On invitation of the Government of India, Dean Paul H. Appleby, an US consultant in Public Administration, Ford Foundation conducted a survey of public administration in India. Accepting his recommendations, Indian Institute of Public Administration was created under the Societies Act of 1860.The Institute was formally inaugurated by the first Prime Minister of India, as the first President of the Society, on March 29,1954 in New Delhi.

Public Administration has always implied Government when ‘public’ actually

means community or people. Public Administration really meant providing service

to the people by the State apparatus using the ground rules of justice, ethics and

fair-play. This was the intention of the visionary Pandit Jawaharlal Nehru when he

established the Indian Institute of Public Administration on March 29, 1954 based

on the recommendations of a survey carried out in 1953 by Prof. Paul H. Appleby,

Dean, Maxwell School of Citizenship and Public Affairs, Syracuse University and

a Consultant with the Ford Foundation invited to advice on the subject, by the

Government of India.

The great responsibility on the IIPA is to enhance the frontiers of knowledge in

public policy and governance through applied research and education as well as

training of administrators to serve the people of India. Enhancing leadership and

managerial qualities on the one hand and developing a service-orientation on the

other are the thrust areas of the Institute’s education and training activities. Its

faculty is involved with research work mainly to simplify procedures and suggest

policy changes to ensure improved delivery of public services.

Constantly enhance its relationships with governments and advance its research on public governance; organise training and education courses/programmes,seminars/conferences/workshops, and public lectures/discussions for the sharing of knowledge between practitioners and academicians; engage in consultancy for the generation and application of knowledge: publish a newsletter and journal, research papers and books in print and electronic media for the wider dissemination of knowledge, activation of public interest and participation in the study and improvement of public governance, policies and implementation.

To achieve its mission the institute strives for:

Trainee driven.

Aim for quality growth in existing and future training programmes.

Establish strategic alliances and partnerships with other Institutions both nationally and internationally.

Systematically move towards resource based training.

Offer a wide range of high quality facilities to the trainees.

Endeavor to enhance the number of sponsored programmes for specific organisations in specialised areas.

Increase the proportion of the budget spent directly on training.

Move gradually in a phased manner in the direction of minimising supply based training courses to demand based training programmes.

Become a national centre of international repute by way of assimilating modern training technology in its training thrust.

To promote and provide for the study of Public Administration and economic and political science with special reference to public administration and the machinery of government and educational purposes.

To undertake, organize and facilitate study courses, conferences and lectures and research in matters relating to public administration and the machinery of government.

To undertake and provide for the publication of journals and of research papers and books to impart training in and promote the study of public administration.

To establish and maintain libraries and information services to facilitate the study of public administration and spreading information in regard thereto.

Through six decades of experience in research, training and rendering policy advice, conferences and seminars, case studies and publications, the IIPA has made significant contribution to public administration at the Union, State and Local levels. The Institute has a distinguished faculty in the areas of public administration, political science, economics, finance, law and justice, management, behavioural science, rural studies, urban studies, sociology, policy science, environment, e-governance and information and communication technology.

Research The Institute undertakes research in a large number

of diverse areas that include economic and social policies, legal framework for administration at various levels, procedural and organizational change in government, citizen-centric administration, effective development of urban and rural areas, disaster management, consumer protection and welfare, poverty alleviation and gender studies. It specializes in policy evaluations, service delivery and impact analysis studies. At any point of time around 30 research studies are on-going.

Training and Educational Programmes

The Institute conducts around 90-100 short and long-term learning

programmes aimed at capacity enhancement of civil servants, defence

officers, technocrats and executives of public sector undertakings (PSUs)

currently. These programmes are either fee-based or sponsored by the

Government. It designs customised programmes for other organisations. Its

flagship training initiatives include a ten-month Advanced Professional

Programme in Public Administration (APPPA) that is sponsored by

Department of Personnel and Training (DoPT).

The Institute nurtures close academic association with universities,

research centres, training institutions and government departments.

Another important sponsorship is the series of managerial skill-

development engagements for senior scientists supported by the

Department of Science and Technology. Customised programmes for

private sector industry especially in areas of their interface with

Government at all levels and activating knowledge centres in Ministries

and State Governments are new initiatives. The Institute also organises a

number of international training programmes for participants from

developing and developed.

Policy Advice IIPA undertakes a large number of assignments for

Government, Public Sector Undertakings and multilateral, bilateral and other international agencies on a wide range of policy related areas. The Institute’s faculty serve on a large number of Committees constituted by Union, State and Local Governments, Planning Commission, Cabinet Secretariat, as well as expert groups constituted by international agencies and thereby contribute to the task of nation building.

Conferences/Workshops/Seminars

The Institute organises conferences/seminars/ workshops on contemporary themes and public policy issues with a view to bring together practising administrators and academia to evolve policy inputs for good governance.

Dissemination of Information

The Institute has enriched the literature on Public Administration through a large number of serials and monographs besides research studies, proceedings of seminars /conferences and lectures, etc.

The Institute publishes five periodicals regularly:

Indian Journal of Public Administration (IJPA, Quarterly, published since 1955).

Lok Prashasan (Hindi, six-monthly, published since 2009)

Nagarlok (Quarterly, published since 1969)

Documentation in Public Administration (DPA, Quarterly, published since 1973).

IIPA Newsletter (Monthly, published since 1955)

So far IIPA has published about 400 books, monographs, reports, working papers, and compendiums in spheres of governance and public administration.

The Institute has a distinguished permanent faculty, that has experience and expertise in all areas of administrative studies, political science, economics, administrative law, management, behavioural science, habitat and urban development, rural development, sociology, policy science, environment and information technology. Faculty members of the Institute are avid authors, researchers and trainers who keep themselves abreast of the changing requirements of administrative challenges.

The IIPA Library is one of the major social science resources in India. It

has a collection of about 2,20,501 volumes of books and periodicals and

receives 275 current periodicals. As on March 31, 2018 the computerized

library database has 1,24,636 records relating to books and 1,17,823

records relating to periodical articles. Most of the Library functions and

services are computerized.

The Library is providing a variety of current awareness services. It

regularly brings out monthly List of Additions: Book Alert. Quarterly

List of Significant Articles: Article Alerts, and weekly Current Contents

and News Alert to keep its readers informed of the incoming documents.

It undertakes literature survey and makes subject bibliographies available

on demand. The Library has internet and wi-fi facility.

The on-line access to 30 journals is being facilitated that can be reached through IIPA website. Besides this, the library is subscribing to ABI/Inform. The Library is also subscribing to the “JSTOR”. It provides full-text searches of almost 2,400 journals. out of which 2965 titles are in full text. Besides full text journals ABI also has 500 business case studies and 20,000 business and management Dissertations with 24 page summary and 100-500 pages full text. The Library is also subscribing to the “JSTOR”. It provides full-text searches of almost 2,400 journals.

Library has created Digital Knowledge Repository (DKR) showcasing the research output and published resources of the Institute. The resources are represented in the form of communities created for various types, such as – Annual General Body Meeting- Presidential Addresses, Faculty Publications, Rare Books, Annual Reports, Special Reports, Thematic Papers, Working Papers and the like. It also includes Theses and Dissertations submitted by APPPA participants for their M.Phil degree.

The Public Document Section of the Library which contains Census of

India publications, reports of various committees and commissions

appointed by the Central and State Governments, National Sample

Survey reports, annual reports of various ministries and departments of

the Government of India, and select publications of international

organizations, is acknowledged to be one of the richest collections in the

country.
