2. Applications Received Five applications were received from applicant patrons in respect of this school. A brief profile of the applicants together with a synopsis of the school type proposed is set out in the following table.

3. Demographic details The decision to announce a new school in these school planning areas was on the basis of the demographic exercises carried out in 2018 as set out below.
Blanchardstown_West_D15: The school planning area is served by two schools at
post-primary level. Demographic analysis shows that the average intake pattern¹ in the last three years was 83%. The actual intake pattern for 2018/19 is 75%. The total enrolment in the school planning area in the 2018/19 school year was 1,621 pupils. The estimated peak year is 2027 with projected enrolments of 2,272. Enrolments are projected to decrease to 2,215 by 2029, a reduction of 57 over the projected peak year. Assuming a continuation of the 3 year average intake pattern of it 83% is estimated that there will be a need for an additional 785 places between 2017 and 2027 with a subsequent projected reduction of 57 by 2029.
The demographic exercises for this school planning area identified the following net requirement taking into account demographic demand, additional places required as a result of significant additional residential development and the current and planned capacity increases in existing post-primary schools in the area:
BlanchardstownVge_D15: The school planning area is served by three schools at
post-primary level. Demographic analysis shows that the average intake pattern¹ in the last three years was 93%. The actual intake pattern for 2018/19 is 91%. The total enrolment in the school planning area in the 2018/19 school year was 2,655 pupils. The estimated peak year is 2025 with projected enrolments of 2,749 . Enrolments are projected to decrease to 2,618 by 2029, a reduction of 131 from the projected peak year. Assuming a continuation of the 3 year average intake pattern of 93%, it is estimated that there will be a need for an additional 70 places between 2017 and 2025 with a subsequent projected reduction of 131 by 2029.
The demographic exercises for this school planning area identified the following net requirement taking into account demographic demand, additional places required as a result of significant additional residential development and the current and planned capacity increases in existing post-primary schools in the area:
Following a demographic exercise on these areas, the Department was satisfied that the combined net requirement of 761 post-primary places in the Blanchardstown _West_D15 and BlanchardstownVge_D15 school planning areas could not be accommodated in existing schools or expansion of existing schools. A Regional Solution1 was announced to meet the combined net requirement across the two school planning areas.
1 Regional Solution: In some instances, while projected growth in a single school planning area may not, of itself,
warrant provision of a new school, where the combined demographic increases across a number of adjacent school planning areas indicate sufficient demand for a viable school, a regional solution may be put in place to serve these areas.

4. Assessment of applications All patrons have agreed to the Patronage Commitments as set out in the Section D of the Patronage Application Form attached to main report. The invitation letter to patrons, also attached to the main report, sets out in detail the:
Arrangements for the Establishment and Patronage of New Post- Primary Schools due to open in September 2020; and
General Information for Prospective Patrons.
The Patron Code of Conduct is also attached to the main report and issued to all valid applicant patrons following receipt of patron application forms.

Of the five post-primary schools in the school planning areas, three are of inter-denominational patronage and two are of multi-denominational patronage. The proposed models from An Foras Pátrúachta, Educate Together, Dublin and Dún Laoghaire ETB, and Scoil Sinead would increase multi-denominational provision in the area. The proposed model from The Islamic Foundation of Ireland would increase denominational provision in the area.

The level of parental preferences for Irish-medium instruction is low (26 or 5.20% of first preferences) compared with 466 (93.20%) of preferences for English-medium while 8 (or 1.60%) of parents did not specify a preference in relation to language. The only gaelscoil in the Blanchardstown_West D15 and BlanchardstownVge_D15 (Regional Solution) is some 2km from the centre point of the school planning areas and is located circa. 1.5km from the Irish-medium Aonad in Luttrelstown Community College, which opened in 2018. In 2018/2019 there were 121 pupils in sixth class in total in the four gaelscoileanna located in the adjoining school planning areas. Of these, two gaelscoileanna are closer to an existing gaelcholáiste than they are to the centrepoint of the school planning area. The remaining two are located 4.6km and 6.2km from the Aonad in Luttrelstown Community College and up to 8km from a Gaelcholáiste.
An Foras Pátrúnachta is the only applicant patron to propose an Irish-medium school while all of the other applicant patrons proposed English-medium but indicated their willingness to offer an Irish-medium school if demand exists for same. All applicants have confirmed they are willing to open an Aonad should the demand require it.

5. Conclusions
All patrons have confirmed that they will satisfy the requirements as set out by the Department for the patronage of new schools.
Four of the five models would increase diversity in the area by providing multi-denominational provision in the area. The patronage model proposed by the Islamic Foundation of Ireland received a significant number of parental preferences and would increase denominational provision in the area.
Dublin and Dún Laoghaire Education and Training Board received the highest number of valid
first preference votes i.e. 233 or 46.60%.
The level of parental preferences for Irish-medium instruction was 26 of 500 valid first preferences (5.20%) compared with 466 of 500 valid first preferences (93.20%) for English-medium instruction. There is capacity in the Aonad in Luttrellstown Community College, located approx. 2.3km from the centrepoint of the school planning areas.
Based on the results of the parental preferences and broader analysis, including the extent of
diversity currently available in this and the adjoining school planning areas, the analysis indicates that the patronage of the new post-primary school for should be awarded Dublin and Dún Laoghaire Education and Training Board (DDLETB) to provide a multi-denominational Community College with English as the language of instruction.
