The commitment to build strong state-tribal relationships has opened the door for tribes to engage in state government processes on many levels. For instance, Indian people are directly involved with the development of state practices and policies as members of state boards. Agreements and collaborative efforts with tribes have created new opportunities beneficial to both parties. The following three appendices highlight hundreds of ways in which the state and the tribes have partnered to build a stronger Montana. The appendices provide a list of tribal members on state boards; outline state activities involving the eight tribal governments in our state; and provide contact information for state government officials.

APPENDIX A: AMERICAN INDIANS APPOINTEESAmerican Indian appointees are doing work that matters and volunteering to do more every day. Governor Bullock is working closely with the tribes and

Indian leaders to identify Montanans who can serve. Since taking office in 2013, 116 American Indians have been appointed by the Governor to serve on state boards, council and commissions. The outreach process continues year round with a commitment to increase the numbers of Indian appointees overall, as well as the diversity of boards on which they serve. American Indians are serving in so many ways, travelling from the four corners of the state to share their expertise and strengthen decision making processes. They are impacting multiple aspects of state government within the focus areas of their respective

board appointment, such as the Arts Council, Board of Public Education, Board of Professional Engineers and Land Surveyors, the Governor’s Equal Pay for Equal Work Task Force, the Hard-Rock Mining Impact Board, the Human Rights Commission, and so many others. Their contribution is essential to helping the state move forward with innovative policies that benefit Montana as a whole. A complete list of 116 American Indian appointees currently serving is provided in Appendix A.

APPENDIX B: STATE-TRIBAL AGREEMENTSThe state and the tribal governments work cooperatively year round to advance work on the ground that result in tangible and meaningful accomplishments. Appendix A provides a comprehensive list of nearly 550 state agreements involving tribal governments over the course of state fiscal year 2015. The data is maintained by each state agency involved with these agreements, negotiations and collaborative projects with tribes, and centralized on the State Tribal Activities Database administered by the Governor’s Office.

American Indians make up too much of Montana’s incarcerated population. I’m working with Governor Bullock and the Commission on Sentencing to find ways to improve these numbers. We have a responsibility to our tribes and the next generation to identify ways to lessen the burdens on the family and the community, while making sure that those who need to be serving time do so in a way that allows them to stay connected to their communities, their culture and to rehabilitate themselves for the future.

Engineers and Surveyors are charged to protect the safety, health, property, and welfare of the public. I volunteered to serve so I can lead by example and promote engineering and surveying in tribal communities. Our future lies with the next generation. The more surveyors and engineers we have, the better off our communities will be. Being affiliated with the Blackfeet and Blood tribes and as an American Indian Science and Engineering Society Sequoyah member, serving is my way of giving back.
