PARCC Updates

● Due to the recent passage of House Bill 367 ALL grade 3 students will take the reading Ohio Achievement Assessment this spring and not the PARCC ELA

● All grade 3 students will still take the PARCC math assessment

PARCC Overview ● The primary purpose of PARCC is to provide high quality assessments of

students’ progression toward postsecondary readiness and success● The Spring 2015 Administration of PARCC assessments includes two separate

tests administration windows: Part I or the PBA and Part II or the EOY● The PBA occurs after 75% of instructional time is complete ● The ELA PBA will focus on writing effectively when analyzing text● The Math PBA will focus on applying skills and concepts and understanding

multistep problems that require abstract reasoning, precision, perseverance and strategic use of tools

● Scores from PARCC testing will not be available until September 2015 (at the earliest)

School Test Coordinator Responsibilities● Prior to testing, train all teachers (TAs)

● Materials for TAs are located at www.ccstesting.weebly.com under the page titled “Live Test Resources”

● Developing and coordinating the school’s test administration schedule

● Following all district and PARCC testing protocols including investigating irregularities and reporting security breaches; and collecting a signed Security Agreement from each individual authorized to be involved in test administration

STC Responsibilities (continued)● Ensuring standardized testing environments for all students and designating

locations for the administration of tests to students who need special accommodations

Test Administrator Definition ● Test Administrator (TA): An individual at the school

responsible for administering the assessment● TAs per ODE must meet two criteria:

1. Must be employees of the district2. Must hold a current license, certificate or permit issued

by the Ohio Department of Education. In Ohio, paraprofessionals may serve as TAs.

Test Administrator Responsibilities● Meet with School Test Coordinator to review test security and

administration protocols

● Reviewing policies and instructions in the PARCC Computer-Based Test Administration Manual for his/her appropriate grade level

● Preparing the test environment and providing pencils/paper

● Ensuring all cell phones are collected before testing begins

● Reading scripted directions provided by PARCC

Test Administrator Responsibilities● Managing headphones (names on zip-lock bags)

● During each unit, actively supervising the test administration

Proctor Definition & Responsibilities● Proctor: An individual who may be called on to help a Test

Administrator monitor a testing session under the supervision of the Test Administrator

● A TA must be in the room at all times during testing if a Proctor is used

● Student teachers may serve as Proctors but cannot serve as Test Administrators

Guidelines for Testing Time● Although each unit of the new assessments has a specific amount of

allotted time the tests are NOT timed on the computer● The Test Administrators are responsible for keeping time during the

testing (just as they did with paper-based testing)● Administration Time: The total time schools should schedule for each unit,

including the unit testing time.● The breakdown of recommended Administration Time is:

➢ 5 minutes - preparation after students arrive (includes reading instructions to students and answering questions)

➢ 5 minutes - distribute test tickets and materials to students➢ 60-90 minutes - Administer unit➢ 5 minutes - End-of-unit activities including collecting tickets

Breaks for Students● Restroom breaks: During a unit, individual restroom breaks may

be provided at the discretion of the TA● No more than one student at a time be allowed to use the restroom● Cover the screen with a piece of construction paper while gone● Students must be supervised at all times between the testing room

and the restroom (e.g. by a Proctor)● Classroom stretch break during a unit: At the discretion of the

TA, a classroom may take one “stand-and-stretch” break of up to three minutes

● The TA should document the restroom break on the manila folder and give that time back to the student if he/she needs it

Accessibility Features and Accommodations

● Accessibility features: tools or preferences that are built into the assessment system. Accessibility features can be used by any student taking the PARCC assessments. For example: text-to-speech for the math assessments

● Accommodations: Intended to reduce or even eliminate the effects of a student’s disability and/or English language proficiency level and provide equitable access for students with disabilities or ELL students

● All accommodations for students with disabilities or ELL students must be approved and documented in advance in an IEP, 504 Plan, or by the district for ELL students

Unique and Emergency Accommodations ● Unique Accommodations: Students may require additional accommodations that are

not available in the PARCC Accessibility Features and Accommodations Manual. Contact Dawson/Dasco if you need more information.

● Emergency Accommodations: STCs should complete the Emergency Accommodations Form in appropriate cases where a student needs a new accommodation immediately prior to the assessment due to unforeseen circumstances such as the student needs a scribe due to a broken arm.

● This form found in Appendix G of the PARCC TC Manual should not be used. We have an ODE version. Send a copy to Dawson/Dasco and a copy should also be placed in the student’s cumulative file.

● The parent or guardian should also be contacted when an Emergency Accommodation is provided to a student

Refusal of Accommodations ● Refusal of Accommodations: If a student refuses the accommodation(s)

listed in his or her IEP, 504 Plan, or if ELL the school must document in writing that the student refused the accommodation(s)

● The TA must notify the STC that a student has refused an accommodation● The STC must complete the Student Accommodation Refusal Form

from ODE. The form found in Appendix G of the PARCC STC Manual should not be used.

● The STC must send home a copy of the form to the student’s home and send a copy to Dawson/Dasco. The original should be placed in the student’s cumulative file

● The accommodation(s) must be offered and remain available to the student during the duration of the spring testing

Procedures for Transcribing Student Responses for Computer Based Testing

● Students that require a scribe must be tested in a separate location with a one-on-one Test Administrator

● For selected response and technology-enhanced items, student responses must be entered into the computer during the test session by the Test Administrator

● Once the student reaches the end of the unit with all selected response and technology enhanced items completed, the Test Administrator should have the student EXIT the test but NOT submit the test

Personal Needs Profile

● These are currently being completed by special education/counselors and will be uploaded before the PBA begins

● Last minute PNP changes can and will be processed up to the day of the test

● Mainly for IEP/504/ELL students● The PNP upload is what PARCC will use to set all of the special

accommodations● These accommodations will ultimately “pop up” on the computer for

these students

ELL Student Accommodations

● NEW this year, ALL ELL students can have a translator regardless of how many years they have been in U.S. schools

● The only language that has online translation is Spanish

● If you have an ELL student who speaks a language other than Spanish and needs a translator contact the Dawson/Dasco immediately

● ELL accommodations are being uploaded in the PNP

Test Security● All CCSD staff participating in PARCC testing must sign the 2014-

2015 PARCC Assessment Security Agreement (found in Appendix B of the Test Coordinator Manuals)

● This signed document must be turned in to the School Test Coordinator prior to the beginning of PARCC testing

● STCs must keep a copy of these on file for three school years

● Test Administrators are encouraged to keep a copy for their records

Test Security Scripts & Clarifying Directions● TAs are required to adhere to the scripts provided for administering the

PARCC assessments

● All directions may be repeated as necessary for all students

● TAs and Proctors may not answer or clarify questions from students about test items or passages or assist students in any way in responding to test items

● TAs and Proctors may show a student where a tool is located but NOT how to use that specific tool

Security Breaches ● Security Breaches: Actions prohibited before, during, and after testing that

compromise security● Examples:

➢ Explaining passages or test items to students➢ Taking photos of online testing computer screens➢ Coaching students during a test, including giving students verbal or

nonverbal cues, hints, etc➢ Leaving students alone to test or with a Proctor only➢ Giving students more or less time than allotted➢ Allowing students to pass notes or talk during testing➢ Formally or informally scoring student responses➢ Revealing or discussing passages or test items with anyone, including

students and staff

Testing Irregularities

● Testing Irregularities: Actions or events that may occur before, during, or after administration that may compromise validity of the test

● Examples:➢ Building evacuation or lockdown➢ Losing a student’s Testing Ticket➢ Loss of internet connectivity ➢ Providing access to Seal Codes ahead of time and before

reading the appropriate direction in the script

Reporting a Security Breach or Testing Irregularity

● Should a test security concern occur - STCs should call Dr.Dawson or Bobby Dasco immediately

● Dawson/Dasco will let you know what steps to take● Dawson/Dasco will contact ODE immediately to report the

concern

Headphones & Mice for PARCC Testing● Headphones are needed for ELA testing for all students as there

are questions which require multimedia text/videos● The only exception is grade 8 ELA which does not require

headphones● IEP students who meet the text-to-speech requirements must have

headphones for all ELA units● ALL STUDENTS must have headphones for the math

assessments as the text-to-speech will be turned on for all students● All students must have a mouse for testing

Computer Carrels● Three sided cardboard carrels have been purchased and will be delivered

to the buildings.

● We have ordered enough for every computer being used for testing.

● You decide how your building wants to use them. Some want them for every computer and others want them for every other computer.

● Carrels are not mandatory. They are recommended. However, if a student feels very confined and doesn’t want one, please do not make him/her use one.

Testing Environment● It is important to establish procedures to maintain a quiet testing

environment throughout testing● The following should be taken into consideration:

❖ Make sure students have silent work for after test❖ Ensure unauthorized visitors are prohibited from entering the

testing environment❖ Ensure the testing sign PARCC Testing Please Do Not

Disturb (found in Appendix H of the STC manual) is posted outside all rooms testing

Materials Prohibited During All Testing● All cellular phones ● Other non-test-related personal items such as iPods and

eBooks● Instructional aids related to the content being assessed● Reference books● Any resource that defines, explains, or illustrates terminology

or concepts on the assessments● Mathematical formulas and conversion tables ● Posters, maps, charts, and displays that define, explain, or

illustrate terms or concepts

Student Testing Tickets ● Every student taking a PARCC assessment will have their own unique

Student Testing Ticket● Students will have a different Student Testing Ticket for ELA and math● The username and passwords are established by PARCC and not the

district● Test Administrators will pass out the Student Test Tickets the day of testing

as directed in the Test Administration Manuals● Test Administrators MUST collect the Student Test Tickets after testing is

completed each day. These same tickets will be used for all units. TAs will return these to STCs daily.

● STCs will be responsible for keeping these secure between units

Seal Codes● Test Administrators must provide students with a unique numeric

code to access each unit of the PARCC assessments● TAs will be clearly directed to write the Seal Code for the unit being

tested within the test security script in the Test Administration Manuals

● See Seal Code Guidance resource sheet● Examples of this wording in the scripts:

➢ p. 30 of the Test Administrator Manual for grades 3-5➢ p. 31 of the Test Administrator Manual for high school math

Materials Allowed ONLY After a Student Has Completed Testing

CCS policy allows three options for students who complete testing prior to their peers

1. Read a book quietly - the book CANNOT be related to the content being tested that day/unit

2. Fun worksheets or other busy work is acceptable3. Sit quietly until all students finish the unit

Under NO CIRCUMSTANCE should a student who has finished testing be allowed on the computer for any other purpose

Final Preparation for School Test Coordinators for PARCC Testing

● Ensure every Test Administrator’s manila envelope is prepared

Each envelope should include: Seal codes document needed for testing all units. Seal Codes are needed to unlock

sections of a test. When a test section is locked, students cannot proceed into the locked section of the test. Each locked section requires a different Seal Code.

Student Testing Ticket for all students testing Blank Session Sheets stapled or taped to front of envelope. The number of sheets

depends on the number of units. Math Reference Sheets if applicable

• There should be one envelope for reading and another for math. • Math Reference Sheets need to be printed out? Supposedly, they are to be

embedded in an online tab for the students. Print them just in case.

Final Preparation for School Test Coordinators for PARCC Testing

● Before starting the day’s sessions, make sure that the appropriate students are in each session. Verify the rosters ahead of time.

● If you have a student come to you from another CCSD building, follow Path “F” to move that student from a session in another building to a current session in your building.

● You can only move a student from a math session to another math.● The same goes for ELA.● Therefore, you’ll have to perform this task twice.

● If any new students (new to the district) need a student authorization ticket, contact Dawson/Dasco and we will add them for you

● Verify all testing rooms are configured so that students are separated as much as possible to encourage independent work

● Ensure testing rooms are clear of all instructional displays

STCs - On the Day of Testing● Distribute manila envelopes● Provide all teachers (ELA and math) with blank scratch paper (paper

can be lined, unlined or graphing paper) and pencils (2 pieces per student at minimum)

● Ensure students have headphones as needed● Ensure every testing room has a timing device such as a clock or

watch● Ensure every testing room has the PARCC testing sign posted outside

the door (Found in the Appendices of the Test Coordinator Manuals)

Moving Students in PearsonAccess ● Test Sessions are groupings of individual students who will take the

same test at the same time and place

● Within PearsonAccess test sessions, School Test Coordinators may need to edit the students in the sessions

Student Statuses in PearsonAccess ● Ready - The student has not yet started the test● Active - The student has logged in and started the test● Exited - The student has exited TestNav but has not submitted test

responses. (Student cannot resume testing unless authorized by Test Administrator)

● Resumed - The student has been authorized to resume the test● Resume-Uploaded - The student has been authorized to resume

the test● Completed - The test has been submitted by the student through

TetsNav and the data has been processed● Marked Completed - The STC must mark a test complete when a

student has exited TestNav due to running out of time

Makeup Testing● Should a student miss a unit and return to school he or she should take the same

unit as his or her peers that day ● For example: Should a student miss the second ELA unit on Tuesday. If she

returned to school Wednesday she will take the third ELA unit with her class and take the second unit at a later makeup date determined by the school

● Per ODE, schools may give multiple grades/subject makeups in the same room at the same time if needed

● However, if doing so ensure the appropriate directions are read to the student and ensure the correct amount of test time is allotted to each student

● It will be the STCs responsibility to schedule all makeups and ensure a Test Administrator is available to test

● You will be leaving the sessions open and not moving absent students into a new sessions. Sessions will be closed after all students in a session have completed all units of the test.

Makeup TestingExample:

1. Math Session is started. (but you have an absent student)2. Unit 1 is completed using Seal Code 1. Students log out or are forced to log out due to time.3. Next unit (say the following day) is to begin. All are present.4. TA must Resume all students from previous day and today's access is with Seal Code 25. All students are asked to Submit Final Answers. (except student who has a make-up)6. Make-up is completed and Submits Final Answers.7. Session can be stopped as long as every student is showing blue indicator.

STCs - After Testing● Ensure Test Sessions have been finished by Test Administrators in

PearsonAccess

● Complete the Post-Test Certification Form provided in Appendix F of the PARCC Test Coordinator Manual and send to Dawson/Dasco (fax, scan or send via Pony)(skip any sections that deal with paper/pencil tests)

● Ensure all student authorization tickets, seal code documents, scrap paper, and used math reference sheets have been collected, boxed, and locked up. (We will collect and shred those for you after testing.)

● Collect all Test Coordinator/Test Administrator Manuals as they will be used for EOY testing in April and May

• The designated testing computers in our computer labs and carts will be “locked down” for the entire month of testing.

• Once logged in, a PARCC shortcut icon will immediately show up on the desktop for the students. Selecting the icon will take them straight to the TestNav login site.
