Our PERMANENT-Line GmbH & Co. KGMarcus Schneider, the son of Barbara and Helmut Schneider, has been professionally involved with

PERMANENT-Line since 1986

He is managing director of PERMANENT-Line Schneider Kosmetik GmbH and manages PERMANENT-

Line GmbH & Co. KG, founded on 01/09/2011. With more than 20 years of experience on our customer

hotline, he is your first contact for a detailed telephone consultation, and he coordinates distribution of the

LaBina® Permanent Make-up products in Europe.

Ina Schneider, Marcus Schneider’s wife, has been a permanent make-up specialist for PERMANENT-Line

since 1993.

In her specialist permanent make-up practice in Bad Arolsen near Kassel (Germany), she treats our customers

several days a week on behalf of PERMANENT-Line GmbH & Co. KG. She also arranges regular treatment

and consultation appointments for our customers in many cities throughout Germany together with her hus-

band Marcus Schneider.

Our experience ensures your successWe are proud to be one of the first companies in Europe to offer professional permanent make-up

The beginnings of PERMANENT-Line in GermanyPermanent make-up - In 1986, Barbara Schneider, beautician and painter - discovered the idea of a lasting

basic make-up in the USA. Determined to make permanent make-up a success in Germany, she returned

from the USA and, together with her husband Helmut Schneider, founded the company Schneider Kosme-

tik Vertriebsgesellschaft mbh. In 2004, the company was renamed PERMANENT-Line Schneider-Kosmetik

GmbH

Arriving at today‘s pigmenting techniques was a long journey, and one involving the commitment of the entire

family. Barbara and Helmut Schneider‘s children Birgit, Astrid and Marcus as well as their daughter-in-law

Ina have been working in separate companies in the permanent make-up industry for many years. They work

with different types of materials and methods and have become renowned specialists in their field due to

their many years of experience both in Germany and abroad.

Their many years of experience are especially valued by people looking for a beauty treatment due to acci-

dent, illness or the first signs of ageing.

Milestones of PERMANENT-Line

1989 - Accentuation of the eyelashesIn 1989 an anaesthetic for the eyelid was developed in

close collaboration with medical doctors. This allows us to

pigment delicate lash accentuations in an almost pain-free

procedure. Our customers can appear in public immediately after

treatment. Demand was so great and feedback so positive

that it led to the development of the wide range of different

eyeliner shapes and pigmenting dyes which we now offer.

1990 - Lip outlineThe PERMANENT-Line team first drew lip outlines as a fine

line along the natural lip line in 1990. The colour selected for

the line was usually one shade darker than the natural colour

of the lip itself, but the outline can also be designed to match

your own lip colour. Full, well-formed lips give your face a

very sensual and feminine appearance.

1992 - Two-tone eyeliner In 1992 we presented a two-tone eyeliner in trade journals

and women‘s magazines which not only makes the lashes

appear fuller, but also attractively emphasizes the eye

colour itself. Our customers are perfectly made up with our

permanent, natural-looking eyebrows and eyeliner. Apply

some mascara - and you‘re ready to go!

1994 - Lip colour refresherAfter only having a lip outline option for many years, in

1994 the PERMANENT-Line team developed a “lip colour

refresher”. This treatment involves shading in the desired lip

colour from the lip outline inwards. With this full shading

which lasts for years, the lips appear a much better colour.

The lip outline drawn first becomes less noticeable due to the

even shading, and it is therefore easier to make the lips larger

if desired. Goodbye lipstick! Of course, fashionable lipstick

colours can still be used.

5

The development of our pigmenting technique Our family team has carried out pioneering work in Germany as one of the first providers of permanent make-

up, and was involved in the following developments:

1986 - Pigmenting dyesFirst, dyes had to be found that were suitable both for pre-design with a paint

brush and for subsequent pigmentation. The usual tattooing inks were not

suitable for our purposes. Many pigmenting dyes were either too watery or

too oily, or they contained ferrous oxides. More than 25 years of experience

with permanent make-up have now gone into the development of the pig-

menting dye series we produce.

1987 - First electrical pigmentation instrumentThe heavy tattooing machines that were also very difficult to

handle had their limits when used for skin-friendly and artistic

PERMANENT-Line make-up. After innumerable tests, the elec-

trical device you can see on the left was the first to be used. Over

the years, our devices have become increasingly practical, easier

to handle, and in particular safer and more precise in application.

Since 2004, we have been using the device shown on the right. The patented module

system meets our high hygiene requirements due to the use of disposable

needles. Thanks to the quick and precise lift of the needle and its

low-noise, low-vibration motor in the hand piece, we are

able to perform work of excellent quality with this

device.

1988 - EyebrowsWe first presented our natural looking “fine hairs” eyebrow technique at the BEAUTY trade fair in 1988. Even

today, it is still associated with Barbara Schneider‘s name and with PERMANENT-Line both in Germany and

abroad. Since we do not use templates to design the brows, we can design them individually in consultation

with the client: heavier, thinner, straighter or more arched.

The prerequisite for our frequently imitated sketching technique is that the eyebrows are drawn with a steady

and experienced hand and are designed symmetrically.

The eyebrows appear natural due to the fine

lines of hair pigmented under the skin with a

fine needle.

Eyebrows look natural and the face is beau-

tifully accentuated.

1994 until today: PERMANENT-Line in the mediaAfter television programmes such as „Stern-TV“ with Günther Jauch, „Schreinemakers live“, WDR 3 with

Tom Buhrow and „ZDF Mittagsmagazin“ reported on the PERMANENT-Line method, a Berlin company

filmed a profile of Birgit Schneider entitled „Permanent Make-up ist Vertrauenssache“ (Permanent make-

up is a matter of trust). We continue to use this detailed film feature as an authentic report on our working

methods. We know from experience just how important it is to get all of the necessary information about a

permanent make-up treatment in advance.

1998 until today: PERMANENT-Line on the internetPERMANENT-Line has been operating exclusively in the area of permanent make-up for more than

25 years. Our team of specialists draws on this know-how to give comprehensive answers to all of our new

customers’ questions. On our website www.PermanentLine.de you can see how a permanent eyebrow

is created step by step, and - using many before and after photos - how beautiful permanent make-up by

PERMANENT-Line can be when carefully selected to match eye and lip colour. The quality of our work is the

result of research, experience, specialisation in the field, passion for what we do and good customer care.

We are grateful for the trust our customers place in us.

The pigmenting method by PERMANENT-Line

The art of lasting pigmentationThe art of lasting pigmentation lies in not letting the needle enter the skin too deeply, nor keeping it too close

to the surface.

If the needle does not enter deeply enough, the coloured dye pigments are only deposited in the cell layers of the epidermis. Since the cells in this skin

layer renew themselves within a period of 4 weeks, this means that the coloured pigments are slowly expelled

together with the scab formed. The result of a treatment which seemed highly effective at first is scarcely

visible after a few days, or not even noticeable at all.

If the needle enters into the dermis too deeply due to too much pressure, many small blood capillary vessels are damaged. This makes the treatment rather painful, and also creates

further damage! The small drops of blood which emerge also water down the pigmenting dye which can no

longer be worked into the skin in fine lines. Instead, it spreads out and forms broad lines. There are clearly

visible areas of scabbing during the healing phase. Once the scabbing disappears, the result of the

treatment often appears indistinct and very patchy.

Correct application:During pigmentation, there should only be slight damage to the epidermis and dermis which heals within

3-7 days without leaving any visible scarring. This is possible when using a proven pigmentation device in

conjunction with a suitable pigmenting method. The localised damage from the tiny needle punctures cause

very little harm to your customer‘s skin.

Quality and safety means higher costsQuality assurance in our company starts with the fact that we work with excellent materials and the greatest

care. Our highly viscous pigmenting dyes allow the application of a lot of pigment into the skin very delica-

tely – in conjunction with our pigmenting method and our proven LaBina® Permanent make-up products.

The time we invest, the higher cost of materials and other costs and years of experience naturally have an

impact on the price for treatments from companies such as PERMANENT-Line which have specialised in

professional permanent make-up treatments..

Our clients value the fact that they can rest assured of being in the best possible care, and they are more

than ready to pay a fair and reasonable treatment price for high-quality permanent make-up. You too can use

products that allow you to apply pigment more successfully in the future.

Unsere LaBina® Pigmentiergeräte

General information about pigmentation equipmentInfectious diseases are increasing at a dramatic rate worldwide, and infection can be transmitted in

many different ways. Even during a permanent make-up treatment there can be a slight loss of lymphatic

fluids and blood, which creates an increased risk of transmitting an infectious disease if the treatment is not

executed expertly or unsuitable pigmentation devices are used. Tiny drops of blood or serum adhering to

sloppily disinfected and sterilised pigmentation devices and multi-use pigmenting needles can transmit pa-

thogens. Beauticians providing permanent make-up treatments who are ill themselves may also infect their

clients through even the smallest lesions on their hands.

Surveys show that people who have a tattoo are exposed to a much higher risk of infection of hepatitis when

they first have their tattoo, than people who never have a tattoo. The high infection rate of persons with tat-

toos tested is attributed to inadequate hygiene during the process. If hygiene standards are neglected, and

non-sterile instruments are being used, hepatitis viruses can be transmitted. This is especially the case if the

treatment is carried out by someone without adequate training, or if costs are cut in disinfection measures,

or the use of gloves and single-use materials. In this case, the risk of contracting hepatitis type C increases

even independently of other factors. Since a permanent make-up treatment presents comparable risks to the

tattooing process, the hygiene requirements for providers of permanent make-up and users of pigmentation

devices are very stringent.

Despite this, hygiene often does not get the attention it deserves. Even beauticians providing permanent make-up who have been working in this field for a long time some-

times do not take sufficient care, either due to ignorance or negligence, to provide reliable protection for

themselves and their customers against infectious diseases.

There are health risks associated with incorrect usage: • Viral infections, hepatitis B/C/D and HIV transmission

Our LaBina® pigmentation instrumentsOur team has been working exclusively with hygienic module pigmentation instruments for many years. They are

manufactured for us in Germany and distributed all over Europe under the trademark LaBina® . The hygienic module

system provides maximum sterility and offers other decisive advantages.

PL-500 Control PL-1000 Mobil PL-2000 Premium

The LaBina®safety conceptMany of the standard tattooing and pigmentation machines are not suitable for PERMANENT-Line’s artistic

permanent make-up which cares for the skin. A renowned German manufacturer of medical equipment has

developed pigmentation devices with above-average sterilising safety levels. Those devices meet our high demands.

In addition to hygiene quality, the precise lift of the needle and the almost vibration-free operation are impressive.

The digital controls mean that needle frequency remains constant and can be adjusted according to the

area of application and pigmentation design. The interfaces of LaBina® controls are equipped with a memb-

rane keyboard, which makes them easy to clean and prevents dirt accumulating between keys and buttons

Our products fulfil all the requirements a professional would expect

of a pigmentation device.

The handheld

devices contain the needle and needle

nozzle in one single-use module. A new hygiene

module is used for each client, even for each colour. The hygiene mo-

dules are not taken out of their sterile packaging until immediately before the treatment.

The fast-moving parts in a traditional handheld device may create air turbulences which pose a potential infection

risk. Our hygiene modules are closed at the back with a membrane which safely protects the handheld device

from contact with contaminated liquids and air circulation. A transmission of germs from one client to ano-

ther, or from the specialist to the client or vice versa is practically impossible due to the patented hygiene

module technology of our pigmentation instruments.

In addition, the hygiene module is designed in such a way that it permits unrivalled precision, especially for

fine hair drawing. A wide range of needle combinations makes it possible to draw fine hairs yet also cover

larger areas.

The advantages for your clients are obvious. Because several coloured dots can be applied in a single lift of the needle when using a group of needles toge-

ther, treatment with the tried and tested PERMANENT-Line pigmentation method takes less time. There is less

risk of cutting the skin than there is with the frequently used thin individual needles, with which lines often have

to be applied right next to one another. The colour applied appears full and clients have a more pleasant

treatment experience, especially on the edges of the lids and lips. With correct use of the device the skin

is damaged less, and heals quickly.

Warranty for LaBina® pigmentation instruments: LaBina® pigmentation instruments are manufactured in Germany. The handheld

devices come with a 2-year warranty, and the controls with a 3-year warranty. Even

after the warranty period has expired, we will make a loan instrument available free

of charge during repairs in the event of a malfunction or defect.

Our low-price pigmentation instrument for newcomersThe LaBina® PL-500 Control comes with an

electronic control device to adjust the speed of the

hygiene module pigmentation instrument. The On/Off

switch is found on the foot pedal (included) or can be

activated on the control device.

The LaBina® PL-500 Control offers many advantages at a low price.

The lifting speed of the pigmenting needle can be

adjusted to values of between 50 and 140 lifts per

second using the keys on the practical and compact

control device.

The European Union improves protection of staff and patients where sharp instruments are involved.A new EU directive aims to improve protection against injuries and infections potentially caused by sharp and

pointed instruments. This directive obliges permanent make-up providers as well as enterprises in the health

industries to use „safe needle systems with an integrated protection mechanism“. Our patented hygiene module

system complies with this EU directive, since the needle tips are always drawn back into the nozzle and only depo-

sit dye pigments into the skin when the device is used properly with the motor drive. If you decide in favour of our

patented hygiene module system, you will immediately be in compliance with the EU directive.

Our pigmentation instruments for professionalsThe pigmenting instruments LaBina® PL-1000 Mobil and LaBina® PL-2000 Premium offer the same safety

with regard to hygiene as our LaBina® PL-500 Control pigmentation instrument. In addition, they provide

an even more exact needle lift and the particularly smooth, almost vibration-free operation of the Advanced

Liner hygiene module hand pieces. The motor power in the handheld device is suitable for all permanent

make-up applications and medical pigmentations including MESO lift treatments.

The digital controls ensure constant needle frequency even when the needle pressure is constantly changing.

At the precise moment when the needle enters the skin and skin resistance noticeably slows down need-

les used in conventional pigmentation instruments, our intelligent digital control devices together with the

powerful motor in the handheld device ensure that the number of pricks per second can be reliably maintained

at the set frequency. The lifting speed of the pigmenting needle can be adjusted for different skin structures,

and to values of between 50 and 150 lifts per second using the keys on the practical and compact control

device.

Test first - buy laterYou can only fully understand how a hygiene module pigmentation instrument works and whether or not it

really offers true added value when you use it intensively, an experience which cannot be replicated at a

product presentation.

Because we are firmly convinced that the many advantages our instruments offer will pay off in your daily work

after only a short time, we offer you the option of paying a deposit only, then testing the instruments extensively

for 4 weeks. At the end of this time you can decide whether or not you would like to keep one of the devices you

have tested. If so, we will use your deposit as a down-payment and you will only pay the difference between

this and the normal unit price. If you return the equipment, we will return your deposit when we receive it. You

will only be charged for the cost of the hygiene modules used.

Leasing instead of buyingDo you carry out permanent make-up treatments in Germany on a commercial and freelance basis and would like to work

with a new, modern pigmentation instrument, but cannot afford to buy a new one at the moment? Then make use of one

of our leasing offers.

The cost of a pigmentation instrument and the consumables necessary for permanent make-up treatments

should be economically transparent and viable! This is why we are happy to provide a package designed to

meet your needs with a LaBina® pigmentation instrument and the relevant consumables such as hygiene

modules and pigmentation dyes as agreed by telephone or personal consultation, and to make you a perso-

nal leasing offer

We would also be happy to assist you with the administration process of dealing with our leasing partner.

After just a couple of days you could be using your new pigmentation instrument. The leasing instalments are

debited from your account on a monthly basis. After the end of the leasing period, you can either return the

pigmentation instrument or buy it. Contact u s, we‘re happy to help!

The advantages of leasingInvest in a new device without capital expenditure and protect your cash flow

Your capital, credit and bank guarantees will not be affected by your purchase.

Clear planning and cost overview with agreed leasing payments

When you agree constant, fixed leasing payments for the entire duration of the contract, you are not subject

to rises in interest rates and have a clear basis for budgeting and cost planning, e.g. for internal calculations

or budgets.

The leasing period usually corresponds to the lifespan of the instrument.

Because the leasing costs run in parallel to income from the use of the pigmentation instruments, the leasing

instalments can be paid from current earnings generated from permanent make-up treatments (“Pay as you

earn” basis).

Leasing instalment payments are fully tax deductible and leasing does not affect your annual balance sheet.

Investments due to leasing do not negatively affect your balance sheet, and depreciation isn’t a problem.

You can react immediately and flexibly to changing market conditions with new equipment.

You don‘t have to wait, for example, until, savings from profits allow you to make an investment.

You can „Lease for a fixed period of time“ rather than „buy forever“

Leasing makes it possible to sensibly rethink whether your company assets are technically and commercially up-to-

date.

Quality comparisonFor many years our team has exclusively worked with the LaBina® pigmentation instruments manufactured

for us and distributed throughout Europe. In addition to being safe in the knowledge that we work with sterile

equipment, our hygiene module systems have other crucial advantages:

Very little damage to the skin, even with colour deposits; surprisingly fast healing time

Just how this is possible becomes obvious in a quality comparison of the needle puncture behaviour of our

instruments and a commercial machine from an Asian manufacturer. During the test, we used a thin single

needle to draw straight lines on a piece of paper at relatively high speed with the two handheld units. Then

the area of the needle pricks was magnified under a microscope and a detailed photo taken with a special

macro camera.

70-times enlargementYou can easily see that with the Asian pen only irregular lines were drawn. The motor was not powerful enough

to penetrate the paper in some instances. It is also obvious that the needle in the Asian system made punctures

with a bigger diameter. This enlargement alone shows that the Asian system does not enable the dye to be

uniformly applied.

The increased number of punctures per millimetre made with the LaBina® handheld unit is clearly visible (due

to the higher lifting frequency). The individual entry points of the needle are clear and separate.

220-times enlargementIn this enlargement, you can once again clearly see the clean punctures left by our handheld unit in contrast

to the smudged points of entry created by the Asian equipment.

1er-Liner-Hygiene modulesThe needle in module 1 looks like a sewing needle

with its 0.4 mm diameter.

Practical hint: This opens the skin best and is espe-

cially suitable for very exact, clear and clearly sepa-

rated lines with very high colour density. This needle

allows for very precise line tracing. The needle enters

the skin easily. Please note: if you trace the same lines

too frequently with a 1-needle module, you damage

the skin as if cutting it. The consequence: discernible

scarring! Type 1 liner hygiene modules are not suita-

ble for beginners for lash thickening and fine eyeliner

work.

3er-Liner-Hygiene modules

Uses:• Eyebrow shape shading

• Soft, slightly broader lines at the edge of

the lashes

• Extremely suitable for broader eyeliners

The bundle with classic hygiene module 3-needle

round needles, each 0.3 mm in diameter, has a total

diameter of 0.65 mm.

Practical hint: The needles create a slightly broader

line. We recommend the 3-needle outline module for

a delicate start and for a tapered end to the eyeliner.

5er-Shader-Hygiene modules

Uses:• Eyebrow shape shading

• Eyebrow foundation and full shading

• Broader eyeliner and eyelid shading

• Lip outlines

• Shading of the lip outline for thin lips

• Shading of full lips

5-needle shader hygiene modules are bundled (5 x 0.3 mm)

Practical hint: Depending on the pressure used for

the work, soft or compact lines are possible. We re-

commend the 5-needle shader modules to shade

broad, almost transparent lines.

7er-Round-Hygiene modules

Uses:• Broader lip contours

• Colour filling of the lips

• Areola and scars

Seven 0.3 mm needles are arranged in a round pattern

for the 7-needle hygiene module.

Practical hint: Perfect for broad design of outlines

and shading. Because of the larger pressure area,

the process is less painful, there is optimum dye ap-

plication and the working time is reduced.

Uses:• Perfect for extremely fine hairlines

• Perfect for a sharply defined lip contour

outline

• Lip outline and delicate lip shading to the

inside

• Test needle for allergy tests

4er-Flat-Hygiene modulesIn the 4-needle flat hygiene module, the needles are

positioned horizontally in one line.

Practical hint: If you wish to create a broader line,

make sure that the needle is traced exactly at right

angles to the line and the handheld unit is held

vertically to the skin to allow for all needle tips to

position the dye at the same depth.

5er-Magnum-Hygiene modulesThe 5-needle flat hygiene module features

2 + 3 0.3-mm needles in a double row.

Practical hint: Use this module to pigment a

stronger lip outline with the module lengthways and

then shade and fill in the colour at right angles.

9er-Magnum-Hygiene modulesThe needles are positioned horizontally in the 9-needle

flat hygiene module, similar to the 4-needle flat needles.

In the first row there are 4 needles, in the second row

immediately behind it, 5 0.3 mm needles.

Practical hint: If you wish to create a broader line,

make sure that the flat needle is traced exactly at right

angles to the line and the handheld unit is held vertically

to the skin to enable all needle tips to position the dye

at the same depth.

Uses:• Recommended for broader lines

• Ideal for the shading of large areas.

Uses:• Eyebrow shading and broader eyeliner

• Lip shading and lip colour filling

• Scars and areola

Uses:• Perfect for shading eyebrows, areola and

scars

• Ideal for colour shading and colour filling

of the lips

3er-Slope and 5er-Slope-Hygiene modulesIn a sloping needle type, 3 or 5 needles are aligned

side-by-side at an angle of 32 degrees.

Practical hint: This needle combination

developed by Dr. Linda Dixon requires special trai-

ning. If you place the handheld unit of the pigmentation

instrument in a position as if writing, the needles

all pigment at the same depth. This provides new

opportunities for more efficient work.

Uses for the 3-needle power hygiene module:• Very well suited to colour touch-ups in eyebrow shading.

• Due to the strong dye deposit, the needle generates very dense lines in the area of the eyeliner and lip

contours.

Uses for the 5-needle power hygiene module:• Due to the strong dye deposit, the needle generates slightly broader lines in the area of the eyeliner and lip

contours with a soft colour gradient.

Uses for the 7-needle power hygiene module:• Due to the strong dye deposit, the needle generates very dense lines in the area of the lip contours and for

tattoo outlines.

3er-Outline-Hygiene modules

3er-Micro-Hygiene modules

Uses:• Lash thickening on the lower eyelid

• Especially suitable for a fine rise and

pointed end on the broad upper eyeliner

• Also very popular for thin lip outlines

Uses:• Especially suited for very precise, hard and

clearly separated lines with a very high

colour density

• Used for fine hair tracing and sharply defined

outer lip contours

The needles for the 3-needle outline hygiene module

are only 0.25 mm in diameter, are more finely sharpen-

ed in comparison to the normal 3-needle round need-

les, and are bundled together more closely.

Practical hint: The 3-needle outline is not perceived

to be as sharp as a single needle because of the close

bundling. It enters the skin particularly well and traces

a fine line. The dye deposit is denser than with a single

needle.

The needles of the 3-needle micro hygiene modules

are only 0.18 mm thick and very closely bundled.

Practical hint: Although they are as fine as the

single-needle hygiene module, you can apply

noticeably more dye to the skin during each step with

the 3-needle type.

3er-, 5er- and 7er-Power-Hygiene modulesFor all power hygiene modules, the tips are slanted on

one side and bent towards each other. This results in

denser lines with more dye deposit.

Practical hint: Don‘t use the power needles too often

on the same skin area during one treatment, but in-

stead place the dye under the skin in just a few steps.

If you rework the same line repeatedly with power

needles, there is a risk of injury.

Power hygiene modules are not suitable for beginners

and users with little practical experience.

Our LaBina® pigmentation dyes

General information about pigmentation dyesAllergic and inflammatory skin reactions are undesirable side effects of tattooing or permanent make-up

treatments.

Allergic reaction to agents in the pigmentation dyes: In many cases, allergic reactions can be traced back to preservatives or metallic ingredients, especially

heavy metals such as nickel, cobalt, chrome and other allergenic ingredients in the colour dyes.

Contamination and Azo colour components in pigmentation dyes: A further risk is posed by contaminations in the colour mixes and certain Azo colour elements which may split

into carcinogenic aromatic amines. Such Azo components also present a risk during the removal of tattoos

and permanent make-up using a laser. They may be split into carcinogenic amines by the laser beam, and

are then carried around the body in via the blood.

Regulations and legislationThe Cosmetics Commission of the German Federal Risk Assessment Office (Bundesamtes für Risikobewer-

tung - BfR) dealt with the problem of tattooing dyes as early as May 2000, recommending legislative action

for the use of the dyes in question. Pigmentation dyes that comply with the requirements provide a high

degree of safety for the client and reduce potential health risks.

European Council resolutions: In recent years, the European Council has passed resolutions

on the use of tattooing and pigmentation dyes to improve

consumer protection. The decisions are the result of expe-

rience, many discussions, and analyses by various member

states.

German tattooing dye regulation:The first German tattooing dye regulation came into effect on

01/05/2009 as a result of resolutions by the European Council.

It mainly follows the Council resolution and refers to the German

cosmetics regulations. Essential parts of the resolutions such

as setting limit values for heavy metals or polycyclic aromatic

hydrocarbons have not yet been included in the regulations.

Among the 1,000+ prohibited substances and chemicals are carcinogenic Azo dyes and aromatic amines,

the allergenic and sensitising paraphenylenediamine (PPD), and other previously permitted ingredients. They

are all believed to be harmful to health.

The tattooing dye regulation is not only binding on tattooists, but also on manufacturers and distributors of

pigmentation dyes and on anyone carrying out permanent make-up treatment in Germany.

Our LaBina® pigmentation dyesThe LaBina® pigmentation dyes distributed in Europe by PERMANENT-Line GmbH & Co. KG meet the legal

requirements.

Our pigmentation dyes are produced by a German producer who has specialised in the manufacture of

tattooing and pigmentation colours for more than 15 years.

All relevant raw materials are analysed by approved laborato-

ries against as many as 60 different parameters before they

are first used in each new batch. They are also checked for

compliance with legal requirements and recommendations.

LaBina® pigmentation dyes do not contain cadmium, chro-

mate, mercury, selenium, tellurium, thallium, uranium or so-

luble barium compounds.

All values for antimony, arsenic, barium sulphate, lead,

chromium and zinc correspond to the strict limits of the

European Council resolution ResAP(2008)1 and are below the

recommended values.

Before choosing which company to buy pigmentation dyes

from, it is vital to confirm the quality of the products. We will

be happy to send you dye quality samples free of charge and

without obligation.

An analysis evaluation giving all relevant and necessary

information is available for every pigmentation dye.

We are happy to explain the essential qualities to look out for

when purchasing pigmentation dyes.

Our LaBina® pigmentation dyes

Careful analyses for the safety of your clientsThe thorough inspection of our pigmentation dyes exceeds the legal requirements of the German tattooing

dye regulation.

In anticipation of future regulations, the raw materials are already analysed extensively for the presence of

heavy metals. This means that our pigmentation dye manufacturer complies with the more extensive require-

ments of the European Council recommendations which also set an upper limit for the percentage of heavy

metals present in those dyes.

The minimal traces of heavy metals contained in the pigmentation dyes are analysed in relation to

the limits recommended by the European Council and published in detail in the analysis evaluations.

Example of the result of an assessment of heavy metals (in accordance with DIN 38406-E29 with AAS)

The green bars represent the maximum acceptable limit for heavy metals.

The red bars correspond to the actual values found.

No information means that no limit value was determined by the European Council.

24 25

Alcohol not used as a preservativeWe use highly purified water for the manufacture of LaBina® pigmentation dyes, similar to that used for

injections. Many allergic reactions that occur after pigmentation are caused by the preservatives used, such

as paraben. Infections can also be caused by germs in pigmentation dyes. Due to the immune system defen-

ces of the body triggered by such an infection, it is possible that immediately after treatment there

is an increased rejection of the pigment, which can lead to faded or patchy pigmentation. Even

dead germs are still able to trigger negative reactions in the body. It is therefore particularly

important to produce clean, pure and microbiologically stable dyes right from the word go.

In our experience, alcohol has limited use as a preservative for pigmentation dyes, becau-

se only high-percentage alcohols such as ethanol or isopropyl can reliably kill all germs. If

alcohol evaporates during storage, the proportion remaining in pigmentation dyes may even

act as a nutrient for micro-organisms and form the basis for germs to multiply. Alcohol dries

out, irritating the skin during treatment and is often causes discomfort for many people on newly

pigmented skin.

Our pigmentation dye manufacturer does not use alcohol for

LaBina® pigmentation dyes. Their products still offer a very

good basis for meeting the microbial requirements which will

be placed on pigmentation dyes in future.

Glycerine is a component of all fats and in our experience

also has limited use as a preservative, since pigmentation

dyes containing glycerine in a high dosage are much less sui-

table for pre-tracing on the skin. However, clean and precise

pre-tracing with the desired and selected pigmentation dye

directly on the skin is very important since it prevents incor-

rect positioning and poor matches. Even before pigmentati-

on, customers have a clear picture of the expected result with

the design of the lines drawn and the colours selected.

With our pigmentation dyes, lines can be pre-traced with a fine brush, according to our proven slogan: FIRST TRACE IT - THEN MAKE IT. In this way, the only pigmentation perma-nently carried out is what the client has already seen and approved in the mirror.

26 27

Permanent make-up with reddish discolouration

Our LaBina® pigmentation dyes

Contain no ferrous oxide pigmentsLaBina® pigmentation dyes do not contain ferrous oxide

pigments which can, in our experience, cause a change

from brown to orange/reddish in the colouring of eyebrow

pigmentation after only a few months.

If eyebrow pigmentation has already turned reddish, this can

in many cases be corrected and improved by repeated

retracing with our pigmentation dyes.

The more a brow has been re-pigmented with dyes containing ferrous oxides in the past, the more difficult it

is for us to perform a colour correction to achieve the desired result.

No limitations on MRI scansModern medicine has provided us with many different ways of

examining the inside of the human body.

Magnetic resonance imaging (MRI) is a procedure which

permits detailed and precise imaging by photographing

different layers of parts of the body. It is one of the least

invasive methods of examination because instead of X-rays,

a magnetic field is used for imaging, which is not harmful for

humans.

This examination method is used increasingly more often as a

valuable tool for the best possible diagnosis. We have heard

of a number of cases in recent years where doctors have

cancelled planned MRI examinations after finding out that the

patient in question has had a tattoo or permanent make-up

with dyes containing ferrous oxide.

The reason for this is that the patient’s body is exposed

to very strong magnetic fields during the MRI process.

Pigmentation with dyes containing iron may heat up

irritably during the MRI, and cause reddening and minor

burns in the area where they are applied to the skin. This

in turn is due to the fact that the magnetic power draws

the ferrous particles in the pigmentation dyes under the

skin and makes them vibrate.

You can stay safe in the knowledge that pigmentations

carried out with LaBina® pigmentation dyes do not

contain any pigments with ferrous oxides. If you need

a medical examination, you can refer to the ingredients

of our pigmentation dyes and quote the results of our

analyses.

Our permanent make-up dyes deliver what others only promiseFree from preservatives and ferrous oxide pigments

Our LaBina® pigmentation dyes

Germ-free thanks to novoxx® technology Our dyes are germ-free thanks to novoxx®, which kills bacteria, yeasts and fungi. novoxx® has been

successfully used in pigmentation dyes since 2004.

What is novoxx®?novoxx® is a combination of minerals which have

revolutionised the manufacture of safe pigmentation dyes.

A micro-fine ground white powder, it has many positive

characteristics. Studies show it to be harmless as a material

for implants in medicine.

What can novoxx® achieve? When novoxx® was first discovered, our dye manufacturer was tasked with the challenge of developing a

technology for micro-biologically safe permanent make-up dyes.

• novoxx® solves problems which may be related to the long-term storage and conservation of pigmentation

dyes after the bottles are first opened. Since novoxx® is a solid, it cannot evaporate. With the reduction

of carrier liquid, the concentration of novoxx® in the bottle increases, which in turn increases its reliable

germ-eliminating effect.

• novoxx® is absorbed by the body without being detected as alien and potentially rejected.

• As it stands today (July 2013), we have no knowledge of any allergic reactions to novoxx® in pigmentation

dyes

• The minerals used for novoxx® are intended to support the healing of the wounds immediately after

completion of the pigmentation process. In our daily practice we have found that itching during the healing

process is reduced compared with traditional products without novoxx® . This results in less irritation to

the skin and often visibly more beautiful results.

novoxx® increases colour intensityThe many additional reflective surfaces that the finely ground crystalline white novoxx® powder generates

in the LaBina® pigmentation dyes lightly enhances brilliance and colour saturation under the skin. Free

follow-up appointments after a permanent make-up treatment ensure quality and durability.

novoxx® is an innovative technology that already complies with many applicable legal requirements in Germany and abroad. (Date: July 2013)

LaBina® pigmentation dyesThe pigmentation dyes distributed in Europe by PERMANENT-Line GmbH & Co. KG are manufactured by a prominent German company, which has been specialising in the production of tattooing and pigmentation dyes for 15 years.

LaBina® pigmentation naturally complies with legal requirements. It exceeds the requirements laid down in the tattooing dye regulations for consumer protection and the law passed on 01/05/2009, to which all pigmentation beauty therapist and tattooists have to adhere.

They are commercially marketed, free of preservatives and viable organisms. They also remain sterile even after opening as long as they are stored correctly in the storage bottle.

LaBina® pigmentation dyes do not contain ferrous oxide pigments. The percentage of heavy metals found during analyses is below the limits recommended by the European Council.

Each new batch of relevant pigmentation materials are analysed in laboratories for up to 60 different parameters before being used. The results of the analyses for heavy metals, aromatic amines and polycyclic aromatic hydrocarbons (PAH) are available.

Essential informationThe German tattooing product regulations were introduced for better consumer protection. As manufacturers

of pigmentation dyes, we have extensively analysed the new regulations and summarised what we consider to

be the most important information. The following information does not claim to be complete, and the advice

given cannot be regarded as legally binding.

Basics and application:• Official name: Verordnung über Mittel zum Tätowieren einschließlich vergleichbarer Stoffe und Zuberei-

tungen aus Stoffen (Regulation for tattooing agents including comparable substances and preparations from

substances)

• Official short name: Tätowiermittelverordnung (Tattooing product regulations), unofficial abbreviation:

TätMVO

• Status: published in the BGBI (Official list of published acts and regulations in Germany) 2008 no. 53, page

2215, published in the official gazette on 27/11/2008. Came into force on 01/05/2009

• The tattooing product regulations are a mix of resolutions from the European Council and German cosmetics

regulations, BGB part I, no. 67 dated 13 October 1997 (2410).

The tattooing product regulations concern:• All manufacturers and distributors of tattooing and pigmentation dyes

•People who carry out tattooing or permanent make-up treatments in Germany.

The regulations are applicable to all tattooing and pigmentation dyes and cover: • Disclosure obligations of the manufacturers / importers

• Obligation to label

• Manufacturers’ obligations

• Prohibited ingredients

• Infringements / criminal offences

Disclosure ObligationsThe disclosure obligations apply to manufacturers and importers:• Registration of the company with the local authority as a manufacturer or importer responsible for food

control

• Transmission of the following data to the Federal Office of Consumer Protection and Food Safety:

1. Trade name of dye

2. Ingredients (if possible including the INCI name)

3. Composition of ingredients in percentages

• Electronic submission (via e-mail)

Definition: Dye manufacturerThese are all companies producing dyes or having them produced for themselves. Anyone mixing and storing

dyes in their studio is a manufacturer. Definition: importers of dyes are all persons who receive dyes from ab-

road (including from the EU!), regardless of the quantity imported. This also applies to people who import dyes

to use them for treatment.

Definition: INCI nameINCI is short for International Nomenclature of Cosmetic Ingredients. The ingredients of beauty products must

be declared using the INCI names, as stated in the statutory regulations (§ 5a, par. 4 KVO).

Obligation to labelThe label on the dye bottle must contain (at the bottom, in red print):• Name of the pigmentation dye or similar unique trade name

• Batch number

• Address of the manufacturer or importer

• Ingredients – in decreasing order according to concentration

• Best-before date, if the dye must be used within 30 months.

• Period of use after first opening

• Colour ingredients with CI numbers (e.g.: CI 74160)

The label on the dye bottle may contain (at the bottom, in green print):• Name of the colour

• Shade

• Item number (<ref>)

• Storage conditions

• Date of manufacture

• Time line to mark the date of opening

• Symbol indicating durability after opening (open can with time)

• Symbol (book with an i) for additional information

Definition: Information about ingredients• Ingredients are listed in decreasing order according to their percentage/concentration in cosmetic pro-

ducts.

Definition: CI numbers• The colour index (short CI) is a reference used since 1925 including all standard dyes and basic colouring

chemicals.

• Dyes included in cosmetic products are shown at the end of the list of ingredients with their CI numbers.

The colour index makes a basic distinction between dyes and pigments. There is no prescribed order for

the list with regards to the amount contained in the products.

32

Manufacturer’s obligationsThe manufacturer must work according to the principles of „good manufacturing practice“. • The product must be produced as cleanly as possible.

• There must be documentation for each batch produced.

• There must be an expert report on product safety (not made public).

Prohibited ingredientsThe following ingredients must not be included: • Substances posing a health risk (as per appendix 1 of the cosmetics regulation <KV> dated 18/09/2008)

• Cosmetic pigments with a limited area of use (as per appendix 3 A <KV> dated 18/09/2008)

• Colourings containing carcinogenic aromatic amines or potentially containing them.

• Other colourings potentially harmful to health (as per appendix 2 of the tattooing product regulation)

• Para- Phenylenediamine and its sulphates and chlorides

Infringements and penaltiesMinor infringement - example: incorrect or missing information about the usage period after opening.

• The infringing party is anyone producing, selling or processing these dyes.

• The infringement is deemed to include wilful intent or negligence. Fine: up to 10,000 euros.

Major infringement - example: infringement of the obligation to notify or label. • The infringing party is anyone producing, selling or processing these dyes.

• Es gilt Vorsatz oder Fahrlässigkeit. Bußgeld: bis 20.000 Euro.

Criminal offences - example: The use of a prohibited substance is subject to a criminal penalty.• The criminal penalty applies to anyone acting with wilful intent or negligence.

• Penalty: prison sentence up to 3 years or a fine.

Recommendations for permanent make-up providersSince the introduction of the German tattooing product regulation, the times when tattoo and permanent

make-up dyes could be produced, sold and widely used without restrictions are definitely in the past..

Manufacturers and distributors of permanent make-up dyes, as well as providers of permanent

make-up treatments, are well advised to acquaint themselves with the clauses in this regulation. It is to be

expected that the monitoring authorities will supervise strict adherence to the regulations. If the regulation is

disregarded, the result is very likely to be a costly dispute with competitors and associations.

Our recommendations:• Do not buy dyes directly from abroad (importer!)

• Do not mix and store dyes yourself

• Check the completeness of the legally required information on the pigmenting dye bottle

• Check the pigmenting dye ingredients list for prohibited pigments

• Request batch-relevant documentation with analysis results

• Document the date when the pigmentation dye bottle was opened

• Respect the conditions of storage, if stated

• Archive supplier invoices (supply documentation)

Advertising support

Images for your advertisingWe would like to support you with advertising your permanent make-up treatments even more successfully in

the future. The permanent make-up industry is booming. New service-providers are trying to enter the market

at “dumping” prices. In addition to extraordinarily good results, professional advertising in print media, on the

internet and on social networks such as Facebook therefore continues to increase in importance, enabling

you to communicate your own know-how and eventually find new clients in this way.

“A picture says more than a 1000 words”. This sentiment has been general knowledge in advertising

for many years and is also used consciously by PERMANENT-Line to produce lasting advertising effects for

our business.

The effect of selected concept photos is stronger than any text, however well written. What use is a

perfectly worded cover letter to your customers, a flyer or a costly internet site if the advertising is not noticed

or produces hardly any results?

Use the power of images in your favour! From our over 25 years of experience we know that impressive images are an important part of successful

advertising and recommendation, in addition to comprehensive consultation and professional treatment.

Over the years we have therefore photographed many clients before and after their permanent make-up

treatment.

It isn‘t always easy to find people willing to pose for advertising photos. Many customers prefer not to pre-

sent themselves to the public, or just aren‘t very suitable for expressive before-and-after photos. Furthermo-

re, detailed photos are often very difficult to obtain, because of lighting conditions and the precise depiction

of a successful permanent make-up treatment.
