PERFORMANCE & DEVELOPMENT PATHWAY PROGRAM

2017 – 2018

Swimming Victoria is pleased to present the 2017-18 Performance & Development Pathway Program and Selection Criteria. This program underpins Swimming Australia and the Victorian Institute of Sport (VIS) to provide an integrated pathway for athlete and coach development for success within the State.

The Swimming Victoria Performance & Development Pathway squads are determined through qualification times and/or performances at specific Victorian & National competitions. We have undertaken a review of the program following the appointment of the State Head Coach to ensure continuous alignment to national standards and benchmarks. As such, ages for males and females do differ for various squads to allow for differing maturation rates and developmental stages and new criteria has allowed to effectively target older age groups who have previously not been captured within the program.

ATHLETE SELECTION

Eligibility for the 2017-18 Performance & Development Pathway Program.

ATHLETE SELECTION CRITERIA

• Athletes must be an Australian Citizen at the date of selection

• Athletes, who are residents in Australia at the time of selection and are in the process of becoming an Australian Citizen, may be considered for selection (document evidence required);

• Athletes must be a registered member of a Swimming Victoria affiliated club and reside in Victoria at the time of acceptance into the squad and for the duration of their involvement in the squad

• Athletes selected for the Country Squad must be registered with a Country Club at the time of acceptance and for the duration of their involvement in the squad;

• Athletes must meet all requirements in the selection criteria as ratified by the Swimming Victoria Board

• Athletes must accept their position in the Program by agreeing and adhering to the terms and conditions outlined in the Athlete Agreement and Code of Behaviour (available on request)

• The number of athletes in each squad will be at Swimming Victoria’s absolute discretion and subject to budget and resources available at the time

• VIS holders are ineligible for selection but will be invited to development activities throughout the year

• Athletes will be required to financially contribute to the activities in which they are invited to be part of

• Swimming Victoria reserves the right, at its absolute discretion, to alter the criteria and to consider the addition of athletes under special circumstances.

SQUAD ACTIVITIESUpon selection into the Swimming Victoria Performance & Development Pathway Program, athletes will be invited to attend various camps, workshops and training sessions. With the beginning of the new Olympic & Paralympic cycle and appointment of the State Head Coach, Swimming Victoria has reviewed what is provided to our athletes and made changes to increase the opportunities and development throughout the year, while ensuring it is financially sustainable. Coaches and Athletes will have more touchpoints throughout the season rather than a single block, allowing greater reinforcement of skill development, and a focus on key outcomes along the way. It will also allow for a progression of personal excellence education and create a real team Victoria focus to foster a supportive and positive environment for ultimate success.

Selection and notification of athletes into the Swimming Victoria Performance & Development Pathway Program will take place after the 2017 Australian Championships.

Subject to financial resources, Swimming Victoria will also select athletes to take part in touring teams from within the Performance Squad as well as Talent Identification (TID) testing. Further information will be provided in due course.

Coaches with athletes in the program will also be provided with a number of developmental and educational opportunities throughout the year.

PERFORMANCE SQUAD Pool13–18 years

• Must place within the top 10 Australians in an event at the 2017 Australian Age Championships

Ages as at 16 April 2017

Open Water13 years & over

• Must finish in the Top 3 in their age group event for 5KM

• Must finish in the Top 3 in their age group event for 7.5KM

• Must finish in the Top 3 in their age group event for 10KM

Ages as at 27 January 2017

TALENT ID SQUAD13 years & over

Athletes will be identified and selected from the Australian Age & Open Championships in close consultation with Swimming Australia. There will be additional training and testing requirements for athletes within the TID Program.

Athletes will be selected in the following age categories and by using the following percentage off the World Championship Selection Time, shown below.

JUNIOR TALENT SQUAD Long Course (January–June Only)Female 11 & 12 years/Male 12 & 13 years

Achieve the following rankings at the 2017 Age Long Course Championships:

• First 3 Victorian athletes in the 100M Butterfly, Backstroke, Breaststroke & Freestyle

• First 3 Victorian athletes in the 200M Butterfly, Backstroke, Breaststroke & Freestyle

• First 3 Victorian athletes in the 400M & 800M Freestyle

• First 8 Victorian athletes in the 200M Individual Medley

Ages as at 10 December 2016

Short Course (July–December Only)Female 11 & 12 years/Male 12 & 13 years

Achieve the following rankings at the 2017 Age Short Course Championships:

• First 3 Victorian athletes in the 100M Butterfly, Backstroke, Breaststroke & Freestyle

• First 3 Victorian athletes in the 200M Butterfly, Backstroke, Breaststroke & Freestyle

• First 3 Victorian athletes in the 400M & 800M Freestyle

• First 8 Victorian athletes in the 200M Individual Medley

Ages as at 1 September 2017

Applicable to Junior Talent Squad OnlyAthletes selected from 2017 Victorian Age Long Course Championships will need to requalify for the Squad at the 2017 Victorian Age Short Course Championships to remain in the program. Three workshops will be offered for each period.

MULTI–CLASS SQUAD25 years and under

• Achieve a Multi-Class Point Score (MCPS) applicable to the athletes’ classification as per the table below

• MCPS must be achieved at the 2017 Victorian Open Championships, 2017 Victorian LC Country Championships, 2017 Australian Multi Class Age Championships and/or 2017 Australian LC Championships. For classes S1-S15; Events must be offered in Paralympics, IPC World Championships or Deaflympics.

Ages as at the first day of the competition in which the MCPS was achieved.

COUNTRY DEVELOPMENT SQUAD13–18 years

• Finish in the Top 3 in their age (male & female), based on their accumulated Individual Points Score (from Age and Open events) at the 2017 Victorian Country Long Course Championships

• Athletes can only accumulate points from a maximum of six events. The highest point scores will be accumulated

• In the instance that two athletes are third with equal point score, the athlete with the higher placings in a final will be selected

Ages as at 27 January 2017.

DISTANCE DEVELOPMENT SQUAD13 years and over

• Compete in and achieve a time equal to or faster than the qualifying time, in either the 5KM, 7.5KM or 10KM event at the 2017 Australian Open Water Championships

• Compete in and achieve a time equal to or faster than the qualifying time in one of the following events (800M for females, 800M for 13/U Boys & 1500M for Males) at the 2017 Australian Age Championships

Ages as at the first day of the meet in which the swimmer is selected.

• Squad dates (as per table below) are current as at the time of publishing and are subject to change based on coach and venue availability

Conditions & Requirements for SelectionCoaches are required to:

• Attend all scheduled activities for their squad;

• Provide direction to Swimming Victoria’s identified high performance age group swimmers

• Provide a report to the State Head Coach at the conclusion of the program

• Observe and comply with the Swimming Victoria Code of Behaviour (available on request)

The Assistant Coach positions will be paid an allowance based on attendance at all activities as a demonstration of commitment to the program.

COACHING POSITIONSCountry Development Squad Camp – 14 & 15 October 2017 2 x Assistant Coaches, 2 x asctaVIC Scholarship Coaches.

Distance Squad – Date TBC (1 x workshop)Comprises of 1x Assistant Coach and 2 x asctaVIC Scholarship Coaches.

Multi-Class Squad – Date TBC (1 x workshop) Comprises of 1x Assistant Coach and 2 x asctaVIC Scholarship Coaches.

Please note: Head Coaches for these squads will be appointed by the State Head Coach. Junior Talent Squad – 25 June, 8 October (further dates to be confirmed). Junior Talent Workshops are led by Victoria’s high performing coaches (already appointed) and require assistance from motivated coaches to form part of the Junior Talent coaching team. All junior/home coaches are encouraged to apply as invaluable coach development through attendance and participation in the program.

COACH DEVELOPMENTSwimming Victoria in consultation with asctaVIC provides various coaching positions and opportunities within the 2017-18 Performance & Development Pathway Program.

The Performance Squad Program along with the TID Program will be providing coaches who have athletes selected a chance to come together more often and be exposed to practical development on deck with their peers. Experts in the field of swimming will also be brought in to challenge and educate our athletes and coaches. Having many touchpoints across the year will create momentum for Coach Development.

COACH SELECTION CRITERIASwimming Victoria is seeking applications from Victorian swimming coaches for various positions within the 2017-18 Performance & Development Pathway Program.

Eligibility for Coach SelectionTo be considered for selection a coach must:

• Be an Australian citizen or hold ‘permanent resident’ status in Australia

• Hold a minimum Bronze License accreditation (must hold a current 2017/18 ASCTA premium membership)

• Have a current Working with Children Check

• Completed Level 2 of the ASADA Pure Performance Online Course

Please Note:

• It is desirable however not essential for Assistant coaches to have a swimmer in the Squad for which they are applying

• asctaVIC Scholarship coach positions do not need to have a swimmer in the Pathways Program and are available only to Bronze Licence Coaches

• Specialist coaches will be identified by the State Head Coach in consultation with asctaVIC and appointed for the Distance and Multi Class Squads to provide expertise in specific areas

• The coaches will be selected at the discretion of the Selection Panel (State Head Coach, SV Management & asctaVIC) and retains the right to select the most suitable coach based on the coaches’ experience and knowledge where they may not meet all the criteria. The decision will be final

• All coaches who participate in the 2017-18 Performance Pathway Program will be recognised, rewarded and ratified by asctaVIC

COACH SELECTION

STATE TEAM

STATE TEAM

The State Teams Age Short Course Championships is the pinnacle age group event in the Short Course calendar in Australia. The Championships sees athletes from all States and Territories as well as a team from New Zealand compete in a team based competition with the focus placed on accumulating points for their State or Territory, learning to achieve high performance outcomes while traveling in a team environment. A Team of 40 athletes plus coaches are selected to represent Victoria and travel to the Australian Institute of Sport in Canberra to take part in the State verse State competition. The State Team forms a vital part of the Performance & Development Pathway and is a crucial avenue to qualifying for National teams.

ATHLETE SELECTION

A team of 40 athletes will be selected into the Victorian State Team for this event comprising of 10 males in each of the two age groups (14/15yrs & 16/17yrs) and 10 females in each of the two age groups (13/14yrs & 15/16yrs).

Criteria Selection is based on performances at the 2017 Victorian Age Short Course Championships.

The selection will be determined based on the needs of the team to ensure maximum potential to score points in each event at the State Teams Age SC Championships. The three fastest ranked (available) finishers out of the following events will be considered (but not guaranteed) for selection:

• 100 & 200 backstroke in each of the combined age groups will be considered

• 100 & 200 breaststroke in each of the combined age groups will be considered

• 100 & 200 butterfly in each of the combined age groups will be considered

• 100 & 200 freestyle in each of the combined age groups will be considered

• 400 & 800 freestyle in the female combined age groups will be considered

• 400 & 1500 freestyle in the male combined age groups will be considered

• 200 & 400 individual medleys in each of the combined age groups will be considered

Athletes who are representing Victoria or Australia at the time of selection are still eligible for consideration, provided they have completed & returned an Athlete Availability Form.

Final selection is at the discretion of the State Team Selection Panel consisting of the State Head Coach, SV Management, asctaVIC Representative & State Selector.

Be a current registered member of Swimming Victoria

Compete at the 2017 Victorian Age Short Course Championships (Australian Junior Team Members may still be considered at the time of selection. Availability Form must be submitted)

Have completed and returned a signed athlete availability form

Be an Australian Citizen who is eligible to represent Victoria at this event

Aged between 13yrs and 16yrs (female) and 14yrs and 17yrs (male) as at 22 September 2017

Payment of $150 athlete contribution to Swimming Victoria by Friday 15 September 2017

COACH SELECTION

Swimming Victoria & asctaVIC will appoint coaches for the 2017 Victorian State Team.

Successful coaches will be required to work with the State Head Coach in preparation for the team event and during the staging camp and competition. The Male & Female Head Coaches will be appointed prior to the 2017 Victorian Age SC Championships to assist with the athlete selection process. Assistant Coaches will be appointed following the Championships. All applications are due by 5pm Friday 18 August 2017.

The Victorian State Team will consist of Rohan Taylor, Victorian State Head Coach, 1 x Head Coach for females, 1 x Head Coach for males and six assistant coaches. Male & Female Head Coaches & Assistant Coaches will be selected via an application process with the following criteria: Head Coach Positions• Minimum Silver License accreditation (must hold

a current 2017/18 ASCTA premium membership)

• Minimum two years experience as a State Team Assistant Coach

• Coaches must participate in the Swimming Victoria Performance Pathways Programs

• Must hold current Working with Children Check & completed Level 2 of the ASADA Pure Performance Online Course

Assistant Coach Positions• Minimum Bronze License accreditation (must

hold a current 2017/18 ASCTA premium membership);

• 1 x Assistant coach will be selected for each of the following age groups and must have an athlete selected on the Team

– Male 14/15yrs

– Male 16/17yrs

– Female 13/14yrs

– Female 15/16yrs

• The final two assistant coach positions need not have an athlete selected on the team

• Must hold current Working with Children Check & completed Level 2 of the ASADA Pure Performance Online Course

Please note:

Coaches will be considered (but not guaranteed) for selection based on:

• Active participation in Victorian Performance Pathways Activities, and

• Their athlete’s performance at the 2017 Victorian Age SC Championships.

The coaches will be selected at the discretion of the State Team Selection Panel (State Head Coach, SV Management, asctaVIC Representative & State Selector).

Conditions & Requirements for SelectionCoaches are required to:

• Attend any meetings and swim meets relating to the squad and provide direction to Swimming Victoria’s State Team age group swimmers;

• Head Coaches are required to attend the team selection day on Monday 4 September 2017;

• Assist with team entries for the event;

• Observe and comply with all reasonable directions given by Swimming Victoria and State Head Coach;

• Conduct themselves in a proper manner so as not to bring themselves, Swimming Victoria or the State Team into disrepute;

• Wear the correct team attire during all activities and competitions.
