Challenges faced No credible information was available on
number of incomplete houses in the state. Funds were scattered over
multiple accounts at various levels. No clear information on funds
was available. Many work orders of previous years were lying
pending. Large numbers of previously sanctioned houses with lesser
unit cost were difficult to be completed in the present market rate
and thus lying incomplete.

construct bigger house and not been able to complete due to
shortage of money. Diversion of released installment for other
urgent needs instead of constructing houses. Lack of awareness
among beneficiaries leading to poor involvement. Paucity of well

Steps Taken State Government collected complete information on
incomplete houses, year, Block, District wise. To track
transactions and funds, all accounts were registered with PFMS.
Funds kept in multiple accounts were brought to a single account at
Block and District level. Ensured timely issuance of all Work
orders. Honble Chief Minister of Odisha reviewing the progress with
Collectors, PD-DRDAs & other officers every month.

Steps Taken Contt Commissioner-cum-Secretary is reviewing the
progress on daily basis and providing necessary feedback and
instruction. The Panchayati Raj Department keeps track of progress
on daily basis though AwaasSoft and over telephonic feedbacks and
discussions. The amount of 1 st installment was reduced from Rs. 30
to 20 Thousand to prevent diversion/ mis-utilisation. The last (3
rd ) installment increased from Rs. 10 to 15 thousand to
incentivize completion.

Rural Housing - Odisha The SECC-2011 draft list reveals that
23,40,990 out of 86,22,827 rural households stay in kutcha houses.
During the year 2013-14 to 2015-16 about 6,66,280 no of houses were
sanctioned under IAY/BPGY. Thus 16,74,710 no. of houses is the
target for the next four years. To cover this target minimum 4 lakh
Indira Awaas Yojana houses per year will be required.

Initiatives Door To Door Campaign, Rallies, Sensitization
Camps, Mike announcements, Sensitization of PRI members and
beneficiaries. Tagging of beneficiaries with Block officials.
Coordinating supply of building materials. Mobility support of Rs.
200/- per month and Rs. 100/- for completion of each house to all
tagged officials. Standardized onsite Mason training at
block/cluster level, with local variations to cater the specific
areas. Pioneering release of payments through AwaasSoft-PFMS
platform from 2015-16 onwards. Extending Mobility support and
necessary man power support to Districts and Blocks.

Glimpse of Success 3.2 Lakh Indira Awaas Yojana & 30
Thousand Biju Pucca Ghar Yojana houses were completed within
2014-15 financial year itself. About Rs. 1365 Crores spent during
FY 2014-15. Now more than 1500 rural households living in kutcha
houses are shifting to their new Pucca houses everyday because of
Indira Awaas Yojana or Biju Pucca Ghar Yojana in Odisha. About Rs.
2 crores is being spent every day.

Glimpse of Success Contt 1.25 lakh IAY & 25 Thousand BPGY
houses completed in 1 st Quarters of current FY. State Government
is expecting to complete more than 5 lakh pucca houses by the end

Future Prospects Odisha Government is striving to provide pucca
houses to all rural households by the year 2019. Government is
committed to complete at-least five lakh houses each year for the

Suggestions To cover inflation, the unit cost may be increased
to at least Rs. 1 lakh. Amount of IHHL may be paid through the RH
scheme rather than being tagged to SBM/MGNREGA. Generation of
priority list of beneficiaries for next 5 years using SECC 2011
database. Sorting out issues relating to AwaasSoft-PFMS. Clear-cut
Administrative protocol at Government of India, State &
District level for Operationalization of AwaasSoft- PFMS
platform.
