Appellate Judge Florida Governor Jeb Bush chose to
appoint Paul Hawkes as judge to the First District Court of Appeal in 2003. Already, Paul Hawkes had proven himself in Gov. Bush's Office of Policy and Budget, where Paul Hawkes served as Jeb Bush’s first "efficiency czar." As an appellate judge, Paul Hawkes showed himself worthy of the post. In fact, Paul Hawkes was twice retained in this position by the voters in the 32 counties of North Florida that comprise the First District. Paul Hawkes would thus serve the First District Court of Appeal for nine years.
