I. Preface

Since 1992, the Republic of China (Taiwan) has been offering "Overseas Vocational Training

Technical Collaboration Program" to friendly countries, with an aim to promote mutual

collaboration, to gain exchange experiences and to raise the qua-lity of vocational training in

participating countries. This year, "2011 Industrial Technical Tutor Training Program" takes place at ...

the Central Training Center (C.T.c.) is offered for participants from El Salvador, Guatemala,

Indonesia, Malaysia, Nicaragua, Paraguay, Panama, Swaziland, Thailand and Vietnam. It consists of

the following two professions:

@ Metal Welding

@Automobile Maintenance

This manual includes training curriculums, weekly timetables, lecturer lists and general notices, to

help participants have an overall understanding of the training life here to achieve the training

objectives.

We hope that all participants, during their stay in Taiwan, not only learn skills taught, but they

understand also Taiwanese industrial development and contact also local social culture. We hope

that all participants make lots of friends during the training period and have a delightful stay in

Taiwan.

III. Participant Life

1. General Condition

1.1. All participants are expected to be in sound physical and mental conditions. Participants

may neither ask the Center to arrange medical treatments nor ask the Center to pay medical

expenses for their chronic diseases. Participants disagree with this policy, if necessary will

be reported to related authorities for a deportation.

1.2. The training program begins on Sep. 10th and ends on 10th November, 2011. It consists of

two professions: "Automobile Maintenance" and "Welding Class". The courses are

scheduled five days a week, from Monday through Friday. Participants don't have classes

on Saturdays, Sundays, and National public holidays, but their attendances are required for

all extra-curriculum activities.

2. Training Period Notice

2.1. During the stay in Taiwan, participants are required to abide by the laws of the Republic of

China, abide by the moralities of life, and abide by the local society conventions. They are

strictly prohibited from taking pali in any political activities or from being engaged in any

form of commercial acts.

2.2. Participants should adhere to the training schedule. Once the training program finishes,

participants shall return to their countries on the designated date arranged by the

International Cooperation Department, Ministry of Economic Affairs of R.O.C. No

unauthorized changes are allowed. Participants are solely responsible for additional

expenses and risks caused by unauthorized changes.

2.3. Participants are asked to attend all classes punctually. They ought not to request any changes

of course contents or of timetables. In case particular or in case of illness, participants should

inform interpreters or coordinators in order to assist to a day off and to a medical treatment;

otherwise, it is regarded as absenteeism.

2.4. Paliicipants who are identified having any of the following behaviors will be reported to

related authorities for a deportation:

2.4.1. Involving in political activities, or being employed.

2.4.2. Psychological or physical abnormality; diagnostic results asserted the un-ability to

complete training program.

2.4.3 . Total hours of sick-leave, compassionate leave, and late to class attain 1/10 of total

training hours, or total hours of absenteeism exceed 1120 of total training hours.

(Participants who enter classroom within 15 minutes after the class starts are

considered as late to class, later than 15 minutes after the class starts are considered

as absenteeism.)

2.4.4. Insufficient language abilities to catch up with training program.

2.4.5. Other serious violations or infractions are affirmed.

3. Accommodation Policy

3.1. Before leaving and entering the Center, all pat1icipants shall show their name card and sign the

sign-out & sign-in book at the security guard room at the Center entrance. All participants

shall return to the donnitory before 10:30 p.m. every day.

3.2. Taxi is not allowed to enter the Center.

3.3 . Indoor smoking is banned. Smokers please move to smoking areas.

3.4. Do not hang posters or flags in dormitory room.

3.5. Do not leave any valuables in dormitory room. Participants are fully responsible for their

personal belongings during their stay in Taiwan .

3.6. Do not use any electric kettles, electric ovens and electric cookers, etc. Contrabands are

forbidden.

3.7. Do not break any public propel1ies or peculate public properties.

3.8. Please lower voices in the residence. Participants are prohibited to stay out overnight, or

provide accommodations to unregistered persons .

3.9. Do not bring into room any public propel1ies such as recreation equipments, kitchenware,

magazines, etc ..

3.10. Please turn off lights and air-conditioner when leaving room.

4. Training Completion and Departure Preparation

4.1 . The graduation ceremony is scheduled on November 101h, 2011 . The Center will confer on

qualified participants a c.T.c. training completion certificate.

4.2. Pat1icipants shall make sure their visas are valid during their stay in Taiwan. Participants shall

also confirm their return flight reservation with their airlines before depat1ure date. Please ask

interpreters or c.T.c. staff for assistance when needed.

4.3. Participants must contact their airlines for information about luggage sizes and weight

restrictions and must follow airline regulations. Participants are solely responsible for excess

baggage charges and for any additional fees.

4.4. c.T.C. staff will accompany participants to the airport and assist them with departure

procedures.

4.5 . Notice for checking out from C.T.c. Residential Halls

• Please do not leave any personal items in room, neither in place like closet, nor in places

like desk or drawers.

• Please place hair-dryer, air conditioner remote cOll,trol, TV remote control and adapter

on desk and C.T.C. staff will do inventory checking. Please do not accidentally bring

away any properties that belong to C.T.C.

• Please move all furniture back to original places.

• Please do not leave trash in room; sort out trash and put it into appropriate garbage

cans and garbage bags near stairways in dormitory.

• Door key should be returned.

IV. Participant Welfare

1. All training expenses during participants' staying in Taiwan are covered by the government of

the Republic of China (Tai wan) .

2. During the training period, C.T.C. provides the following:

2.2 . Board & Allowance: Each participant receives an amount of NT$250 per day upon

signature of reception. Meals during 3-day industrial infrastructure visits will be taken care

of by C.T.C., hence, the board & allowance of the 3-day-visit will be deducted in advance.

2.3. Training materials: Necessary reference books and handouts will be provided.

2.4. Unifol111: Uniforms will be provided.

2.5. Medical Assistance: Participants who get sick in Taiwan during the training period may go

to nearby hospital s or clinics, authorized by the National Health Insurance Bureau, for

outpatient service and medical treatment. Palticipants should pay first full medical fees and

then present appropriate medical receipts to the center to apply for a reimbursement. The

C.T.C. will reimburse the medical expense PaIt which is covered in the National Heath

Insurance plan. That is, at the end, paIticipants have to pay full registration fees plus 20%

of medical treatment fee. Please note that medical counselings and medical treatments

carried out at non-licensed hospitals will be excluded, participants should pay the full

medical expenses in that case.

2.6. Insurance: c.T.c. will insure every participant in the following coverage:

• Accidental Injury Treatment.

• Hospitalization.

• NT$! 00,000 Life Insurance

• Death or Disability in Accidents

• Death on Casualty and Diseases

2.7. Except for the expenses mentioned above, paIticipants are responsible for all other personal

expenses such as telecommunication serVices, fax, laundry, cigarettes, alcohol,

enteltainments and etc.

Annex I. Introduction to Taiwan

1. Population and Climate Taiwan is located in the Southeast of Asia. Th is country has about 23 million people. Taipei is

the capital. The three major cities are Taipei (in the north of Taiwan), Taichung (in the central of

Taiwan), and Kaohsiung (in the south of Taiwan).

"It's like spring all year around," is a common expression to describe Taiwan 's weather.

However, some others may feel that the weather in Taiwan is even more like summer all year

around. The average temperature is around 20°C to 25°e. In February, the coldest month in a

year, it is usually above 10°e. In July and August, the temperature can reach as high as 35°e.

Taiwan's annual rainfall is 2,500 millimeters. Northeast monsoon in winter, southwest monsoon

in summer and typhoons from Nov. to November, bring in abundant rainfall for the island.

Warn1 winter, hot summer and abundant rainfall are the three major characteristics of Taiwan's

climate.

2. Public Safety Owing to a well-developed legal system, theft and crime rates are low in Taiwan. Nonetheless,

participants are advised to avoid inappropriate places. Participants are also advised to keep their

valuables in a secured place and to lock always room door when leaving rooms.

3. Currency The legal tender in Taiwan is New Taiwan Dollar (NTD): with bills in NTD 1000, NTD 500 and

NTD 100 notes, and coins in NTD 50, NTD 10, NTD 5, and NTD 1. The current exchange rate

is about NTD 30 to USD 1.

4. Telecommunication Services 4.1. Payphones:

Public payphones are operated by pre-paid phone cards. There are two kinds of payphone

cards: optical payphone card & IC payphone card. Public payphone cards could be purchased

in convenience stores, such as 7-Eleven. Denominations of payphone cards are NT 100,

NT200 and NT300. Some IC payphones accept credit cards.

4.2. Making International calls:

When making an international call at a public payphone, follow the steps below:

transportation vehicles, pay attention to self safety and others' safety to avoid causing traffic

originated from various regions in China, such as dishes from Sih-chuan, Can-ton, Shan-dong,

8. Grocery shopping There are varieties food and daily groceries 111 convel1lence stores, supermarkets, and night

markets. Bargaining over prices when you shop in outdoor marketplaces is possible. But, it will

be easier if you have a pen and paper with you when negotiating. Vendors in night markets,

traditional markets and convenience stores accept only cash. Credit cards are only accepted in

large shopping centers, department stores and certain retailer shops that have contracts with

9. Other Important Information: 9.1. Tipping is not common in most places, but many restaurants add a 10% service charge

in bill.

9.2 . Mandarin and Taiwanese are the two most widely spoken languages in places like

traditional outdoor markets, and retail stores.

Annex III. VAT Refund Claim

Foreign passengers, who make purchases of at least NT $3,000 on the same day from the same Tax

Refund Shopping (TRS)-posted store, are eligible for a refund of VAT paid on those purchased

goods. To claim the refund , they must apply at the port of their departure from the R.O.c.

within 30 days following the date of purchase, and they must take the purchased goods out of the

country with them. R.O.C. Customs Service has set up Tax Refund Counters for foreign passengers

at the airport or seaport of depmiure. Through a single window service, the passengers can receive

their refund on the spot.

Any passenger who possesses all of the following credentials is eligible to refund the tax:

(1) Passports of countries other than the R.O.C.

(2) Traveling documents

(3) Entry/exit permits

(4) R.O.C. passports without personal ID No. recorded.

Please pay attention to the following procedures:

A. Foreign passengers desiring to claim refund should ask store clerks for Application Form for

VAT Refund while paying purchases,. Present passport (travel document or entry/exit permit)

to the clerk to fill in name and passpOli number on the form. After verifying details written on

the form, purchaser's signature is needed.

B. Apply tax refund claim before checking baggage. Customs officers might ask to see purchase

goods that are being asked for a tax refund, thus, keep apart "Application Form for VAT Refund",

purchase invoices and purchase goods from other baggage to facilitate the procedure.

C. It had better applying tax refund claim 2 hours before departure time to avoid unexpected

boarding delay.
