  • BACKGROUND Punjab Cities Governance Improvement Project is focused at strengthening of systems and governance improvement for enhanced service delivery. It is being implemented in five large cities.i.e. City District Governments (CDGs) of the Punjab which include Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi. The disbursement decision is based on achievement of pre- specified results, referred to as Disbursement linked Indicators (DLIs), determined in partnership with the Government of Punjab.   • DLI-1 DLI-1 RESOURCE PLANNING PROGRESS WASA participated in Workshop organized on October 132014 to finalize categories of assets, forms and modalities of data collection. 100% data regarding assets of WASA has been provided to Urban Unit for developing GIS based Asset Management System.   • DLI-2 PROCUREMENT PROGRESS Procurement Plan 2013-14 Schemes 2013-14 Approved Procurement Plan 2014-15 Schemes: 328-A 331328-A 331 Prior Review of Bidding documents and tender notices is in process Annual Procurement Plan (ADP) and PCGIP Procurement Plan uploaded on WASA-Lahore and PPRA website. 2 nd round of trainings on Punjab Procurement Rules conducted on October 18, 2014 at Town Hall, CDGL. SOPs developed, printed and disseminated A checklist for procurement of EEPs has been developed and being implemented at WASA Lahore

  • DLI-4 REVENUE COLLECTION SYSTEM PROGRESS WASAs Strategy for Recovery of Arrears WASAs Strategy for Recovery of Arrears Bill distribution is 94% and recovery is 74% Awareness Campaign Regular door to door surveys Third Party Consumer Survey. Purchase of Meters 12,300 meters purchased, installation is in progress. 48,000 meters are being purchased for pilot projects at Taj Pura & Johar Town. Tender published with opening date 10-01-2015. ENERGY AUDIT Energy Audit Cell WASA Lahore has handed over the requisite data regarding energy audit to the Urban Unit. Data includes i)Conditional survey data ii) Disposal stations& tubewells iii) Buildings(sketches) iv)Asset details v) Copy of current bill & electricity bills of last one year WASA officers attended training on Energy Audit held on 24-25 Oct 2014

  • DLI-5 BOUNDARY ALIGNMENT PROGRESS Boundaries of WASA Lahore are already aligned with District Government boundaries. DEMARCATION OF EXISTING BOUNDARY: The GIS Unit of WASA Lahore has already completed demarcation of boundaries Demarcation of exact WASA jurisdiction within the district of Lahore Elaboration of Towns & Sub-divisions boundaries within WASAs jurisdiction Mapping and estimation of Urban areas beyond WASA service area in District Lahore Mapping and estimation of Urban areas beyond WASA service area in District Lahore Demarcation of un-served pockets/areas within WASAs jurisdiction

  • DLI-7 ACCOUNTABILITY Complaint Monitoring and Redressal of Grievances PROGRESS With the support of Punjab Information Technology Board (PITB) a Complaint Management System (CMS) has been setup and is operational since June 2012. Technical assistance is provided by a private IT organization TRG (The Resource Group) 24/7 helpline 1334 is functional and it is being monitored by higher management on daily basis. Complaint Monitoring Cell is also established with in WASA to monitor and verify status of resolved, un resolved, and pending complaints.

  • Application of Environmental And Social Management Framework (ESMF) Screening of EEPs+ADP schemes. (Screening for ADP Schemes is completed. 06No. Of E3 Schemes. A training workshop Implementation of Regulatory Frame work of Pakistan was organized at Town hall CDGL on request of CDGL and WASA Lahore.

  • RECOVERY OF ARREARS 1. Recovery teams 2. Monitoring of Performance on daily basis 3. Follow up of Defaulters Domestic, Commercial, Government Departments, Private Housing Schemes are being followed up. In case of illegal restoration of water connection/ hindrance in disconnection challans under section 33 & 34 of LDA Act 1975 are sent to Additional Commissner/special judicial magistrate against the defaulters 4. Disconnections. 5. Operation Directorate has been involved for recovery of outstanding dues from the defaulters.

  • The assets mapped with their GPS coordinates so far include: All O&M offices and complaint centers Tubewells with Machinery and bore log detail Primary & secondary level water supply network Disposal & Lift stations with technical details Primary & secondary level sewerage network Primary & secondary drainage network Water Filtration plants across the city Power generators installed with tubewells & disposal stations In the next phase of this activity, mapping of all the administrative offices with details, Overhead reservoirs and any other real estate owned by WASA Lahore will be executed as well.

Rs. 49.00 M ii Replacement of electrical parts of turbine pumps, submersible pumps and centrifugal sullage pumps to attend breakdown of tubewell/Lift/Disposal station e.g. copper wire, sleeves, electric panels motors, bearings, capacitor contactors change over switch, power analyser, taco meter, irgun, vibrometer, water level sensor, flow meter, portable pressure guage, flanges analyzer etc. Parts to be purchased from manufacturer/authorized dealer. Rs. 48.00 M iii Replacement of parts of Gen. sets cummins to attend breakdown complaints of 22 Gen. sets installed at tubewells for continuous supply of water. Parts to be purchased from manufacturer/authorized dealer. Rs. 20.00 M iv Replacement of tyres tubes of mobile/heavy machinery for effective service delivery. Tyres to be purchased from manufacturer/authorized dealer Rs. 23.00 M v Replacement of 500 chlorinators installed at tubewells for disinfection of water. Parts to be purchased from manufacturer/authorized dealer. Rs. 30.00 M vi Replacement of 8 i/d and 10 i/d bulk flow meter at existing tubewells to monitor water production.
