    India vide Resolution No.5/2/2006-E.III(A) dated 5th October, 2006 asamended by Resolution No.5/2/2006-E.III(A) dated 7th December, 2006 (toinclude Members of regulatory bodies (excluding RBI) set up under Acts ofParliament) and Resolution No.5/2/2006-E.III(A) dated 8th August, 2007 (toinclude the officers and employees of the Supreme Court). On the 24th March,2008, the Commission submitted its Report relating to structure ofemoluments, allowances, conditions of service and retirement benefits ofCentral Government employees including those belonging to UnionTerritories, members of All India Services, personnel belonging to the DefenceForces, officers and employees of the Indian Audit and Accounts Department(IA&AD) and Chairpersons/ Members of Regulatory Bodies (except ReserveBank of India). The Government have given careful consideration to therecommendations of the Commission in respect of civilian employees of theCentral Government in Groups 'A, 'B', 'C' and 'D as also those in the AllIndia Services and Chairpersons/ Members of Regulatory Bodies (exceptReserve Bank of India) and have decided that the recommendations of theCommission in respect of these categories of Central Government employees,All India Services and Chairpersons/ Members of Regulatory Bodies (exceptReserve Bank of India) shall be accepted as a package subject to themodifications mentioned below:-

    (i) The following pay Bands recommended by the Commission willbe improved and the modified Pay Bands will be as below:

    Administrative Service and India Foreign Service at threegrades viz., Senior Time Scale, Junior AdministrativeGrade and Selection Grade will continue in the form oftwo additional increments @ 3% each which will beadjusted in the pay band.

    Note 2: Grade Pay will determine seniority of posts only within acadre's hierarchy and not between various cadres;

    With regard to fixation of pay in the revised Pay Bands, thebasic pay drawn as on 1.1.2006 on the existing Fifth CPC payscales will be multiplied by a factor of 1.86 and then rounded offto next multiple of 10. This will be the pay in the revisedrunning Pay Band. Grade Pay, as approved by the Government,

    (v) Rate of annual increments will be modified from2.5%recommended by the Commission to 3% (three per cent) and therate of variable increment for high achievers in PB-3 will be 4%instead of 3.5% recommended by the Commission;

    (vi) "Campus" restriction for grant of Transport Allowance will beremoved. Consequently, employees living in campuses will alsobe eligible for Transport Allowance. Further, TransportAllowance for the employees at the lowest levels will beincreased to Rs.600 (from Rs.400) in A-1/A class cities andRs.400 (from Rs.300) in other towns;

    (vii) Three upgradations will be granted under Assured CareerProgression (ACP) Scheme at 10, 20 and 30 years as per themodified ACP Scheme recommended by the Commission. ACPScheme will also be applicable to Group A employees;

    (viii) Administrative ministries concerned will take an administrativeview on the recommendation of Sixth Pay Commission relatingto deputation quota for Indian Police Service officers in CentralPara Military Forces (CPMFs) at the level of Deputy InspectorGeneral (DIG) and above. The posts of Additional DIGsupgraded to the grade of DIG will, however, be continued to bemanned by the cadre officers of the CPMFs;

    (ix) Empanelments and cadre reviews for Central Group A Serviceswill be brought up-to-date in an year; and

    (x) Regarding GroupB' cadres, the Commission'srecommendations will be modified in the following manner: -

    a) After 4 years of regular service in the entry grade of Rs.4800 inPB-2, Officers belonging to Delhi and Andaman & NicobarIslands Civil Service and Delhi and Andaman & Nicobar IslandsPolice Service will be granted the non-functional grade ofRs.5400 in PB-3 and not in PB-2;

    b) After 4 years of regular service in the Section Officer/PrivateSecretary/ equivalent grade of Rs.4800 grade pay in PB-2,officers of Central Secretariat Service, Central ' SecretariatStenographers Service and other similarly placed HQ serviceswill also be granted the non-functional grade of Rs.5400 in PB-3and not in PB-2;

    Section Officers and Assistant Audit/ Accounts Officers will bemerged and placed in PB-2 with grade pay of Rs.4800 asrecommended by the Commission. In modification of SixthCPC's recommendations, Audit/ Accounts Officers (AOs) willbe placed in PB-2 with grade pay of Rs.5400 and Senior AOs willbe placed in PB-3 with grade pay of Rs.5400;

    d) Group B officers of Ministry of Railways in the pre-revised scaleof Rs. 8000-13500 will be granted Grade Pay of Rs.5400 in PB-3instead of PB-2.

    e) Group B officers of Departments of Posts, Revenue, etc. will begranted Grade Pay of Rs.5400 in PB-2 on non-functional basisafter 4 years of regular service in the grade pay of Rs.4800 inPB-2.

    2. The Commission's recommendations and Government decisionthereon with regard to revised scales of pay and dearness allowance forcivilian employees of the Central Government and personnel of All IndiaServices as detailed in the Part-A of the Annex-I will be made effective from1St day of January, 2006.3. The revised allowances, other than dearness allowance, will beeffective from 1st day of September, 2008.

    4. The Commissions recommendation regarding payment of arrears hasbeen modified to the extent that the arrears will be paid in cash in twoinstalments - first instalment of 40% during the current financial year (2008-09) and the remaining 60% in the next financial year (2009-10).5. The Government has agreed to refer the recommendations of theCommission in regard to pay scales of Master Craftsmen in the Ministry ofRailways to a Fast Track Committee to be constituted by the Government. Inthe meantime, normal replacement scales will apply in the case of MasterCraftsmen.6. The Government has approved setting up of Anomalies Committees toexamine individual, post-specific and cadre-specific anomalies. TheAnomalies Committees should endeavour to complete their work in one year.7. Department specific recommendations which are not included in thisResolution shall be processed by the concerned Department/ Ministry andapprovals of the Government obtained in consultation with the Ministry ofFinance and/br Department of Personnel and Training.

    8. The Commission's recommendations regarding higher pay package ofRs.2.5 lakh and Rs.3 lakh p.m. (without house and car) for Chairpersons andfull-time Members of five specified Regulatory Bodies, viz., Telecom

IRegulatory Authority of India, Insurance Regulatory and DevelopmentAuthority, Central Electricity Regulatory Commission, Securities andExchange Board of India and the Competition Commission of India have beenaccepted by the Government. However, the existing incumbents in thespecified Regulatory Bodies will be offered an option to retain their presentpay and allowances together with car and house or to choose the higher paypackage without house and car. For Chairpersons and Members of all otherRegulatory Bodies, the normal replacement scales will apply.9. The Government has granted "in principle" approval to a scheme ofallowances for CPMF officers of the rank of Commandant and below, andother ranks in the battalions deployed in difficult areas/counter-insurgencyareas and in high altitude areas, keeping in view the allowances granted toDefence Forces personnel in such, or similar, areas and the Detachment andother allowances granted to the CPMF personnel at present, to be worked outin consultation with Department of Expenditure.10. The Government has decided that the practice of provision of SurakshaSahayaks to officers in CPMFs will be discontinued with effect from a date tobe fixed. Meanwhile, absolutely necessary posts may be created on the basisof functional justification alone. The decision regarding Suraksha Sahayakswill also apply to similarly placed categories in other Departments.

    11. The Government has accepted the suggestion from the Departments ofSpace and Atomic Energy and Defence Research & Development Organisation(DRDO) for granting variable increments to really deserving Scientists at thetime of promotions. Details will be worked out in consultation with Ministryof Finance. The Government has also decided to continue the existing systemof grant of Rs.2000 Special Pay to Scientists G on promotion and doubling ofthe amount to Rs.4000 p.m. in Departments of Space and Atomic Energy andDRDO and the continuation of the existing practice of grant of two additionalincrements to Scientists from Level C to F in these departments.12. The Dynamic ACP Scheme for Doctors will be extended upto theSenior Administrative Grade (grade pay of Rs.10000 in PB-4) for MedicalDoctors having 20 years of regular service, or seven years of regular service inthe non-functional selection grade of Rs.8700 grade pay in PB-4. Also, all theMedical Doctors, whether belonging to Organized Services, or holdingisolated posts, will be covered by the DACP Scheme.13. The decision of the Government on the recommendations of theCommission relating to other matters in respect of Civilian employees of theCentral Government belonging to Groups 'A', 'B', 'C' and 'D' are indicated inColumn 3 of Part-B of the statement annexed to this Resolution. In regard tothe All India Services, appropriate action will be taken by Department ofPersonnel & Training to give effect to the decisions on these matters as maybe applicable to them.

The Government have decided that certain recommendations made bythe Commission will be examined separately and decisions thereon will benotified later. The decision taken on the other recommendations of general naturemade by the Commission which are not included in the Annexures will benotified separately.17. The Government of India wish to place on record their appreciation ofthe work done by the Commission.

All categories of Insurance Schemejobs that involve inherent element of risk with w.e.f. 1.4.2009 afterdeleterious effect on health over a period of time consultation withshould instead be provided with free medical and Saff Sde andlife insurance of Rs.5 lakhs for employees in PB-1 continuation of Riskpay band; Rs.7 lakhs for employees in PB-2 pay Allowance till Marchband; Rs.10 lakhs for employees in PB-3 pay 31, 2009.band/higher pay bands/scales. To offset the effectof inflation, amount of the insurance shouldautomatically be increased by 50% every time theDA payable on the revised pay goes up by 50%.The entire expenditure on paying premium for thisinsurance will be borne by the Government. Theamount insured will be paid in case of any seriousinjury/ death sustained in the course ofemployment and will be over and above the otherbenefits available to all categories of Governmentemployees. These employees should also beprovided with additional health benefits withmandatory health check-ups every quarter andenhanced leave, wherever the same is necessary forproper recuperation. Further, the Governmentshould ensure that latest technology and greatestlevel of care is observed in these jobs so that theelement of risk involved therein is minimized.(Para No. 4.2.68)

    in discharge of their official functions. Thisinsurance cover should be extended to all thecategories that are presently in receipt ofHPCA/ PCA. Simultaneously , HPCA/PCA shouldbe withdrawn as no rationale would exist for theseallowances once the element of risk is covered bygrant of an appropriate insurance cover. The lossincurred by the employees on this account wouldbe more than compensated in respect of existingGroup D employees who will be upgraded toGroup C. This loss, for Group C employees, shouldbe compensated in form of Performance RelatedIncentive Scheme. ( Para No. 3.6.18)

    The Commission recommends doubling of theextant rates of Cycle Allowance, WashingAllowance, Cash Handling Allowance, SpecialAllowance, Night Duty Allowance and Split DutyAllowance. Similarly, rates of allowances specificto different Ministries/ Departments/ Organisationsnot covered in this Report will also be doubled. Therates of these allowances will be increased by 25%every time the Dearness Allowance payable onrevisedpay scales goes upby 50%Simultaneously, Machine Allowance shouldhenceforth be withdrawn. This allowance maycontinue to be drawn for the period the trainer ison study or tour related to training activities.Separate deputation allowance will not be payableto these trainers. The definition ofdependency is being linked to the minimum familypension for all purposes. Accordingly, all parentsand/or step parents whose total income fromallsources is less than the minimum family pensionprescribed in Central Government and dearnessrelief thereon would be included in the definition offamily for this purpose. The extant conditions inrespect of other relations included in the familyincluding married / divorced / abandoned I/separated /widowed daughters shall continuewithout any change. (Para No. 4.3.7)

    (iv) While encashment of Earned Leave upto 10 days Acceptedalong with LTC to the extent of total of 60 days maybe continued, the leave encashed at the time ofavailing LTC should not be deducted fromthemaximum amount of Earned Leave encashable atthe time of retirement. Consequently, theemployees would be eligible to encash 300 days ofEarned Leave at the time of their retirement, eventhough they may have encashed Earned Leave of
