The vision to make Parramatta Australia’s next great city is gaining momentum as work starts on the $2 billion Parramatta Square project and planning progresses for the new Western Sydney Light Rail Network.

LORD MAYOR’S MESSAGE

It has been a busy and exciting start to the year for Parramatta with new projects underway and firm commitments of government funding for major infrastructure projects.

The newly re-elected Liberal State Government run by Premier Mike Baird has made commitments to see the vision of the Western Sydney Light Rail Network realised, to bring new life to the City’s arts scene with the relocation of the Powerhouse Museum, and to

create innovative new educational facilities.

We will see an extra eight peak hour train services from Parramatta Station to the Sydney CBD and $100 million for an additional 80 weekly ferry services, four brand new vessels and upgrades to wharves for Parramatta River ferries.

The significant investments in Parramatta, which also includes a multi-million dollar revamp of Westmead Hospital, are a vote of confidence in Council’s vision to build Australia’s next great city.

All these projects combined will bring significant positive changes to our City – improving transport, education, healthcare, arts and culture, and making Parramatta an even more wonderful place to work, live and socialise.

As well as the exciting projects that have been announced, we have also celebrated some great events including

Australia Day, Sydney Festival, Seniors Week and Lunar New Year that brought great colour and atmosphere to the City.

There has been a lot of activation in our new Centenary Square and I encourage you to come and visit.

We are also preparing to honour Anzac Day with a number of events and activities including a Poppy Wall art installation in Centenary Square where people can create a poppy and attach it to the wall, which will then form the backdrop to the Parramatta RSL Dawn Service.

Who will you remember this Anzac Day? Perhaps you will be joining many across the country as we pay tribute to our past and present servicemen and women and commemorate the Centenary Anniversary of the World War I (WWI) landings at Gallipoli, which beats at the heart of this year’s remembrance.

Anzac Day overall is an opportunity for us, whether born in Australia or overseas, to think about our loved ones and the comfort and safety of being at home as we imagine the sense of loss felt by the families of defence force personnel.

In 2015 we are joined by Parramatta, Granville and Epping RSLs to deliver a range of events to commemorate Anzac Day and the Centenary Anniversary.

HIGHLIGHT EVENTSApril 7 to 24 Make a poppy and attach it to the Poppy Wall art installation at Centenary Square. View portraits and stories of local WWI servicemen and women on interactive tablets.

April 24 Join us for an official Procession of the Poppy Wall installation from the Royal Gate in Centenary Square along Church Street to the Cenotaph in Prince Alfred Square. The procession will also feature a lone white horse, symbolic of the Australian Light Horse brigades.

25 AprilAnzac Day local dawn services, presented by Parramatta RSL, Granville RSL and Epping RSL.

From 12.30pm in Centenary Square join a special live screening of the Gallipoli Dawn Service from the Anzac commemorative site in Gallipoli.

However you choose to mark this event there will undoubtedly be a strong sense of compassion and empathy in our community as tributes flow in and our memorials blossom with colour and pride.

LAKE PARRAMATTA GOES BACK IN TIME

Lake Parramatta was transformed into a bygone era on Saturday 14 March with a 1930s Family Fun Day to mark the end of the official swimming and summer season.

The community turned out in droves, enjoying attractions such as live music, vintage cars and face painting and lots of fun was had with people frocked up for the 1930s costume competition.

The event was part of the Our Living River initiative, which aims to make the Parramatta River swimmable by 2025.

The lake was reopened to swimming in January for the first time since 1942, and has been a great success with hundreds of people enjoying cooling off in the scenic waterway.

If you have enjoyed the lake as a swimming spot and want to see more swimming along the Parramatta River you can vote for your preferred swimming location at ourlivingriver.com.au

While lifeguards are no longer patrolling the lake, it remains open for swimming all year. We encourage all swimmers to take care and follow all the safety precautions.

LENNOX BRIDGE PROJECT NEARS COMPLETION

The northern portal of the Lennox Bridge was re-opened in March following some final touches including tiling and lighting fixtures. The final design for the interpretation wall is currently in progress.

The portal, which allows bicycle and pedestrian access along the Parramatta River foreshore, was opened in time for the Christmas and New Year period but closed again for further works.

Church Street, which had been operating with a northbound closure, also re-opened to traffic just prior to Easter and the southern portal is nearing completion, however will remain closed until the adjacent developments are finished.

Works continuing on the project include cleaning of the western facade of the bridge, conservation works on the underside of the bridge arch, connection of the new water main, path paving, the final road pavement

works and other minor associated works primarily away from the bridge deck.

The Lennox Bridge project is part of the Parramatta River Cycleway and will significantly improve access along the River foreshore where there is a vision to create innovative new public spaces, dining and leisure attractions.

Works on the State Heritage-listed Bridge uncovered a number of archaeological discoveries including the original western wall and part of the old Gaol Bridge that crossed Parramatta River before Lennox Bridge was built in 1839.

Council staff worked closely with the NSW Heritage Office and archaeologists to preserve these relics and retain the bridge’s heritage qualities.

An official opening of the northern portal will be held in the next few months.

POWERHOUSE MUSEUM TO BE RELOCATED TO PARRAMATTAThe relocation of the Powerhouse Museum to Parramatta will be a huge boost to local tourism and further cement the City’s growing reputation as a major arts and cultural centre.

The shift is part of the NSW Government’s $30 million, four-year arts and cultural package for Western Sydney that will create a new cultural precinct in Parramatta CBD.

The package includes:

• $10 million towards relocating the Powerhouse Museum to Parramatta

• A $7.5 million boost from previous funding levels for artists and arts organisations across Western Sydney

• $800,000 towards a resident arts company at Riverside Theatres.

Council will work closely with the Government to find a suitable site and develop an iconic new building for the museum.

By developing an arts and cultural hub, there is scope to further develop and promote heritage assets showcasing Parramatta’s rich history as the second settlement of the new colony. Council has developed a master plan to modernise and expand Riverside Theatres so it can host big attractions such as major musical productions and concerts by international artists.

The Government’s package will help re-address a major funding gap in arts funding between Western and Eastern Sydney. Western Sydney has 10 per cent of Australia’s population but gets just one per cent of Australian Government Arts Program funding.

PLANS TO REVITALISE CAMELLIA PRECINCT

Council is working with the NSW Government on major plans to revitalise the Camellia Peninsula and turn it into a 21st Century business, entertainment and industry precinct.

The area has enormous potential as it is only a few kilometres east from our CBD and already includes the popular Rosehill Gardens Racecourse and Parramatta speedway site.

In recent years, Council has been working on a vision for the renewal of Camellia. These plans have been given a major boost

with the Government seeking to fast-track development of the precinct. This is a great opportunity to regenerate Camellia with a thriving commercial centre, close to new homes, expanded employment and improved transport.

Camellia has historically been dominated by heavy industry such as the Shell petroleum refinery, which has been reconfigured into a fuel import terminal. But there is great potential to develop new high technology industry clusters to attract the jobs of the future in line with Council’s vision to turn Parramatta into a smart city based on education, technology and innovation.

The first step in our partnership with the Government will be working with the community and businesses already operating in the area to develop a detailed vision for Camellia.

It is envisaged that Camellia will be serviced by the new Western Sydney Light Rail Network, with potential links to Sydney Olympic Park as well as Epping through to Macquarie Park.

BUILDING AUSTRALIA’S NEXT GREAT CITY

Parramatta City Council has launched a new brand campaign – Building Australia’s Next Great City – to support the transformation the City is undergoing with innovative new development and rapid growth in coming years.

With projects such as the $2 billion Parramatta Square urban renewal project and the Western Sydney Light Rail Network making Parramatta the New Central, the City is well and truly on the move. The campaign communicates to people who live, work, visit and invest in Parramatta that it is being transformed into Australia’s next great city – not only through physical development but also through cultural and recreational initiatives such as the growing Eat Street precinct of restaurants and bars, and bringing new life to our riverfront.

Council’s new Directorate of Marketing and City Identity will be undertaking initiatives to build on the campaign and help generate further interest in Parramatta – from investors and potential new business owners to tourists and Sydney residents seeking leisure options.

Fit for the Future is the NSW Government’s response to the findings of an independent review of local government. In 2012, the panel was appointed to look at options for local government structures, boundary changes and governance models.

Under the review, the panel has recommended Parramatta City Council merge with Auburn, Holroyd, the western third of Ryde and the North Parramatta area of the Hills. Council is working with stakeholders to find the best ways to service and plan for the future of our communities. Work is underway to analyse the various options that could be available in addition to the mergers suggested by the panel.

Council is committed to engaging with the community to ensure they understand the process and are given the opportunity to have their say. A comprehensive community engagement package has been developed and is currently being distributed to all households and businesses in the Parramatta LGA.

Community members can contribute feedback online and obtain further information at parracity.nsw.gov.au/fitforthefuture. Telephone surveys, selected at random, will also be conducted with households later this month.

HERE’S A SNAPSHOT OF THE WORKS PLANNED OR RECENTLY COMPLETED BY COUNCIL IN YOUR WARD.

ARTHUR PHILLIP WARD

• Parramatta War Memorial, Prince Alfred Square: restoration works to the monument, improved surrounding pathway and installation of three additional plinths.

• Escarpment Boardwalk: initial works underway along the Parramatta River foreshore.

• Constitution Hill Shops: a new playground will be installed over the coming months. The community will be invited to attend a consultation event in April.

CAROLINE CHISHOLM WARD

• Caroline Chisholm Park: tennis court surface upgrade and a new preschool playground.

• Planning works have commenced to deliver an exciting pilot project that aims to improve ‘green’ connections between our parks and reserves as well as improving walking connections to our local shops and destinations. Works will be delivered next financial year.

ELIZABETH MACARTHUR WARD

• Harris Park, Wigram St Stage 3: public domain works on the eastern side of Wigram, paving treatments, new lighting, flag poles, street trees and provision for outdoor dining. Draft plans are now available for community and business consultation.

• Collett Park Village: new footpaths, kerb and guttering, street furniture and bins. Works to be completed by June.

• Betty Cuthbert Shops: new footpaths, kerb and guttering, street furniture, and bins. Works to be completed by June.

WOODVILLE WARD

• Granville Centre Upgrade, Railway Parade and Carlton Street: upgrades to the footpath, including paving treatment along Railway Parade to the corner of Carlton Streets, Granville. Works to commence mid-2015.

• Guildford Centre, Talbot Road: upgrades to the footpath near the corner of Guildford Road, including paving treatment, landscaping and widening to accommodate outdoor dining. Works to commence mid-2015.

LACHLAN MACQUARIE WARD

• Boronia Park: prioritised works from the master plan will be constructed in late 2015.

• Epping Town Centre: Installation of a self-cleaning toilet. This toilet is proposed for the south eastern corner of the Rawson St car park. Works to be completed by late 2015.

• Mobbs Lane Village Shops: upgrade includes new footpaths, kerb and guttering, street furniture and bins. Works to be completed by June 2015.

Parramatta will soon have the same level of Closed Circuit-TV (CCTV)coverage as the Sydney CBD with 80 high-tech cameras being installed at key locations such as Centenary Square, Church Street and suburban centres.

As part of the $3 million CitySafe program, high definition CCTV cameras across the CBD are being linked via fibre optic and wireless technology to a new operations centre where Council staff can conduct live monitoring, particularly in peak periods such as major events and New Year’s Eve celebrations.

More than 20 cameras, including 14 in Centenary Square, are already operating. Fifty cameras are expected to be operating in the CBD by mid-year, with the remaining 30 to be installed at locations including Westmead, Harris Park and Granville.

This new network, which has received a $1 million grant from the Federal Government, is part of Council’s ‘Smart City’ vision to promote high technology digital communications and strategic links with key education and research centres.

The cameras are being installed on new multi-function poles with LED lights providing stronger lighting to further enhance street safety.

These high-tech poles also have the capacity to carry emergency public address systems, digital signage and special event lighting.

With Parramatta having Australia’s fastest growing night-time economy, the new CCTV network and lighting roll-out will improve amenity for evening diners and other CBD visitors.

Council has unveiled its highly experienced executive team that will drive the vision to make Parramatta Australia’s next great city.

Lord Mayor of Parramatta Cr Scott Lloyd said the seven-member team, led by CEO Greg Dyer, comprises a wealth of skills and experience from the senior levels of Australia’s public and private sectors.

“We are fortunate to have assembled such a highly capable and skilled team to further Parramatta’s enormous potential

for growth and innovation and sustain the economic, social, residential and educational needs of greater Sydney,” he said.

The new team comprises of Chief Executive Officer Greg Dyer, Chief Financial Officer Craig Becroft, Chief Operating Officer Jane Mills, Director Property and Significant Assets Barry Mann, Director Strategic Outcomes and Development Sue Weatherley, Director City Services Sue Coleman and Director Marketing and City Identity Rebecca Grasso.

KERBSIDE COLLECTION IS BULKY BUSINESS

Council wishes to apologise to its residents, workers and visitors who were affected and frustrated by the recent delay in bulky collections throughout late January and early February.

The recent delay in some areas was due to large volumes; the wet weather impact on maximum legal truck loads to tip; and illegal dumping on existing piles. The first of the four scheduled kerbside collections of the year are historically the largest in volume, both in number of properties presenting for collection and volume per household. Council worked extensively with its waste contractor, Cleanway, to resolve the issue - allocating extra resources to get the service back on track and additional trucks deployed to assist with the collection delay.

Council takes pride in the appearance of the City and the service expectations of the community. With your assistance we can avoid impact on future quarterly collections. Please remember not to exceed the one cubic metre limit of material per property and material must only be put out on the kerb the weekend prior to the scheduled collection date.

VOLUNTEERS THE PILLARS OF OUR COMMUNITY

Almost 500 volunteers help Council deliver its 41 services. This year, the invaluable support volunteers provide to Council’s services was recognised through the Australia Day Awards.

Mei Hua Gong, Parramatta City Library volunteer and winner of Parramatta’s 2015 Young Citizen of the Year was

recognised for her work in introducing and facilitating a popular mentoring program for Western Sydney HSC and high school students in Council’s Parramatta City Library branch.

Two of Council’s Home Support and Community Services volunteers, Robin Deaves and Christine Meehan, received recognition as Senior Citizen and Citizen of the Year finalists.

Robin has been volunteering since 2005 and with Robin’s help the Social Inclusion team are able to continue supporting those who are at risk of isolation. Christine began volunteering her time with Meals on Wheels, working on the frontline, delivering meals door to door.

The works, Tom Ferson’s Portraits of Parramatta and Heidi Axelsen and Hugo Moline of MAPA collective’s Accumulation: Salty Water Fresh Water, are a partnership between Council and campus developers Leighton Properties.

Tom Ferson’s mural work reflects the diversity of the Parramatta community and includes large-scale portraits of locals including Meihua Gong (2015 Parramatta Young

Citizen of the Year), Rosemary Kariuki Fyfe (Winner of Parramatta’s Citizen of the Year in 2012) and Aykut Saya (founder of Circa Café).

For ‘Accumulation’, the community are invited to be a part of the work by collecting and placing stickers along the hoarding to spell the words salty and fresh — a reference to the significant location of the Parramatta River where fresh and salt waters meet.

The artworks are located on the south side of the campus hoarding, adjacent to the Sydney Water building at 1 Smith Street, Parramatta.

FARMERS MARKETS BRING FRESH TO FRIDAYS

Centenary Square is the place to be on Fridays with the Parramatta Farmers Market bringing fresh local produce to the community, joined by regular outdoor activities and live music.

Browse over 20 stalls selling high quality, authentic local, seasonal produce directly from growers and artisan food producers from the Sydney basin and regional NSW.

The produce on offer changes regularly and includes native foods, fruit and vegetables, nuts, dried fruits and legumes, fresh bread, meat, eggs, sweets, flowers, honey and cakes. Gluten free, vegetarian and organic produce is available.

The Parramatta Famers Markets are on each Friday (excluding public holidays) from 7.30am to 2pm throughout 2015 at Centenary Square. Save on plastic and BYOB (bring your own bag)!

Part of being a great pet owner is being responsible for their safety. In the event your pet is lost or injured, help it find its way home by ensuring you have them microchipped. Microchipping is an easy and effective way of recording your pet’s ID and your contact details.

Council is offering a free microchipping service to all residents. Not only is this a mandatory requirement for dog and cat owners, but it also increases the chance of reuniting you with your lost or injured pet sooner. In the last three months alone, only half of the dogs picked up by Council were microchipped.

A microchip however is only as good as the information it contains. Ensure your pet’s registration is up to date with your contact details. Also remember to contact Council when you move house, change your phone number or your email. You may even add a secondary contact in the event you go on holidays or cannot be reached.

PARRAMATTA CITY LIBRARY PROMOTES LITERACY OVERSEASFor the past 18 months Parramatta City Library has donated preloved library books to Obodoakpu Primary School, located in Nigeria. Recently the Library received a letter of appreciation from the school: ‘We appreciate your good efforts to uplift academic status of our pupils here.’ Parramatta City Library will continue to support the primary school and the Obodoakpu community by promoting literacy.

Performers and artists will activate non-traditional spaces throughout Parramatta, including the river foreshore, cafes, car parks, local pubs, parks, gyms and more, as part of the Anywhere Festival, held for the first time in Parramatta.

The concept of the Festival is based on performance in any place, apart from a theatre, ‘anywhere’ throughout the Parramatta local government area.

“Parramatta is looking forward to hosting the Anywhere Festival and I’m sure the Festival will provide a unique experience for everyone to enjoy. It’s not often you’re able to catch a pop up comedy or drama production at your local café,” said Lord Mayor of Parramatta Cr Scott Lloyd.
