    Basics

    Lets start with the basics. Kingdoms contain 3 things that are very important to

    keep them running. Those are: Resources, Buidings and !otabe peope.

    There is aso a "ourth thing that mosty try to stop a kingdom "rom running.These are caed #haenges and wi aso be touched on brie$y.

    Resources

    % kingdoms use & basic resources to keep themseves "unctiona. Theseresources are very abstract, but that's mainy to keep it manageabe. They are,in no particuar order:

    Population:The most important resource "or any kingdom are the peope thative in it. (ithout peope, it woudn't be a kingdom, it'd )ust be an undiscovered

    widerness. !obody wants to rue one o" those, so *opuation is a very importantresource.

    Food: +aving peope is great, but uness they're undead or something, you'regoing to need "ood. Large pots o" and in your kingdom are ikey devoted to"armands and what you can't grow, you' have to trade. " you have enough"ood, your peope wi be we "ed and happy. " you don't have enough "ood, yourpeope wi become hungry or maybe even starve.

    Materials: -verything "rom umber and stone to hammers and nais beongs inthis category. aterias is a the stu/ you need to buid and maintain keystructures in your kingdom. (ithout materias, your in"rastructure breaks downand your kingdom wi be unabe to produce whatever it is that it normayproduces.

    Luxuries: !obody wants to ive in a kingdom where they ony get water andbread and have to seep on a stack o" hay. Lu0uries are what di/erentiatecommoners "rom nobes and city "ok "rom dirty peasants. The more u0ury akingdom has to o/er, the more peope wi come to admire its spendour. " youdon't have enough u0uries, peope get angry.

    Weapons: % those peope packed cose together make "or prime targets as "aras 1rcs and 2obins and other pests are concerned. ortunatey, peope can armthemseves to de"end themseves and the rest o" your ands. (eapons arere4uired to 5ed "u scae armies, and are aso pretty use"u to dea with oca

    bandits, marauding gobins and other minor threats.

    %nd that's it. These & resources are a you have to worry about as a new ruer.-verything ese your peope can hande themseves and we're not going to worryabout it. 6ust make sure you produce enough o" these basic resources and yourpeope wi be happy and your kingdom wi prosper.

    Buildings

    Kingdoms are "u o" buidings. t's what makes them kingdoms. +owever, there'sreguar buidings where peope ive, sma time shops, the itte market, andthere's the real buidings, ike the Tempe o" the -dar and the 2rand Barracksand the 7niversity o" the 7ndying.

    (e' assume that the common "ok are more than capabe o" buiding paces toive and work in and "ocus on the big structures. -ach kingdom has a number o"

    de5ning structures. Those structures that give an entire city its name, or areknown throughout the word.

    -ach kingdom can possess a imited number o" these specia buidings, and theyprovide specia bonuses to the kingdom and its ruers. -ach o" these speciabuidings has a eve to determine )ust how awesome it is and provides a number

    o" bonuses. These can either be bonuses to production or bonuses to skisavaiabe in the kingdom. ore on skis ater.

    Buidings re4uire aterias to "unction8 i" you don't have enough to keep themmaintained then they stop working. 9o make sure you have penty.

    !ew buidings can be produced and buiding eves can be upgraded i" you haveots o" spare materias. This can be a worthy endeavour, since each eve addsanother bonus to the buiding.

    Notable people

    %s a payer character it shoud be a "airy common idea that some peope are

    more important than others, but when you ook at it ceary, there's reay 3categories. There's the big ones, the main attractions, the ones the wordrevoves around, those payed by the peope at the tabe, and then there's theitte ones, the "aceess minions o" evi and good, the poor "armers and essernobes.

    But in between them in a third cass o" peope. They're not big enough to bestars o" the show, but they're big enough to be important to the kingdom. Theseare the !otabe *eope and they are a vauabe resource to your woudberuers.

    -ach kingdom has a imited number o" them, and they provide invauabe skis,knowedge and genera e0pertise to your kingdom. 7se them wisey, they mightbe the di/erence between your kingdoms "a and its success.

    !otabe peope can occasionay change, when one dies, "as "rom grace orotherwise stops being o" great importance to your kingdom. These are !*#s thepayers can interact with and that have a name, a history and a personaity. Theyare the "ace o" the kingdom, in a way.

    Challenges

    !o kingdom ever e0ists without riva kings trying to invade it, marauding orcstrying to destroy it, cunning cutists trying to subvert it and greedy merchantstrying to se it. (hy, without chaenges ike these, running a kingdom woud bea very boring thing;

    ortunatey, in ep, the payers can personay get invoved and sove #haenges to thekingdom. 1r they can )ust make the kingdom dea with its own issues as best itcan8 whatever they pre"er. >ou don't get to be a kingdom i" you can't dea withsome gobins, a drought, a $ood and a "ew pagues.

    Setup

    >ep, a kingdoms have a eve. % sma hamet with some "armands around it

    1nce you assign the abiity scores, add those bonuses to the appropriate skis.

    !e0t, you need to determine the primary skis "or a kingdom. +ow many you

    pick e0acty doesn't reay matter, but & or G is probaby enough ?pus

    pro"ession@. The kingdom gets a H3 bonus to these skis.

    (hen this is done, you have the basic ski bonuses set. +ow you add the bonus

    "or Buidings and !otabe *eope wi be handed ater.

    The ast thing we need to do is determine the resource "ocus o" the kingdom.

    Kingdoms can't have a bonus to *opuation, but shoud have a bonus to o" the

    other F resources. or e0ampe8 a kingdom o" pains and "orests coud get a

    bonus to ood and aterias, whie a kingdom centred on a mining compe0 "u

    o" ron and 9iver coud get a bonus to Lu0uries and (eapons.

    Buidings

    !ow, ets ook at the primary buidings that aready e0ist in the kingdom. (e'

    hande buiding new ones ater, but most kingdoms aready have a "ew when the

    payers are put in charge.

    The kingdom can have a ma0imum number o" important Buidings e4ua to ha"

    the kingdom's eve ?a Gth eve kingdom can have up to 3, a 3Ath eve kingdom

    coud have E&@

    -ach o" these buidings has a 9iIe ranging "rom E to &. Larger buidings re4uire

    more aterias to support, but aso provide more bonuses. -ach buiding needs a

    number o" aterias e4ua to its 9iIe each JturnJ ?more on turns ater@ to"unction. (hen not enough aterias are avaiabe, then a number o" bonuses

    shut down. or e0ampe, i" a 9iIe F Buiding is ony given aterias to maintain

    it, o" its bonuses woud shut down unti it receives aterias.

    (hen buiding a new kingdom, try to keep the siIe somewhat ow. This gives

    payers more opportunities to e0pand these buidings. " you incude a 9iIe F or &

    Buiding, make sure that it's something they've known about8 at those 9iIes you

    shoud be taking about the best known #oeges and 2uids in the word ?at

    east@

    or each 9iIe o" a buiding, assign one bonus to the buiding. % bonus is either a

    H3 bonus to a ski, or a H bonus to the production o" a resource ?ood,

    down and the buidings known and eveed, it's time to determine the cities'

    production. %s we aready know, there's & resources.

    The 5rst o" those is very easy to determine. *opuation ?the resource@ in a

    kingdom is e4ua to the eve o" the kingdom. 9o a eve G kingdom has G

    *opuation and a eve 3 one has 3 *opuation. !ote that these are ?obviousy@

    not actua peope, )ust an abstract representation o" them.

    These peope can be put to work and produce the other F resources. %ny unit o"

    *opuation can be used to produce either units o" a "avoured resource, or E unito" a norma resource.

    or e0ampe8 i" you seected ood and aterias as your "avoured resources "or

    your pains and "orest kingdom, then a unit o" *opuation coud produce ood or

    aterias, or E Lu0uries or (eapons.

    >ou can move *opuation around the various resources between turns, but

    Buidings produce a 50ed resource.

    (hen assigning the *roduction, keep in mind that the kingdom has an upkeep it

    needs to pay to prevent bad things "rom happening. This upkeep e4ua E o" the

    kingdom's eve in ood and E3 o" the kingdom's eve in Lu0uries ?round down@.

    9o ets say our &th eve kingdom is good at producing ood and Lu0uries and

    has a singe buiding that increases ood production and the +ea ski.

    That means we' be producing some good "ood, and ots o" u0uries, but the

    kingdom wi have no weapons to de"end itse", which might hurt it ater.

    These e0tra resource we produces are necessary to "end o/ #haenges and

    upgrade the kingdom. Keep track o" e0cess goods8 these are gathered in a store

    and can be spent "rom there. -ach turn, the ood store woud rise by points,

    giving the city e0tra ood in case they'd be unabe to produce at some point, or

    "or it the popuation rises, or they need it "or a #haenge, or want to trade it.

    !ow that we handed this, it's time to move on. Lets start by getting this

    Kingdom on track and earning how to dea with #haenges;

    9o, now that we've done the basic setup "or a kingdom, it's time to put the party

    in charge. ortunatey that's the easy part8 )ust hand over the keys and you're

    good to go.

    But, as the party is handed the keys, they' aso 4uicky earn )ust why the

    peope o" this kingdom were so eager to put them in charge...

    #haenges

    Kingdoms are constanty chaenged. % chaenge come in many "orms8 it coud

    be hostie creatures, a hostie kingdom, a pague, a natura disaster, a bad

    harvest, intrigue, trade issues, magica caamities... anything reay.

    They )ust a have a "ew things in common: you don't want them in your

    kingdom, and they're going to cost you a ot to get rid o".

    The basics

    Lets start with the basics. -very chaenge needs a 9iIe. This 9iIe determines

    )ust how big an e/ect etting the #haenge go or "aiing it has on the kingdom.

    9iIe can range anywhere between E and &.

    Letting chaenges go unchecked might increase their 9iIe, making them harder

    and harder to get rid o".

    There are two basic ways to dea with a chaenge: you can supress a chaenge,

    or you can de"eat it.

    (hen you supress a chaenge, you don't e0pend as many resources or run as

    much risk, but the chaenge remains "or ater. This is a good way to dea with

    issues that you can't dea with immediatey but are too dangerous you et run

    unchecked.

    (hen you de"eat a chaenge, it is removed competey, not to threaten your

    kingdom again. (e, at east not "or the time being.

    To supress a chaenge, you can either spend Resources on it or ro a check.

    To de"eat the chaenge, you can either send !otabe *ersons, or et the party

    hande it themseves.

    9upressing a #haenge

    >ou spend one point o" Resource per 9iIe o" the chaenge per turn. 9o a 9iIe 3

    #haenge woud cost 3 Resources per turn to supress. The resource used must

    make sense ?as per Roepay@

    Bribing an 1rc war camp with ood makes itte sense "or e0ampe, but you coud

    pay Lu0uries to bribe them. %ternativey, you coud spend (eapons to get more

    patros out to persuade the 1rcs not to attack anything, but not get them to

    eave.

    " you wish to ro a check, then you must ro a number o" ski checks. The e0act

    detais o" how checks work "or a city are e0pained in the ne0t chapter. The

    number o" checks you must make is one success"u check per 9iIe o" the#haenge. " you "ai, you can ro again, as ong as you haven't hit the imit yet.

    These checks must make sense story wise, but can be pretty much anything. or

    e0ampe8 it is possibe to use ntimidate on the 1rc camp to convince them not to

    attack, or you coud use 9teath to sneak in an ki the chie" to throw the camp

    into temporary disarray, at east unti a new chie" is "ound ?in the ne0t turn@

    it's an entire +orde; %nd that earth4uake isn't )ust a bit o" shaking and a gap

    across the road, it's an entire city that vanished into the 7nderdark and a the

    nasties crawing up to tear the kingdom down;

    Rampant #haenges

    " you are unabe to supress a #haenge and aso "ai to de"eat it, a #haenge wi

    run rampant. This has nasty e/ects on your kingdom, but sometimes it can't

    reay be avoided.

    9o, here we are again, and this time we're going to dea with the passing o" time

    and using o" 9kis. %s you know "rom the second chapter, each Kingdom has

    certain skis that it can use. -ach kingdom is good at di/erent things and as a

    ruer, your party can put a that knowedge and e0pertise to very good use.

    +owever, any kingdom can ony suppy a imited number o" e0pert sages and

    great dipomats at a given time. 've mentioned turns be"ore, and ' tak a bit

    more about them now.

    The %T7

    The passing o" time in this kingdom system is measured in %T7. t stands "or

    %rbitrary Time 7nit and was chosen very speci5cay because we don't want to

    make the time passing in the kingdom more important than the time passing "or

    the payers.

    aking ski checks

    %s said, the number o" e0perts and sages a kingdom can put to use is imited. n

    "act, it's imited to one ha" the eve o" the city in uses per %T7. That means that

    during any given %T7, a eve N city can make F ski checks, whie a eve EO city

    coud make O ski checks.

    n addition to these checks, during each %T7, each payer can aso make a singe

    ski check that bene5ts the kingdom. n addition, he can make as many ski

    checks as he damn we peases during any adventures he has, but these can't

    be used to command the kingdom.

    This means that making a check to suppress or de"eat a #haenge counts

    against this imit, as does the upgrading o" Buidings, trading with neighbours,

    increasing the siIe o" the kingdom and raising armies. But more on that ater.

    or now it is merey important to keep in mind that the number o" checks youhave avaiabe are imited.

    %so, we spoke o" the !otabe *ersons be"ore. -ach o" these can be used once

    per %T7, but it's not an e0tra ski check. >ou can send a !otabe *erson aong

    whenever you use a ski that the !otabe *erson has. The !otabe *erson grants

    a H3 bonus to that ski check.

    9o "or e0ampe, when you want to supress a chaenge ike a pague descending

    % o" these things re4uire a number o" ski checks to per"orm, suppied by the

    kingdom's ski imit and the party's own ski checks per %T7, as discussed in the

    previous chapter.

    Buildings

    (hen a kingdom has enough spare aterias, it can upgrade or produce

    buidings. Keep in mind that the city is imited to one buiding per two eves o"

    the city, and that a buiding cannot be upgraded above 9iIe &.

    (hen the party order the construction o" a new buiding or the upgrade o" an

    e0isting one, they must 5rst describe the structure ?name, new "unction,

    anything ese they want to share@ and the new bonus it wi give.

    !e0t, they need to make a number o" ski checks to produce the structure. These

    ski checks are determined by story needs and can be anything that makes "or

    an interesting bit o" story ?deaing with stone shortages, convincing an importantarchitect to hep, deaing with strikes, whatever you can come up with@.

    (henever a ski check is attempted ?success"u or not@ one unit o" aterias is

    removed "rom the kingdom's stores. " there are no aterias e"t, then work

    cannot continue.

    Buidings ony re4uire aterias in upkeep after they're "uy competed.

    The number o" checks re4uired to produce a Buiding are e4ua to twice the new

    9iIe. That means that a new Buiding re4uires checks whie a 9iIe & buiding

    woud need EA.

    boring and repace them with some new ones. >ou shoud aways make the party

    come back to sighty more troube than they e"t the Kingdom with to give them

    the "eeing that they coud've done it better themseves ?and so they have

    something interesting to do on their return@

    +ere's a ist o" e0ampe chaenges. They're mosty )ust keywords with some hints

    on how to supress them. Remember that you can come up with whatever you

    ike, and payers can do the same thing, so it's very open. >ou don't even need to

    design the speci5cs and the adventure unti the payers decide they' dea withone personay.
