PROFILE An experienced Safety Health, Environmental and Quality (SHEQ) professional operating integrated management systems within large organisations for the past 24 years. With effective communication and presentation skills and working in the offshore/onshore Oil & Gas sector, have led teams during the implementation and maintenance of ISO 14001, OHSAS 18001 standards during the construction phase of pipelines and associated facilities for hydrocarbon storage and treatment. CAREER SUMMARY TO DATE Jan 2014 – Apr 2015 As a SHEQ Team Lead contracted to Occidental Oman, managed a team of 12x Client HSE Advisors and 84 x Contractor HSE Managers and Advisors responsible for a multi-National contractor workforce of 5500 personnel operating across a wide geographic area. Key Achievements: Implemented changes in Oman North leading to a 70% reduction in recordable incidents in 2014 whilst manning levels increased significantly over the same period. Achieved favourable result in the Occidental Corporate Audit carried out in 2014. Introduced changes to Safety Meetings to promote effective integration and collaboration with contractors engaged in construction tasks. Introduced a contractor sub-committee (Big 4 Group) to stimulate ideas and share objectives during construction and welfare activities involving contractor personnel. Developed Omani National HSE staff through the Occidental Talent Management system and ensured increased facilities HSE personnel were fully integrated into the team. Established Permit to Work system within the Facilities Department during the construction phase of the project. Represented FAC HSE during Quality Assurance walk throughs prior to handover. Undertook an effective program of audits of contractor activities and facilities to ensure contractual requirements, OSHA and international standards were maintained. Reviewed working practices relating to construction activities and made recommendations for improvement. Such activities including scaffolding, lifting and radiographic testing. Jun 2013 – Jan 2014HES Senior Advisor contracted to Occidental Oman (Mukhaizna Field). Main task include HSE monitoring/auditing of contractors engaged in construction activities of oil/gas processing facilities and ancillary pipelines.

Key Achievements:

Developed a core six competence program for contractor personnel working in the Occidental Mukhaizna and Oman North concessions.

Introduced standardized scaffold board colour coding system to ensure boards were inspected and re-categorised during their life cycle.

Developed amendments to Hot Work procedures and working practices.

Health and Safety Advisor with DHL based in Oman as the fourth logistics provider to Petroleum Development Oman (PDO). Main task included monitoring and auditing of third party logistics (3PL) contractors and ensuring compliance with Petroleum Development Oman (PDO) procedures and international standards based on OHSAS 18001 and ISO 14001.

Key Achievements:

Carried out Lead Auditor role and delivered audits across the contractor community which produced improvements in lifting methods, maintenance regimes and load security.

Developed procedures which produced reductions in road related incidents and improvements in journey management through the establishment of large journey management centre.

Provided coaching and mentoring to contractor personnel which produced improved compliance and reduction of incidents.

Prepared generic lifting plans for contractors which brought about improved working practice and maintenance regimes for lifting equipment in line with BS 2171 requirements.

At the PDO Lifting Engineers request regularly presented at Lifting Engineers forum involving lifting inspection and contracting organisations based in Oman.

Jan 2001 – Aug 2010Safety Health, Quality & Environmental Protection Manager with the UK Civil Service (Ministry of Defence). Operating at locations both in the UK and overseas with managerial responsibility of Grade C2 (equates to Major) was directly responsible for aspects of HSEQ including utilities management, construction activities carried out at the location, ship to shore aviation fuel deliveries and road safety. Operating an integrated management system main responsibilities included maintenance of ISO 14001 and OHSAS 18001 standards in conjunction with Quality Team maintaining ISO 9001. Additional responsibilities were the Major Accident Control Regulations (MACR) Co-ordinator. This role required liaison and close interaction with Emergency Services and other departments to fulfil the requirements.

Key Achievements:

Developed staff members to be able to undertake Health, Safety and Environmental roles within the organisation.

Worked closely with the UK Health and Safety Executive prior to the introduction of the whole body vibration Regulations.

Introduced investigative measures which allowed the MOD to successfully reduce annual compensation claims by 150K during a 12 month period.

Worked with the Royal Navy, Army, Royal Air Force and United States Air Force at various locations during the tenure.
