It announced last week that it would be allocating R400 000 to the Haven Night Shelter which will, in turn, distribute to shel- ters across Cape Town. The Haven has 14 branches across Cape Town, and has an annual budget of R15 million fund- ed by the National Lottery, the provincial Department of Social Development and members of the public. The City will also appor- tion R500 000 to the Haven which was not allocated last year. Hassan Khan, chief executive of- ficer of the Ha- ven, says that the funds will be used as a top-up service during winter. “We have enough infrastructure, with 950 beds across the 14 shelters, and this is for ex- tra mattresses, blankets and meals,” he says. Khan says last year was a particularly bad winter for the Haven, because it had not received the funding from the City and the World Cup also brought in ex- tra homeless people. “We used our reserves last year and we pulled through,” he says. Seventeen organisa- tions, including nine of the Haven Night Shelter branches, applied for fund- ing last year. Khan says that they are not anticipating such a big influx of homeless people as last year. “There will be the usual refugees who will be look- ing for refuge, but our goal is to reintegrate people back into their own fami- lies,” he said. Mattresses are replaced all the time and those re- turning home are sent off with a blanket. Lungelo Nokwaza, from the City’s Department of Social Development, says they are “finalising the funding process”. Nokwaza confirms that the City will be paying last year and this year’s money to the Haven Night Shelter to distribute to other shel- ters. He could not confirm the exact date. THE City of Cape Townwill contribute almostR1 million to shelters forthe homeless this winter.

No ROD for PrincessvleiLIAM MOSES

A LEGAL loophole created by a change inlegislation could allow the City of CapeTown to proceedwith plans to sellland at PrincessVlei so a shop-ping mall can bedeveloped on thewater’s edge.

The WesternCape Departmentof Local Govern-ment, Environ-mental Affairsand DevelopmentPlanning(DEADP) has, up-on legal consulta-tion, discoveredthat an Environ-mental Impact As-sessment (EIA) would not be necessary togain an extension of a Record of Decision(ROD), provided that the mall is constructedmore than 32 metres away from the vlei.

This announcement comes after theDEADP consulted with legal advisors afterthe City, as owners of the land, approachedit for an extension of the ROD, which had ex-pired in November 2009.

In December 2009, the City was ordered toinform all Interested and Affected Partiesabout thepotential extensionof theROD, andin September 2010 Chand EnvironmentalConsultants were hired to conduct a publicparticipation process.

Earlier this year, the DEADP revealed thatit did not have the power to extend an RODwhich had lapsed, regardless of when the ap-plication for the extension of the validity pe-riod was made.

DEADP also informed the City that if itwished to continue with the development, itwould have to initiate the EIA process fromscratch, in terms of the National Environ-mental Management Act.

But in terms of new amendments to thatAct in 2010, Anton Bredell, the Environmen-tal Affairs and Development Planning MEC,also informed the City that “it would appearthat the proposed development would not re-quire environmental authorisation” (ROD)in terms of the new regulations.

The development of the 9 090 m² mall by In-sight Property Developers, which includes ataxi rank and a viewing deck, has been in thepipeline since 2002, when plans to buy anddevelop the land from the City were submit-ted to council by Insight.

As the owners of the land, the City wastasked with applying for rezoning of the landand an ROD from the DEADP. The 32 m stripbetween the vlei and the mall will be land-

scaped, and mostof the land will re-main open for allvisitors to enjoy.

Kylie Hatton,spokesperson forthe City, says thatalthough the in-formation gainedin the public par-ticipation process– part of the appli-cation for the ex-tension of theROD – was notnecessary, it willstill be handed tothe provincialgovernment.

“Earlier thisyear, the provincial department advised theCity that the EIA was not required, and thatthe public participation process was no long-er required,” said Hatton.

“The City has compiled the input from thepublic participation already undertaken,and it will be submitted to the City’s SpatialPlanning Environment and Land Use Man-agement Committee (SPELUM).”

She says the information will be used bySPELUM to advise the province on the rezon-ing extension application which is also cur-rently being considered.

The fate of Princess Vlei is now in thehands of the provincial government, whichis deciding whether or not to extend the va-lidity of its decision to rezone the land frompublic open space to business – the rezoninghas also expired.

But Phillip Bam, deputy chairperson of theGreater Cape Town Civic Alliance and chair-person of the Lotus River, Ottery and GrassyPark Ratepayers and Residents Association(Logra), says he believes that EnvironmentalAuthorisation is still needed, because envi-ronmental damage will still be done to the ar-ea.

“That regulation only has to do with thebuilding line from the water’s edge. Thereare other environmental considerations,”says Bam.

“The use of the land is also important, andthis will destroy some of the very important,unique vegetation. There seems to be a mis-conception that other things, such as the sen-sitive vegetation and the cultural aspectsand significance of the site, don’t need to betaken into consideration.”

Bam adds that if the extension is granted,Cape Town’s residents will have one last op-portunity to object to the construction whenthe City makes its final decision on whetheror not to sell the land.

Neville Thornton, a director at InsightProperty Developers, refused to comment onthe project.

“There is a legal process that is under wayat present and the law must runs its course,”said Thornton

“I do not want to answer these questionsbecause I am not the right person. They mustbe answered by the City and provincial gov-ernment.”

‘Leave phones at home’GRASSY PARK POLICE are urging par-ents to prevent their children from tak-ing cellphones to school.

This is due to the increased reports ofcommon thefts from school children, most-ly in Victoria Road, Grassy Park.

The spokesperson for Grassy Park PoliceStation, Warrant Officer Wynita Klein-smith, says that the robberies occur in themornings and afternoons, when schoolchildren are walking to and from school.

“Children can become easy targets forcriminals, and we urge parents to not allowtheir children to take their cellphones toschool,” she says.

In the past few weeks, there has been anincrease in theft from school children.

“A lot of the children get robbed of theircellphones or their pocket money. Young-

sters need to be more alert and cautiouswhen walking in the road with valuables;they make no effort to hide them,” saysKleinsmith.

She adds that cellphones are not allowedat the schools, and when the police stationconducts searches at the schools, cell-phones are always found in the children’spossession.

There have not yet been any incidentswhere a weapon has been used on children.However, the police station would like toprevent this from happening by warningparents about this problem.

“It is very dangerous for these children.They don’t understand the danger of walk-ing in the streets openly with a cellphone.

“A thief might have a knife or firearm onthem, andachild could gethurt if theydon’twant to give up their phone.”

GUN RUNNERS: Gun Push, a street race through the city centre, involved 13 teams of sol­diers pushing 23mm anti­aircraft cannons, each weighing about a ton, over 7,2km on Satur­day 28 May. This is the City of Cape Town’s second artillery gun race, which was hostedby last year’s winner, Cape Garrison Artillery. The race started at the sound of the noondaygun, from the City Hall, along Darling Street, past the Good Hope Centre, down Russelland onto Newmarket, all the way along the front of the Castle to Adderley Street, wherethe contestants turned back up to Darling Street. Commuters fume asMetrorail cuts carriagesTAMMY PETERSEN

REPAIRS by Metrorail on damagedcarriages has seen a decrease in the

number of coaches on trains, causingeven more overcrowding on the alreadycapacity-filled transport mode.

But despite Metrorail’s claims of working“aggressively” on a short-term recovery plan to ensurethat everyavailable train is inservice, commuters say theservice provider should haveinformed commuters ofplanned carriage cuts, andmade provision for additionaltrains to run during the re-pair process.

Former eight-coach trainshave been reduced to sevenand in some cases six-coachtrains.

Metrorail regional manag-er, Lindelo Matya, says trainsare shortened when carriagesthat display defects related tothe aging of its infrastructureare repaired on site or aretemporarily removed to be re-paired.

He says the entire train or some carriagescan also be permanently or temporarily re-moved from service, depending on the extentof the breakdown and its rail-worthiness.

But commuters, who are being forced intofewer carriages, remain unimpressed withthe service provided by Metrorail.

Jessica le Grange says she has “lost about10 kilos” from being squashed in the third-class carriage she takes from Plumstead Sta-tion to Salt River.

“I didn’t think it would be possible to over-crowd trains more than they were a fewmonths ago, but Metrorail has done it again.

“This situation is ridiculous, but for many

of us, this is the most cost-effective way toget to work. I am seriously considering rath-er forking out more and be comfortable thanto risk my life on an overcrowded carriage.”

Miles Sibanye, from Steurhof, says it is in-evitable that someone will fall from a movingtrain.

“The situation is especially bad at Wyn-berg station. It’s dangerous and disgusting

that we have to travel likecattle on a truck. Metrorailmakes millions every year.Can’t they treat their custom-ers better? They should be in-creasing the number of car-riages instead of cuttingdown.”

Matya acknowledges that a“limited number” of trainsets currently operate with-out the requisite number ofcarriages.

“These carriages are beingmaintained, and due to occa-sional lack of sufficient sparecapacity, we are forced to op-erate shorter trains ratherthat cancelling the entire set.

“Our rolling stock depot isworking flat out to repair the

vandalised couches with an intention of re-turning them back to service as soon as pos-sible.”

He adds that most of the work has been out-sourced to private contractors to speed upthe process of returning these sets to service.

“These efforts, however, will be in vain ifthe commuters do not join hands with Metro-rail security and Law Enforcement to reportany incident of vandalism and maliciousdamage to the coaches.”

An Oasis from a lifeof homelessnessMELISSA LE ROUX

OASIS in Schaapkraal has receivedR60 000 from the City of Cape Town to con-tinue its empowerment programmesaimed at uplifting and training homelessyouth and adults.

The organisation, which provides tempo-rary accommodation to homeless youth andadults, started out as a football club in 2000,and as a social development programme foryouth from the streets and informal settle-ments.

Since then, the organisation has grown andexpanded to provide temporary accommoda-tion for up to 20 people, and give them an op-portunity to gain skills that will help createa better future.

In partnership with the City’s social andeconomic development departments, Oasis isbeing turned into a haven, where underprivi-leged youth and adults from the streets canget temporary accommodation – if they com-mit to sticking to the skills training offeredby the organisation.

At Oasis, those who choose to stay on thepremises need to exude the commitment to bepart of the job creation project, currently be-ing established by the organisation, says Clif-ford Martinus, chairperson of Oasis.

He adds that he is not looking to turn theorganisation into a shelter for homeless peo-ple.

“If Oasis was made into a shelter, of whatbenefit would that be to the underprivilegedpeople who walk through its doors?

“They would leave during the day to sit onthe streets and return at night for a place tosleep. What good will that bring them? Theywould never get out of their situations.

“We want to offer a place where homelessyouth and adults come to learn skills, and ifthey need a place to stay, we can provide themwith accommodation. However, they have toabide by our organisation’s programme,” hesays.

The job creation project aims to train, em-

ploy and empower youth and adults in hardand soft skills.

The soft skills that are taught at Oasis in-clude HIV/Aids awareness, leadership skillsand personal development.

Oasis approached local businesses in thearea to be part of the project. A piece of vacantlandon theOasis premiseswill be turned intoa business park, and various businesses willrun their offices from containers on this plot.

“The agreement with the business ownersis that if they choose to employ one or twoof the people, who have accommodation fromOasis, they would need to train them andteach them skills. And there is always availa-bility for unskilled labour,” says Martinus.

The business park plot can accommodateabout 15 containers, and is expected to be upand running by the end of the year.

Make yourself seen and heardTHIS is in response to statements byEmile Jansen in People’s Post (“Newcouncillors ready to spring into action”,24 May).

He was trying to encourage people tobecome more active, and to research andgo out of their way to find out about par-ties and candidates.

I couldn’t agree more that, yes, peopleshould become more socio-politicallyaware and active. However, I disagreethat we must research about who the par-ty candidates are.

Overwhelmed by the sudden rise innewand smaller parties, Iwas furthernotencouraged by all these new faces andnames. I haven’t heard of or seen any ofthese candidates before, nor have theycampaigned well enough to let me knowwhat they’ll be actioning.

So my appeal to the growing movementin small-partydom is this: Start cam-paigning now; it is not for the people togo out of their way to find you somewherein cyberspace.

The parties and candidates must beseen and heard, get in our faces. Let yourvoices be heard – lobby, lobby, lobby.

Show us what you can do and want todo, what changes you want to see, andhelp to start making those changes.

Let your communities know who youare, what you stand for, what you’re upto, and what you intend to achieve. Whatis your vision for our community?

Support the SAPSTHE killing of two police officers hasonce again highlighted the risk policehave to face in the line of duty to protectus, the citizens of South Africa.

General Bheki Cele, in a media state-ment, stated that communities and themedia must stop being unsympathetic to-wards the police, and that the killing ofour police officers is a national crisis.

On reading this, and being a retired po-lice officer myself, and knowing the im-portance of community support, I decid-ed to make a proposal that would showthat we, the community, cherish, sup-port, appreciate and are proud of our po-lice force.

My proposal is that on a date and timeframe in the very near future, implementthe following: In each province, on thesame date and time, the police marchthrough the capital city of each province,followed by the communities in a massplacard display of support for the police.

The upside­down worldof dirty old EskomTONY ROBINSON

IN a recent column we looked at solarwaterheatersandhowtheycould saveR300 a month on your electricity bill.Now let’s turn all that upside downand look at it from the point of viewof the municipality and Eskom.

Every solar geyser installed means asaving for you and a loss of roughly R3 500a year in income for the City of CapeTown. A thousand installations will takethe annual loss in revenue to R3,5 mil-lion.

Cape Town, however, hasa population in excess ofthree million, so the idea ofsolar panels on 250 000roofs is not unreasonable,but it would cost the CityR875 million a year in lostrevenue at today’s prices.Next year the figure willtop the billion rand mark.And that will make a hugehole in the municipal budg-et!

Less than 10% of thecountry’s population livesin Cape Town, so we canmultiply the local figure by10 and that means a potential loss ofR10 billion a year for municipalitiesacross the country. The Eskom share ofthe loss would probably be R5 billion orR6 billion.

Solar water heaters are something of anightmare for the municipalities and Es-kom.

Of course they have to make the rightnoises, so Eskom tells us to tweak the gey-ser temperature, use fluorescent lightsand not to put too much water in the ket-tle to save electricity.

What we are seeing, folks, are conjur-

ing tricks. A big distracting fuss over lit-tle things like keeping the fridge doorclosed while great and highly profitableamounts of electricity continue to be con-sumed by electric geysers.

The national energy plan says demandside management has barely scratchedthe surface of the potential saving. Andthen it ignores the obvious benefits andpredicts a huge increase in demand andthe desperate need for half a dozen nucle-ar power stations.

If the government was serious aboutthe energy crisis there would be a planto phase out the pure electric geyser over,

say, five years. Perhaps evena tax on electric geysers tosubsidise solar water heat-ers.

The other evil in Eskom’snightmare is gas. A com-bined cycle gas power sta-tion would be cheaper, clean-er and more efficient thananything Eskom is buildingnow.

Evenworse is that itwouldopen the way for a reticulat-ed supply of natural gas to in-dustrial areas, and make itpossible for many factoriesto use gas for their process

heat. And Eskom would lose major cus-tomers.

In fact, three plans for gas power sta-tions in the Western Cape have alreadybeen shot down. They were probably seenas the thin end of a dangerous wedge.

So the upside-down picture is that solarwater heaters, gas and serious energysaving are bad for dirty old Eskom, eventhough they would be good for the coun-try, the climate and for us.

The great truth, folks, is that the elec-tricity you don’t use is the cheapest elec-tricity of all.

Pacesetting Stormersface a flyhalf crisisTASMIN CUPIDO

WHEN the DHL Stormers takeon the new kids in the SuperRugby competition, the Mel-bourne Rebels, on Friday, theywill be looking to make it threewins out of four matches ontour.

But with injuries in vital posi-tions plaguing the Cape side, thedecision of who to field against theside that has impressed criticsthroughout the season, will deter-mine just how the Stormers endtheir four-week Australasian tour.

After losing the services of theirpoint-scoring machine and flyhalf,Peter Grant, just last week, theStormers have been dealt anotherblow with the loss of scrumhalf De-waldt Duvenhage, who sustainedan injury to his ankle during theside’s 16-3 victory over the Brum-bies in the Australian capital ofCanberra the past weekend.

Duvenhage, who flew backhome on Sunday, will be replacedby seasoned scrumhalf Ricky Jan-uarie, while head coach AllisterCoetzee will have a tough time se-lecting a suitable replacement forGrant.

He opted for 20-year-old KurtColeman for the Brumbies clash,

and says he was satisfied with hisperformance.

“I am very pleased with Kurt’sperformance – he’s still veryyoung, and this is still very muchpart of his apprenticeship,” Co-etzee said after the match.

“He needs to gain a lot more ex-perience, but it really is great thathe is doing so in a winning side.”

Despite being impressed withColeman, Coetzee has also askedformer Lions utility back and nowGriquas flyhalf, Earl Rose, to jointhe squad in Melbourne.

He has also called on the servic-es of Vodacom Cup flyhalf andscrumhalf, Louis Schreuder.

During the match against theBrumbies it was evident that themen from the Cape tried their bestto keep Coleman protected, keep-ing the ball away from him when-ever they could.

Rose, despite having more expe-rience than Coleman, has been in-consistent over the past couple ofseasons – with his career beingmarred by off-the-field incidents.But his natural talent and abilityto read the match may be the trig-ger needed in the Stormers back-line.

However, the question of wheth-er Rose is really the only optionavailable to the men in navy-blue-

and-white needs to be asked. Theinjury list sees Grant, Gray vanAswegen, Lionel Cronjé and SamLane benched at the moment.

But in the beginning stages ofthe season, who would be wearingthe coveted number-10 jersey wasa toss up between Van Aswegen,Cronjé and Elgar Watts – a Bolandplayer who impressed all duringthe warm-up matches.

Watts, who was part of the train-ing squad since December lastyear, is fit and has been playingimpressive rugby in a strugglingBoland outfit.

He has proven that he has theability to dictate the backlinewhile playing for the Pumas in lastyear’s Currie Cup, and has also no-tably worked on his placement andfrom-hand kicking.

Then there’s the impressive fly-half, Dimitri Catrakilis, from cur-rent Varsity Cup champions FNBUCT, who has also been over-looked.

Talks that Catrakilis may beleaving the Cape to ply his tradewith the EP Kings has surfaced.

In the end, Coetzee will probablybe using the match against theRebels to test combinations and ce-ment the strongest players to pos-sibly take over from his first-choice players.

AJAX CAPE TOWN FC ace,Thulani Serero, made sure

his name will be embossed ingold in the annals of South Afri-can soccer history when he wonfour major awards at the 2010/11Premiership Awards ceremonyheld in Johannesburg on Sundayevening.

Serero (21) was awarded the Pre-mier Soccer League (PSL) Football-er of the Year, as well as the AbsaPremiership Player of the Season,Players’ Player of the Season and

Absa Red-Hot Young Player of theSeason awards.

The Soweto-born Serero – whojoins defending Dutch championsAjax Amsterdam FC (which hassigned him up) on 27 June for pre-season training – received a recordtotal of R600 000 in prize money atthe glittering awards ceremony.

Serero’s achievement of winningthe PSL Player of the Year earnedhim R250 000 in the face of challeng-es from two other nominees – Ajaxdefender Clayton Daniels and Or-lando Pirates midfielder Andile Ja-li.

Serero – a nominee for five Pre-miership awards – was denied aclean sweep when he lost out toTlou Segolela of triple championsPirates, who won the Absa-lutelyAwesome Goal Award.

Serero hit the target 11 times thispast season. He joined Ajax in 2008and won the PSL Young Footballeraward for the 2009/2010 season.

Jali (21), received the NedbankCup Young Player of the Tourna-ment award (R100 000) on Sundayevening. Kaizer Chiefs’ KnowledgeMusono won the Telkom KnockoutPlayer of the Tournament(R250 000) and Bloemfontein Celt-

ic’s Patrick Tignyemb walked offwith the Premiership Goalkeeperaward (R50 000).

Dutch coach, Ruud Krol, whoguided Pirates to the Premiership,Nedbank Cup and Top Eight cham-pionship titles, received the Coachof the Year award (R75 000).

Serero’s domination of the Pre-miership awards crowned a goldenseason in his professional career.Serero also won the Player of theYear award at Ajax’s presentationdinner at Cape Town Stadium onWednesday evening.

Another popular Ajax award win-ner was Kensington-born Gran-wald Scott. The 23-year-old Scottstarted

out with Kensington AFC juniorsand debuted for Ajax at age 17 in thePSL in 2004.

Scottwaspreferredasawidemid-fielder until Dutch coach, Foppe deHaan – during his two-year spell –switched him to a defensive centralmidfield position.

Scott flourished in his new roleuntil he sustained a knee injurythat sidelined him for Ajax’s finaltwo crucial league clashes.

His absence hit Ajax hard, as theysuccumbed 4-0 to Chiefs and drew2-2 with Maritzburg United – withthe results affording Pirates thechance to snatch the title from Ajaxwith a better goal difference record.
