FUNCTIONS OF THE PARLIAMENT

Short description of the functions of the Parliament The main functions of the Parliament are: to legislate, to elect the President of the regional government of Andalusia, to exercise control over the Andalusian Government and to take political initiatives. Another important function for Andalusian autonomy is the drafting and approval of the annual Budget Law of the Autonomous Community.

COMPOSITION

Total number of members: 109 Distribution by sex and average age: 54 men and 55 women. Electoral System: Proportional, using the D'Hondt Formula. Mandate: 4 years Requisites for voting (right to vote): Any person enjoying the political status of Andalusian citizen as defined in the Statute of Autonomy, of legal age and holding full political and civil rights, and who is registered on the current electoral roll is entitled to vote in elections to the Andalusian Parliament. Article 5 of the Statute of Autonomy states that "those Spanish citizens who, in accordance with general State laws, hold administrative residence in any of the municipalities of Andalusia, shall enjoy the political status of Andalusian." Further stating that "those Spanish citizens residing abroad who held their last administrative residence in Andalusia and who provide proof of this status in the pertinent Spanish consulate shall enjoy the political rights defined in this Statute as Andalusians."

Requisites to stand for election (right to stand as a candidate): Article 4 of the Andalusian Electoral Law 1/1986, of 2 January, states that those citizens who have the status of voters may stand for election, except those who are in a situation of ineligibility as laid down in the Organic Law on the General Electoral System.

GOVERNING BODIES OF THE PARLIAMENT

THE PRESIDENT

Method of election, mandate and functions: The Plenary Assembly elects the President, together with the rest of the Bureau Members at the inaugural sitting of the Parliament. The mandate of the President is for the duration of the legislature, 4 years. The functions of the President, as provided for under Article 29 of the Regulations of the Andalusian Parliament, are as follows:

1. To legally represent the Chamber, to ensure the smooth running of the work of the Parliament, to moderate the debates and maintain order thereof and to order payments, without prejudice to any delegations that may be conferred.

2. To comply and enforce compliance with Regulations, interpreting them in cases of doubt and supplementing them in cases of omission. When, in the exercise of this supplementary function, it is proposed that a generally applicable decision be taken, the favourable opinion of both the Bureau and the Council of Spokespersons must be obtained.

3. The rest of the functions conferred by the Statute of Autonomy and the Regulations.

COUNCIL OF SPOKESPERSONS

Composition:

The Council of Spokespersons is a body made up of the spokespersons of the different Parliamentary Groups, gathered under the presidency of the President of the Parliament, who has the responsibility to convene it on his or her own initiative, at the request of two Parliamentary Groups or of one tenth of the members of the Chamber. It consists of the members of the aforementioned Bureau and of the following members (spokespersons):

OPERATIONAL BODIES OF THE PARLIAMENT

PLENARY ASSEMBLY

Composition: The Plenary Assembly of the Parliament consists of all the Members of the Regional Parliament democratically elected by the Andalusian citizens. It is convened by its President or at the request of at least two Parliamentary Groups or one fifth of the Members. The Statute of Autonomy for Andalusia also states that the extraordinary sessions of the Assembly must be convened by its President, with the prior approval of the Standing Committee or at the request of the Standing Committee, of one quarter of the Members, of the number of parliamentary groups determined by the Regulations or at the request of the President of the Regional Government or of the Governing Council. Functions: The Andalusian Parliament meets annually for two ordinary sessions, from September to December and from February to June. Besides these sessions, the Chamber may only hold extraordinary sessions, which must first be called by the Presidency, at the request of the President of the Regional Government of Andalusia, of the Standing Committee or of an absolute majority of the Members of the Chamber. The request shall include the agenda proposed for the extraordinary session requested.

COMMISSIONS

Composition: The Commissions shall consist of the number of Members indicated by the Bureau of Parliament for each commission, who shall be chosen by the Parliamentary Groups, after hearing the Council of Spokespersons, and in proportion to the number of each group in the Chamber. Each Parliamentary Group has the right to have a minimum of one Member representing it in each Commission.

The members of the Governing Council may attend the Commissions with speaking rights, but they may only vote in the Commissions of which they are members.

SEAT OF THE PARLIAMENT

History and Description of the Seat:

The current seat of the Andalusian Parliament is the Renaissance building that once housed the Hospital of the Five Wounds. The construction of the Hospital of the Five Wounds, or Hospital of the Blood, started on 1 March 1546. It was built by order of Fadrique Enríquez de Ribera and Catalina de Ribera, who decided to create a charitable foundation.

The building was initiated by Martín de Gaínza, who directed construction until his death in 1556. The patrons of the institution appointed Hernán Ruiz II in 1558 to continue the work, and the hospital was inaugurated one year later, although the work continued well into the seventeenth century.

The hospital closed in February 1992 due to its very poor state of repair. In 1986, the first projects were drawn up. Rehabilitation work started a year later and would end in 1992. On 28 February 1992, the Parliament of Andalusia inaugurated its seat.

The old church of the hospital was deconsecrated and adapted as the Plenary Hall, located in the central courtyard and taller than the rest of the building. The wards surrounding it were rehabilitated as a Library, multi-purpose room and Commission room. A total of 48,648 square metres of floor space were rehabilitated for use by the Andalusian Parliament. The photograph below shows the entrance to the Plenary Hall.

After three years of work and the recovery of 18,590 square metres, the newly rehabilitated area was inaugurated by their Royal Majesties the King and Queen on 20 February 2003.
