MINUTES BOARD OF PARK COMMISSIONERS

MEETING TUESDAY, JANUARY 7, 2014

The meeting was called to order by Mr. Kappers, President.

The minutes of the December 3, 2013 meeting of the Board of Park Commissioners were approved following a motion by Mr. Phillips and seconded by Mrs. Pierce.

REPORTS: • The report from Jeremy Drake, Park Superintendent, was accepted as

submitted. Mr. Phillips asked about the three engineering architects who are working on the design of Treasure Island. Mr. Kappers noted that once a plan is chosen, they will need to come to the Park Board for approval. It was also noted that an intern had worked on this a few years ago, and the plans that they came up with are being looked at. Mr. Kappers then added that if one of the Board Members would like to serve on this committee they should let him know. Mr. Phillips asked how this was being funded, and Mr. Kappers replied that they are using a bond. Mr. Phillips asked when they would be starting on the restrooms for Treasure Island, and Mr. Drake replied that they would break ground when the weather breaks.

• The report from Ken Siler, Recreation Director, was accepted as submitted. Mr. Siler had nothing to add to this report.

• The report from Ken Green, Director of Golf at Miami Shores Golf Course, was accepted as submitted. Mr. Green updated the Board on the flood. He said that this was the worst flood since 2003, and 2 j 3 of the course was flooded; however, the water went down fast. He is not sure of the extent of damage and probably will not know until spring. Mr. Green did note that they lost at least two irrigation boxes at $2,000 each. Damage to the other boxes will not be known until spring. Mr. Kappers said that as they look into the future, would a flood like this one have harmed the proposed area for the driving range. Mr. Green replied that it would have. Mr. Kappers then suggested that while plans are being made, should the area for the driving

range be raised? Mr. Green said that this would be a good idea; however, this area didn't flood in 2003. Mr. Phillips asked if the damage will be covered by flood insurance. Mr. Green replied that the boxes would be, but the sand would not. When asked about Christmas sales, Mr. Green replied that they were closed because of the flood, and sales were down.

• Mr. Kappers had nothing to report from the Planning Commission.

GOLF ADVISORY BOARD REAPPOINTMENT: Mr. Green explained that last month he explained that two of the members for

the Golf Advisory Board have terms that will expire at the end of the year. These members are Jerry Spears and Cathy Zink. Ms. Zink has indicated that she would like to serve another term, but Mr. Spears would like to resign his appointment at the end of his term due to personal commitments. Mr. Green noted that he received a resume from Doug Weikert, and that was attached to the packet. When asked, Mr. Green listed the other Golf Advisory Board Members, Gary Weaver, Bob Knife, and Lance Englad. After a short discussion, Mr. Phillips moved that Cathy Zink's term on the Golf Advisory Board be renewed, and Doug Weikert be appointed to the Board to replace Jerry Spears. Mr. Pierce seconded and the motion passed.

BARN IN THE PARK AGREEMENT UPDATE: Mr. Kappers asked if there was an update for the Barn in the Park Lease

Agreement. Mrs. Knight said that the Law Director was finalizing the agreement, and the Building Committee of Council would be meeting regarding this. It was clarified that this Lease would be approved by the Park Board Members but permission to bid the Lease would need to be approved by Council.

There being no further business, Mrs. Pierce moved to adjourn the meeting. Mr. Phillips seconded and the motion carried.

>- Attended a Treasure Island/Marina project kick-offmeeting. This was a collaborative meeting with the landscape architect, building architect, and representatives from MCD.

>- Attended a meeting with the Mayor's Cycling Committee and Andy Williamson from the International Mountain Bike Association to discuss proposed mountain bike trails. The trail area will be called TMBA-Troy Mountain Bike Area. Proposed location is behind Riverside Cemetery. Cycling committee is seeking grant money for consultation and design fees.

>- Adams Street phase II construction is still set to take place as proposed. This includes construction of a stone wall and fence along the Adams Street side of Community Park and removal of one entrance into Community Park.

Park Maintenance Crew:

>- Removed Christmas tree and decorations

>- Performed snow and ice control as needed

>- Assisted Street Department with snow removal as needed

>- Serviced equipment

>- Assisted Hobart Arena staff with concert set-up

>- Continued winter tree removals. 50 Ash Trees have been removed since December. All Ash trees in parks have been removed.

>- Repaired a frozen water line at Sr. Citizens Center.
