Project of “PRIMETIME” is aimed at monitoring of information network and electoral advertisements on all Central Georgian TV-Channels; Monitoring covers all kind of information about parties, candidates, and their supporters participating in the upcoming elections.

Project is being prepared on the basis of “PRIMETIME’s” Media-informational Bank and recordings of whole broadcasting network of TV-Channels.

Objects of the monitoring are political parties, their representatives and candidates who are participating in the upcoming parliamentary elections.

Project consists of two parts: Information Grid monitoring and TV advertisements monitoring.

Monitoring of Information Grid Monitoring of Information Grid

Monitoring of Information Grid will be developed towards two directions:

News Programs Monitoring

consists of subjective (visual) and objective positioning analysis of subjects participating in elections – political parties, their representatives, leaders and supporters’, by chosen five channels[1].

Talk-Shows and Political Debates Monitoring

gives analysis of subjective (visual) and objective positioning of political parties, their representatives, leaders and supporters’ in Talk-shows and political debates.

Monitoring of Information GridMonitoring of Information Grid

Monitoring of News Programs and Talk-Shows is carried out in two directions:

Subjective (visual) positioning - analysis of the air time provided to political parties and their representatives, participating in the elections, on the basis of reports’ quantity, time-study, channels, parties, persons.

Objective positioning – analysis of information reported on the TV-Channels about parties and representative persons: on the basis of informational reportages: number of TV shots, time-study, accents (by channels, parties, and persons).

Monitoring of TV advertisements is aimed at quantitative analysis of advertisements during pre-electoral period on TV-Channels, with two main segments:

Quantitative analysis of paid advertisement (by channels, number of ads and time-study)

Quantitative analysis of unpaid advertisement (by channels, number of ads and time-study)

Analysis and findings of the third record weekAnalysis and findings of the third record week ((26.04-02.05.2008))

. All the Broadcasters accordingly with the norms of the law, timely provide the CEC with the information about setting of the political advertisements on their Channels. (The information is provided in advance and later as a report of carried out works).As for Monitoring of TV Advertising, it should be mentioned that during abovementioned week Kavkasia started to broadcast advertisements (from April 28), however the National Movement does not place their advertisements on this Channel. Two more Election Subjects started using free advertisement time from April 28: Republicans and Labor Party. As for placing the free advertisements, equal time was set for all parties with one exception: The Joint Opposition was leading with a big difference on Public Broadcaster. In terms of paid advertisements, the tendency of last week was maintained: National Movement was placing paid advertisements; however the Joint Opposition placed the paid advertisements on Kavkasia from April 28 to April 30.

The tendency of the last week was maintained in terms of the airtime devoted in newscasts. Airtime was given to all Election Subjects. The distribution of time between the political subjects was equaled in comparison with the time of starting advertisement campaign, however the leaders of the week were distinguished: the Joint Opposition on Kavkasia and Public Broadcaster; National Movement - on Rustavi 2 and Mze.

In terms of the airtime in Talk Shows, Public Broadcaster was especially representative and balanced – airtime was given to all election subjects in debates and talk shows, however the leader of the week was party “Georgian Policy”. The National Movement was leading in the Talk Shows of Rustavi 2. Republican Party, the Joint Opposition and Christian Democratic Alliance were also presented with the considerable difference. And on Kavkasia, with a little difference the Joint Opposition and Republican Party were leading.

In terms of the mentioning accents, National Movement was leading again in positive mentioning, (on Rustavi 2 and Mze); on Public Broadcaster a considerable figure of positive mentioning was shown for “Georgian Policy”. In terms of negative mentioning the tendency of the last week was maintained – National Movement was leading practically on every channel.

In terms of positioning the persons representing political parties and the government, M. Saakashvili was leading in non electoral reportages and Republican Tina Khidasheli - in electoral reportages. In whole, considering General themes, Governmental representatives are in top ten; and by electoral ones - leaders of political parties. There also are reportages where governmental representatives are presented in reportages of electoral issues.
