The summer season is just beginning. Be safe and enjoy!

Earthquake strikes Italy’s Emilia Romagnaregion, killing 7The earthquake that struck northern Italy early

Sunday had its epicenter about 22 miles north ofBologna. According to civil protection agency officials,it was the worst to hit the Italian region of EmiliaRomagna since the 1300s. Seven people died. Four ofthe them were workers on the overnight shift, whilethe other three victims, including a German touristand an Italian centenarian, died of heart attacks. Theearthquake caused about €200 million in damage toagriculture, according to the national famers’ groupColdiretti. ple slept in tents and cars because their homes weredamaged or they were too scared to return.Additionally, the earthquake damaged a number ofhistoric buildings. On Tuesday, the Italian govern-ment declared a state of emergency for the areasaffected by the earthquake in the northern provincesof Bologna, Modena, Ferrara and Mantua, releasing€50 million for the immediate recovery effort. Thegovernment announced that it would suspend proper-ty tax on damaged factories and homes. More than5,000 workers around the cities of Modena andFerrara were unable to work because their offices andfactories were not fit for use. Italy’s last major earthquake was in 2009, when an

After her presentation, Orman engaged in an interactiveand frequently entertaining question-and-answer sessionwith members of the audience, many of whom were eagerto have their personal financial inquiries addressed by thefamous adviser.“Originally, my wife and I were planning on buying a

Hearing expert advice from people like hercan compensate for that.”Following the speaking portion of her visit, Orman took

CCapt. Scott Gray, command-ing officer of Naval Support

Activity Naples, held a town hallmeeting May 15 at the SupportSite theater. After discussingefforts to improve the trash collec-tion on base, confirming the con-tinuation of Carney Park and itspool and covering a few other top-ics, Capt. Gray took questionsfrom the audience. Here’s a sum-up of the questions and responses.Q: Will Parco Le Ginestre be

going away?A: There are no plans to get rid

of Parco Le Ginestre in the fore-seeable future. The lease on ParcoEva, however, will not be renewedafter it expires in March 2013. Wehave spoken with the residentsthere, and many of them are infavor of working out an arrange-ment with the landlords that willtransfer their government-con-trolled leases to leases similar tothe ones used by every other resi-dent in economy housing. Thisoption will allow them to stay intheir homes even as the Parcotransitions from government-con-trolled housing to economy hous-ing. There are still many detailsto work out, but I hope that anarrangement can be reached. Ifand when that occurs, I expectthat Parco Eva will remain popu-lar with our community. Q: You mentioned the At Hoc

Computer Desktop NotificationSystem as a major tool for emer-gency communication. How do wesign up for that?A: If you or your sponsor has a

One-Net workstation, there is apurple globe on the bottom righthand corner of the screen amongthe icons. Double-click on thatglobe and it should give you theoption not only to put in your owne-mail, but your family members’ e-mail addresses and cell phonenumbers as well. We can send e-mails, text messages, and evenvoice calls to devices entered intothe system. We’ve posted the fullinstructions on our emergencymanagement page, includingworkaround instructions if the pur-ple globe icon isn’t working for you,or if you’re on a different network.Visit www.cnic.navy.mil/Naples/OperationsAndManage ment/EmergencyManagement for moreinformation. Q: Has any thought been given to

extending the food court hours onbusy movie days until maybe ahalf hour after the movie gets out?A. While Bambusa and Strikers

are open after the movies let out,

we have in the past been willingto give extended or modifiedhours a try at many of our serviceproviders. The extended hours atthe Support Site Navy ExchangeMinimart were a huge success, but the altered hours at theCapodichino Navy Exchangewere not. So we are willing to lookat that and may come up withsomething in the near future.Q: Several home-based business-

es have been shut down recently. Why? Is there a way that peoplecan run a business from theirhomes on base?A. Yes, there is a way for people

to have a home-based business. However, prior to engaging in anybusiness activity, approval mustfirst be obtained by filing arequest through the Staff JudgeAdvocate's office using the tem-plate provided in NSA INST1740.4. The businesses that wererecently shut down had notreceived the necessary approvaland were provided copies of therequest form. Every request iscarefully considered to ensurecompliance with both local andinternational law as well as withDepartment of Defense instruc-tions. Unfortunately, not everybusiness request may beapproved because there are, forexample, instructions prohibitingdirect competition with the NavyExchange or prohibiting shippinggoods through the Military PostalService for resale. It can be some-what complicated to get a busi-ness started, so we recommendthat those who are interestedplease contact the Staff JudgeAdvocate at 081-568-5360 foradditional information. Q: I’ve noticed that the lights at

the skate park stay on all nightlong. Couldn’t we put those on atimer to save money?A. The timer on the skate park

lights was, in fact, broken, andreported to Public Works on May16. It has been repaired. Thankyou to the proactive communitymember for bringing this to ourattention and for his commitmentto conserving energy.Q: Movie ticket lines are very

long, sometimes causing people togive up on the movie or miss thebeginning. Is there any way to sep-arate the concession line and theticket line, or otherwise improvethe efficiency at the ticket counter?A. We are aware that it isn’t as

efficient as it could be. Morale,Welfare and Recreation (MWR) iscurrently looking into the flow ofthe lines as well as other ways toimprove the customer experienceat the theater. Due to fiscal

restraints and the cost of doingbusiness, we are unable to provideadditional staffing at the counterat this time. An upcoming theaterrenovation project will revampthe entire layout of the concessionstand to improve the efficiencyand traffic flow. Any time largecrowds are anticipated (premiershowings and blockbustermovies), lines are to be expectedand patrons are encouraged topurchase tickets in advance orarrive early.Q: You talked about a few proj-

ects to restore Carney Park. Canthe youth get involved in some ofthose projects?A. I’ve spoken with the MWR

director and we are planning aday where kids and communitymembers who desire can come outand help. We’ll push informationabout that once the plans arefinalized.Q: Can you put a speed trap or

something to catch people drivingfast in front of the schools?A. Security has increased traffic

control enforcement on theSupport Site, especially with theupcoming summer months andthe increased number of childrenand pedestrians in the residentialareas. The current speed cartlocations were designed toaccount for the heaviest concen-tration of traffic — mainly wherevehicles enter and leave theinstallation. Security will contin-ue to maintain a high presence inand around the school zone. Weall play a critical effort in main-taining safe traffic speeds both onbase and out in town. Q: The soccer fields on the

Support Site get torn up a lot, andit’s an ongoing battle to maintaina grass field. Has any thoughtbeen given to installing turf there?A. Mirabella is in the middle of a

routine reseeding and mainte-nance project. The South Parkwill be completed in mid-June andthe North Park will follow. Thereare no plans to change the grassfields to turf anytime soon.

TThis year marks the 70thanniversary of theBattle of Midway, the

U.S. naval victory during WorldWar II that marked the turningpoint in the Pacific Ocean Waragainst Japan. Naval SupportActivity Naples will commemo-rate the battle with a remem-brance ceremony at 8:45 a.m.Monday, June 4 in the mainpiazza at Capodichino. The Battle of Midway was

fought over and near the tinyU.S. mid-Pacific base at Midwayatoll. Prior to this action, Japanpossessed general naval superi-ority over the United States andcould usually choose where andwhen to attack. After Midway, the two opposing fleets wereessentially equals, and theUnited States soon took the offensive.Japanese Combined Fleet commander Admiral

Isoroku Yamamoto moved on Midway in an effortto draw out and destroy the U.S. Pacific Fleet'saircraft carrier striking forces, which had embar-rassed the Japanese Navy in the mid-AprilDoolittle Raid on Japan's home islands and at theBattle of Coral Sea in early May. He planned toquickly knock down Midway's defenses, follow upwith an invasion of the atoll's two small islandsand establish a Japanese air base there. Heexpected the U.S. carriers to come out and fight, but to arrive too late to save Midway and in insuf-ficient strength to avoid defeat by his own well-tested carrier air power.Yamamoto's intended surprise was thwarted by

superior American communications intelligence, which deduced his scheme well before battle wasjoined. This allowed Admiral Chester W. Nimitz, the U.S. Pacific Fleet commander, to establish anambush by having his carriers ready and waitingfor the Japanese. On June 4, 1942, in the secondof the Pacific War's great carrier battles, the trapwas sprung. The perseverance, sacrifice and skillof U.S. Navy aviators, plus a great deal of goodluck on the American side, cost Japan four irre-placeable fleet carriers, while only one of thethree U.S. carriers present was lost. The base atMidway, though damaged by Japanese air attack, remained operational and later became a vitalcomponent in the American trans-Pacific offen-sive.

Answer to last week’s puzzle

Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain aSojourner Permit within eight days of arrival in Italy. This is differentfrom a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's

signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY

COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNERPERMIT.As part of the Area Orientation process, the U.S. Region Legal Service

Office (RLSO EURAFSWA) assists in the preparation and oversees theacquisition of the Sojourner Permit for all personnel attached to U.S. Navycommands in the Naples area. Army and Air Force personnel stationed atJFC must apply through the Carabiniere at the JFC Provost Marshall'sOffice, Building L.Contact Connie Henderson, RLSO EURAFSWA liaison advisor, at 081-

The official ribbon-cutting for the grand openingof a new General Nutrition Center (GNC) storetook place May 19 at the Naval Support Activity(NSA) Naples Support Site.Capt. Scott Gray, NSA Naples commanding offi-

cer, and Tom Goodman, general manager of theNaples Navy Exchange (NEX), conducted the cer-emony. The opening event was part of CustomerAppreciation Weekend events sponsored by theNEX and NSA Naples Morale, Welfare andRecreation.GNC, which focuses on the retail sale of health

and nutrition-related products, is a welcomeresource that will help NSA Naples communitymembers get the most out of sports nutritionwithout having to resort to online ordering,Goodman said.“I can already see the opening of the GNC here

at NSA being the dominant event of our commu-nity’s spring season,” said Goodman. “We’ve hadterrific feedback from customers and communitymembers during our ‘soft opening’ of the store inthe past two weeks, and it’s rewarding to be ableto meet the demands of the community by pro-viding them a retail outlet for their sports nutri-tion needs.”Some customers said that they were already

looking forward to visiting the GNC store on aregular basis.“I’m really happy,” said NSA Naples communi-

ty member Steve Williams, who attended thestore’s grand opening and received a T-shirt. “It’sawesome to have this service here.”The store’s inclusion in the NEX mall is part of

an ongoing reshuffling process that has alreadycombined the base’s dry cleaning and tailoringfacilities into one store, as well as relocated theframe shop to a bigger retail space to accommo-date growing customer demand.

“All of the enhancements we have made to theNEX mall area have been very successful, and Isee the new GNC store continuing that trend,”said Goodman. “The store holds approximately$365,000 of inventory at one time. During ourtwo-week soft opening, we’ve been averaging$2,000 a day, which is tremendous. If you do themath, that equates to about $1.1 million in saleseach year.” Goodman said he could see the GNC becoming a

self-sustaining business, as it will provide localnationals with steady employment and providingcommunity members with an evolving line ofnutritional supplements, while offering them sav-ings they normally wouldn’t get from orderingtheir products online.
