reforms. Consider EU accession, ENP, Donors (IMF, WB, EC, others), Anti-Corruption tool, etc. Most importantly PEMPAL formal recommendations to countries (like Sigma or EUROSAI for external auditing)

• CHU to be established or function to be assigned• Development of the T&C Strategy (or as part of PIFC

Strategy)• Adoption of the legislation• Translation and adoption of T&C model in local language• Identification and allocation of resources to roll out the

model
