March 11, 2019 BOARD MEMBERS PRESENT: Chair David Couch, Vice-Chair Ann Siegenthaler, Board Members Lauren Adler, John Peachey, Stephanie Garretson-Blume, and Kevin Caviezel BOARD MEMBERS ABSENT: Board Member Lynn Batchelder STAFF MEMBERS PRESENT: Recreation Coordinator Tyler Eidson and Deputy City Clerk Aimee Pearson APPROVAL OF THE AGENDA Board Action: A motion was made by Ms. Siegenthaler and seconded by Ms. Adler to approve the agenda. The motion passed 6-0. APPROVAL OF THE MINUTES Board Action: A motion was made by Ms. Garretson-Blume and seconded by Mr. Caviezel to approve the minutes of January 14, 2019. The motion passed 6-0. CONSIDERATIONS AND REQUESTS 2019 Election of Officers Board Action: A motion was made by Ms. Garretson-Blume and seconded by Ms. Siegenthaler nominating David Couch to the position of Chair. The motion passed 6-0. Board Action: A motion was made by Mr. Peachey and seconded by Mr. Couch nominating Ann Siegenthaler to the position of Vice-Chair. The motion passed 6-0. Sponsorship Opportunities Recreation Coordinator Tyler Eidson explained the different sponsorship levels for Concerts in the Park and presented new approaches the parks department is planning to take this year. He also noted the addition of a new special event assistant. Boardmembers inquired about different types of sponsors and any restrictions on sponsorship. Recognition of Wildwood Caretakers Mr. Eidson expressed the city’s gratitude for the service provided by the previous caretakers of Wildwood Park, Scott and Elizabeth Berdan. He presented them with a certificate and memory book.

Puyallup Valley Sports Complex (PVSC) – Project Update Mr. Don Campbell, with Robert Droll Landscape Architects, briefed the board on the status of phase 1 and apprised them that the project is currently under budget. Mr. Campbell also discussed plans for phase 2, the anticipated timeline, and explained the one change order needed for the project. Mr. Campbell reported that with the success of the project so far and being under budget further improvements were possible. Recreation Report and Upcoming Events Mr. Eidson provided a brief overview of the Hoop Shooting Hot Shot Event, preschool registration, preschool indoor soccer, the Summer Parks and Recreation Guide, Spring Extravaganza, and Parks Appreciation Day. BOARD COMMENTS Ms. Seigenthaler asked if more feedback on the sponsorship levels was needed from the board and suggested adding that item to a later agenda. She also requested that the special event assistant attend a future meeting to provide an update of events. Mr. Peachey commented that he has heard a lot of feedback about adding a dog park at Riverwalk Trail Park or Bradley Lake Park and noted that it would be a good goal for 2019. Chair Couch requested that the board ask the city council for the plan for the recreation center upgrades and associated costs. Ms. Garretson-Blume asked for an update on Van Lierop Park at a future meeting. ADJOURNMENT – 6:37 p.m.

July 15, 2019

BOARD MEMBERS PRESENT: Vice-Chair Ann Siegenthaler, Board Members John Peachey,

Kevin Caviezel, and Lauren Adler

BOARD MEMBERS ABSENT: Chair David Couch and Board Member Lynn Batchelder

STAFF MEMBERS PRESENT: Parks and Recreation Director Sarah Harris, Puyallup Activity

Center Manager Doug McCormick, and Administrative Clerk Cindy Huff

Also present were Senior Advisory Board Members Mike Boisture, Mary Ugelstad, Nancy

Strackbein and Lynn Coleman

Parks and Recreation Director Sarah Harris apologized for the miscommunication regarding the

joint meeting. She explained that the Senior Advisory Board will need to limit their comments to

the public comments portion of the meeting, with any further discussion occurring at their August

meeting.

Vice-Chair Siegenthaler called the meeting to order at 6:15 p.m.

APPROVAL OF THE AGENDA

Board Action: A motion was made by Mr. Caviezel and seconded by Ms. Adler to approve the

agenda. The motion passed 4-0.

CONSIDERATION OF MINUTES

Board Action: A motion was made by Ms. Adler and seconded by Mr. Caviezel to approve the

minutes of May 13, 2019 as presented. The motion passed 4-0.

PUBLIC COMMENTS

Mr. David DeGroot advised of some English Ivy and Scotch Broom that has started to appear in

some of the parks. He felt that the issue was beyond the scope of staff and asked if the Parks and

Recreation Board could seek assistance from outside organizations to help deal with the noxious

weeds.

Vice-Chair Siegenthaler referred the issue to Ms. Harris, who noted interest by some local groups

looking for a volunteer project. She raised the idea of a Parks Ambassador Program which could

be linked with the volunteer programs.

CONSIDERATIONS AND REQUESTS

Parks, Recreation and Open Space (PROS) Plan

Ms. Harris explained the circumstances of the city’s decision to hire a consultant to assist with the

PROS Plan update. She introduced Tom Beckwith of the Beckwith Consulting Group. 5

Mr. Beckwith provided pertinent background information on the PROS Plan, what it will do, and

how it interrelates with the city’s Comprehensive Plan and the State’s Growth Management Act.

He reviewed his company’s proposed calendar of events, discussed the differing types of

community outreach, and reviewed the tasks necessary to complete the update.

Mr. Beckwith responded to questions and concerns voiced by board members regarding the

calendar timeline, survey information, community outreach, etc. He asked the board members

about their objectives and what they would like to see addressed.

The board members discussed the following topics: interest in the demographic information; an

assessment of facility needs and/or repairs with a timeline of when they will be addressed;

accessibility and safety of parks for all users; improved regional trail access; trails interlinking

neighborhoods with parks; a full assessment of the Puyallup Recreation Center (PRC) (facility,

location and program structure); joint ventures with outside organizations; and modifying the

method of operation to meet future demands.

STAFF REPORTS

Ms. Harris reported on several notable events to include the completion of Phase 1 of the Puyallup

Valley Sports Center (PVSC); the City’s receipt of two Recreation and Conservation Office (RCO)

grants for Phase 2 of the complex; a ribbon-cutting ceremony for Van Lierop Park Phase 1; and a

swing bench dedication in honor of Dixie Gatchell.

2019 Concert Sponsorships Update

Ms. Harris reported that the concerts are budgeted at approximately $40,000 with staff obtaining

$12,000 in sponsorships this year. During the process staff learned that businesses typically donate

in early January. Their plan is to approach businesses in late 2019 for donations in 2020.

Recreation Report and Upcoming Events

Ms. Harris noted the inclusion of the Senior Report in her 2019 May-June Recreation Report, the

hiring of a full-time park ranger (seasonal) and the trishaw bicycle purchased by the City.

BOARD COMMENTS

Ms. Harris responded to several concerns regarding the vandalism of signs along the

5-Mile Loop, a problem with one of the side trails, the need to more clearly define the walking

paths near Clarks Creek, and whether a gate could be added to the fencing adjacent to the spray

park for safety reasons.

Board Action: A motion was made by Mr. Caviezel and seconded by Ms. Adler to adjourn. The

motion passed 4-0.

Background:The City of Puyallup last updated our Parks, Recreation and Open Space (PROS) Plan in2014. The Plan must be updated every six years to be eligible for grants through theWashington State Recreation Conservation Office (RCO). The PROS Plan creates a visionand strategic implementation plan to provide opportunities for citizens to live active andhealthy lifestyles, experience vibrant community spaces, connect with nature and identifyintegral elements of a dynamic community.

Tom Beckwith, from Beckwith Consulting Group, will provide an update on the Plan and willcover the following topics:

1. Results of the Outreach On-line Survey2. Results of the hand-out/hand-back survey of park attendees at summer special events3. Draft of the Teen Survey4. Proposed attendees for the workshop focus groups sessions.

Parks & Recreation Report – July 2019

Pioneer Park Pavilion

Summer is wedding season at the Pioneer Park Pavilion! The Pavilion hosted nine beautiful weddings/receptions in July -some were quite elaborate! The Pavilion has become so popular that our weekend summer dates start filling up over a year in advance. We are incredibly fortunate to have such a beautiful and versatile facility in downtown Puyallup! Other events in July included the 2nd annual Chamber of Commerce 4th of July bash, the Herrenknecht Tunneling Systems staff party, a graduation party, a celebration of life and the Sound Family Medicine quarterly staff meeting.

The Puyallup Concerts in the Park series is drawing huge crowds to the downtown area and Pioneer Park, as is the Saturday Farmers Market, Kiwanis Kids Spray Park, Puyallup Public Library and kids play area. Downtown Puyallup is hoppin’ in the summertime!

Concerts in the Park

The 2019 Summer Concerts in the Park kicked off at the beginning of July in Pioneer Park. The Kiwanis Kids Noon Tunes shows included the teen pop songs of Tweenland, classic rock from the kids’ band School of Rock, crazy comedy stunt show by Roberto the Magnificent, and amazing magic from Brian Ledbetter. The Family Series on Thursday nights had the Beatles tribute band Crème Tangerine, classic rhythm and blues by Harmonious Funk, and amazing Jimi Hendrix songs by Randy Hansen. The shows continue in August. Outdoor Cinema Series

Bradley Lake Park hosts four movies every other Friday this summer. Disney classics Frozen and Blank Check were shown in July. August will be featuring The Mighty Ducks and Dolphin Tale. These movies start as soon as it’s dark enough to show the movie clearly. Everyone is welcome to bring their own chairs and blankets to enjoy these family favorite movies under the stars.

Food Truck Frenzy

The Food Truck Frenzy was held on Saturday, June 29th at Bradley Lake Park. Perfect weather, delicious food, yard games, bounce houses, and great shows by Reptile Isle, The Popoffs, and Sway entertained the crowds all afternoon. This year featured 11 food trucks with food ranging from fried fair favorites, seafood, sushi, soul food, doughnuts and ice cream.

Summer Carnival

The Summer Carnival on Friday, July 12th was a blast for almost 400 kids as they played all sorts of carnival games, ran through obstacle courses, applied temporary tattoos, and bought ice cream treats. Counselors-in-Training from Camp Yougottawanna helped run games for the kids, and vendors from Smith Brothers, Chick-Fil-A and King Mini Golf offered their own take on carnival activities. This fun annual event always sees great participation!

Let’s Salute America Patriotic PartyOn Tuesday, July 2nd the Puyallup Activity Center hosted a Patriotic Special Event for our seniors titled, “Let’s Salute America”. This wonderful party was co-sponsored by “The Puyallup Eagles Women’s Auxiliary”. One of the main highlights included the ever-popular “Fun Singers”, who had the crowd singing along with them to some of the greatest American songs ever written! An ‘All-American’ lunch was

served including hot dogs, potato chips, potato salad, juice, coffee and cookies for dessert.

Kitsap Harbor Tour

On Wednesday, July 10th Puyallup participants enjoyed a sold-out daytrip exploring the waters of Kitsap County aboard the Admiral Pete, a 122-passenger catamaran tour boat. This excellent hull design provides an exceptionally smooth and stable ride in virtually any kind of weather; however, during our voyage, we thankfully only encountered smooth waters during the entire trip. Throughout the excursion, our passengers explored both Dyes Inlet and the Bremerton shoreline in search ofwhales, but in the end, we were only able to see a submarine off in the distance. The wonderful day ended with lunch in Gig Harbor before returning to Puyallup.

Parks & Recreation Report – August 2019

Concerts in the Park

The 2019 Summer Concerts in the Park came to a close in August. Remaining one of the most popular concert series in the area, these shows brought out thousands of people to Pioneer Park and Bradley Lake Park. The Kiwanis Kids Noon Tunes entertained the kids (and their parents) with shows from Reptile Isle, Recess Monkey and The Not Its. Our Family Series rocked in August with Darci Carlson Band, Two Miles High, the always popular The Coats,

Washed in Black and Whiskey River. We’d like to thank the sponsors of the Concerts in the Park Series: Puyallup Kiwanis Club, Chick-fil-A of Puyallup, Kia of Puyallup, Bill Korum’s Puyallup Nissan, Edward Jones Office of Blair Sexton, Korum Automotive Group, L&L Printing, Trinity Family Medical Clinic and Legends Sports Photography.

Community Campout

Bradley Lake Park hosted it’s 11th Community Campout on August 10th. Close to 50 campsites were reserved and 250 people spent the night under the stars. The 80’s cover band The Spazmatics entertained the crowd during their hot dog dinner, s’mores were served before showing the movie The Karate Kid, and a continental breakfast the next morning finished off the event. The weather was perfect for camping and participants left with lasting memories for their family.

Summer Day Camp

Summer flew by so fast and day camp is coming to an end! We have had so much fun this summer including: Saltwater State Park, Dave and Busters, Henry Moses Aquatic Center, Pioneer Farms, several trips to the Puyallup High School Pool and so much more!

Mystery MadnessOur popular Mystery Madness Trips are for the adventurous ones that like to let go of all control and just hop on the bus and go. On Thursday, August 1st, the Puyallup Activity Center set their sails north as they went to Seattle for a cruise on Elliot Bay. Our trip-goers enjoyed beautiful Seattle, the shipping port along with the spectacular views of the Puget Sound. During their one hour narrated cruise, they were also able to view the end of the Alaskan Way Viaduct demolition and flying high above were the Blue Angels practicing. After we hit the high seas, we enjoyed a wonderful lunch at the popular Claim Jumpers.

Puyallup Activity Center Annual PicnicThe Puyallup Activity Center hosted their annual picnic on Wednesday, August 7th, with 250 seniors in attendance. The menu included, but was not limited to, fried chicken, salad, rolls, and dessert. Many familiar faces, such as Parks and Recreation Director Sarah Harris, former mayor John Hopkins, and Councilmember Julie Door, stopped by to either help serve and or to simply enjoy the party. Entertainment throughout the event was provided by the, “Tacoma Banjo Band”. We enjoyed a lovely meal, great entertainment, and raffled off eight gift baskets for participants. Through donations from the Puyallup Activity Center participants, 400 pounds of food was collected and donated to the Puyallup Food Bank!
