Electrical items The brand names identified in this catalogue are for guidance purposes only. Orders must meet the specifications highlighted and cannot exceed £300. Clarification is available on Page 5. Jewellery items - A range of jewellery is permitted provided the total value of all new jewellery (at new retail price at the time of purchase) does not exceed £300.00 in value. All new jewellery on arrival into the hospital must have a valid receipt and a certificate of authenticity. Clarification is available on pages 5 & 30.

The Catalogue is a reference booklet, which outlines the Type Approval Committee Directives and provides detailed specifications for approved goods/items. Only goods/items which comply with the detailed specifications, as outlined in the Catalogue, are TYPE APPROVED and consequently may be retained by patients in their rooms. The specifications outlined should not be retrospectively applied to possessions which patients currently have in their possession. The Catalogue is intended to be widely available throughout the hospital to be used by patients, visitors and staff to guide the decision-making process and ensure that any goods/items purchased or acquired will conform to the hospital’s approval standards. It is intended that the catalogue will be regularly updated and developed over time to incorporate an increasing number of items/goods in order to ensure it remains relevant and informative. Type Approval Directives The Type Approval Committee considers the suitability and risks associated with allowing specific items/goods into Ashworth Hospital. All decisions the Committee makes are based upon five established criteria. Following its deliberations the Type Approval Committee has three decision options it can exercise:-
1 Permitted - Items/goods which the Type Approval Committee agrees, on balance, can be safely allowed into the hospital will be entered into the Patients Possessions Catalogue together with a detailed Type Approval specification.
Please Note - Any goods/items arriving at the hospital, which are not Type Approved, will not be permitted at ward level.
2 Not Permitted - A non-negotiable Directive will be issued detailing
those items/goods that are not permitted together with the criteria underpinning the decision. The majority of Directives will be retrospectively applied resulting in the removal of those items/goods from patient’s possession at ward level.
3 No Action - The Type Approval Committee will advise the ward/area
that the item/goods in question is subject to local risk management arrangements.

Volumetric Controls The Type Approval Committee is also responsible for setting Volumetric Controls by category and possession type for possessions permitted in patients’ rooms. Alterations to the Volumetric Controls are advised to the wards via Appendix 1 of the Patients Possessions Policy. All decisions made by the Type Approval Committee are made known to the High Secure Management Team via minutes and as such compliance is mandatory. Appeals Process Decisions made by the Type Approval Committee may be appealed by staff or patients. The Patients Possessions Policy section 10 (page 28) details the procedure to be followed. The Type Approval Committee determines the suitability of all items/goods which enter the secure hospital, as the property of or belonging to a patient.

Please ensure that you refer to the Patients Possessions Catalogue, with regard to specified categories of electrical possessions which are not type approved, but may be retained by patients at ward level.

Directives marked with a (R) must be immediately retrospectively applied to existing possessions patients have at ward level.

Electrical appliances with integral microphones are permitted but your attention is drawn to the risks these integral microphones present with regard to their limited recording capabilities. The disabling of "not permitted" features on electrical appliances, (ie microphone sockets), does not affect the Type Approval status of the possession. These items remain designated as being non compliant with the Type Approval standards.

Any opened or part used cosmetic or personal hygiene goods/items (products), must not be forwarded to the patients’ possessions store. These items represent a significant infection control and health and safety risk and must be disposed of at ward level when no longer required. This statement is also applicable to any opened / part opened items upon admission.

The Type Approval Committee have agreed that any brand of electrical item can be purchased if they meet the specifications identified. These items must not exceed £300.00 per item. The only exception to this is TV/DVD/VCR combinations and DVD/VCR combinations, which are restricted to the brands identified due to copyright restrictions.

Type Approval Committee
Directives
(including volumetric controls) TYPE APPROVAL COMMITTEE DIRECTIVES The attached Directives have been issued by the Type Approval Committee are mandatory and must be immediately implemented. These apply to all new patient acquisitions and where noted (R), are to be retrospectively applied to existing possessions held by patients at ward level.
TYPE APPROVAL CRITERIA
1
Must be an appropriate item to be brought into a high secure hospital setting
2
Must be clinically appropriate
3
Must conform to all relevant Health and Safety and Fire regulations
4
Must not represent an undue security risk

Must not be of excessive value. It was agreed by the Type Approval Committee (Dec. 2011) to raise the purchase limit from £200 to £300. Items costing more than £300 which would benefit the patient and the patient agrees, must be submitted to the Committee to be secondarily endorsed on an individual basis.

Any item of jewellery coming into the Hospital should be accompanied by a receipt. If a receipt is not provided for any reason, the item will still be permitted on the basis that the Hospital considers it to be worth no more than £50, for the purposes of compensation.
