PARKING SURVEY FOR 29 – 29 CANNING ROAD, LONDON, N5 (REAR OF HIGHBURY VALE POLICE STATION, 211 BLACKSTOCK ROAD - SITE BETWEEN NOS.

27 & 41 CANNING ROAD)

To assess the potential capacity for parking on the local highway network a parking beat survey was

undertaken by SSTOWE Traffic at 4am on Thursday 22nd June 2017, 11am and 1pm on Tuesday 27th

June 2017 and 2am on Thursday 29th June 2017.

A suitable methodology for undertaking parking beat surveys is provided within the Lambeth Council

Parking Survey Guidance Note. This suggests a parking survey to cover the area where residents of a

proposed development may want to park. This generally covers an area of 200m (or a 2 minute

walk) around a site.

The survey should be undertaken when the highest number of residents are at home; generally late

at night during the week. A snapshot survey between the hours of 0030-0530 should be undertaken

on two separate weekday nights (ie. Monday, Tuesday, Wednesday or Thursday).

Surveys should not be undertaken in weeks that include Public Holidays and school holidays and it is

advised that weeks preceding and following holidays should also be avoided on or close to a date

when a local event is taking place locally since this may impact the results of the survey.

It is recognised that the Lambeth Council Parking Survey Guidance Note has no policy status, however

it is often used as a basis for carrying out assessments in other London Boroughs.

There is no prescriptive reason why the Lambeth methodology should be used in Islington. However,

it was considered suitable to carry out two snapshot weekday night surveys in accordance with the

methodology.

In addition, it was considered appropriate to carry out two daytime surveys to provide further

information about the current parking stress in the area.

The parking beat surveys include an Inventory Plan at Appendix 1. This plan identifies the 200 metre

cordon and shows the type of spaces within the area.

The survey tables at Appendix 2 show that there is a total of 421 spaces within the survey area. This

includes 80 resident’s spaces on Canning Road.

Maps illustrating the survey results are shown at Appendix 3.

The results show that:

• At 4am Thursday 22nd June 2017 there were 24 resident’s spaces available on Canning Road.

• At 11am Tuesday 27th June 2017 there were 35 resident’s spaces available on Canning Road.

• At 1pm Tuesday 27th June 2017 there were 29 resident’s spaces available on Canning Road.

• At 2am Thursday 29th June 2017 there were 24 resident’s spaces available on Canning Road.

This shows that there are adequate parking spaces available on Canning Road.

In the wider area the results show that there is further capacity within a 200 metre walk from the site.

The results show that the provision of a resident parking permit for the six properties could be easily

accommodated within the highway network, and would not have a noticeable impact on parking and

congestion.
