Well managed and controlled parking facilities (on-street and off-street) can contribute significant revenues to municipalities and private owners. Cash handling, inadequate equipment and poor procedures can lead to revenue leakage or operator leniency going undetected.

Our consultants’ financial and auditing background and understanding of parking operations and equipment can help eliminate losses, provide optimisation of expenses and maximise net income. By applying best practice accounting controls and a comprehensive “checks and balances” review, we compile detailed financial and operational reports that highlight the potential for additional profits for your car park or parking facilities.

The cost of a specialised audit is likely to be only a fraction of the potential net income which could be lost from a car park which is not comprehensively controlled.

Our operational reviews provide property owners with an independent specialist management consultant’s report designed to improve both customer convenience and profitability.

EquIPMEnt sELECtIOn and tEndERInG

Effective access and revenue control, security and wayfinding equipment will help to maximise your car parks’ revenue and to improve user convenience.

Any technology must be designed specifically to the needs of the individual car park and its intended customers. Our independent recommendations are based on identifying the unique needs of each car park and on meeting those needs with the most appropriate and cost effective equipment configuration.

We will evaluate the quantitative and qualitative elements of tender submissions from equipment suppliers, ensuring that you are able to make the most appropriate decision for the particular property or situation. Most important is the quality and reliability of the on-going servicing and maintenance of any installed equipment.

dEsIGn COnCEPts and REVIEWs

Good design principles result in a significant competitive advantage for property owners and developers. Applying international best practice and extensive car park design experience, our designers work as an integral part of your development team, alongside project architects and traffic engineers.

Our designs ensure that you maximise your car park’s space efficiency whilst optimising traffic circulation, pedestrian safety and convenience.

It is not uncommon for our design reviews to increase efficiency and to reduce capital costs by up to 15 per cent and still provide users with an improved parking experience.

Our design capabilities range from the high level concept to detailed components using up-to-date CAD technology.

The extent to which we can assist in a specific design project will greatly depend on the stage of development. Therefore we advise that you contact us as early as possible!

We are specialists in the financial and demand analysis of parking and in the preparation of revenue and expense projections.

Investors and developers rely on our demand and income projections to guide them with decisions ranging from the introduction of paid parking in shopping centres and regional airports, to capital raisings and analysis of investment opportunities.

PCI also conducts detailed market research to ensure that any decisions on car park capacity are based on actual and expected demand rather than being determined by Authority codes.

Customers expect a clean, safe and bright car park. A car park is often the “front door” to a property and therefore a positive experience reflects on the property as a whole. Our team offers innovative design and refurbishment recommendations and upgrading packages which eliminate the bare concrete shell appearance of many car parks. Painting, lighting and appropriate floor finishes all contribute to a feeling of safety, cleanliness and comfort which, in turn, result in a positive impact on a car park’s financial “bottom line”.

We also analyse and evaluate technological developments to ensure that customers’ increasing expectations are being addressed in a timely and cost-effective manner.

“GREEn” PaRKInG stRatEGIEs

Ensuring that your car park has implemented (or taken advantage of) the maximum green strategies is becoming increasingly important.

We can provide recommendations to improve the green rating of your car park, including reductions in the use of power and to generally achieve the highest level of future proofing for your property.

sIGnaGE and WayfIndInG PaCKaGEs

Good design principles are greatly enhanced by complementary signage and wayfinding to ensure that visitors easily find their way around the car park and locate their vehicle at the conclusion of their visit.

We can:

• Document and evaluate traffic and pedestrian flows• Audit existing signage and identify additional

requirements• Recommend new traffic and pedestrian signage

designs for each section of the car park or the precinct

• Prepare signage schedules showing design, size and mounting methods

• Prepare a specification for sign manufacture and materials.

Depending on the layout, size and use of the car park or precinct we may recommend not only static signage but also dynamic signage to minimise unnecessary circulation and to maximise ease of space finding.

The right car park management will ensure customer satisfaction and profitability. We pride ourselves on extensive experience in the management of car parks and in the preparation of tenders. We can help you to evaluate the comparative merits of outsourcing options and in-house management.

If external management is found to be the most appropriate solution, we can conduct the tender process for either a management contract or lease. Recommendations will include structuring the commercial aspects of the agreement in order to obtain a mutually beneficial solution for owner and operator.

If self management is the preferred alternative, we can assist you to select and train staff and to prepare operational manuals and reporting packages.

We have the skills and qualifications to undertake Road Safety Audits for each stage of a road project from concept design through to a completed scheme. Road Safety Audits represent an important exercise within the Road Design and Construction process and are often required by a Consent Authority to ensure that an unbiased assessment of road safety is undertaken, with full independence from the design or construction teams.

tRaffIC ManaGEMEnt PLans

Traffic Management Plans are required in relation to any works or infrequent activity occurring within the road network. Typically this relates to construction sites, which generally involve the temporary disturbance within the road network, but also includes special events where the associated traffic activity differs greatly from normal circumstances.

CaR PaRK and ROad dEsIGn assEssMEnt

We carry out assessments of car park and road design through the use of vehicle swept path modelling. The integration of the Autotrack vehicle modelling within a mainstream CAD package enables us to directly assess designs of car parks, roads and intersections within the designer’s drawings. This provides an efficient means of assessing designs and providing feedback to the design process. All vehicle modelling can be exported to clients and/or designers within either the CAD package, or the Adobe PDF format for viewing on all PCs and mobile devices with Acrobat reader installed.

We offer a wide range of services to Architects, Town Planners, Councils, Developers and Government Authorities. Projects will be managed by an experienced and qualified Traffic Engineer who has over 10 years’ experience in Australia and overseas.

tRaffIC and PaRKInG IMPaCt assEssMEnt

We can provide clients with traffic & parking assessment reports, which are typically required for Development Applications, Master Plans and Sub-division developments. In relation to the external road network, our reports present the consent authority with a comprehensive description of the road network and traffic circumstances in the vicinity of the project, the likely traffic activity associated with a project, the effect of that activity upon the existing road network and whether any remedial works are required. As part of the assessment, the internal road network, the access arrangements and the parking arrangements are described in the context of compliance with the relevant planning requirements and design standards.

In order to provide these services, we use a range of software tools including:

• sIdRa : an intersection modelling tool use to analyse many types and forms of intersection

• autoCad: a mainstream computer aided design package used in the detailed design of roads, intersections and car parking. The use of AutoCAD enables direct editing of architectural drawings providing efficient feedback during the design development stage of a project

• autotrack: a vehicle modelling tool which allows real-time and dynamic assessment of vehicle turning paths within digital drawings. Autotrack operates within AutoCAD, again enabling direct input onto architectural or civil engineering drawings

IntERsECtIOn MOdELLInG

Intersection Modelling assists in the assessment of changes in traffic characteristics or road arrangements at a particular intersection. This is particularly useful in determining the most suitable and cost effective intersection arrangement for a given traffic circumstance and indeed whether an existing intersection provides sufficient capacity to accommodate any future increase in traffic volumes.

Access and revenue control equipment for car parks is in constant evolution and development. We recommend that property owners perform an independent analysis of existing car park equipment on a regular basis to ensure that all control features of the equipment are being used and reported on. In the event of the entire property being refurbished we recommend that the car park equipment, signage and general presentation be reviewed and upgraded as necessary. Additional features such as CCTV, parking guidance systems and individual space recognition technology should be considered depending on the individual circumstances.

Our fees are calculated on our previous experience of similar assignments, taking into consideration the particular requirements of each project. We build an estimate of hours to complete the assignment and value those hours at the consultants’ individual hourly rates. Subject to our clients’ preference we normally provide a fixed fee so that the full extent of the investment is known.
