PREFACE

Drinking water is one of the basic necessities of life and it is responsibility of the state to

provide water to the people at their door’s step. The National Drinking Water Policy (2009)

and Khyber Pakhtunkhwa Drinking Water Policy (2016) set a target of providing access to

safe and sustainable drinking water supply to the entire population by 2025. Similarly, the

Sustainable Development Goal (SDG) 6 also sets a target 6.1 “by 2030 achieve universal and

equitable access to safe and affordable drinking water for all”.

However, monitoring of the drinking water sources is crucial to ensure safe water supply,

because if we cannot measure a thing, we cannot manage it. Pakistan Council of Research in

Water Resources (PCRWR) in 2016 monitored drinking water quality of 25 major cities of

Pakistan. Only 31% were found safe whereas 69% samples were found unsafe for drinking

purpose. However, Nowshera was not the part of the regular water quality monitoring

program of PCRWR.

PCRWR in collaboration with UNICEF conducted a detailed study of drinking water quality

in the Nowshera District. This report is an outcome of the study. It is hoped that it would

provide a baseline towards achieving goals set in the national and provincial drinking water

policies and SDG 6.

SUMMARY

Overall 469 water samples were collected from Nowshera District, out of those 133 (27%)

were found unsafe whereas 363 (73%) were found safe. The major source of water supply

schemes in Nowshera is groundwater (tube wells). Out of the surveyed 123 tube wells, 14

were operated by TMA and 13 were operational, whereas 109 tube wells were under the

control of PHED and 92 tube wells were operational whereas, 17 tube wells were non-

operational. Water samples from 105 tube wells were collected and analysed.

In the Nowshera District the tube wells depth ranged between 150 to 600 feet. The, 85% tube

well sources were found safe whereas 15% were unsafe. Whereas, at consumer ends 23%

sources (tap water) were found contaminated, major contaminants were bacterial. The cause

of contamination in the distribution lines was either from unprotected storage tanks (getting

contamination from environment or by mixing of sewage with drinking water) or from the

leakage/s in the pipeline/s.

The open wells were found contaminated mostly with bacteria as 41% sources were unsafe,

whereas in case of hand pumps 30% and bores 29% sources were found contaminated. The

major type of contamination was bacterial, but to some extent other chemical constituents

like pH, turbidity, hardness and nitrates were also found beyond permissible limits. The open

wells of shallow depths were unprotected from environmental pollution. The water from hand

pumps and bores could have been contaminated by leakage of sewage water from lines

/septic tanks and its subsequent mixing with groundwater. The depths of bores/open wells

and hand pumps are shallow starting from almost 20 feet, because the water table is high due

to the recharge by River Kabul. The shallow sources were more prone to contamination as

compared with deep groundwater sources.

1. INTRODUCTION

1.1 Background

Water is essential for human beings to survive and develop. At the same time, water is a

scarce commodity, and its shortage very often results in crises. Both facts lead to a simple

conclusion that lack of water hinders economic development and a dignified life. This can be

assessed from global trends, as well as from Pakistan’s national and local struggles for better

public access to safe quality and adequate quantity of drinking water.

According to WAPDA, per capita water availability in the country has gone down to

908 cubic meters in 2017 from 5,260 cubic meters in 1951, rapid increase in population being

the major contributing factor behind this phenomenon (The Nation, 2017). At the water

availability below 1,000 cubic meters, countries begin experiencing chronic water stress

(Population Action International, 1993).

In Khyber Pakhtunkhwa, more than 50% inhabitants in Peshawar, Mardan, Charsadda and

Nowshera Districts get water from public water supply systems, only 50% of which is safe

for drinking. The rest of the population draws drinking water from tube wells, shallow wells

and hand pumps, where most of the wells are shallow and are liable to contamination with

heavy metals and biological pollutants from the surrounding sources such as toilets,

underground damaged sewerage lines, and seepage/percolation of contaminated surface

water. (Khan, S. et.al. 2012)

The KP Health Department released a report about availability of water in government-run

health facilities, which found that only 50 % of the 1500 health outlets had access to water,

out of which 25 % were receiving contaminated water (IPS, 2015).

The Indus is one of Asia’s mightiest rivers. From its source in the north western foothills of

the Himalayas, it flows through the Indian state of Jammu and Kashmir and along the length

of Pakistan to the Arabian Sea. The river and its six tributaries including Kabul River

together make up the Indus Basin, which spans over four countries and supports 215 million

people. Yet fast-growing populations and increasing demand for hydropower and irrigation in

each country means the Indus is coming under immense pressure (Fazilda, 2017).

Pakistan faced the most disastrous flood during 2010 monsoon, due to an extraordinary spell

of heavy rainfall. One fifth of the country was flooded in the months of late July and early

August (NDMA. 2011; Abid et al., 2010). The catastrophic flood brought destruction;

dislocation of community and millions of acres of fertile land was submerged. National

Disaster Management Authority (NDMA), mentioned in its report that 78 districts were

affected in whole country, of which 29 districts were severely affected. The Khyber

Pakhtunkhwa (KP) was the most severely affected province in the whole country, where 24

districts were affected and out of those Peshawar, Charsadda, Nowshera, Swat, Dir, D.I.

Khan, Shangla and Tank were the most severely affected (Chitrali, 2010).

Flood brought many problems in Nowshera District, causing unavailability of safe drinking

water, by damaging of existing drinking water sources and water supply lines, contamination

of groundwater reservoirs, due to inflow of flood water into groundwater through open wells

and infiltration through soil. Local community in this area mainly depends on groundwater

drilling through hand pumps, bore holes and open wells. The contamination of groundwater

reservoirs and stagnant water after flood in different districts caused many water-related

diseases, such as, cholera, dysentery, malaria and skin infections (Rehman, 2010). In

coordination with Public Health Engineering Department (PHED) of Nowshera, PCRWR has

monitored five water supply schemes namely Akora Khattak, Khairabad, Nizampur, Labor

Colony, Amangar and Nowshera Kalan, almost 91% samples were found contaminated with

bacteria (PCRWR, 2017).

This study was executed with the collaboration of UNICEF. The main objective was to find

out the water quality profile of Nowshera District. Keeping in view the SDG 6 Targets 6.1

and 6.2, the existing situation of drinking water sources in the district needs to be improved in

terms of water quality and water availability, because the provision of safe drinking water to

100% population is the responsibility of every provincial government.

2. METHODOLOGY

2.1 Project Area

Nowshera District is situated in the Khyber Pakhtunkhwa Province of Pakistan. Its capital

and district headquarter is Nowshera City. The district is administratively divided into

3 Tehsils Nowshera, Jehangira and Pubbi. The district has 47 Union Councils. The largest by

area is Nizampur and the smallest by area is Pabbi.

Nowshera was a tehsil (sub division) of Peshawar until 1988, when it became a district. It is

bordered by Peshawar District to the West, Mardan District to the North, Charsadda

District to the North West, Swabi District to the North East, Kohat District to the

South, Orakzai Agency to the South West and Attock District to the East. Total area of the

District is 1,748 km². The population density is 608 persons per square kilometer. The total

agricultural area is 52,540 hectares. The main source of income in the region is agriculture.

The population of Nowshera District, according to the 2017 census, is 1,518,540.

Local community of this area mainly depends on groundwater for drinking and drills water

through hand pumps, bores and wells. The contamination of groundwater reservoirs and

stagnant water, after flood in different districts, caused many water-related diseases, such as,

cholera, dysentery, malaria and skin infections. Bara and Kabul Rivers flow through

Nowshera District (Centre for Public Policy Research, 2010). These two rivers are the main

source of recharge of groundwater.

Drinking water and sanitation facilities in KP districts are managed by two government units,

the Public Health Engineering Department (PHED) and the Local Government Rural

Development Department (LGRDD). The provision of drinking water and sanitation facilities

are managed by these departments via various schemes, with each scheme serving a targeted

number of beneficiaries within the population (Centre for Public Policy Research, 2010).

2.2 Sampling Design

During this study 496 water samples from tube wells, hand pumps, bores, open wells and dug

have been collected.

There were 14 tube wells under the TMA (Tehsil Municipal Authority) Nowshera. Out of

those 14-tube wells 13 were functional and one was nonfunctional. Whereas 109 tube wells

were under PHED out of those about 17 were non-functional. To get the representative

samples it was decided to collect 2-3 samples from each water supply distribution system.

• First of all the information regarding depth of tube well and population served was

collected from the PHED and TMA staff operating the tube wells.

• Then a map of water supply scheme and distribution line was drawn by hand on the

paper and sampling points were selected according to the length of supply line.

• At each site water samples were collected from source point (tube well) and 2-3 at

consumer end to check the actual quality of water supplied.

• If private owned bores/hands pumps/ dug wells were present in the area, then 3-4

water samples were also collected from those, to check the shallow ground water

quality.

2.3 Sample Collection and Preservation

Water samples for physicochemical analysis were collected in polystyrene bottles of 0.5 and

1.5 liter capacities. Before collecting the samples, the bottles were washed properly and

rinsed thoroughly three times with sample water. For bacterial analysis, samples were

collected in pre sterilized bottles of 200 ml volume, for analysis of trace elements and nitrate

(nitrogen), nitric acid and boric acid were added respectively (as preservatives) in the

sampling bottles before collection of water samples in the field. The samples for other water

quality parameters were collected in polystyrene bottles with no preservatives.

The sampling team comprised of a Research Officer, a Laboratory Assistant and a driver.

Following procedure and precautionary measures were followed while collecting samples

from the field.

a. Tap: An un-rusted tap was selected while collecting water sample/s from a water supply

line. Every tap was properly cleaned and allowed to flow for a few minutes before

collection of sample.

b. Tube Well: A water sample from a selected tube well was collected after allowing it to

flow for at least 10 minutes to get representative sample of the groundwater. The depth of

groundwater level was also recorded and the location of the tube well was properly

marked on the topographic survey sheet.

c. Distribution Network: The water samples from a distribution network were collected

from the source of supply (as closely as possible) to minimize the effects of pollution in

the distribution system and from consumer end to evaluate the actual quality of water

being used. All water sampling bottles were filled slowly to avoid turbulence and air

bubbles, after flushing the system for sufficient time.

d. Hand Pump/Dug Well: A water sample from a selected hand pump or dug well was

collected after purging, one stroke for every foot of depth (a hand pump or dug well

having 30 feet of depth, needs 30 strokes for purging).

e. Spring: Water sample was directly collected from a spring.

2.3.1 Microbiological Sample Collection

The water samples for microbiological analysis were collected in clean, sterile plastic bottles

(200 ml), ensuring that no accidental contamination occurs during sampling. The samples

were kept cool and in dark while transporting to designated PCRWR Laboratory within 6-8

hours. Where a proper place was available, the water samples were directly analyzed by field

testing method, just after sample collection.

2.3.2 Type of Water Samples and Preservatives

Samples were collected for microbiological analysis, trace elements, nitrate (N) and general

water quality parameters. Standard sampling methods of American Public Health Association

(APHA) were adopted to collect the samples. The types of water samples and preservatives

used are given below:

Type A – All sites –in sterilized 200 ml sampling bottle;

Type B – All sites – with 2 ml/liter nitric acid as preservative for trace elements;

Type C – All sites – with 1 ml/100 ml, 1 M boric acid as preservative for Nitrate

Type D – All sites – no preservative for other water quality parameters.

2.3.3 Sample Labeling Strategy

The sampling bottles were labeled with sample type (A, B, C, D), date and sample ID with

permanent ink marker and delivered to laboratory or to a designated drop of location for the

laboratory within required holding time (6-8 hours). Sample ID was marked on the basis of

actual visit sequence of various sites, for monitoring purpose.

2.3.4 Sample Collection Profile

Sampling team filled the questionnaire about the location, source type, depth, number of

consumers etc. Anything unusual/notable around the sampling site was also noted down.

2.4 Analytical Methods

The water samples were analyzed for aesthetic, physico-chemical and bacteriological

parameters by using American Public Health Association (APHA) Standard Methods. The

details of the parameters and methods used for their analysis are given in Table-1 (APHA,

2012).

2.5 Water Quality Standards

The Pakistan Environmental Protection Council approved the National Standards for

Drinking Water Quality (NSDWQ) which have been developed in collaboration with WHO,

UNICEF, Ministry of Health, Pakistan Council of Research in Water Resources and National

University of Sciences and Technology through a countrywide consultative process. The

National Standards for Drinking Water Quality are more in line with WHO standards.

The National Drinking Water Quality Standards are notified by the Pak-EPA in the Gazette

with S.R.O-1063(1)/2010 and are mandatory to follow for drinking water quality and also

mentioned in provincial drinking water policies.

3. RESULTS AND DISCUSSION

3.1 Overall Water Quality of District Nowshera.

A total of 496 samples were collected and analyzed by following APHA Standard Protocols.

The major contaminants with their percentages are given in Table-3.

The analytical findings showed that 133 (27%) water samples out of 496 samples were found

unsafe. Out of those 96 (19%) water samples were found contaminated with total Coliforms,

whereas 50 (10%) samples were found contaminated with E.coli (in the range of 1-12

cfu/ml). The high levels of bacterial contamination could be attributed to leaking water

supply lines passing through and along the sewage lines. As for as chemical, quality is

concerned high level of hardness was found in 23 (5%) water samples.

The analytical findings show that chemically, the drinking water parameters were within

permissible limits however a few water samples were found to have high values of hardness,

turbidity and nitrate (Table-4). The chemical contamination in some groundwater samples

could be attributed to underground mineral geology, however a majority of unsafe water

samples contained bacterial contamination.

3.2 Water Quality of Different Sources

Six different types of water sources are being used in Nowshera District. The water quality

status of these sources is as follows.

a. Boreholes

A total of 147 samples were collected from household boreholes, out of those 42

(29%) were found unsafe whereas 105 (71%) were safe for drinking purpose. Out of

42 unsafe sources 27 (18%) were found contaminated with Total Coliforms, whereas

13 (9%) with E.coli bacteria, in 5 (4%) water samples turbidity and chloride and in 12

(8%) hardness was found beyond permissible limits.

b. Dug/Open Wells

A total of 27 samples were collected from household wells. Out of 27 sources 11

(41%) were found unsafe for drinking. The total coliforms were detected in 11 (41%)

sources whereas 4 (15%) sources were found contaminated with E.coli. High levels

of microbial contamination showed that those open/dug wells were not properly

protected from environmental pollution. The presence of E.coli in the water samples

indicated mixing of sewage water (carrying faecal contamination) with drinking

water.

c. Hand Pumps

A total of 27 samples were collected from hand pumps at household level 8 (30%)

sources were found unsafe whereas, 19 (70%) were found safe. Out of unsafe sources

5 (18%) were found contaminated with Total Coliforms whereas, 3 (11%) sources

were found contaminated with E.coli. The presence of E coli in the water samples

from household hand pumps indicates contamination entering in groundwater from

nearby unprotected septic tanks. Chemically no significant contamination has been

observed.

d. Storage Tanks

Five samples were collected from storage tanks, 4 (80%) samples were found safe

whereas 1(20%) was found unsafe for the drinking purpose due to presence of Total

Coliforms and E.coli.

e. Tube Wells

A total of 123 tube wells were surveyed in District Nowshera during the current

study. Out of those, 14 tube wells were under the responsibility of TMA and only one

was non-operational whereas, 109 tube wells were under the control of PHED and out

of those 92 tube wells were operational.

Overall 105 tube wells were operational and were monitored for drinking water

quality. The 89 (85%) sources were safe whereas, 16 (15%) were unsafe for drinking

purpose, with chloride in 6 (6%) Total Coliform in 8 (8%) and E coli found in 6 (6%).

f. Taps/Water Supply

A total of 182 water samples were collected from household taps receiving drinking

water from water supply lines. Out of 182 samples 43 (24%) were found

contaminated with Total Coliform whereas, 23 (13%) were found contaminated with

E.coli. Overall 54 (30%) sources were found unsafe for drinking.

The analytical findings showed that drinking water at sources (tube wells) was almost

safe but the contaminations entered in the distribution system due to leakages in the

pipe lines or from unprotected storage tanks.

g. Springs

Water samples were collected from three springs. One out of three was contaminated

with bacteria (Total Coliform and E.Coli). All three water samples were chemically

safe for drinking.

4. CONCLUSION AND RECOMMENDATIONs

4.1 Conclusions

1. The water supply sources in Nowshera District were found safe for chemical

parameters but were bacteriologically contaminated. Tube wells at source points were

found mostly safe, because the depth of tube wells varied from 150-600 ft. The

potential source of contamination in water supply system being the leakages in the

distribution lines and mixing of sewage (from lines or unprotected storage tanks) with

drinking water. The open wells, bores and hand pumps at household level were also

found contaminated bacteriologically and other chemical constituents like pH,

turbidity and hardness were also found beyond permissible limits. The potential

cause of contamination in the unprotected shallow/open wells, hand pumps and

boreholes, could be the mixing of groundwater with sewage from lines/septic tanks.

The depths of boreholes, open wells and hand pumps started from almost 20 feet

because of availability of water at shallow depths, owing to recharge by River Kabul.

2. Out of a total of 123 surveyed tube wells, 18 were non-operational, the major reasons

were; non- payment of electricity bills, damaged water supply lines, dispute of service

provider with the community etc. For example in Nowsher Kheshgi Payan the land

for tube well was handed over by the community to PHED with the condition that

operator will be appointed from the local community. The water supply system

worked for 7 years, unless the operator was changed by the Department, after which

the land owner refused to hand over the system to department.

3. The existing water supply schemes are unable to fulfil the drinking water

requirements of the community, because the water supply network only covers 30-

40% population of the area therefore, to cope up with the water shortage the

population has resorted to the use of private water sources.

4. A new water scheme is normally approved on the basis of population expansion. The

per capita water requirement is 30 gallons. When population of an area is increased,

government approves a new water scheme but by the time a scheme is approved and

funds are released, most of the streets and houses have already been constructed in

that area without any planning for provision of water and sanitation network.

5. New water supply schemes are initiated only on groundwater availability basis in that

area. During boring only chemical parameters of water quality are tested. After the

construction of a new tube well, the surface or sub surface pipelines are laid keeping

in view the availability of space. Therefore it becomes difficult to keep the

appropriate distance between water supply lines from sewage lines/septic tanks.

6. The shortage of technical staff is another problem. Only one tube well operator/

maintenance staff has to spend 18-20 hours on duty. The lack of technical staff is the

main reason of hindrance in proper operation and maintenance of a water supply

system.

7. Due to non-payment of water bills by the community and lack of systematic revenue

collection procedure by the government department/s, people think that water is a free

commodity and it is being wasted without realizing its importance.

4.2 Recommendations

1. Proper town planning plays very important role in the designing of water supply and

sanitation systems. Inter-departmental collaboration is essential to maximize the

benefit of limited investment and to avoid duplication of work. Town planners should

take into consideration the complete mapping of the area for the installation of water

supply lines and sewage lines before allowing the construction of houses, streets and

link roads. Only by this way a proper water conveyance system avoiding the mixing

of drinking water with sewage water can be laid down.

2. The PHED/TMA Nowshera may plan to conduct an immediate survey to find out the

actual situation regarding the non-operational water supply schemes and damaged

water supply/distribution lines in the district. After budget estimation and analysing

the capacity, it may be decided, whether new supply lines need to be installed or

repair of old would serve the purpose. In the present scenario the only long term

solution is the replacement of out dated rusted and damaged water supply lines with

new and rationalized water supply network. It is recommended that the Government

may mobilize funds for the replacement of existing water supply lines area wise

annually.

3. Similarly, a proper drainage system (closed sewage pipe) is also needed in the city.

This is the only sustainable and effective solution to avoid contamination of drinking

water.

4. In order to support the sustainability of water and sanitation services, communities

must be made to realise the importance of paying for the services. Similarly, illegal

connections by the community must be discouraged by the service providers

(TMA/PHED) and consumers need to be brought under regular water billing network.

The billing amount is currently very nominal and needs to be rationalized in the

context of the services provided. The revenue thus generated could be utilized in

repair and maintenance of water supply and sanitation systems.

5. While long-term planning efforts are underway, to reduce the microbial

contamination of water at the consumer end it is recommended that water in storage

tanks be chlorinated before being supplied to the community. The residual effect of

the chlorine protects water from further contamination in distribution lines.

6. Chlorination should follow standard guidelines with the World Health Organization

(WHO) and National Standards for Drinking Water Quality (NSDWQ). The chlorine

dose at source should be enough (2-5mg/L) to ensure there will be sufficient residual

chlorine (0.5-1.5 mg/L) present in the water at source to protect the water during

storage and distribution, and it should be ≥ 0.2 mg/L at the point of consumer

delivery. In general, chlorine has a taste/odour threshold at>0.3 mg/L. For effective

disinfection, the WHO recommends at least 30 minutes contact time, where the

residual chlorine concentration is ≥0.5 mg/L

7. Global practices indicate that regular water quality monitoring of water sources,

pipelines and consumer ends must be undertaken by the service provider and verified

periodically by an independent surveillance body. Generally, the microbial quality is

monitored on a quarterly basis whereas chemical quality monitoring once a year is

considered sufficient. Therefore, a Water Quality Monitoring and Surveillance Plan

may be developed for Nowshera District.

8. Currently the repair and maintenance system of damaged supply lines and non-functional

schemes is very poor, due to lack of technical staff as well as slow process of funding

from the government departments, particularly PHED. There must be readily available

fund allocation and technical manpower to overcome the problem. A simple and rapid

mechanism for allocation and distribution of funds for repairs may be adopted by the

service providers in public sector.

9. A human resource capacity development plan needs to be developed to appropriately

manage the services. Well trained technical manpower may be hired by the concerned

departments (PHED/TMA) to ensure the provision of safe drinking water to the

community. Additionally, a capacity building program may be planned for existing

professionals of water supply agencies for management, budgeting, repair

maintenance and disinfection treatments.

10. The service provider needs to improve engagement and communication with the

consumer. This will help build trust between the service provider and community and

will result in improved services. The PHED/TMA Nowshera may also develop a plan

to educate communities on safe water use and handling, for example development and

sharing of guidelines for consumers to promote cleaning/disinfection of

underground/overhead tanks at household level, on regular basis.

11. The dug/open wells at community as well as household levels should be protected

properly and duly covered to avoid entrance of microbial contamination through rain

water, etc. If it falls under the jurisdiction of service provider, it may be budgeted

through appropriate channels. For private sources, communities may be provided

technical guidance on source protection.

12. To avoid continuing water contamination at household level, septic tanks at household

level may be lined properly and maintained with appropriate distance of at least 50

feet (US-EPA) from drinking water sources and storage tanks to protect the drinking

water from faecal contamination. PHED/TMA Nowshera may ensure the

development and communication of guidelines to households within their service

areas.

13. There must be clear segregation of the responsibilities among the departments in terms

of service provider; independent surveillance body and regulator, at provincial level and

all should be accountable for their duties. A provincial consultation may be initiated to

collect the views, understanding and way forward in this regard.

14. There must be implementation and enforcement of Drinking Water Policy for KP and

National Drinking Water Quality Standards by the stakeholders involved in provision

of safe drinking water.
