September 9, 2019

APPROVAL OF THE AGENDA
Board Action: A motion was made by Ms. Adler and seconded by Ms. Batchelder to approve the
agenda. The motion passed 7-0.
APPROVAL OF THE MINUTES
Board Action: A motion was made by Vice-Chair Siegenthaler and seconded by Mr. Stevens to
approve the minutes of March 11 and July 15, 2019. The motion passed 7-0.
Parks and Recreation Director Sarah Harris welcomed Greg Stevens return to the Parks and
Recreation Board.
CONSIDERATIONS AND REQUESTS
Parks, Recreation and Open Space (PROS) Plan Update
Tom Beckwith of the Beckwith Consulting Group provided details relating to four upcoming focus
group workshops, noting the intent to better understand the concerns and proposals of certain
groups, share information, and forge/improve partnerships. The four groups consist of the school
district, government and non-profit recreational facilities and providers, local community service
organizations and non-profit youth sports groups.
The board members suggested including Chief Leschi School, the Fish Hatchery Foundation and
Roger’s Lacrosse Club to the list of organizations.
Mr. Beckwith updated the board members on the survey portion of the PROS Plan update and
described how the information is weighted and ranked to provide meaningful findings. He
reviewed the survey questions, elaborated on the responses, and responded to multiple questions
by board members regarding the on-line survey and email results.
Discussion centered on the effective date of the survey email list, the impacts created by confusion
over event ownership, youth sports and trail usage. Ms. Harris voiced intent to mail questionnaires
to the individuals on the Recreation Center’s user database.

Mr. Beckwith advised the board members of a paper survey distributed at multiple community
events and of his update to the city council where he inquire what they thought was doing well and
what this process should focus on. In response to questions, he pointed out that the Recreation
Center and the War Memorial were of concern to the city council. Council voiced some definite
ideas and discussed the pros and cons of several funding options.
Mr. Beckwith shared his plans to conduct a youth survey through the school district. He reviewed
and elaborated on the survey questions and discussed what he hoped to learn from the responses.
He responded to several questions by board members regarding the youth survey and how it would
be distributed to students.
Survey suggestions centered on the following: adding ping pong and pickle ball to racket sports;
including a transportation element to the trail usage question (#8); and highlighting parks and trails
on the City Parks and Facilities Map.
Mr. Beckwith anticipated completion of the youth surveys in October. Ms. Harris voiced intent to
ensure that the board members are invited to open houses and charrettes.
STAFF REPORTS
Parks and Recreation Report and Upcoming Events
Ms. Harris referenced the Parks and Recreation Report and commented on the Pioneer the Park
Pavilion (PPP) events, Concerts in the Park and Outdoor Cinema Series, Food Truck Frenzy,
Summer Carnival, and the new “Lets Salute America Patriotic Party” at the Puyallup Activity
Center. Additionally, she reported on the Community Campout and Summer Day Camp Programs.
In response to a question, Ms. Harris noted a significant downturn in the Community Campout
attendance. The PROS plan survey has revealed the need for better marketing of recreational
events/programs and staff is working on a marketing plan to better inform citizens. She further
recognized (from the survey) a perception that the trails are unsafe. She outlined how the city is
attempting to address concerns through programs intended to provide a presence in City parks.
Parks Capital Improvements Project Updates
Ms. Harris provided an update and responded to several questions by board members on the
following 2019 Capital Improvements Program (CIP) budget projects: Puyallup Valley Sports
Complex (PVSC) Field Conversion Project Phase 2; Van Lierop Park Street Crossing and Foothills
Trail Connection; Rainier Woods Restroom; Loop Trail Signage Improvements and Street
Crossings; Riverwalk Trail Phase 5 Property Acquisition; Clarks Creek Tennis Court
Improvements; Pioneer Park Restroom; Bradley Lake Trail Connection; Puyallup Recreation
Center (PRC)/Memorial Center (MC) renovations/repairs; Wildwood Park Parking Expansion;
and Pair conditioning for the Puyallup Activity Center (PAC)

BOARD COMMENTS
Chair Couch questioned the use of digital reader boards to market recreational events. Ms. Harris
explained that the issue was discussed with consideration given to place one at the Memorial
Center; however, she would need to check on the status of that project.
In response to a question, Ms. Harris provided an update on the status of the tri-bike program. The
board members expressed their thoughts and opinion of the program. Disappointment was voiced
over the cost of the bikes, but the overall ambience was that the outings will provide a social setting
and allow homebound seniors an opportunity to be more active.
Board Action: A motion was made by Chair Couch and seconded by Mr. Caviezel to adjourn.
The motion passed 7-0.

CONSIDERATIONS AND REQUESTS Parks, Recreation and Open Space (PROS) Plan Update Tom Beckwith of the Beckwith Consulting Group appraised the board members on the status of the PROS Plan update. He discussed the project timeline and noted the inclusion of the board requested items from their last meeting. He reviewed a listing of the city’s existing inventory of parks and related facilities one-by-one, discussing location, description of the property, improvements made, and possible future improvements. Throughout the presentation, Mr. Beckwith and Ms. Harris responded to several questions and clarified several concerns mentioned. Topics of interest included but was not limited to the inclusion of the Library and Meeker Mansion in the inventory of facilities, water quality issues at DeCoursey Park; and the future of Grayland Park should the War Memorial Center become the Puyallup Community Center. There was considerable discussion regarding the perception of the trails, the opinion that the trails are not safe, and the need to market the trails as safe. Mr. Beckwith further discussed the results of the PROS Plan on-line survey along with citizens comments and suggestions from the October 23rd Open House event. He advised of his intent to provide an additional update in January. STAFF REPORTS Parks and Recreation Report and Upcoming Events Ms. Harris referenced the November-December Upcoming Events schedule, highlighted the popularity of the Santa Breakfast and noted the success of the Cobweb Carnival. She further noted

the topic of youth sports and advised that adult sports have rebounded with the men’s leagues increasing from 12 to 18 teams this year. FUTURE AGENDA ITEMS Chair Couch expressed excitement at the idea of exploring the option of the War Memorial becoming the Community Center. In response to a question, Ms. Harris explained that the park ranger position will go back to the city council as it had been budgeted as a six-month position. She believed that the city council may be open to expanding the program, depending on the results of the surveys. Board Action: A motion was made by Mr. Stevens and seconded by Vice-Chair Seigenthaler to adjourn. The motion passed 6-0. ADJOURNMENT 7:26 p.m.

November/December 2019 Recreation Report
Giving TreeOur Giving Tree had 60 name tags of kids in need that live right here in Puyallup! It started Saturday, November 23 and presents had to be returned by Sunday, December 8. All 60 tags were taken and very generous presents returned on time. Staff wrapped over 150 individual presents and delivered them to the Puyallup School District’s office so they could distribute directly to parents.
Winter BasketballRegistration for winter basketball closed Sunday, November 10 and the season is now underway. A total of 16 teams registered for the program. Teams were divided into two divisions and will play 10 regular season games with a single elimination playoff tournament at the end. Games are played at the Puyallup Recreation Center and the Memorial Center.
Winter VolleyballRegistration for winter volleyball closed on Sunday, December 8 and the season is now underway. Both Recreation and Intermediate leagues are full with a total of 22 teams participating. All games are played on Sunday’s at the Puyallup Recreation Center.
Breakfast With SantaThis sold out event, with over 250 in attendance, was held at the Pioneer Park Pavilion on Saturday, December 14 from 9:30-11am. There was a warm breakfast buffet, crafts, games, cookie decorating station, pictures with Santa and Mrs. Clause, and even dancing in the snow with Frosty and Rudolph!
Holiday Basketball ClinicsThe New Years Basketball Clinic held on December 30th and 31st had 74 participants and the Martin Luther King Jr. Clinic held on January 20th had 58 participants. Both clinics focused on ball handling, footwork and scoring around the basket.
Youth BasketballYouth basketball has 96 teams registered for boys and girls in Kindergarten-12th grade. Games started on Saturday, January 11th. Games are played at 6 Puyallup School District gyms, the Memorial Center and the Recreation Center.

Cookies with Mrs. ClauseThis popular event was held at the Puyallup Activity Center on December 17th from 5-6pm. 27 children decorated cookies and drank hot chocolate. Mrs. Claus talked to each child, took pictures and told stories about her life in the North Pole.
PavilionLots of holiday parties and events have been the bulk of the bookings at the Pioneer Park Pavilion in the month of December. We have hosted holiday events for Bay Equity, Potelco, SEFNCO, Coastal Pacific Food Distributors, PHS Viking Football, Red Robin Management’s Masquerade Ball, Lexus/Jaguar car dealerships, Olympic Management, SS Landscaping, Topline Counters, and the very popular Puyallup Activity Center Holiday Luncheon and City Employee Holiday Event.
Puyallup Main Street Association’s Holiday Market was held at the Pavilion in conjunction with the Santa Parade and Holiday Tree Lighting Event in Pioneer Park. Puyallup Recreation also held their Santa Breakfast here at the Pavilion, which is always a very popular annual tradition for families to kick off the holiday season and, of course, chat with Santa!
In addition, the Pavilion hosted two beautiful weddings, the NW Sinfonietta’s final concert for 2019, and Pierce County Watershed Council & Pierce County Public Works for a two-day science symposium.

Daddy Daughter DanceCreate a treasured memory with the girl in your life at our Daddy Daughter Dance. All father figures are invited to attend this Puyallup tradition designed to bring dads and daughters together for a night of fun. This dance features a live DJ playing kid friendly hits, light refreshments and a professional photographer. Two dances to choose from: 3-5pm or 6-8pm. Space is limited so be sure to register early and make this a night to remember! Hoop Shoot and Hot SpotTwo great basketball shooting events combined into one fun night! This free event for boys and girls ages 7-12 features Hot Spot which is a timed shooting challenge and Hoop Shoot which is a free throw competition.When: Wednesday, March 11, 6:00 p.m.Where: Puyallup Recreation CenterFee: Free
Youth baseball/softball registration starts Monday, February 3rd. Youth baseball/softball is offered for boys and girls, 5-14 years old.
Boy’s Competitive Baseball league registration starts Monday, February 3rd. We offer the following divisions: 10 & under, 11 & under, 12 & under, 13 & under, 14 & under and 16 & under.
Preschool Indoor Soccer – Registration starts January 27th, practices begin March 14th
Toddler Campus Preschool 2020-21 Registration opens March 9th
