Once handled, she explains, these items will help the park become what it was in- tended for. Completed between 2011 and 2012, the park has often made headlines for the un- savoury activities taking place there. Little says at the top of the list is estab- lishing the association, but without a group of passionate volunteers, the City of Cape Town has a problem. “Over the years there have been people who have expressed interest. The problem comes in when people are not committed or expect to be paid. The park was created for the community and people need to now stand up and take ownership of this asset. This way they can help drive strategic de- velopments according to what the commu- nity’s needs are.” Included in the motion is a draft memo- randum of understanding (MOU) which stipulates what the association will be re- sponsible for. Among some of these re- quirements is that the association will identify areas of common interest and pro- jects that could contribute towards creat- ing a cleaner and safer environment. The concept of a group of volunteers who oversee developments of a public space and act as the liaisons between the public and the municipality, is not unprecedent- ed and has been implemented in various other parks such as the Company’s Garden in the Cape Town CBD and Wynberg Park. The motion proposes that City officials set up a meeting with relevant community organisations to get the ball rolling. “It re- ally is important that this gets off the ground. There are many initiatives that rely on the establishment of this body.” Among the list of projects is the estab- lishment of a community garden which will lead to the creation of a fresh produce market. An urgent push for various develop-ments at the Nantes urban park hasbeen made by councillor Suzette Lit-

tle.Last week, Little submitted four mo-

tions to subcouncil 11 calling for urgent in-tervention into various projects needingattention.

On the list of items are the tender for thetea room, the establishment of a Friendsof Nantes Park association, plans for afresh produce market and the securing ofthe banks of the Vygieskraal River.

Once handled, she explains, these itemswill help the park become what it was in-tended for.

condition of the banks of the VygieskraalRiver. She says over the years and during thedevelopment of the park, the river’s bankshave deteriorated and need urgent attention.“While nobody has been hurt, this is exact-

ly what we are trying to prevent. I have pro-posed thatwith the installation of gabionswecould correct the problem. While reports of child abductions acrossCape Town have gone viral and sent

parents into a panic, Manenberg policehave issued a stern warning.This follows a statement byWesternCape

police last week after several social mediaposts about alleged abductions at schoolsand shopping malls were shared and readby thousands of residents.According to the statement, police are re-

futing the reports on social media as thesealleged incidents cannot be substantiatedwith any police records.

Only one attempted kidnappingProvincial police spokesperson, Lieuten-

ant-ColonelAndréTraut, says only one caseof attempted kidnapping was registered onWednesday 1 June in Strand where a 10-year-old girl was allegedly approached byan unidentified female driving a white To-yotaQuantumwho asked her to come to hervehicle.“The child managed to escape the situa-

tion and as yet, no one has been arrested.”Another social media post released in

June indicated amother had spotted awom-an takingpictures of her child and confront-ed her. Traut says on Wednesday 8 June acase of crimen injuriawas registered for anincident where an adult female took photo-graphs of a child in amall in SomersetWeston Saturday 4 June.“The person implicated in the matter has

Unfounded rumours“The rumours of a syndicate operating in

Cape Town trying to steal children is un-foundedandnochildrenhavebeenreportedmissing. These Facebookmessages have re-sulted in some parents staying out of workand not sending their children to school.”Bennett says while the safety of children

is important to police, the situation has tobe taken in context. He advises parents tomake sure they know where their childrenare at all times but says parents should notlet viral media posts affect their daily lives.“The problem with this inaccurate infor-

mation is that nobody verifies it. The inci-dents outlined by provincial police are theonly confirmed issues reported to police.We cannot investigate matters which arenot reported, and keeping your child out ofschool because of a Facebook post is unnec-essary and detrimental because they looseout on school time.”

Report missing children immediatelyBennett explains in a case where a parent

cannot find their child, the first hour aftertheir disappearance is critical. He says thefirst step is to gather essential informationabout the child and call the police immedi-ately with their last known location.“Quite often people go to their family first

and they go look for a child before inform-ing police. This is problematic because thesooner we know the sooner we can act andmobilise security organisations like neigh-bourhood watches to help us. Clampdown onprank callsThe City of Cape Town is preparing totrack down and prosecute callers who

abuse its 107 Public Emergency Communi-cation Centre number.According to a statement released last

week, of the 532 682 calls answered by emer-gency operators in 2015, 102 217 (or 20%)were prank calls.An analysis of the monthly statistics re-

veals an average of just over 8500 prankcalls a month, with spikes experienced inJanuary, April and August.According to Mayco member for safety

and security, JP Smith, the calls range fromemergency hoaxes to the vilest verbalabuse.“More disturbingly: calls of a very per-

verse nature. It is unacceptable that our op-erators, who are there to do a very seriousjob, have to endure this type of abuse withno recourse except to cut the call. It is alsovery unfair and potentially life-threateningto peoplewith real emergencieswho cannotget through or who are kept waiting be-cause pranksters are clogging the lines.”He says while children are routinely

blamed for prank calls, experience hasshown that a number of adults also abuse

the system, often for sexually explicit calls.Calls to the 107 line are free fromaTelkom

landline as well as via the 112 number usedby cellphone networks.While some prank calls are made from

privately owned landlines,many use publictelephones at shops and in other public spa-ces.“Our system allows us to pick up exactly

where the call is coming from, but it’s trickywhen the perpetrator is using a public tele-phone. However, many abusive calls comefrom landlines and cellphones. I have in-structed the City’s Special InvestigationsUnit to extract information on the top 10 ha-bitual offenders and lay charges in terms ofnational legislation that declares suchprank and hoax calls to an emergency callcentre an offence. A few well-publicisedconvictions will serve as a good deterrentif we can get them.”Potential criminal charges would be de-

termined by the nature of the call andwhether it is an abusive prankster or peoplereporting fake emergencies, and could in-clude crimen injuria, intimidation and at-tempting to defeat the administration of jus-tice.

Wearing a seatbelt can save yourlife.

This is the powerful message be-hind a graphic and controversial ad-vertisement that recently aired aspart of a government campaign.The First Kiss campaign adver-tisement first aired in March andhas since had screenings in cinema,online and on TV.Although the initial airing hasended, the Western Cape Govern-ment is continuing their billboardand online advertising.Provincial minister for transportand public works, Donald Grant,and Safely Home recently discussedthe successes of the advertisingcampaign.Grant says there has been a 27.5%increase in overall seatbelt compli-ance and for the month of May pas-senger fatalities have been down30% in comparison to 2014 and 2015figures.“[The advertisement] First Kisswas released in March as part ofSafely Home’s #BeTheChangethemed period on the road safetycalendar. At the core of the cam-paign is a hard-hitting TV commer-cial showing the consequences ofnot buckling up. The commercialwaswidelypraised for its exception-al quality, and won two advertisingindustry awardswithinweeks of re-lease. It was also subject to heatedpublic discussion both for andagainst, with criticism levelled atthe graphic portrayal of the conse-quences of reckless road-user be-haviour,” says Grant.International best practice and in-depth research into local audienceperceptions drove the developmentand production of the advertise-ment, with an impact assessmentcomponent built into the project.“The assessment of the cam-paign’s impact has proven that thescientific, evidence driven method-ologies employed to createFirstKissreally work, especially when theyare fused with the creative vision ofour team at Y&R and Egg Films,”says Grant.The advertisement was informedby four seatbelt compliance surveysat four major intersections in CapeTown prior to launch of the ad.These surveys were “snapcounts”,which entails actual obser-vation of driver and passenger be-haviour, not from self-reported be-haviour.“These surveys, based on obser-vation of vehicle occupants, foundan overall compliance of 40%. Sixweeks into the campaign, these foursurveys were repeated at the sameintersections.“Over time it was found that over-all compliance went up to 51% – an

increase of 11 percentage pointsover the pre-campaign surveys,”says Grant.This translates to the 27.5% im-provement overall.“By far the most impressive im-provement was in rear-seat compli-ance, which shot up an astonishing161.5%,” says Grant.The four intersections chosen aspart of the surveywere inMitchell’sPlain, the CBD, Bellville andKhaye-litsha.These intersections were on thecorners of Christiaan BarnardStreet and Hertzog Boulevard in theCBD, Spine Road and AZ BermanDrive in Mitchell’s Plain, SpineRoad and Govan Mbeki Drive inKhayelitsha and Voortrekker andDe La Rey roads in Bellville.Siphesihle Dube, spokesperson

for the minister, says: “The inter-sections chosen are among the busi-est intersections in the City, seeinghigh traffic volumes at peak times.”Dube adds the graphic nature ofthe advertisement was necessaryand has had the desired effect.“The advertisement was made todepict the most accurate account ofthe daily horror on our roads.Crashes are by nature horrific andgruesome, and result in serious in-jury and death. The advertisementhas received wide-ranging supportfor its boldness and accuracy.”The results of the second snap sur-vey were conducted on Tuesday 3May from 07:30 to 09:00 and thenagain from 16:00 to 17:30.The second survey saw 1226 vehi-cles checked, totalling 2399 occu-pants.Vehicles checked included cars,SUVs,minivans,metered taxis, bus-es, vans, trucks and single- and dou-ble-cab bakkies. Passengers includ-ed children, adults and passengersin the front and back seats of a car.In Mitchell’s Plain 310 cars werechecked, 308 in the CBD, 305 inKhayelitsha and 303 vehicles werechecked in the northern suburbs.

The release sees an increase pre-dominantly in driver compliancewith 56% of drivers buckling up,48%of front passengers buckling upand 34% of back seat passengersbuckling up.The CBD saw a 66% overall com-pliance with 71% of drivers, 57% offront passengers and 47% of backpassengers being compliant.In Mitchell’s Plain there was a42% overall compliance with 39% ofdrivers, 48%of front passengers and38% of back passengers using theirseatbelts.In the northern suburbs compli-ance sees 72% of all vehicle occu-pants using their seatbelts overall.This can further be separated to69% driver compliance, 79% frontpassenger complianceand61%backpassenger compliance.

In Khayelitsha, the least overallcompliance was recorded with only30% of vehicle occupants usingtheir seatbelts.Of the occupants tallied, 46% ofdrivers wore seatbelts, 21% of frontpassengerswore seatbelts and 1%ofall back passengerswere compliant.Grant says these improvementswere driven mainly by behaviourchange in Belville, the CBD andMitchell’s Plain, with less impactrecorded in Khayelitsha.“This despite a concentration ofoutdoor advertising supporting thecommercial in the area. This aspectof the campaign has been extremelyinfluential in how we design the re-search into our next TV advertisingcampaign, which is centred on our#BoozeFreeRoads theme for No-vember, December and January.”This result is further driving thedevelopment of a new activation of“First Kiss” for September’s #Al-waysBuckleUp theme.“We will be repeating the surveyssix months after the campaign, andtesting public perception and be-haviour again in the annual SafelyHome Attitudinal Survey later inthe year,” says Grant.

His face beamswith pride as the four sing-ers surrounding him practice a number

for an upcoming concert.The local theatre legend, Alvon Collison,

is seated in his Milnerton home where hiswalls are lined with the faces of the all theentertainers he’s helped along his own mu-sic journey –a career spanning fivedecades.

Affectionately known by many Capetoni-ans as “Mr Showbiz”, Alvon was recentlyhonoured with a Naledi Lifetime Achieve-ment Award for his contribution to theSouth African entertainment industry.

“To win that award was wonderful; it wasabsolutely stunning for me, because Ithought I was a forgotten man.”

Alvon spent a large portion of his careerin Johannesburg where he won a GalloAward and Three Leaf Award (now calledFleurduCapTheatreAwards) forhis break-out role as the Pharoh in Joseph and theAmazingTechnicolourDreamcoat – a roleheplayed in more than 3000 performances ofthe production.

The now 75-year-old returned to CapeTown at the age of 42. “Then I built a wholenew career here.” Alvon admits to workingvery hard, hiring halls and setting up hisown shows. “I had to believe in myself thatthiswas all going to come together and slow-ly but surely this became a way of life forme.”

His Cape Town chapter turned out to beas illustrious as Johannesburg with Alvonreceiving Civic Honours from the City ofCape Town. His regular shows, like hisMother’s and Father’s Day celebrations andhis annual free Spirit of Christmas concert,which he’s hosted at Cape Town City Hallfor the last 15 years, have become staples ofthe Cape Town entertainment calendar.Perhaps his biggest contribution to the in-

dustry, though, is all the talented perform-ers he’s nurtured along the way.

Walking through his home, FariedSwartz, one of these performers, points tophotos on Alvon’s walls, listing names andachievements of all the stars Alvon hasworked with.

In his Spirit of Christmas concert alone,he’s worked with about 50 children eachyear. “I’ve watched little people who playedJesus who are now playing Joseph.”

Then there are singers like Lana Englishwhostared inPhantomof theOpera. “Lana’smy girl,” he says, adding the names of per-formers now working in the United King-dom and Spain. “They’re all my kids whoI’ve tried to help. They’re all an extensionof me and the link has never been broken.”

Renee Osborne, who often performs with

Alvon, adds a lot of people come to his door.“And he just opens more doors for them,”

says Osborne.Working with young people is something

that runs in the family. Alvon’s grandmoth-er, a school teacher, was the well-respectedChristine Revell, after whom the ChristineRevell Children’s Home in Athlone isnamed.“She was the one who inspired me to do

what I’m doing,” Alvon exclaims. “She tookme to a concert at City Hall and I fell in lovewith the stage,” he recalls fondly. “Ithought: ‘Iwant to behere oneday,’ andnowI am.”After half a century on stage, Alvon says

he’s been truly blessed to be able to keep do-ing what he loves.“I love my life,” he says proudly.

new large-scale exhibit, the I&J OceanExhibit.

The exhibit houses giant guitarfish, rays,bonito, yellowfin tuna, Yoshi, the aquari-um’s resident loggerhead turtle, and muchmore.

“The opening of this exhibit to the publicbrings to an end two and a half years of con-struction and anticipation. As South Afri-cans we are fortunate to live in a countrywith incredible cultural and biological di-versity and our oceans are no exception,”says Michael Farquhar, CEO of the TwoOceans Aquarium.

“Our long coastline, with its varied bioge-

ography, is home to an enviable array ofplants and animals, many of which arethreatenedbyoverfishing, coastal pollution,and micro plastics, to name a few.

“This magnificent exhibit aims to capturethe public’s attention and presents us withan opportunity to inspire action for the fu-ture well-being of our oceans whetherthrough sustainable seafood choices, reduc-ing, reusing and recycling, or making anocean promise. We all need to understandthe pressure that we are exerting on our nat-ural resources and the threats which ouroceans face so that we can make informedpersonal choices for their future well-being,and therefore our own.”

Theexhibit is named the I&JOceanExhib-it in recognition of I&J’s long-standing com-mitment to the Two Oceans Aquarium. Asa founder partner, I&J has a long historywith the aquarium. The fishing companywas the driver in attaining the stringent sus-tainability Marine Stewardship Council(MSC) certification for the industry in 2004and has played a key partnership role withthe aquarium since its opening in 1995.

The new exhibit is the first major con-struction for the aquarium in nearly 21years. The exhibit holds 1.7 million litres ofseawater at a temperature of between 20 and24 degrees Celsius.

The depth of the exhibit stands at six me-tres.

It is the first exhibit of its kind in South

Africa to boast a full 10-metre long tunnel.The exhibit’s main viewing window is a con-tinuous nine metre wide panel which is fourmetres high and weighs 22 tonnes.

A new jelly gallery has also opened. Thisgallery forms the entrance to the ocean ex-hibit and will house various jelly species ina novel and mesmerising way.

As the aquarium prepares to open the newI&J Ocean Exhibit, it is also preparing toclose down the old I&J Predator Exhibit forrenovations. This exhibit, along with theOcean Basket Kelp Forest Exhibit, will re-open in 2017. The kelp forest exhibit will re-open as a kelp forest, but the predator exhib-it will open as a completely new exhibit,housing large sharks and other species to beconfirmed.

He was down in the dumps and no-one be-lieved in his dreams, until one day divine in-tervention turned his life around.

Isaac Petersen, now 33, remembers thepath he was on as a young man.

“From a young age I always questionedlife. Growing up in Mitchell’s Plain I alwayssaw the people on the street corners and thatopened up the notion that I can’t be purpose-less in a life of drugs and gangsterism,” hesays.

“I always wanted to be a writer and I toldmy mother that one day, but she shruggedme off.”

Because no one believed in him, he did not

believe in himself.After completinghigh school, Petersengot

“So far many people have read the bookand I have received mostly good feedback onit,” he says.

Although he faced some challenges, Pe-tersen says the experiencewas irreplaceableand looks forward to writing many morebooks.

He adds he would like to make the bookcheaper but for now this is the best price toallow for break even, without any profit.
