ACT Heritage Council application for nomination to ACT Heritage Register Part 2: Section 5 - Statement of significance 1 1. What is it that is significant? (e.g. why is it unique or the best example of its type) The historic red flowering plants, located along the Red Hill summit ridge and its upper eastern slope, that are associated with significant history and historical associations as described. Walter Burley Griffin (WBG) and Marion Mahony Griffin (MMG) arrived in Canberra in 1914 following their success in 1912 in winning the international competition to plan and design the future National Capital. In her PhD thesis “An Australian Botanical Narrative: A Practice-Led Enquiry into Representations of Australian Flora on the Ceramic Vessel as an Expression of Environmental Culture”, p114, April 2015, Ms C Franzi noted: “In 1913, when Walter Griffin arrived in Canberra “he quickly grew enchanted with the country’s landscape and flora” (Christopher Vernon, "Vision of the Century: How the Griffins Pictured Australia's Capital," in A Vision Splendid: How the Griffins Imagined Australia's Capital, ed. National Archives of Australia, Canberra, 2013, 19) as did his wife, upon her arrival. At the time, information about Australian plants was limited, and so Marion Mahony Griffin compiled her own lists, colour coded into botanical notebooks as a basis for the plantings. (Papers of Walter Burley Griffin and Marion Mahony collected by Eric Nicholls, 1900-1947. National Library of Australia, Canberra). Their idea was to name each hill with the colour of flowering plants, thus Rosy Hill (Black Mountain) planted with pink and white flowers, Golden Hill (Mt Ainslie) with yellow flora, White Hill (Mt Mugga Mugga) with white flowers and silver foliage, Purple Hill (Mt Pleasant) with purple flowers and Red Hill with red flowers. Central Office., Canberra 1954-1980 (Canberra: Australian Government Publishing Service, 1988). 256)” The MMG diaries list red flowering flora as a starting point for introducing plantings on Red Hill. It can be seen that Callistemon lanceolatus, Grevillea rosmarinfolia, and Swainsonia galexifolia (most likely Swainsona galegifolia) were all included in her lists (Attachment 1). In November 1916, Charles Weston (Chief Afforestation Office, 1913 and founder, Acton temporary nursery 1911) recorded a conversation with WBG concerning the

Thehistoricredfloweringplants,locatedalongtheRedHillsummitridgeandits

TheMMGdiarieslistredfloweringfloraasastartingpointforintroducingplantings

onRedHill.ItcanbeseenthatCallistemonlanceolatus,Grevillearosmarinfolia,and

Swainsoniagalexifolia(mostlikelySwainsonagalegifolia)wereallincludedinher

lists(Attachment1).

InNovember1916,CharlesWeston(ChiefAfforestationOffice,1913andfounder,

Actontemporarynursery1911)recordedaconversationwithWBGconcerningthe

distinctiveplantingsonCanberra’shills,withRedHillhavingplantswithredflowers

andfoliage(CanberraandDistrictHistoricalSociety1911-1920GPMurphyp10,

ACTHeritageLibrary)(Attachment2).By1917mapsofRedHilldisplayeda

rectangularareareservedforredfloweringplants,wherehistoricCallistemonplants

canbefoundtoday,growinginclearlydefinedplantingrows(Attachment4).

RugulosusareallsynonymsofC.citrinus,thespecieswhichisnowpresentonRed

Hill.ThepossibilityofC.rugulosusbeingplantedonRedHillandthendyingout

cannotbecompletelydismissed.

Thereisnoavailableevidencefrom‘plantingcards’recordsofsystematicplantingof

GrevillearosmarinfoliaandSwainsoniaGalexifolia(orSwainsonagalegifolia),

despitetheirpresencetodayonthesummitofRedHill.Itshouldbenotedthatthe

summitofRedHillisanareawhereWestonwaschargedwithplantingredflowering

plants.TheGrevilleaplantingrowsarenolongervisibleowingtoacombinationof

overgrowthbyothertreesandshrubsandthehabitofmeatantsofspreadingthe

seeds,enablingplantstobecomeestablishedawayfromtheoriginalplantingarea

(Attachment4).NeitherGrevilleaRosmarinfolianorSwainsonagalegifoliaare

endemictothisarea,leadingtoareasonableassumptionthatthesewere

deliberatelyplantedinaccordancewithWBGandMMGwishes.

TheonlyotherlocationswheretheGriffin’svisionwasrealisedwereatMtMugga

Mugga,whereEucalyptuscinerea,E.pulverulentaandE.albens.wereplanted

(Franzi,C.p115),andatMtPleasant(“TCGWeston(1866-1935)Horticulturistand

Arboriculturist:.Acriticalreviewofhiscontributiontotheestablishmentofthe

landscapefoundationsofAustralia’sNationalCapital”.JEGray,Universityof

Arecentcensus(March2017)ofthehistoricredfloweringplantsonRedHillplants

(Attachment5)indicatesthatthefollowingindividualplantswererecorded:

Callistemonlanceolatus:723

Grevillearosmarinfolia:1700

Swainsonagalegifolia:Lessthan6

Theaboveevidencedemonstratesthestrikinganduniquenatureofthe

Callistemon,GrevilleaandSwainsonaplantingsonRedHill,theirvisibilityand

accessibilitytothecommunity(unlikeMtMuggaMugga),andtheirhistorical

connectiontothewrittenwishesofWBGandMMGfortheCanberrahilltopstobe

propagatedwithplantswithspecificcolouredflowersandfoliage.

Inaddition,2017willbetheanniversaryofthecommencementoftherealisationof

thisproject,whenCharlesWestonplantedthefirstCallistemonlanceolatusonRed

Hillon20Juneand23October1917.

The1917plantingsarealsoamongsttheearliestexamplesoflandscaperestoration

plantingsinAustraliaandpre-emptwhatbecameaverypopularlandcare

movement50yearslater.

Mountain,andwhiteflowersforMtMuggaMugga.Youcanguessthecolour

schemeforRedHill.Thebottlebrushesplantedherewereprobablyaninitialtrial

plot….”

TheCanberrahillplantingswhichwereinspiredbyWBGandMMG’s“grandvisionto

‘paint’thehillsofCanberraeachinasinglecolouroffloweringplants”(Franzip137),

demonstrateahighdegreeofcreativeachievmentbyrespondingtotheextensive

clearingwhichhaddegradedthehillsaroundCanberra.Franzi(p138)notedthat:

“AsbotanistAlanCunninghamhadimaginedninetyyearsearlier:“the

boundaryhills...[hadindeedfurnished]...thenecessarytimberforthe

constructionofhutsandsheepyardsofmagnitude”(SarahRyan,"Historyof

TheGriffin’sreverencefornatureandappreciationofconservationinformedtheir

Thehillplantingswereauniqueresponsetotheenvironmental,conservationand

citydesignchallenges,resultingintheinnovativeplantingswhichwererealisedon

RedHillbyCharlesWestonusingexceptionalpropagationandplantingapproaches

whichhaveresultedinsurvivalforacentury.

TheplantingsareprobablyamongsttheearliestplantingsinAustraliathatwere

undertakenforthereasonoflandscaperestoration.Aninnovativeapproachto

environmentaldegradationthatbecameamainstreamactivityfiftyyearslater.

(b)itexhibitsoutstandingdesignoraestheticqualitiesvaluedbythecommunityora

culturalgroup;

TheprojectbyWBGandMMGto‘colour’thedeforestedhillsofCanberrawasseen

asanessentialcomponentoftheirviewthatCanberrashould‘unitenatureand

culture’.Theunrealisedcompletionofthisproject,whichresultedeitherfromthe

resignationoftheGriffinsin1920,orachangeofheartbyWBGthatnatural

regeneration(combinedwithexclusionofcattlefromRedHill)wasamoreeffective

meansofrestoration,makestheremainingplantingsonRedHillespecially

significantintermsofprovidingalivingexampleoftheoutstandinglandscape

design,whichembodiedaestheticprinciplesinadditiontohorticulturaland

arboriculturalprinciples.WhiletheRedHillhistoricplantingsarenotwidelyknown

andunderstoodwithintheCanberracommunity,theirheritagelistingwillassistin

raisingtheirvisibility,andassuringtheirongoingprotectionandmaintenance.

Theseplantingsarevaluedbythevoluntarycommunitygroup,RedHill

RegenerationGroup.

(c)itisimportantasevidenceofadistinctivewayoflife,taste,tradition,religion,

landuse,custom,process,designorfunctionthatisnolongerpractised,isindanger

ofbeinglostorisofexceptionalinterest;

ThevisionexpressedbyWBGandMMGto‘paint’theCanberrahillswithcoloured

floweringplants,wasauniqueandnolongerpracticedarboriculturalprocess,which

reflectedbothadesiretorevegetatethedenudedhills,andtheirdesirethat

Canberrashould‘unitenatureandculture’.Thispartiallycompletedvisionismost

readilyobservedonRedHill,especiallywhentheCallistemons,Grevilleasand

Swainsonaplantsexhibittheirredflowers(Attachment5).Theredflowersofthe

callistemonplantation,locatedjustbelowthesummitontheeasternsideofRedHill

WarMemorialandParliamentHouse.

(d)itishighlyvaluedbythecommunityoraculturalgroupforreasonsofstrongor

specialreligious,spiritual,cultural,educationalorsocialassociations;

TheworkofWBGandMMGindesigningthecityofCanberraanditsintegralhills

andridgeslandscapeelements,hascontinuedtobeembeddedintheCity’s

planningprinciples,andishighlyvaluedbytheCanberracommunity.Thisis

accessible,andmostclearlydemonstratethemaincharacteristicsofthatvision.

culturalphaseinlocalornationalhistory;

ClearevidencecanbefoundincommunicationsbetweenWBGandCharlesWeston,

documentationofthelocationandflowercolourofproposedplantings,and

YarralumlaNursery‘plantcards’thatthesurvivinghistoricredfloweringplantings

onRedHill,ofCallistemon,GrevilleaandSwainsona,aredirectlyandstrongly

associatedwiththebrieftenureofWBGandMMGinestablishingtheurbanand

landscapedesignprinciplesforCanberraoveracenturyago,andintheplanting

recordsofCharlesWeston.Theseactivitiesdemonstratetheplanningintentionsfor

Canberrafromitsearliestdays.Thehistoricplantingsprovidecontinuityfromthese

earliestdaysofCanberra’sbirthtothepresentdayandbeyond.

significantgeologicalfeatures,landforms,biotaornaturalprocesses;

Ratherthandemonstratinganunderstandingoftheevolutionofnaturallandscapes,

theWBGandMMGvisionto‘paint’theCanberrahillswasaspecificresponseto

boththeman-madedenudingofthehilltops,andthedesiretouniquely‘unite

natureandculture’.However,inparallelwiththisvision,thereisnodoubtthatboth

WBGandMMGunderstoodandincorporatedthelandformsandgeologicalfeatures

intoabeautifullyconsideredanduniquecityembeddedwithinthelandscape.The

useofredfloweringplantsonRedHillwasinresponsetothegeologicalmakeupof

RedHill,whichdisplaysredcolouredformationsoftheweatheredHornfelsrock.

toawiderunderstandingofthenaturalorculturalhistoryoftheACTbecauseofits

useorpotentialuseasaresearchsiteorobject,teachingsiteorobject,typelocality
