PREFACE
Curriculum development is a highly organized and systematic process and involves a number of procedures. Many of these procedures include incorporating the results from international research studies and reforms made in other countries. These studies and reforms are then related to the particular subject and the position in Pakistan so that the proposed curriculum may have its roots in the socio-economics setup in which it is to be introduced. Hence, unlike a machine, it is not possible to accept any curriculum in its entirety. It has to be studied thoroughly and all aspects are to be critically examined before any component is recommended for adoption.
In exercise of the powers conferred by sub-section (1) of section 3 of the Federal Supervision of Curricula Textbooks and Maintenance of Standards of Education Act 1976, the Federal Government vide notification No. D773/76-JEA (cur.), dated December 4
th 1976, appointed
the University Grants Commission as the competent authority to look after the curriculum revision work beyond class XII at the bachelor level and onwards to all degrees, certificates and diplomas awarded by degree colleges, universities and other institutions of higher education.
In pursuance of the above decisions and directives, the Higher Education Commission (HEC) is continually performing curriculum revision in collaboration with universities. According to the decision of the special meeting of Vice-Chancellor’s Committee, the curriculum of a subject must be reviewed after every 3 years.
A committee of experts comprising of conveners from the National Curriculum Revision of HEC in Basic, Applied Social Sciences and Engineering disciplines met in April 2007 and developed a unified template to standardize degree programs in the country to bring the national curriculum at par with international standards, and to fulfill the needs of the local industries. It also aimed to give a basic, broad based knowledge to the students to ensure the quality of education. The new BS degree shall be of 4 years duration, and will require the completion of 130-136 credit hours. For those social sciences and basic sciences degrees, 63.50% of the curriculum will consist of discipline specific courses, and 36.50% will consist of compulsory courses and general courses offered through other departments.
For the purpose of curriculum revision various committees are constituted at the national level, comprising of senior teachers nominated by universities, degree awarding institutions, R&D organizations and respective accreditation councils. The National Curriculum Revision Committee for Islamic Studies in a meeting held on March 18-19, 2008 at

the HEC Regional Center, Karachi n continuation of its earlier meeting held on November 14-15-2007 at HEC Islamabad revised the curriculum in light of the unified template. The final draft prepared by the National Curriculum Revision Special Committee, duly approved by the competent authority, is being circulated for implementation in the concerned institutions.

INTRODUCTION
The National Curriculum Review Committee (NCRC) on the subject of Islamic Studies finalized the Scheme of Studies, course outlines and other related issues in two different meetings of the NCRC. The first meeting of NCRC was held on November 14-15, 2007 at HEC, Islamabad and second meeting was scheduled on March 18-19, 2008 at HEC Regional Centre, Karachi. Following members of the NCRC attended the meetings:

FIRST MEETING OF NCRC IN ISLAMIC STUDIES The meeting started with the recitation of Holy Quran by Prof. Dr. Saeed-ur-Rehman. Prof. Dr. Riaz-ul-Haq Tariq, Member (Academics) HEC inaugurated the meeting. In his opening remarks, he welcomed the participants in HEC and assured them that every efforts will be made to make their stay pleasant at HEC newly constructed Guest House. He briefed the member of the committee about the overall structure of approved unified template/scheme of studies for BS 4-year programme and asked them to adjust the revised Curriculum in Islamic Studies approved in 2006 according to that template. He also proposed that a careful revision of the Curriculum of Islamic Studies may be done so that it can be made in accordance with the contemporary needs of Pakistani society. He asked the members of the committee to incorporate names of latest books in various courses which are easily available in the market and also identify Text Books in each course. He said that the Curriculum of Islamic Studies is very important because Pakistan is an Islamic State. Every effort has to be made to prepare a Curriculum of Islamic Studies, which can be helpful to our society for elimination of sectarianism and ignorance. He was of the view that teaching of Islamic Studies at university level must provide opportunity of national unity and healing so that graduate of Islamic Studies can contribute in the society to change difference in to the diversity. He briefed the participants that the main objective of general courses is to enhance the market value of the students. He asked the committee that the objectives of this curriculum must be developed carefully. After the opening remarks of Prof. Dr.Riaz-Ul-Haq, The participants of the meeting unanimously selected Prof. Dr. Sanaullah Bhutto, as the Convener and Dr. Muhammad Zia-ul-Haq as Secretary of the Committee. Then the agenda Items were taken as under:

Item No.6: Detail outlines of the courses of BS
Islamic Studies: It was decided that the detailed outlines of each course that has to be offered to the students of BS Islamic Studies should be prepared. The member of the NCRC identified name of the experts to develop outlines of the courses. It was also decided that the Secretary of the Committee will send request to the experts for development of detailed outlines containing the following components:
1. Contents of syllabus for teaching in 18 weeks 2. Objectives of teaching of each course 3. Names of Text Books (if available) 4. Name of recommended books 5. List of learning activities
The Committee approved the names of following experts for preparation of detailed outlines of each course of Islamic Studies for the students of BS Islamic Studies.

Item No. 7:
Objectives of BS Islamic Studies On the proposal of Dr.Muhammad Zia-ul-Haq, the Committee approved following objectives of BS Islamic Studies.
The BS Islamic Studies is aimed to:
1. Provide in depth knowledge of basic Islamic Sciences such as al-Quran, al-Hadith, al-Fiqh, Islamic History, Islamic Thought, Seerah, Islamic Culture and Islamic Civilization.
2. Provide basic skills of pure sciences and social sciences that
are required to be performed by a graduate.
3. Create better understanding of Islam and contemporary challenges faced by the Muslim Ummah

4. Prepare Scholars, who can participate in advance research activities.
5. Establish a cadre of professionals in the domain of Islamic
Studies who can be potential candidates of post-graduate and doctorate level studies.
6. Make the students of Islamic Studies capable of
understanding and solving current contemporary issues in the light of Islamic teaching.
Item No. 8:
General Observations The general observations of the participants of the meeting regarding the new Scheme of Studies of BS Islamic Studies were as under:-
1. Some members of the committee were in the opinion that matters such as: i- Permission to leave the programme after two years and award of any degree or diploma at this stage should be decided in the overall policy of the BS 4 years Programme. ii- Change of BS prograame during the studies. iii-The fate of students who have 2 years BA/BSc. Degrees should be decided
2. It was observed that some of the universities which are
offering post-graduate courses in Islamic Studies are not represented in the meeting. It was proposed that representatives of such universities that offered post graduate Programmes in Islamic studies should also be invited in the next meeting.
3. Some members of the committee were in opinion that Public
Sector University of the Punjab have prepared BS 4-year programme under the guidance of Governor of the Punjab. This proposed scheme is implemented in some universities of the Punjab. It was resolved that this programme will also be considered during preparation of the detailed outlines and final recommendations.
4. The Committee decided that the details outlines of the
courses should be developed within four weeks and next meeting of the committee should be arranged in January

2008, so that the syllabus of Islamic Studies can be finalized as early as possible.
FINAL MEETING OF NCRC IN ISLAMIC STUDIES
The meeting started with the recitation of the Holy Quran by Prof. Dr. Ali Asghar Chishti. Mr. Muhammad Rafiq Rai, In charge Regional Director, HEC, Karachi welcomed all the members of the NCRC and ensured them that Regional Headquarter will provide them all necessary facilities for the smooth arrangement of this meeting. Mr. Shafiullah Khan, Assistant Director (Curriculum), HEC welcomed the members of NCRC in the meeting. He briefed the participants about the decisions of the preliminary meeting of NCRC held on November 14-15, 2007 at HEC, Islamabad. In the light of the previous recommendations and already agreed Scheme of Studies for BS (4 Year) Islamic Studies, the detailed outlines of the courses were finalized. He informed the participants that a proforma was developed to prepare the detailed outlines of the courses and it was sent to the NCRC members and experts for developing detailed course outlines. Some of the Faculty members sent their proposals, some of the proposals were received today in the meeting and remaining details will be finalized during the meeting. After the initial proceedings the agenda items were taken as under:
ITEM NO. 1 FORMAT FOR DETAILED OUTLINE OF EACH COURSE
The committee on the proposal of Dr. Muhammad Zia-ul-Haq, Secretary NCRC approved format for preparation of detailed outlines of each course. The main components of the format are:
i. Description of course: It includes offering semester, nature of course, number of credit hours, number of teaching weeks and objectives of each course.
ii. Course outlines description: It includes 15 main topics and 3
sub topics under each main topic to be taught in 18 weeks. Two weeks were kept for examinations and one week was reserved for orientation.
iii. List of recommended text books: it will include 4–6 books
which have to be used as text/course books.
iv. List of reference books: it will includes 4–6 books for detailed study and reference.

ITEM NO. 2 PREPARATION OF GENERAL COURSES RELATED TO ISLAMIC
STUDIES TO BE OFFERED TO THE OTHER DISCIPLINES The committee recommended following general courses related to Islamic Studies to be offered as component of general courses in various disciplines of Social Sciences, Humanities and Pure Sciences:
i) Islamic Culture and Civilization ii) An Introduction of Islamic Law iii) Quran and its Sciences iv) Hadith and its Sciences v) Seerat Studies
The committee also recommended that each University may be authorized to offer general courses as per its own requirements. Meeting ended with Du’a and vote of thanks.
