Background

• 1977 to 2007 License Agreement for Sunland Property– Orange County - Licensee– Pine Hills Little League (PHLL) – Co

Licensee

• All costs associated with agreement were the responsibility of PHLL

• PHLL received two Field of Dreams Grants

• DJJ leases property from the Department of Environmental Protection

• DJJ will only enter into an agreement that includes Orange County

• If there is no agreement then the property may be declared surplus

• 2007 - PHLL ceased operations due to financial difficulties

• Subsequently, both Metro West Little League (MWLL) and Pine Hills Youth Sports (PHYS) attempted to utilize the fields

• DJJ asked both parties not to use the facility

Background

• PHYS organization operates in Pine Hills

• Serves between 180 to 250 youth per season

• Offers a variety of sports• Absorbed some of the PHLL

participants

• MWLL serves youth in the Metro West area

• Serves between 120 and 216 youth per season

• Established MWLL boundaries do not include the Pine Hills area

• MWLL did not absorb any of the PHLL participants

• Both organizations want to utilize fields

• The County can not absorb additionalmaintenance costs

• Sharing the utility and maintenance costs by two organizations will be difficult

• Rolling Hills Park is 3 miles from the Sunland Center property and is underutilized

• If there is no License Agreement developed the property may be declared surplus by the State

• Staff recommends entering into an agreement with Pine Hills Youth Sports similar to the 1977 agreement with Pine Hills Little League

Recommendation

• PHYS serves children in the Pine Hills Community

• PHYS absorbed some of the youth from PHLL

• PHYS will be losing fields at Evans High School

• MWLL does not serve youth in the Pine Hills community

• MWLL did not absorb the children from the PHLL boundary

• MWLL currently has fields at the City of Orlando’s Osprey Park
