WELCOMEAs we welcome a new Police & CrimePlan for Dorset, now is a goodopportunity to reflect on the progressmade under the previous Plan.
I am humbled to have been re-electedfor a second term of office and I remaincommitted to bringing about furtherpositive change to improve experiencesof policing and crime in Dorset.
There is always scope for further progress,fresh thinking and new evidence-basedapproaches to improve the police service.
As the link between local people and the police,I am determined to represent your views,issues and concerns in carrying out my role.
I would like to thank those that took part inrecent public consultation with my Officeon local policing priorities. The events thattook place across the county wereinvaluable. Speaking with members of thepublic helps to bring policing to the heart oflocal communities, so please do continue toget in touch with my Office.

This culminatedin the launch ofthe MentalHealth CrisisCare Concordatin February 2014
- a set of sharednational principles
establishing a multi-agency responseto individuals in mental health crisis.
Locally, I have been determined toreduce the number of times a
custody suite is used as a place ofsafety for those suffering a mentalhealth crisis. Officers now receive abespoke mental health trainingprogramme and benefit from aninnovative street triage servicewhere mental health practitionersgive real time advice to frontlineofficers. July 2015 was the firstmonth that a custody suite was notused as a place of safety for peoplesuffering a mental health episode.
Through chairing the national PCC Mental HealthWorking Group, I am particularly proud of the role I havebeen able to play in driving improvements in the way thatservices are delivered to those suffering mental illness.
1 MENTAL HEALTH
Investment in key areas is vital tosupport victims and enhance ourability to prevent crime.In my first term, I took the decision to co-commission TheShores (Sexual Assault Referral Centre) and part-commissionDorset Rape Crisis in order to provide vital services to victimsof sexual violence and abuse.
Dorset Police takes all reports seriously and has dedicatedofficers who investigate these offences, but it is importantthat there is other support available if victims don’t want totalk to the police.

The threat from cyber-crimeis a rapidly growing problemnationally and another areaI have invested in locally.More and more criminalsare exploiting the speed,convenience and anonymityof the Internet to commit adiverse range of criminalactivities.
I created a new Cyber-Crime Prevention Officer role to enhancethe education that the Force already provides to members of thepublic and local businesses around cyber-crimeprevention.
Jake Moore holds this new role and ismaking great progress througheducational inputs to individuals andbusinesses on how they can stay safeonline.

ACCESSIBILITYIt is vitally important that Dorset Police continuesto be an accessible, open and responsive force.Despite stretched resources, the Chief Constableand I remained committed to the NeighbourhoodPolicing model of community policing whichplaces accessibility and engagement at theforefront of local policing activity.
Recruitment to Dorset Police stopped in 2009 in the contextof budget cuts, but during my first term of office I reversed therecruitment freeze to ensure that skilled candidates with a fresh
perspective could benefit the organisation and the community.
In relation to enquiry office closures, I commissioned aconsultation to seek public views and saved six front counters.
In 2015, I also invested in the relaunching of the Dorset Policewebsite to make it easier to access information, interact withlocal Neighbourhood Policing Teams and to report crime online.
Improving accessibility to policing and working with ourcommunities remains a key commitment of mine and I will bepushing several pilot schemes throughout my second term tosupport this.

victims. In October 2014, I was
one of the first PCCs nationally
to commission local Victim
Support services. I doubled the
size of the team to ensure that
the independent charity support
more victims than ever before.
The Dorset Victims’ Bureau, whichconstituted one of my key manifestopledges, was also launched in November2013. The service provides informationand updates to victims as investigationsand cases progress. This has contributedto an increase in victim satisfaction andimportantly, these services now extendto businesses experiencing crime as wellas individual victims.

5 GOVERNANCE, SCRUTINY& OVERSIGHT
Governance, scrutiny and oversightof the county’s police force is at theheart of the Police and CrimeCommissioner role. We police byconsent. By virtue of this fact,scrutiny and confidence in policingare both paramount.
My office now examines stop and search,the use of force, out of court disposalsand the 101 non-emergency call serviceat regular boards, really embedding thescrutiny part of our role.
In 2015 and 2016, I was honoured to beawarded with the national transparencyquality mark from CoPaCC, an independentnational body which monitors policegovernance by comparing Police & CrimeCommissioners.

NEW APPROACHES In addition to activity carried outwith our strategic alliance andSouth West policing partners, neverbefore has there been such aneffective multi-agency approachto so many areas of criminaljustice and social wellbeing.
The Dementia Safe Havens projectcarried out in conjunction with theAlzheimer’s Society now provides help topeople with related conditions when theyare experiencing confusion in public. Aspart of the initiative, police officers andPCSOs escort vulnerable individuals toapproved day care centres which provide
a secure and comfortable setting, whilethey make enquiries to identify them andensure they receive appropriate care.
There is always room for freshapproaches. In 2015, I funded asuccessful voluntary offender taggingscheme in Dorset, which providesoffenders with the opportunity to befitted with a GPS tag while they are onprobation, to prevent them from slippingback into offending habits. This providesa more sustainable approach to dealingwith repeat offenders. One offender whoshared his story has benefited andrequested to continue voluntary taggingeven after his probationary period.
