    I. INTRODUCTION This document represents the Progress Report for the Partnership forInnovation Activity (PI) funded by the USAID Educational QualityImprovementProgram3(EQUIP3)fortheperiodofAprilJune2012.Theproject commenced on August 24, 2011, and is expected to continuethroughAugust23,2016.This report covers the thirdquarterofFY2012(April2012June2012).Pleasenotethatfuturereferencestoquartersarebasedonthecalendaryearasopposedthefiscalyear.

    ProjectSummaryThePIprogramgoalistwofold:1)toimprovethecompetitivenessofsmalland mediumsize enterprises (SMEs), enabling them to meet marketdemand and preserve and generate jobs, and 2) to provide newopportunitiesforemploymentandselfemploymentforyoungpeople.

    The project objectives are to: (a) strengthen SME competitiveness andproductivity by increasing their effective use of valueadded informationand communications technologies (ICTs) and ability to offer new, highvalueaddedproductsandservicesthatare indemand indomesticand/orglobal markets, and (b) enhance entrepreneurship and employment,especiallyamongyouth,byprovidingthesupporttheyneedtouseICTstoidentify and exploit new opportunities. The Project will achieve theseobjectivesbycreatingsustainableBusinessInnovationCenters(BICs),whichare strong, entrepreneurial, customeroriented andmarketsavvy serviceproviders thatwill continue strengthening ICT capacity among SMEs andyoungmarket entrants after the end of the project. The PI activitywillprimarilycontributetotheUSForeignAssistanceFrameworkObjectiveforEconomic Growth in Program Area 4.6 Private Sector Competitiveness

    The PI project is designed to create BICs as sustainable service providers offering valueaddedservicesthatenhancetheabilityofSMEsandyoungmarketentrantstouse ICTstostrengthentheircompetitiveness.

    II. SUMMARYOFACCOMPLISHMENTS

    The following significant events occurred during the reporting period April through June2012:

    BusinessInnovationCentersGeneral PIconductedmarketassessmentsofSMEsinBanjaLukaandTuzlathroughfacetoface

    interviewswithcompaniesandanonlinequestionnaire.

    PIdesignedtheStudentInternshipPrograminBanjaLuka(SIBL),which,supportedbysixcompanies,willbeattendedby50highschoolanduniversitystudents.TheSIBLwillbeimplementedduringJuly2012.

    Toassess theneedsofyouth,PIheldanumberof roundtable forumswithsecondaryschoolsanduniversities inBanjaLukaandTuzla.Anumberofproposalsto improve ITknowledgeand skillsamong teachers,professorsand studentswere identifiedduringtheroundtables.

    PI intensified itsworkwithBIT and ICBL,holding severalmeetings,which resulted inbothBITandICBLcompletingpartoneofatwostepgrantprocess.Partoneformalizesanunfundedgrant fromEDC/PI to theBIT/ICBL throughwhich aBICbusinessplan isdeveloped.Part2involvesalaterstagegrantapplicationconsistingofthebusinessplan.Ifthebusinessplanisfoundacceptablebyanindependentevaluator,andifEDC/PIhasbeen satisfied with BIT and/or ICBLs management of the partnership, then theseorganizationswill be awarded a funded grant to implement their proposed businessplans.

    BasedonthefactthattheITindustryinBosniaisconcentratedinSarajevoandthereistremendousdemandforaBICinthecapital,PIrequestedUSAIDapprovaltoestablishaBIC in Sarajevo and consequently launched the Request for Applications for theestablishment of the BIC in Sarajevo. Following a competitive selection process, theSchool of Economics and Business (SEBS) was selected as the partner for theestablishmentoftheSarajevoBIC.

    Given similar findings inMostar,PIalso receivedUSAIDapproval toestablishaBIC inMostar and consequently launched the RFA. PI received one application from theTechnologyPark Intera.PIhas reviewed theapplicationandhas requestedadditionaldocumentationfromInteratocompletetheduediligenceprocesstomakesurethattheorganizationmeetstherequirementstobecomeapartnerfortheestablishmentoftheBICinMostar.

    Thespecificationsofnecessaryequipment(PCs,servers,laptops,networkingequipmentandother)forBICshasbeenpreparedandsharedwithMicrosoft,HPandCisco.

    PIdetermined that there isa tremendousneed foraBusinessAngelsNetwork,whichwould support ICT/IT startups during very early phases. PI subsequently requestedUSAIDapprovalto includethis in itsBICrelatedprocurements,thenpreparedtheRFAandlauncheditinlateJune.

    BusinessInnovationandTechnologyCenter(BIT) During theperiodApril June2012,PIheld severalmeetingswith theBITdirector in

    order to coordinate project activities. PI used the meetings to get the necessarydocumentation for the Request for theDevelopment of Business Plan and to clearlydefinerolesofbothpartnersfortheBusinessplandevelopment.

    BITcompletedthedocumentationrequiredfortheapplicationandsubmittedittoPI.PIcompleted theduediligencereport,andalldocumentationwasclearedby theendofJune2012.

    PIheldapresentationattheSummerUniversityofTuzlaforthestudentsoftheFacultyofElectricalEngineering (ETF)and studentsof theFacultyofMechanicalEngineering.Representativesfromthe InternationalRelationsOfficeoftheUniversityofTuzlawerealsopresent.Afterthepresentationthefollowingwasconcluded:

    The students emphasized that practical education during school is of greatimportanceforpreparingthemselvesforthejobmarket.

    Welldefined, formalized internshipprograms for students shouldbeorganized inpartnershipwithrenownedcompanies.

    ITfocusedcompetitionsamongstudentsshouldbeorganized.

    Twentytwomarketassessment interviewswithcompaniesfromTuzlawereconductedduringthereportingperiod.Furthermore,BITreceivedeightcompletedquestionnaires.Someofthemainfindingsfromtheassessmentsincluded:

    o Software development Tuzla Canton market shows lack of experienced andcertifiedsoftwaredevelopers.Aftercompletingstudies,peopledonotpossessthenecessaryskillsrequiredbythesoftwarecompanies.Companieshavetoinvesttimeandmoney into educating their employees. It usually takes 312months to fullypreparenewemployeeforajob.

    o WebdevelopmentTheexpansionoflocalICTcompaniesworkingfordomesticandinternational markets has created a strong hiring demand for web developers,which has revealed a shortage of experts in this field. The most commonlyadvertised job titles for this occupation areWeb developer, .Net developer, PHPdeveloperandWebdesigner.Theshortage ispartlyduetoUniversitycurriculanotmeetingmarketdemand.

    o SystemengineeringLargeprojectsdemandexperiencedprofessionalsunavailableintheTuzlaCanton.AccordingtoSMEs,studentsgraduatingfromtheUniversitydonotpossesstechnicalcompetenciestohandlesuchprojects.

    o Apartfromtechnicalskills,certainlimitationsandgapshavealsobeenidentifiedbySMEsinTuzlaCantonintermsofsoftskills.SMEscitedmarketingandsales,projectmanagementprofessional training, and communication skills training as themostrequiredtrainingfortheirbusinessoperations.

    schools.ThisOfficeexpressed full support forall initiatives thathavebeendefinedattheroundtablesandwhichareaimedateducationimprovement.

    PImettheDeanoftheETF,UniversityofTuzla.TheDeanstatedhewouldassistPIwithmarketingthePIinternshipprogramamongstudentsandconfirmedhiscommitmenttohelpimplementtheprogramwithelectricalengineeringstudents.

    In June, the EDC PI Project Director, Cornelia Janke, and the EDC Innovation CenterSpecialist,MichaelTetelman, visitedBIT to conductduediligenceof theorganizationand learnmoreabouthowtheBITmanagementviewstheconnectionofthe intendedBICandPIProjectoverallwiththerestofBITsactivities,strategies,andprograms.

    PIcompleted theduediligenceevaluation,andalldocumentationwasclearedby theendofJune2012.

    PIhascompletedtheinitialmarketsurveyofSMEsusingquestionnairesavailableasanMSExcel fileandasanonline surveyand received feedback from30companies.ThequestionnairecoveredthemostimportantfactsandbusinessprocessareasofatypicalICT SME, such as ICT systems and technologies currently used and planned forimplementation, prioritized ICT, soft skills areas needed for both new and existingemployees,missing skills, etc. The results of the survey showed that in regards tobusiness and soft skills,most companiesmiss skills related to innovation, teamwork,marketingandsales,and leadership.Regarding ICT skills,companiesneedskills in theareas of Microsoft Windows Server, SQL Server, Security, Networking, Linux,Java/JavaScript/JSP,C/C++/C#andsoftwaredevelopment.Asaresult,aprioritizedlistofICTandbusiness/softskillsneedshavebeen identified,whichwillserveasabasis forthedevelopmentofatrainingcatalogue.

    PIheldameetingwiththeDeanoftheETFattheUniversityofBanjaLukatopresentPIsprogress, aswell asplans for the summer internship in ICT. In addition, the issueofEuropean Credit Transfer and Accumulation System (ECTS) credits recognition wasdiscussed.TheDeanhasexpressedhisfullsupportfortheinternshipprojectandofferedhisassistanceregardingtheECTSissue.

    Following theMicrosoft Network conference, PI held a short presentation of the PIProjectattheETF.ThepresentationwasorganizedwiththesupportfromETFStudentTechClub.

    PI attended an event organized by Prilika Plus, a project supported by the SwissGovernment, in Banja Luka. The agenda covered topics on definition andimplementationoftrainingprogramstoimprovethecompetitivenessofSMEs.

    Followingthe initialpresentationofPIatETF,PIheldanotherdetailedpresentationofthePIProjectwiththesupportfromtheETFStudentTechClub.PIpresentedplanstoorganize a summer internship program for high school and university students, theStudent Internship inBanja Luka (SIBL). The presentation also served as amarketanalysis tool for youth as all attendants were required to register using an onlinequestionnaire.TheETFStudentTechClubmembersdesignedthequestionnaireandalsodisseminatedtheinformationamongstudentsusingdirectmailingandsocialnetworks,such as Facebook. Market analysis also served as initial registration of interestedpotentialinternsforSIBL.

    The PI Project had a booth at the 2nd Internships and Scholarships Fair,whichwasorganized by the Center for CareerDevelopment (CERK). At the PI Project booth, PIProject representatives informed interestedhighschoolanduniversitystudentsaboutSIBL.Duringthefair,thePIProjectreceived15applicationsforSIBLfrominterestedhighschoolsanduniversitystudents.

    With the support from theETFStudentTechClub,PI conducted the final registrationprocedureandselectionofhighschoolanduniversitystudentswhowere interested inparticipatinginSIBL.Usinganonlinequestionnaireandapplicationform,studentswereasked to selfassess their knowledge in five areas (development tools, databases,infrastructure, IT systems,and softwarearchitecture)and to state theirpreferred job

    description (development engineer, infrastructure specialist, business analyst). The PIProjectcollected80applicationsaltogether(during initialmarketanalysis,atPIprojectbooth during internship fair, during final registration) which exceeded the capacityavailableforSIBL(50seats).Thefinalselectionofcandidateswasdonebasedontheirselfassessmentandpreferredjobdescriptionfeedback.

    Following theMinistryofEducations initialpositive feedbackonPIsproposal for thesummer internship pilot project, and taking into account the tremendous interestamong high school and university students, PI organized a series of meetings androundtablesduringthedesignandsetupofSIBL.TheSIBLconceptincludesatwoweektheoreticalworkshopcoveringvariousICTareastaughtinwelldefinedmodules,aswellasprojectmanagementand soft skills training.The twoweek theoreticalworkshop isfollowedby twoweeksof teamworkonprojectsdesignedbysixprivate ITcompanieswhichwill accept students as interns andwill alsoprovidementors for the students.Getting six companies, which are competitors, to work together on the SIBL is atremendousachievementforthePIProject.PIcarriedoutthefollowingactivities:

    o Initial roundtable with representatives from the Ministry of Education andCulture, highs schools, faculties, student unions and private companies. PIpresented theSIBLproposaland receivedunanimousacceptanceand supportfromallparticipants.Itwasconcludedthatthecontentsofthemodulesshouldbecustomizedtoactualprojectproposalsfromcompanies.

    o Two roundtableswithcompaniesparticipating inSIBL,discussing theirprojectproposals and suggestions for individual modules: topics, knowledge areas,technologyplatforms,requiredinfrastructure,mentors,etc.Sixcompaniesgavetheircommitment:Lanaco,Evron,Teleklik,Aneks,Inova,Ultimax.

    o Finaltwodayworkshopformentorsandrepresentativesfromcompanies

    o TheSIBLwasfinalizedduringthelastweekofJune2012,startedonJuly2,2012,and is scheduled to be completed by July 28, 2012. ICBL provided technicalsupportduringthedesignphaseandoffereditspremisesfortheSIBL.

    After having received concurrence from USAID to establish a BIC in Sarajevo, PIlaunched theRequest forApplications (RFA) for theestablishmentof theSarajevoBIConApril26,2012withadeadlineofMay25,2012.

    FourorganizationsappliedandthePITechnicalEvaluationCommittee(TEC)interviewedallapplicantsonMay30,2012.Followup interviewswereheldon June4,2012withSEBSand theSarajevoSchoolofScienceandTechnology.After the second interview,the TEC selected SEBS as the partner for the establishment of the SarajevoBIC. TheTechnical Committee found that SEBS had the requisite experience in SMEdevelopment,akeenunderstandingofyouthandworkforcedevelopmentissues,strongprivatesectorlinkages,awellqualifiedteampoisedtoleadtheBIC,andstrongsupportfromtheuniversity.

    AfterhavingreceivedconcurrencefromUSAIDtoestablishaBICinMostar,PIlaunchedtheRequestforApplications(RFA)fortheestablishmentoftheMostarBIConMay11,2012withadeadlineofJune8,2012.

    One organization, Intera Technology Park, applied. The PI Technical EvaluationCommittee (TEC) reviewed the application and requested additional information andclarification from Intera, which was provided by the end of June 2012. Intera alsosubmittedtheadditional informationrequestedtoperformtheduediligence.Theduediligenceand finalevaluationhavenotbeen completedyet tomakeadeterminationwhether Interawill be selected as the partner for the establishment for the BIC inMostar.

    IV. CHALLENGES/ISSUESENCOUNTERED

    1.UnclearBICoperatingexpensecoverageinBanjaLukaThePIhasencounteredsome issueswiththe ICBL inBanjaLuka. ItappearsasthoughthefinancingoftheICBLoperatingexpenseshasnotbeensecuredforthisyear,andtheyaskedthePIProjecttoprovidefinancialsupporttocoverthoseexpenses.PImade itcleartotheICBL and itsmanagement that a precondition for theBIC is that operating expenses becoveredbythepartnersandthatthePIwouldnotbepayingforthoseexpenses.

    The government of the Republic of Srpska (RS) informed PI that the RS government hassecuredthefinancingfortheICBLfortheyear2012.Thus,thisissuehasbeenresolved.

    Furthermore, Athene Prosjektledelse, the organization that developed and continues tosupporttheICBLonbehalfoftheNorwegianGovernment,statedthattheICBLcurrentlyhasno resources available to assist the PI during themarket assessment phase. The PI hadrequestedsomelimitedassistanceduringthisphase.

    TheICBLdirector,however,hasprovidedhisfullsupportduringthemeetingsandevenhasorganizedmanymeetingsforPI.PIhasnoticedthatthedirectorhas limitedtimeavailablebuthasalwaysprovidedhisfullsupportandcommitmenttoPI.Forinstance,thedirectorhasshownhisstrongcommitmentbysettingupateamofICBLexperts,whichwillworkonthedevelopmentofthebusinessplan.WhatseemstobeproblematicandofconcerntothePIProjectisthefactthatthedirectorofICBLislimitedinthedecisionshecanmake,whichattimes delays the implementation. For some rudimentary decisions, he has to involve theentireSteeringBoard,whichistimeconsuming.

    ThroughthehiringoftheBusinessDevelopmentManagerinBanjaLuka,DraganKrosnjar,PIhas been able to improve the relationship with ICBL. ICBL provided office space and acomputer forMr.KrosnjarandMr.Krosnjar is instrumental in thedaytoday relationshipwithICBL.ThecommunicationbetweenPIandICBLhasbeentremendouslyimprovedsince

    Mr.Krosnjarstartedworking,especiallybecauseheworks inthe ICBLpremisesandsharesanofficewithICBLstaff.

    2.DelayinestablishingagoodrelationshipwithBITPIandBITheldseveralmeetings todiscuss theprojectand implementationmodalities.PInoticed that there was some reservation on the side of BIT to actively participate andprovidesupporttothePI.Forinstance,BITdidnotorganizethemeetingswithSMEsthatPIhadrequested.

    Afterseveralmeetings,PI realized thatBITneededmore informationabout thePIProject,whichwasprovidedinduetime.NowthatPIhashiredaBusinessDevelopmentManagerinTuzla,therelationshiphasconsiderablyimproved;however,thelackofanycommitmentonBITssideduring the first sixmonthscausedasignificantdelay incarryingout themarketassessment,giventhattheBITsupportwasneededtodotheassessment.

    3.LackoffielddatatodefinetheBICservicesforSMEsTheonlinequestionnaireswereonlyfilledoutbyalimitednumberofcompaniesanddidnotprovideagoodbasisforthemarketassessment.

    Furthermore, there is lackofgood industrydata inBiH related to the IT/ICT sector. Theexistingdataisoutdated.

    PI carriedoutmanyoneonone interviewsduring themarketassessment tominimize theriskofgettingquestionnairesthatarenotproperlycompleted.
