I invite you to tender for the supply of stores/development/repair/ overhaul/training/documents as per details indicated in the attached Schedule to Tender (Form DP-2). 2. Conditions Governing Contracts This IT mean the agreement entered into between the parties i.e. the „Purchaser‟ and the „Seller‟ on Directorate General Defence Purchase (DGDP) contract Form “DP-19” in accordance with the law of contract Act, 1872 and those contained in Defence Purchase Procedure DP-35 (Revised 2002) and other special conditions that may be added to given contract for the supply of Defence Stores specified herein. 3. Delivery of Tender. The offer is to be submitted in duplicate as under:-
a. Technical Offer: Should contain all relevant specifications in duplicate in an envelope and clearly marked “Technical Offer” without prices, tender number and date of opening. Both the “envelopes” of commercial and technical offers should be enclosed in one cover, properly sealed and bear the address of this office without any indication that there is tender within. Technical offer will be opened half an hour after the date and time for receipt of tender mentioned in DP-2.
b. Commercial Offer:
I. The offer will be in single and indicate prices quoted in figures as well as in words along with essential literature/brochure. It should be clearly marked in fact on the; envelope “Commercial Offer”, tender number and date of opening. Commercial offer of only those firms will be opened, whose technical offers are accepted by technical authorities. Date of opening of commercial offer would be intimated after receipt of technical scrutiny report from technical authorities. Commercial offer of technically rejected firms will be returned to the firms un-opened.
II. If the equipment / system is quoted, the price of all major and optional components to be quoted separately. Conversion rate of FE/LC components will be considered w.e.f opening of commercial offer.
c. The tender duly sealed will be addressed to the following:-

Special Instructions: Tender documents and its conditions may please be read point by point and understood properly before quoting. All tender conditions should be responded clearly. In case of any deviation due to non-acceptance of tender conditions(s), the same should be highlighted along with your changed offer/conditions outlined by Purchaser in this IT.
4. Date and Time For Receipt of Tender: Your tender must reach this office by the date
and time specified in the Schedule to Tender (Form DP-2) attached. This Directorate will not
accept any excuse of delay occurring post. Tenders received after the appointed/fixed time will
NOT be entertained. The appointed time will, however, fall on next working day in case of
closed/forced holiday.
5. Validity of Offer
a. The validity period of quotations must be indicated and should invariably be 120 days from the date of opening of commercial offer or 30th June which ever is earlier.
b. The quoting firm will certify that in case of an additional requirement of the contracted item(s) in any qty(s) within a period of 12 months from the date of signing the contract, these will also be supplied (at the on going contract rates) with discount.
6. Part Bid. You may quote for the whole or any portion, or to state in the tender that the
rate quoted, shall apply only if the entire quantity is taken from you. The Director
Procurement reserves the right of accepting the whole or any part of the tender or portion
of the quantity offered, and you shall supply these at the rate quoted.
Note: This condition would be used very rarely except ration items.
7. Return of IT / With-drawl of Offer
a. In case you are NOT quoting, please return the tender inquiry stating the reasons
for NOT quoting. In case of failure to return the ITs either quoted or not quoted
consecutively on three occasions, this Directorate General, in the interest of economy, will
consider the exclusion of your firm‟s name from our future distribution list of invitation to
tender.
b. If the firm withdraws it offer within validity period the competent authority may place
such firm under embargo for a period, which may be extended up to one year.
8. Photocopies of document: Following information/copy of document must be
provided/attached with offer:-
a. A copy of letter showing firm‟s financial capability. b. Registration/renewal letter/indexation/additional indexation letter as applicable. c. Income tax No to be mentioned on the offer and copy of registration certificate
issued by sales tax department. d. Foreign seller has to provide its registration Number issued by respective
Department of Commerce authorizing export of subject stores.
e. Principal/Agency Agreement. (In case of FOB contracts)
9. Disqualification. Offers are liable to be rejected if:-
(a) Taxes and duties, freight/transportation and insurance charges NOT indicated
separately.
(b) There is any deviation from the General/Special/Technical Instructions.
(c) Offers are found conditional or incomplete in any respect.
(d) Treasury Challan is NOT attached with the offer.
(e) Form DP-3 duly signed, is NOT received with the offers.
(f) Multiple rates are quoted against one item.
(g) Manufacture‟s relevant original brochures and technical details on major equipment assemblies are not attached in support of specification.
(h) Received later than appointed/fixed date and time.
(j) Subject to restriction of export license.
(k) Offers (commercial/technical) containing non-initialed/ unauthenticated amendments/ corrections/ overwriting.
(l) If the validity of the agency agreement is expired.
(m) The commercial offer against FOB/CIF/C&F tender quoted in local currency and
vise versa.
(n) Principals invoice in duplicate clearly indicating whether prices, quoted are inclusive or exclusive of the agent commission is not enclosed.
(p) Earnest money not provided where applicable.
(q) If validity of offer is not quoted as required on IT or made subject to confirmation
later.
(r) Offer made through Fax/E-mail/Cable/Telex.
(s) If your offer is found to be based on cartel action in connivance with other sources/participants of the tender.
(t) Un-called offer/quotations will be rejected.
10. Earnest Money/Tender Bond:- Your tender must be accompanied by a Bank Draft in
favor of CMA (DP), Rawalpindi for the following amount:-
(a) Rates FOR contract. The rate of earnest money and its maximum ceiling for
different categories of firms would be as under:-
(i) Registered/Indexed/Pre-Qualified Firms. 2% of the quoted
value subject to maximum ceiling of Rs 0.200 Million.
(ii) Un-registered/Not Pre-Qualified/Un-indexed Firms. 5% of the
quoted value subject to maximum ceiling of Rs 0.400 Million.
(b) Rates FE (Foreign Exchange) contract.
(i) Registered/Indexed/Pre-Qualified Firms. 2% of the quoted
value subject to maximum ceiling of Rs 0.200 Million.
(ii) Un-registered/Not Pre-Qualified/Un-indexed Firms. 5% of the
quoted value subject to maximum ceiling of Rs 0.400 Million.
Note:
In case of firm wins a contract on EM, it will deposit following documents for provisional Registration before the award of contracts:-

II. Earnest money of the firm/firms with whom contract is concluded will be returned on submission of Bank Guaranty if stipulated in the contract.
11. Treasury Challan
a. Offers must be accompanied with a Challan form of Rs.200/- (obtainable from State Bank of Pakistan/Government Treasury) and debit able to Major Head C02501-20, Main Head-12, Sub Head „A‟ Miscellaneous (Code Head 1/845/30). Each offer will be covered by one Challan.
b. In case of un-registered firms, whether they have applied for registration or not, will pay tender inquiry fee (Challan Form) at following rates :-
(i) Contract for value upto Rs.1000/- Rs. 250,000/- (ii) Contract for value from Rs.1500/- Rs. 250,000/- to Rs. 5,000,000/- (iii) Contract for value Rs.2000/- above Rs. 5,000,000/-
Note:- Offer of Un Registered firms will be considered with 5% EM Subject to approval of DP (Air). 12. Rights Reserved Respective procurement agency of DGDP, Rawalpindi reserves full rights to accept or reject any or all offers including the lowest, without assigning any reasons. 13. Application of Official Secret Acts All the matters connected with this enquiry and subsequent actions arising there from come within the scope of the Official Secret Act, 1923. You are, therefore, requested to ensure complete secrecy regarding documents and stores concerned with the enquiry and to limit the number of your employees having access to this information. 14. FORM DP2, DP-3 and Questionnaires: Form DP-2, DP-3 and Questionnaires duly filled in are to be returned with the offer duly signed by the authorized signatory/person. 15. Copy of DPP&I-35 Revised 2017: Copies of DPP&I-35 revised 2017 are available with Registration Section DGDP and same be obtained by the supplier on payment. 16. Acknowledgement IT would be acknowledged within 07 days by indexed firm. If IT not received by an indexed firm within 10 days IT published in the Bulletin, the indexed firm must ask for it from DP (Air)/P-47 in writing with intimation to Registration Section (DGDP). 17. Apeal against rejection of Bid:- Bidder aggrieved by technical rejection of their offers may forward their appeal to Grievance Redressal Committee constituted at DP (Air). All such appeal be forwarded in writing within 15 days of technical rejection. Complaints received after 15 days would not be entertained. 18. Tender Opening:- Technical offer shall be opened at least thirty minutes after the deadline for submission of bids on same day. Commercial offers will be opened at later stage if technical offer is found acceptable on examination by technical authorities of Service HQ. Date and time for opening of Commercial offer shall be intimated later. Only legitimate / registered representatives of firm will be allowed to attend the tender opening. Enclosure:- 19. Reservations/Preference:- Supplier/contractors intending to avail any reservations for preferences like Price Preference, First Right of refusal, Intellectual Property Rights or any other in accordance with the policy of the Federal Govt, authority or SRO are to intimate DP (Air) at least 07 days in advance of tender submission date alongwith supporting documents and are to clearly mention such reservation/preference in Tender Technical & Commercial proposals.

General Instructions
1. Tech Specification/GSR/NSR/ASR are reflected at Appendix-I to this schedule must be studied carefully prior to filling in Tender. 2. Date by which stores are required __________________ (In case it is not possible for you to give delivery by given date please indicate DP by which store can be delivered by the firm). 3. Quotation will be submitted on FOR (Consignee) Basis. 4. The firm shall indicate availability of raw material and in case the same is to be imported then will give the requirement for import license. 5. The price quoted must be net per accounting unit as shown in the schedule to tender inclusive of sales Tax /Excise Duty/Surcharge (fix/variable taxes or any other relevant tax). 6. Prices will be mentioned for each item separately both in figures and words. Additional information if any would be linked with entries on the schedule tender. 7. Only one rate will be quoted for all qty, multi-rates if quoted will lead to rejection of offer. 8. In FOR Contracts the price will be quoted in Pak Currency. 9. Original quotations from the mfr/supplier must be attached in support of quoted price. 10. In case of OEM products are offered, OEM part No and its interchangeability with demanded part No should be indicated and provided with the help of relevant catalogue/extract. 11. FOR Station as consignee must be agreed while filling the schedule.
Special Instructions: You may say Agreed to/not Agreed” to conditions/clauses mentioned in the succeeding Part II & III of this DP-2. In case of disagreement you may suggest option/ alternative course for consideration by Procurement agency but it will not be binding on Director of Procurement to Accent the same.
DP-2 PART-II
LEGAL/ADMINSTRATIVE
TERMS AND CONDITIONS GOVERNING THE CONTRACT (to be filled by DP as appropriate this IT as per DP-35)
1. Warranty All goods/stores/offered would be brand new, from current year of production. These will be supplied on Form DPL-15 (Appendix III) and will be governed as per warranty clause. This warranty period may be covered by a BG as stipulated above depending on the value/criticality of the tendered equipment/stores. Format of BG against warranty is attached as appendix IV.
2. Security Deposit/Bank Guaranty (BG)
a. BG equal to 10% will be imposed on all FOB/FOR contracts on issuance of Letter of Intent/Acceptance or signing of the contract, the Supplier shall within a period of 30 days, submit a Security Deposit in the following forms :- (i) Demand Draft/Pay Order from any scheduled bank of Pakistan. (ii) Cash deposit on Form PAFA-507 in favour of Controller Military Accounts
(DP). (iii) Treasury Receipt. (iv) Unconditional and irrevocable Bank Guaranty from a scheduled bank of
Pakistan, which shall be endorsed in favour of Controller Military Accounts (DP) in the case of local contracts.
(v) Unconditional and irrevocable Bank Guaranty from a scheduled bank of State Bank of Pakistan or through LC opening Pakistani Bank in the case of foreign contracts. Such a Bank Guaranty shall be endorsed in favour of Controller Military Accounts (DP).
3. Agent Commission In case of involvement of foreign firm‟s local (Pakistani) agent, the commission %age being paid to the agent must be declared in the offer. This commission will be paid to agents in Pakistani currency (rupees) by CMA (DP) on satisfactory completion of suppliers. Letter of Credit will be reduced by corresponding Dollar value of agency commission at the exchange rate of date of opening of commercial offer. In case firm does not have any local agent, then a certificate as per format attached as (appendix-II) will be signed by OEM/principal and included as integral part of contract.
4. Taxes/Duties/Letter of Credit Charges. All taxes/ duties/ Import License Fee/ LC charges as applicable under Govt. laws in Pakistan as well as country of Supplier shall be on Supplier‟s account.
5. Term of Payment Supplier may be allowed to draw 80% payment through CMA (DP) on issuance of Inspection Note after dispatch of stores and 20% on issuance of Certificate Receipt Voucher (CRVs) by consignee.
6. Late Delivery In the event in delivery at Supplier‟s fault, the Supplier shall inform the purchaser before expiry of such delivery period giving reasons/justification for it. The purchaser shall have the right to take following actions:-
a. Cancel the contract, and/or. b. To purchase from elsewhere stores not delivered, at the risk and expense of the
Supplier and without notice to him, or c. To recover liquidated damages when the Competent Purchase Officer is satisfied
that the failure to supply the stores within the scheduled delivery period has been for reasons within the control of the Supplier, and/or if the Government has suffered loss for reasons of belated delivery. These liquidated damages, if imposed, will be recovered at the rate of upto 2% but not less than 1% (depending on the merit of the case as decided by Competent Purchase Officer) of the value of stores supplied late per month or a part of a month for the period exceeding the original delivery period, subject to the provision that the total liquidated damages thus imposed will not exceed 10% of the total value of the stores delivered late.
d. The purchaser‟s decision under this clause shall NOT be subjected to arbitration.
(DP-2 Part-II)
7. Shipment In case of FOB contracts, shipment will be made through PNSC vessel or PIAC on Purchaser‟s account. Details to be incorporated in the contract. Shipment through foreign vessel/flight due to any compulsion will require prior approval of Purchase/DGDP. For further detail referred to DP-35.
8. Insurance In case of FOB contract, insurance in this contract if required will be on Purchaser‟s account with NICL, Pakistan.
9. Subletting Supplier not allowed wholly or part of the contract to any other firm/company without prior permission of the Purchaser. Firm found in breach of this clause will be dealt with as per purchaser‟s right and discretion.
10. Purchaser‟s Right Government of Pakistan (represented) by Directorate General Defence Purchase does not pledge himself to accept the lowest or any tender and reserves the right of accepting the whole or any part of the quantity offered. Please be notified that the tender does not constitute ANY obligation or commitments what-so-ever on the part of the Government of Pakistan to negotiate or conclude ANY or part thereof of the subject contract under any terms or conditions irrespective of the cost, lowest cost or any gradation of the cost. Government of Pakistan reserves the right to cancel the indent, tender or inquiry or to reject any offer or quotation without assigning any reason or explanation. The purchaser also reserves the right of deletion, addition and cancellation of the contract in part or full without assigning any reason whatsoever and without financial repercussion on either side within 30 days after the signing of contract. Such information will be passed to the supplier on his legal address by the purchaser through the fastest possible means i.e. Telephone, Fax, Telex, Cable Telegram etc.
11. Export License/Permit/End User Cert. It shall be the responsibility of the supplier to obtain form the Government concerned all permits and export licenses, etc required to enable each consignment to be shipped immediately as per the delivery schedule. In case the supplier fails to arrange export license within 30 days of signing the contract the purchaser reserves the right to cancel the contract on the risk and expense of the supplier without prior notice. The purchaser will provide End User Certificate (EUC) to the supplier within 15 days of signing of the contract for the purposes of getting the export license/permit. However purchase will not be responsible to arrange export license/permit on behalf of the supplier for the export of the contracted goods/stores.
12. Failure/Termination The purchaser shall be entitled to terminate the Contract on Risk and Expense for default on the part of supplier. In case the Purchaser elects to terminate
the Contract, the Purchaser shall give notice in writing to the Supplier to make good the default. Should the Supplier fail to initiate proceedings in order to comply with the notice within 15 days from the date of servicing of such notice, the Purchaser may forthwith terminate this contract by notice in writing to the Supplier without prejudice to any rights of supplier. Extra cost if incurred on re-purchase form else where will be on your account.
13. Secrecy The Supplier shall undertake that any information about the sale/purchase of the stores under this contract shall not be communicated to any person, other than the manufacturer of the stores, or to any press or agency not authorized by the Director General Defence Purchase Division to receive it. Any breach on this account will be punishable under the Official Secret Act-1923 in addition to termination of the contract at the risk of Supplier.
14. Signature on Appendix V to DP-2 Part-II. In case of un-registered firm, the attached Appendix V to DP-2 Part-II is required to be signed by the supplier. (Ref DGDP letter No 1566/01/Gen/Registration dated 19 February, 2014)
15. Award of Contract to Un-Registered Firm Valuing Rs 1 Million and above. In case of contract is awarded to un-registered firm valuing Rs 1 Million and above, BG from any scheduled Pakistani Bank will be submitted to DP (Air) BEFORE SIGNING OF THE CONTRACT. (Ref DGDP letter No 1566/01/Gen/Registration dated 19 February, 2014).
16. Declaration of Moveable/immoveable Property:- : Prior to the award of
contract the potential supplier, the firm is required to provide details of movable / immovable
property on Rs. 100 judicial stamp paper duly attested by the oath commissioner.
DP-2 PART-III
TECHNICAL CONDITIONS/SPECIFICATIONS OF STORE
1. Technical Specifications
a. The store/equipment should confirm to specification/service requirements and technical data/drawing (if applicable) as per attached Appendix-I to this Annex. Offer not confirming to required specification or multi offers will be rejected. The supplier shall further undertake to provide all the contracted stores/goods as per the specification.
b. All stores/items/goods delivered would be brand new, from current year of production, confirming to purchaser specifications/ satisfaction. The supplier will provide all the OEM certificate, quality certification/inspection documents to the purchaser confirming the quality of the product being supplied under this contract. Stores must bear the manufacturer‟s identification marking/monogram.
2. Requirement of Samples The requirement of tender sample will be included in the IT in case the same is required for evaluation by technical authorities. Beside this advance sample if required will be made part of the IT as well as the contract.
3. Change in Specification/mfr/model No alteration in make/brand and quality of stores will be entertained after the tenders have been opened. To contrary, any change/improvement requires approval of tech authority/user.
4. Technical Documentation All original publications, catalogues and technical/operational manuals will be supplied free of cost by the supplier at the request of purchaser unless otherwise stated in the contract. Supplier will also provide two copies of compact disc and hand made drawings wherever applicable. The Supplier will provide two sets of following documents free of cost for technical scrutiny of the offer (as applicable):-
a. Technical literature of each item in original form.
b. Manufacturer‟s Specifications/Technical Data/Drawings and packing details etc of each item in original form.
c. Acceptance test procedure/criteria of each item.
d. Country of origin of each item and port of shipment.
5. Interchangeability A certificate of complete interchangeability must be endorsed on the quotation for all substitutes/in lieu and superseded items. A copy of relevant page of publication must be attached to prove correctness of offered item.
6. Checking of Store at Consignee End All stores will be checked at consignee‟s end, in the presence of supplier‟s representatives. If for the reasons of economy, or any other reason, the supplier decides not to nominate his representative for such checking; an advance written notice to this effect will be given by the supplier to the consignee prior to or immediately on shipment of stores. In such an event the supplier will clearly undertake that the decision of consignee with regard to quantities and description of a consignment will be taken as final and discrepancy found will be accordingly made up by supplier. In all other cases the consignee will inform the
supplier about arrival of consignment immediately on receipt of stores through registered mail or fax. If no response from the supplier is received within 15 days form initiation of letter the consignee will have the right to proceed with the checking without supplier‟s representative. Consignee‟s report on checking of stores will be binding on the supplier in such cases.
7. Packing/Marking The Supplier shall be responsible for proper packing of the stores in accordance with the relevant paper particulars under the conditions laid down in the contract or other relevant instructions on the subject in standard export packing worthy of transportation by Sea/Air/Road/Rail so as to ensure their contents being free from loss or damage due to faulty packing on arrival at the ultimate destination. Packing of stores will be done at the expense of the Supplier. All packing cases, containers and other packing material shall become the property of the State on receipt. Marking of packages/containers shall also be done by and at the expense of the Supplier in accordance with the instructions given by the Purchaser. Failure to mark consignment in accordance with these instructions will render the store liable to rejection. Any loss occurred/demurrage paid due to wrong marking will be made good by the Supplier.

It is certified that no person, firm, corporation, subsidiary or entity in Pakistan or elsewhere shall directly or indirectly receive any rebate, bonus, commission, gift or favour in case or kind other than the commission allowed to M/s (FULL NAME, TITLE OF THE COMPANY WITH ADDRESS) against Contract No.______________________ dated ________________. In case it is discovered that the contents of this certificate have been infringed/violated by the supplier, the purchaser will I have the right to cancel the contract and/or impose a penalty equal to 25% of the contract value.

e. That with the consent of our customer you may amend/alter any term/clause of the contract or add/delete any term/clause to/from this contract without making any reference to us. We do not reserve any right to receive any such amendment/alternation or addition/deletion provided such like actions do not increase our monetary liability under this Bank Guaranty which shall be limited only to Rs. _________________________ (Rupees _____________________

3. The supplier also undertakes to make good the deficiency in supply if any.

Participating firms should have experience in dealing such equipment for a period of at least 05 years and should have previously worked on at least 03 PAF Bases. Firms should have its branch offices in major cities of Pakistan to cover after sales support issues.
j Technical vetting shall be carried out by Dte of Net Works (Comd) before finalization of contract.
k Adjustment of quantities if needed be made in consultation with the Dte of Net Works (Comd).

Store should be factory new and from latest production batch. The batch No and a certificate in this regard be submitted at time of stores delivery. Supplier is required to provide OEM partner/distributor certificate along with Manufacturer Authorization Form (MAF).
m Specification / Brochure received from supplier will be sent to AHQ (Dte of NWC) for final technical vetting.
n Technical Documents / Brochure for O level and D Level are required to be provided in accordance with requirement of Splt Dte.
p Supplier will deliver store to consignee No 103 ALC PAF Nur Khan on own arrangements.
q The supplier is to provide a certificate by OEM, articulating that the contracted equipment / store is free Ozone Depleting Substances and is in conformity with Montreal Protocol.

During warranty period, the firm is required to maintain 2% or 01 item extra (whichever is higher) as pre-issue at each site to ensure immediate replacement of unserviceable item.

Whole project (S.No 1-43 and 60-66) is turnkey solution and installation is mandatory.
u Towers Qty 298 mentioned at S No 2 are not required to be galvanized. However, towers mentioned at S No 5 & 8 are required to be galvanized.

All static cameras are POE cameras. So, power will be provided to cameras through UTP cable and UTP cable will be routed in UPVC pipe. Moreover, kindly note that UPVC will be routed along the boundary wall as per design required by PAF. Moreover, there will be no separate pipe laid for power cable, and it will be routed with OFC in HDPE pipe. Technically, Low voltage (220V) electrical cables and OFC can run together in same conduit safely without hazards and interference. However, it is never recommended to run high voltage electrical cables with OFC in same pipe / conduit.

UPVC pipe will be routed above ground along boundary wall. In case, there is some minor restriction observed somewhere during project execution, UTP will be laid in separate pipe in OFC digging in that segment only and cost will be absorbed by vendor.
x Lightening arrestors are not required with towers mentioned at S No 2 (Qty 298). However, lightening arrestors are required to be installed with towers mentioned at S No 5 & 8 (Qty 4 + Qty 18 = Qty 22).
y Internationally acceptable standards (NPFA 780) will be required for installation of lightening arrestors.
z DB Boxes:- Total Qty is 155 and standard is less than 1 ohm including bore, busbar, earthing strip copper from busbar to equipment rack, pit construction, pit cover with lock.

Submitted commercial quotation is to be strictly as per instructions mentioned at Part-1 Schedule of Tender. Commercial quotation for S.No 1-43 and 60-66 will be submitted as a package deal and S.No 44-59 will be submitted separately for independent comparison. Any violation may lead the firm for disqualification.

TECHNICAL SPECIFICATIONS REPORT (PART-I) OF CCTV SURVEILLANCE
SYSTEM (FY 2018-19)
General
(a) Firm is to provide a turnkey solution which includes provisioning and installation of all necessary equipment and also complete services including digging, laying, cabling, commissioning of system, while integrating with any existing CCTV system (if exist and required). (b) All fixed / PTZ Cameras, NVR and controlling peripherals must be of same brand and should be fully compatible with any existing CCTV equipment installed at respective locations. The Cameras and NVR must support Onvif.
(c) Every outdoor electronic equipment / accessories must be protected in weather proof (eg flood / dust / sun glare / temperature / fire / rain / snow / lightning etc) environment and also be having vandal / earthquake proof vis-à-vis IP66/67 and IK-10 compliant security casing. (d) The cameras must have separate PCBs for combining optics, processing and power electronics. (e) All NVR should have a capacity to retain data for at least 60 days storage (assuming all cameras connected ie 16 cameras connected for 16 Ch NVR) and can provide desired clips in executable form with security watermarks. Their storage media shall not be of proprietary and locally offered by at least two separate manufacturers. Hard Disks specifically produced for use with surveillance recorders (industrial grade) must be offered with NVR. Their brand / model must be mentioned with NVR. Preferred brands are Seagate and Western Digital. (f) All NVRs / cameras must be of latest model of respective OEM (supplier is to ensure that no model is offered by the OEM after the offered product) and provided with Video Management Software, for used by unlimited users valid for unlimited time. Accordingly, if OEM announced a new hardware after signing of contract; then new product will be accepted only, if all previous functions offered with contracted hardware are also available in new hardware (irrespective of required technical specs as mentioned in this technical document). (g) All cameras are to be installed on poles / towers of desired height to avoid blanking by obstacles (as per PAF requirements), reliable support / foundations with proper mounting (junction boxes) protected against weather / wind and other hazards. (h) Height of all poles including fixed, PTZ and Thermal cameras should be as per actual field requirements. Standard height for fixed camera pole / tower is 20 feet and for PTZ 40 feet and Thermal 80-120 feet. All masts should be triangular poles made from ten feet extensions (ie 40‟ = 10‟x4) with one side ladder, mounting base for maintenance, concrete foundation, suitable guy-wires (for 20 feet and above). Poles for PTZ and thermal cameras should have camera mount bracket and additional platform on top (for camera maintenance). The poles must be painted with Epoxy paint for weather proofing. For coastal areas, to avoid rusting, the poles of desirable height may be made of concrete with suitable side ladder and top platform etc.
(j) At point of fiber jointing / splicing, „splicing-tray‟ must be used. All splicing-trays and
ODF work shall include pig-tails, adopters and couplers etc as per site requirements.
(k) The main WAPDA power be provided to every LC / UPS (as applicable) through
minimum 15A socket (for higher currents, industrial sockets of respective current value)

(l) Only one model / brand be mentioned in quote and provided with technical specs.
Mentioning of multiple brands / models may lead to disqualification.
(m) Any item provided with better technical parameters conforming existing PAF
standards would also be acceptable without compromising on other parameters.
(n) OFC / UTP cables are to be laid as per PAF Standards (Appendix „A‟). The OFC
material and testing should conform to the PAF Standards. The firm is to submit detailed
route map for fault tracing and future expansion in draft shape before commencement of
work and in print / pdf after completion of work. HDPE ducts (minimum 50 mm external /
38 mm internal dia) must be used for underground laying of OFC. Locking facility must be
available on all ODFs / boxes. Additionally, the OFC / UTP cable are to be properly
protected in GI pipe wherever physically exposed above the ground. Flexible GI pipe is to
be used upon entry of Fiber in ODFs / termination boxes.
(o) All outdoor Distribution Boxes (DB) must be powder coated with proper ventilation to minimize heat accumulation. Separate pipes / ducts be used for carrying powers & signals cables. Accordingly, power and signal cables shall not be carried in same pipe. (p) Firm is to install Lightning arresters or other suitable devices at places (where-ever required) with history of frequent thunder bolts etc to avoid failsafe surveillance operation and avoid damage to installed CCTV equipment. (q) While planning, the firm shall keep factor of equipment being damaged during post installation warranty period due to surge / spikes / power-problems, thunder-strikes and other natural / force-majeure reasons as all electronic devices damaged during warranty period due to any of the reasons (including above) shall be provided FOC replacement by the firm. Warranty / Backup Support (r) Minimum two years warranty against each electronic devices must be considered as 'warranty period'. The firm is to extend free of cost (FOC) replacement of all electronic hardware provided as part of turn-key solution during the warranty period.
(s) The free replacement warranty (including unserviceability caused due to power problems) start from the date of commissioning of turn-key solution at respective location and specifically include all cameras, NVRs (including hard disks), UPS, LC, LEDs and their associated electronic hardware. Commissioning date is the date on which the system is handed over to respective field user in operational state (irrespective of purchasing date of supplier from respective OEM).
(t) Firm is to ensure continuous backup support to PAF, in terms of provision of spares, accessories, repair / maintenance and up-gradation for 10 years through OEM of respective hardware (certificate required).
(u) During warranty period, the firm is required to maintain 2% or 01 item extra (whichever is higher) as pre-issue at each site to ensure immediate replacement of unserviceable item. Upon consumption of the firm‟s pre-issue item, the item is to be replenished within one week, so that the firm pre-issue is maintained during the warranty period. (v) The firm is to intimate the details and particulars of their TST team. In case of any complaint / unserviceability, PAF will contact the TST team for recovery of item / solution to the problem.
(w) All updates / patches of relevant firmware / OS released by respective OEM of the related electronic hardware during warranty period shall be provided by supplier (through OEM) to PAF. They are also to extend necessary support / training to PAF personnel for their subsequent usage as well (whenever required).
(x) The company is to provide detailed future plan for extending post-installation two years maintenance support to „each site‟ against operations / cabling related faults etc while also ensuring FOC (free of cost) replacement of failing electronic hardware during warranty period (as applicable). In case of persistent non-compliance to schedule of FOC replacement, PAF reserve the rights to repair / purchase new equipment and use at the cost of supplier.
(y) Documents
(i) Successful bidder is to provide draft of schematic plan of cabling (OFC/ Coaxial/ Ethernet / Power), cameras and control room of proposed system before commencement of work related to each site.
(ii) Project Implementation plan highlighting essential breakdown of workflow activities for each site to be provided.
(iii) Hard / Soft copies of technical offer and equipment are to be provided.
(iv) Supplier will provide requisite maintenance publications (Repair / troubleshooting manuals, circuit / block diagrams, pin layouts, component / firmware details, ICDs, IPBs and other maintenance material)
(z) Training
(i) Firm to provide „O‟ level hands-on training (FOC) on each site to 15 PAF personnel for 03 days after commissioning. (ii) Supplier will arrange Depot level technical training for 8-10 PAF personnel for 15 days at a reputed international training facility / OEM Lab. „D‟ level maintenance should cover complete hands-on technical training for recovery of cameras. (iii) Training Manuals (hard/soft) to be provided at each site for reference.

SOIL TYPES AND DEFINITION
1.1 Normal soil
The soil, which contains clay only
1.2 Sandy soil
The soil, which contains pure sand or mixture of sand 60% & clay 40% and the trench, cannot stand alone over night.
1.3 Waterlog soil
Where water start penetration from sides of trench, the soil shall be considered as water log soil.
1.4 Standing water
Where permanent water stands on a surface of soil and cannot be drained out in any way.
1.5 Hard rock soil
The soil, which cannot be dug manually without the use of hammer and chisel.
1.6 Semi rocky / hidden rock
The soil which is apparently normal on the surface but after little depth rock appears which is hard and be dig manually.
1.7 Asphalt soil
Locations where small or main roads are required to be dug for cable laying that surface would be considered asphalt soil.
1.8 Markable soil
The soil which contains stones or pebbles due to which it is hard to dig the area manually.
GENERAL INSTRUCTIONS
This specification defines the requirements of cable handling, laying in different kinds of soils and crossings, jointing and testing. Cable can be laid either using trenchless techniques or with conventional trenching techniques. Cable laying in conventional trenching technique includes:
Excavation of trench
Laying of cable inside a duct in the trench
Laying of warning tape
Back filling of trench
Preparation of Joint Pit
Installation of route markers and joint indicators.
In trenchless technique cable laying means directional drilling and pulling of cable inside duct. In normal and sandy soil preferred way of laying the cable shall be the traditional trenching techniques. Whereas, in other areas described in subsequent sections trenchless technology will be preferred over the traditional method of excavation of trench. After the route survey, following steps shall be taken before the actual excavation work commences:
All the required manpower and materials shall be on site.
Diversion of traffic shall be organized where necessary with proper sign boards.
A line shall be marked on the ground, with a string or marking compound, where the excavation is to be carried out.
All existing services shall be located by making test pits.
Engineering & Construction placements, route plans and codes shall be followed strictly. Subsequent sections provide specifications for cable installation in different areas. Unless otherwise specified, all dimensions in subsequent drawings are in centimeter (cm).
CABLE HANDLING AND TRANSPORTATION
3.1.1 Cable drums shall always be carried on their flanges. See Fig.1.

3.1.4 Loading, unloading and moving of Optical Fiber Cable shall be done properly. Fork lifter shall pick the reel up with the flat side of the reel facing the driver. See Fig.4.

3.1.5 Cable drums shall be low 3.1.5 Cable drums shall be lowered gently onto the ground or transport tray.
3.1.6 Cable drums should be tightly fixed to the transport vehicle.
3.1.7 Impact force loading shall be avoided and cable drums shall not be dropped.
4.2 CABLE LAYING IN NORMAL SOIL (with HDPE duct as per scope of this TSR) Excavation of Trench In normal soil the trench shall be excavated to a depth of 150 cm. The trench shall be graded to enable the duct containing the cable to be laid on an even plane. The width of the trench shall be 40cm at the top and 35-40cm at the bed. The depth reference for the trench shall be taken from the road surface or the normal earth surface level which ever is lower. The cable shell be placed inside the HDPE duct and laid along the bottom of the trench at centre of the two walls of the trench. The cable shall not be pulled in the duct rather duct should be slid over the cable.

CABLE LAYING IN ROCKY / SEMI ROCKY / MARKABLE SOIL 5.1 Rocky/Semi-Rocky area
5.1.1 In rocky area, the trench shall have a depth of 110 cm, with width 40 cm at the top and 35-40 cm at the bed with all the sharp edges of rock removed. The small pebbles shall be dropped first in the trench gently till the level of warning tape. The remaining waste of the trench (comparatively large size) shall be dropped in the trench after installation of warning tape. See Fig.9.

5.1.2 There will be situations where it is not practical to excavate in extremely hard rock to a depth of 1.1 meter; these situations shall be particularly highlighted on the installation route plan. For such areas, the contractor will submit his proposed solution to PAF and will implement the solution with recommendations and approval of PAF. EXCAVATION OF TRENCH IN WATER LOGGED/ STANDING WATER AREA
If the area is such that water does not physically appear on the surface of the earth but the trench is immediately filled by the water then the trench shall be excavated to maximum possible depth till water appears at the bed of the trench. This depth shall be greater than 110cm. After laying the duct immediate back filling of the trench with warning tape shall be done.
EXCAVATION OF TRENCH IN A TARMAC AREA
In the tarmac area the trench shall have a depth of 21 cm and a width of 22 cm. The bottom surface of the trench shall be free from sharp edges. On the concrete bed cable shall be laid in GI pipe. The GI pipe shall be placed in the centre of the two walls of the trench. The dia. Of GI pipe shall be 2.5” and dia of PVC pipe shall be 2”. After placing the GI pipe the trench shall be back filled with concrete material as shown in Fig. 10. The concrete material ratio shall be 1:2:4 for back filing of the trench.

SMALL ROAD CROSSING
8.1 Roads under PAF's controlled area shall be crossed using 2.5” inches GI-pipe sub-ducted with PVC pipe. 8.2 Cable shall be at a minimum depth of 1.5 meter either from the road surface or soil surface, whichever is lower. MAIN ROAD CROSSING
9.1 Main / double road shall be crossed using the trenchless technique. Cable shall be placed in an HDPE pipe/tube. Minimum depth of cable while passing under the road shall at least be 3 meters.

cable passes under the bed of the canal by boring from one side of the canal to the other side without digging or trenching as shown in Fig. 11.

10.2 HDPE pipe shall be at a minimum depth of 5 meters below the water bed. 10.3 In case of a small nalah crossing same technique shall be applicable except that cable shall be at a minimum depth of 3 meter below the bed of the nalah. 10.4 Contractor may propose the depth of boring and tube size taking in account different soil and river conditions.
RUNWAY, TAXIWAY AND TARMAC CROSSING
11.1 Trenchless boring technique shall also be used for crossing the runways, taxiways and tarmac areas, in which cable shall pass under the runway, taxiway and tarmac by trenchless boring from one side of the runway, taxiway and tarmac to the other side without digging or trenching as shown in Fig. 12.

11.2 HDPE pipe shall be at a minimum depth of 10 meters below the runway, taxiway and Tarmac.
1.3 If soil conditions are such that the trenchless bore is not possible then the contractor may propose the shift of bore location or depth of bore and tube size taking in account different soil conditions.
11.4 There are places where the tarmac area is built up till the walls of a building where the cable has to be terminated. In such situation the contractor will first dig a small trench adjacent to the building for the terminating end of the trenchless boring. The contractor shall make sure that digging of the trench in such circumstances does not hamper the movement of aircrafts or equipment.
11.5 The soil type can be determined by excavating a trench near the proposed site of HDD bore, whereas the soil type definition is as per clause 1. ROUTE MARKER AND JOINT INDICATOR
12.1 The route marker shall be fixed at distance of 100 meters and where ever the cable bends at an angle more than 45˚. 12.2 For routes where the distance between two buildings is less than 100 meters, markers shall be placed at both ends (5 to 10 meters from end point). 12.3 Markers shall also be placed at each end of a joint pit. 12.4 Route indicator dimensions are provided in fig 13. Route marker shall be painted with blue (Airforce blue) color and the text shall be embossed in white color. 12.5 RCC used in route indicator shall have a ration of 1:2:4.

WARNING TAPE
13.1 A suitable yellow PVC tape 0.25 mm thick and 10 cm wide shall be placed 65 cm above the installed optical fiber cable for indicating the excavators of the presence of optical fiber cable. The translation of WARNING “PAF Caution! Delicate Optic Fiber Cable beneath” in Urdu language shall be printed on the tape in black letters 6 cm high and 2 cm wide at each one meter interval as shown in Fig. 15. The color of tape shall be shining yellow and tape shall be 200 to 250 meter in continuous length.

14.1 The handling of Fiber Cable is critical and care shall be taken to avoid damage to Fibers and sheath. It is important that there must be sufficient labor to handle the cable with out draging along the ground. 14.2 Cable shall be laid in a straight line along the bottom and centre of the trench. At this stage it is important that the cable shall be carefully rolled off the drum preventing sharp bends and kinks. See Fig. 16.

14.3 Where the cable is to pass through a pipe or under an existing service, after a portion of cable has been laid it shall be necessary to remove the cable from the drum and
store in a figure eight ( 8 ) to enable hauling through. See Fig. 17.

The figure (8) method shall also be used if cable is to be temporarily stored and buried.
HAULING OF CABLE IN PIPE (if required)
Hauling cable through pipes shall be carried out using the correct procedure, material, manpower and equipment. Failure to do this will result in breakdowns, some of which are extremely difficult and time consuming to repair, injuries to staff/labor and delays in the progress of the project. The specifications of the pipe shall be as per the section HDPE Pipe specifications.
15.1 Equipment Required for Cable Hauling: Preferred option for cable hauling is with controlled tension by using winch machine. If winch machine is not available then a suitable mechanical fuse may also be used in order to protect the cable from tension more than specified limit.

15.2 Hauling preparation and Practices: Initial steps in hauling of cable are
Withdraw wire pull hauling rope through pipe.
Secure the hauling grip to the cable.
Connect the mechanical fuse to the hauling grip.
Connect the hauling swivel to the mechanical fuse.
Connect the hauling rope to the hauling swivel.
All connections shall be with a “D” shackle.
Before hauling the cable all connections shall be checked to make sure they are secured, communication shall be possible between the two ends of the haul and a suitable lubricant shall be applied to the cable at joint of entry (Petroleum based lubricants are not to be used).
The tension applied to the cable must be consistent throughout the haul to enable an easy passage and avoid any breakage (The maximum hauling tension for the cable should be known). See Fig. 18 & 19.

The loop pit size shall be 2 x 2 x 1.5 meters (Length x Width x Depth). The cable loop in the loop pit shall be 10 meters. Sand cushion 20 cm below the coil and 30 cm above shall be provided. Above the sand cushion bricks shall be placed in such a manner that whole surface is covered. The cable loop shall be placed at center of the joint pit and the cable coil is positioned circular with walls of the loop pit. See Fig.20.

The slab of 50x30x10cm shall be used in a joint pit. Slabs shall be used where extra protection
of OFC is required. The Concrete ratio of the slab shall be 1:2:4. The iron bar used shall be of 0.6cm diameter.
JOINTING
18.1 Two cable ends shall be jointed through joint enclosures (JE). 18.2 Two fiber ends shall be jointed with the help of fusion splicer. 18.3 Each joint shall be covered with protective sleeves supplied with joint enclosure. 18.4 Splice loss and total number of joints shall be as per clause 21.2. 18.5 The two cable entry points in the joint enclosure shall be hermetically sealed with the cable sleeves supplied with the JE. 18.6 Fibers shall be completely retained within the cassette, with no trapping, pinching or other damage to the fibers during assembling. 18.7 At least 1.5m of spare fiber on either side of the splice shall be accommodated in the organizer cassettes. 18.8 It shall be ensured that the fiber shall not be bent to a radius of less than 300mm. 18.9 The mechanism provided in JE to secure the loose tubes shall be followed. 18.10 The connection shall ensure that no movement or strain is induced in the fibers when cassette is handled. 18.11 A retaining mechanism provided in the JE shall be followed to secure the splice protection that will not allow movement of fiber joint within the confines of the cassette. It shall be possible to remove splices from the cassette without affecting the remaining splices or fibers
CABLE TERMINATION
19.1 Cable will be terminated in the optical distribution frame (ODF) at most of the locations. 19.2 Primary and secondary coated fibers shall be coiled in fiber organizer. 19.3 Splicing protection sleeves shall be fixed in fiber organizer so that splices will not shift or move inside the organizer or create optical losses. 19.4 Heat shrinkable splice connectors as well as other splice protection system shall be held in fiber organizer. 19.5 It shall be possible to take any individual fiber out of the organizer for re-splicing during normal operation without interfering with remaining fibers. 19.6 Fiber shall be placed in fiber organizer in a way that shall allow easy Identification and access to all fibers. 19.7 Fiber organizer shall not cause any optical losses during handling. 19.8 Looped (uncut) fibers should be stored in the fiber organizer. 19.9 Patching of pigtails shall be done in the patch panel. Patch cord panel trays shall be used to store connectorized pigtails and patch cords connected to adapters pre-mounted on the trays. 19.10 All connector adapters shall be mounted on the trays. 19.11 The adapter should be positioned in such a way that risk of exposure to laser light to the installer is minimized. 19.12 Side patching in the trays shall be preferred. 19.3 There will be buildings where the cable will not be terminated at an ODF. In such situation spare cable of around 10 meters in the shape of a loop shall be kept in loop pit outside the wall of the building.. A proper mechanism such as cable tie shall be used to fix the loop of cable. The end of the cable shall be sealed with a heat shrinkable sleeve.
BACK FILLING OF TRENCHES
20.1 Prior to installation of the optical fiber cable the bottom of the trench shall be leveled and freed from stones. 20.2 The installation of the optical fiber cable shall be under taken quickly and without delay, trenches and pits shall be backfilled promptly thereafter. 20.3 Large lumps of frozen earth or pieces of rock shall not be thrown into the bottom of the trenches as they may damage the optical fiber cable. 20.4 Where practical the top soil shall be replaced at the top of the trench. 20.5 The backfilling of stone free soil shall be carried out immediately after laying of cable or pipe which ever may be the case.
20.7 A warning tape of PVC shall be placed 30 cm above the cable, after compacting the first layer. 20.8 On walkways/drive ways, the earth shall be mounded over the trench to compensate for future settling. The height of the mound shall be 10 cm. 20.9 The backfilled trench shall be levelled to the road surface, wherever it is required. 20.10 The surplus soil shall be removed immediately. 20.11 The working area shall be thoroughly cleaned soon after completion of the work. 20.12 The completed and cleaned site shall be handed-over to the local authority against written confirmation.
ACCEPTANCE testing
There will be two types of acceptance testing. One is the physical inspection of
installed cable, and the other is optical testing of installed cable. Both type tests shall be carried out in Provisional Acceptance Testing (PAT), as described in following sub -sections.
21.1 Testing of Backfilled Trench 21.1.1 PAF representative will inspect the depth of the trench during the excavation work or before the backfilling. PAF representative will also inspect the warning tape laying before backfilling of the trench. After inspection PAF representative will document his observation / deficiencies on the Check List Form attached to these specifications. Contractor will ensure that all installation practices shall be as per this specification and pointed out deficiencies be removed. 21.1.2 After completing 100% of each link, the contractor will intimate PAF for inspection. 21.1.3 A PAF nominated inspector will inspect the OSP work and may select few locations at random for test pits. For this inspection the contractor will be required to dig the trench at the spot selected by the inspector. The length of trench dug by the contractor shall be sufficient enough for the inspector to inspect every element in the trench. 21.1.4 Inspector will inspect every element of the trench including total depth and width of trench, depth of sand bed above and below, placement of bricks and warning tape and the backfilling. 21.1.5 Maximum allowable variation in overall depth of the trench shall be ± 6%. Maximum variation in any other parameter specified in this specification is 10%. There shall be no gap between the bricks (where applied). 21.1.6 Any variation found during the inspection of the trench beyond the permissible values specified above shall be considered as deviation from the specifications and shall be corrected by the contractor at his own expenses to the satisfaction of the inspector.

21.2 Optical Testing of Installed Cable PAF inspector can test all or any of the 48 fibers based on random sampling. Test equipment required for testing of the installed cable shall be the responsibility of the contractor. Following are the parameters and their acceptance criteria for testing of installed cable.

Patch cords and pigtails are flexible single mode optical fiber cables with connectors at both end
and at one end respectively. These patchcords and pig tails shall comply the ITU-T Rec.
G.652 D as per the quantities mentioned in this BoQ.
All the offered optical connectors shall be of FC/SPC type.
The measurement method for the loss per connection shall be explained.
The optical tails shall be protected by a cover against mechanical damage.
The connectors shall have the following requirements:

OPTICAL DISTRIBUTION FRAME (ODF) (OEM FIBERHOME ONLY)
The Optical Distribution Frame is a set of modular interface products used for termination of
optical cables and connecting optical circuits. It shall consist of:

In general the supplied ODF shall comply with the following specification:
The ODF shall be provided with an ODF rack frame and the frame shall preferably fit with a
lockable door to protect the terminations.
The metallic part of the ODF shall be connected to station earth.
The terminations in ODF shall be fitted with labels to identify the fibers.
ODF shall have sufficient provision for managing the storage of optical fiber cables, optical fibers,
patch cords and pigtails with continuous control of the bend radius. The concept of single
circuit management (2 fibers per fiber organizer) shall be provided. Splicing and patch cord
shelves shall be provided for splicing and patching of optical fiber.
The Fiber organizer shall be non-metallic and conform to the following requirements:
Fiber organizer shall allow for coiling of primary and secondary coated fibers.
Fiber organizer shall allow the fixing of the splicing protection sleeves so that splices will not shift
or move inside the organizer or create optical losses.
Fiber organizer shall be able to hold heat shrinkable splice connectors as well as other splice
protection system.
It shall be possible to take any individual fiber out of the organizer for re-splicing during normal
operation without interfering with remaining fibers.
Fiber organizer shall allow easy identification and access to all fibers.
Fiber organizer shall not cause any optical losses during handling.
Looped (uncut) fibers should be able to be stored in the fiber organizer.
The patch panel shall provide the patching of pigtails. Patch cord panel trays shall be used to
store connectorized pigtails and patch cords connected to adapters pre-mounted on the
trays.
The shelf and its components shall withstand storage temperature of -20C to +60C.
All types of connector adapters shall be mountable on the trays.
The adapter should be positioned in such a way that risk of exposure to laser light to the installer
is minimized.
Side patching in the trays shall be preferred.
The adapters shall allow easy access to connectors on both sides.
JOINT ENCLOSURE COMPONENTS
Joint Enclosure Shell
The universal Joint Enclosure shall consist of either:
i) Two clam shell halves, separating along the cable entry line.
OR
ii) A one or two piece shell, clamping around circular end plates. The
end plates shall separate from the cable entry side. The end plates may
have predrilled holes or to be drilled during installation.
It shall be possible to match the size of the cable entries of the enclosures to the outer diameter
of the cables. A hermetic seal shall be formed when installed according to the
manufacturer‟s instructions.
The shell and its end plates shall be made of non-metallic material. The material for the shell
shall be polypropylene conforming to the requirements specified under the material
specifications.
The shell shall contain mechanism to securely hold the organizer cassettes.
Fiber Organizer Cassettes
Each identical cassette shall have the capacity to secure 4 fiber splices. Fibers shall be
completely retained within the cassette, with no possibility of trapping, pinching or other
damage to the fibers during assembling.
The cassettes shall accommodate at least 1.5m of spare fiber on either side of the splice. The
design of the cassette shall ensure that the fiber shall not be bent to a radius of less than
300mm.
The cassette shall include a mechanism to secure the loose tubes. The connection shall ensure
that no movement or strain is induced in the fibers when cassette is handled.
A retaining mechanism shall be provided to secure the splice protection e.g. heat shrinkable and
folding type protectors without movement within the confines of the cassette. The retaining
mechanism shall be resistant to vibrations.
It shall be possible to remove splices from the cassette without affecting the remaining splices
or fibers.
Fiber Splice Protectors
The protector shall restore the mechanical integrity of the fiber and shall not create any residual
force in the fiber.
The protectors shall be either a suitable plastic or metal.
Tightness Check Facility (Optional)
The joint enclosure shall be provided with dry air or nitrogen gas injection facility to check the
tightness of joint enclosure at a pressure of 400 grams / cm2 after installation at site.
Tools and Accessories
Any special tool required for installing or maintaining the enclosures shall be included in the bid.
The Joint enclosure shall be provided with sufficient drying agent to ensure that the relative
humidity of the enclosure shall not exceed 75% for the required life time of the enclosure.
JOINT ENCLOSURE MATERIAL SPECIFICATIONS
General
The universal joint enclosure and its material physical, chemical, environmental and
mechanical requirements and the tests to be applied for the determination of
these requirements are specified in this section.
The requirements refer to the finished product, or material removed from the finished
product unless specifically identified otherwise. Bidders shall submit proposal for
Type Approval and Routine Quality Check tests for evaluation.
The material of the enclosure system shall be compatible with all cable components and
splicing materials.
Workmanship
All components of the enclosure shall be high quality design, workmanship and finish.
All components shall be free of pinholes, cracks, sharp edges or other defects which may
detract from the service requirements of the enclosure.
External Plastic Materials
All external plastic materials shall be colored black and shall be resistant to petroleum and
soil microorganisms.
All external plastic and sealing materials shall be inhibited against ultra violet degradation.
The components of the enclosure exposed to the environment shall be resistant to
petroleum distillates, soil fungi and microorganism.
Material Toxicity
The components of enclosure and its accessories shall not contain any hazardous or toxic
materials
Joint Enclosure Material Test Requirements
In order to assure the quality of purchased product, bidders are required to supply results of Type
Approval and Routine Quality Check tests.
Shell
The shell of the enclosure shall preferably be made of high quality polypropylene
conforming to the material specifications and shall be tested according to the

materials are at least equivalent to polypropylene.
Sealing Material
All gaskets shall be of material suitable for the application and preferably reusable time
and again. Evidence shall be submitted as Type approval to verify the suitability
of the gasket.
Materials used for the cable entry seals, e.g. buty1 putties, twin components epoxies,
shrink down polyolefins, adhesive etc. shall not adversely affect the cable
sheaths.

Tests of Assembled Universal Joint Enclosure
Preparation of Specimen for Testing (TA).
Two cables each of the minimum and maximum diameters able to be installed in the
enclosure shall be connected according to the manufacturer‟s instructions. The
cables shall withstand a tensile force of 200 N without deformation. The minimum
length of cable shall be 1.5m. The cable shall be airtight. Fibers shall be arranged
as in a finished installation with full population of fiber organizer cassettes. The
samples for the following tests shall be prepared in this manner.
Tightness Test (TA).
The tightness test shall be performed according to IEC 68-2-17Q. The sample shall be
pressurized to 0.4 bar, and immersed in a water bath at temperature range +200C
to +400C, for a period of 15 minutes. There shall be no pressure drop nor
continuous stream of bubbles from the enclosure. The sample shall be opened
and check for no displacement of fibers and splices.
Temperature Cycling (TA).
The sample shall be subjected to 20 continuous test cycles. Each test cycle shall be:
-200C For 4 hours
-200C to +600C For 2 hours
+600C For 4 hours
+600C to -200C For 2 hours
On completion of the test samples shall be subjected to the tightness test of 3.8.2.
Cold Test (TA).
The sample shall be placed in water so that at least 100 mm surrounds all sides. The
sample shall be subjected to 10 continuous cycles. Each cycle shall be

On completion of the test samples shall be subjected to the tightness test of 3.8.2.
Impact (TA).
The specimen shall be positioned so that the enclosure is perpendicular to the line of
impact. A cylindrical steel weight of 500 grams, with a diameter of 22 mm and a
flat striking face shall be dropped freely and vertically from a height of 1m onto the
enclosure. The point of impact shall be in the center at the apex of the shell. This
shall be repeated with the sample rotated through 900.
After completion, the specimen shall be visually examined for cracking of the outer sleeve
and subjected to the tightness test of para 3.8.2.
Axial Pull-out Test (TA).
An axial pull of F Newton with a maximum value 1000 Newton shall be applied to each
cable in the longitudinal axis of the cable for 8 hours according to the following
formula:
F = D/45 x 100N Where D is outer cable dia in mm.
After completion of the test samples shall be subjected to the tightness test of 3.8.2.
Static Load Test (TA).
A compressive load of 1000N shall be applied to the center of the upper part of the shell
for 15 minutes. The force shall be applied by a suitable die with a surface area of
approximately 25 cm2. After 15 minutes the load shall be removed and reapplied
on the opposite face for 15 minutes.
On completion of the test samples shall be subjected to the tightness test of3.8.2.
Bending Test (TA).
The sample shall be rigidly mounted in a horizontal position.A force shall be applied to one
of the cables at a point 15 x outer cable diameter from the end of the case
assembly with a mandrel of 10 mm radius to deflect the cables through a
minimum angle of 450 in vertical direction.
On completion of the test samples shall be subjected to the tightness test of 3.8.2.
Torsion Test (TA).
The sample shall be rigidly mounted in a horizontal position. The cables shall be rotated
about their longitudinal axis through a minimum angle of 900 at a distance
equivalent to 20 times of cable outside diameter from the end of the splice case.
The twisted cable shall be maintained in this position for a period of 5 minutes,
after which the cable shall be returned to its initial position. The cable shall then
be rotated through 900 in opposite direction, retained in this position for additional
5 minutes and again returned to its original position. The procedure shall be
repeated twice with each cable protruding from the splice case. The torque
applied should not exceed 50Nm.
On completion of the test samples shall be subjected to the tightness test of 3.8.2.
Vibration Test (TA).
The vibration test shall be performed according to IEC 68-2-6. The cables connected to
the sample shall be rigidly clamped 500 mm from the enclosure. The enclosure
should be vibrated at a frequency of 10 Hz and an amplitude of 3 mm for a period
of 72 hours.
On completion of the test samples shall be subjected to the tightness test of 3.8.2.
Environmental Stress Cracking (TA)
The specimen shall be immersed in a 10% solution for 165 hours at 500C + 20C.
On completion of the test samples shall be subjected to the tightness test of 3.8.2.
TEST REPORTS AND TEST FREQUENCY
General
The two categories of test report required i.e. Type Approval and Routine Quality Check
as detailed in above clauses.
Report Format
All reports submitted shall include the following details:
Manufacturers name & Project number
Quality control reports shall also include Date of delivery & identification of
Universal Joint Enclosure included in the report.
The report shall detail all results in the same order and shall refer to the following relevant
clauses.
Type Approval tests, Samples and Report Requirements:

enclosure.
Routine Quality Test Reports:
Test results etc. of the manufacturer‟s Quality control program as required by clause 3.9, shall be
submitted with each delivery.
The test report shall clearly show which production batch is included.
In addition to the test results required by PAF, bidders are responsible to ensure that the
Universal Joint Enclosures complies with the specifications. Therefore bidders shall
perform all additional tests necessary at appropriate frequencies to ensure that delivery of
compliant Universal Joint Enclosure.
Packing
The enclosures shall be packed as a complete kit containing all components necessary for
installation, including auxiliary components such as drying agents, cleaning materials,
fiber numbering stickers, ties, fiber protectors, Gas Injection valve etc. and installation
instructions.
Each component shall be sufficiently protected to prevent damage during normal handling.
The final shipping cartons shall be of sufficient strength and durability to protect the contents
from handling during storage and shipping by land, sea or air. The shipping carton design
shall be capable of sustaining a drop of 500mm on to a solid concrete floor with no
damage to the individual packaged unit(s).
All instructions shall be provided in English.
Marking
The details below shall be distinctly marked in English with a weather proof material, on at least
two sides of the individual boxes and shipping carton.

In case of a dispute, testing shall be performed by an independent authority at the

DEFINITION

Primary Coating : Coating of UV cured acrylate materials applied on the pristine surface of
the glass fiber immediately after drawing. The primary coating will consist of two layers of UV cured acrylate materials.
Core / Cladding Concentricity Error: The distance between the core centre and the cladding centre divided by the core diameter.
Polarization Mode Dispersion (PMD): Dispersion of an optical signal due to the different polarizations of light traveling at different speeds through optical fiber.
Differential Group Delay (DGD): It is the time difference in the group delays of the principal states of polarization
Chromatic Dispersion: The spreading of light pulse per unit source spectrum width in optical fibre caused by the different group velocities of different wavelengths composing the source spectrum. Zero Dispersion Wavelength:
The wavelength at which the chromatic dispersion vanishes.
Zero Dispersion Slope: The slope of the chromatic dispersion coefficient versus wavelength curve at zero dispersion wavelength.
Cutoff Wavelength: The cutoff wavelength is the wavelength at which the second order LP11 mode ceases to propagate in the fibre.
CABLE CONSTRUCTION REQUIREMENTS
General
Cable shall have a useful life of 30 years.
Cable shall contain a total of 12/24/48 fibers as required conforming to G. 652 D recommendation of ITU.
The cable shall be of direct buried type with no metallic content / element.
The cable shall be of stranded loose tube construction. Detailed construction is illustrated in Figure 1.
The cable shall be made rodent resistant by applying special rodent resistant glass layers.
Detailed Construction
The cable construction is illustrated in Figure 1. Various elements of the cable are explained below:
1. The central strength member (CSM) shall be fiber reinforced plastic (FRP) or glass reinforced plastic (GRP).
2. A polyethylene sheathing to enhance the diameter of the CSM is optional.
3. Two strands of water swellable yarn shall be applied to prevent water penetration. One strand will be applied longitudinally along the CSM and the second strand shall be applied helically around the CSM. The cable core shall not be filled with any filling compound.
4. A total of six loose tubes shall be stranded around the central strength member. The loose tubes shall be color-coded and filled with thixotropic jelly.
5. Each loose tube shall contain minimum 4 / maximum 8 color coded optical fibers i.e 6 tubes in 24 /48 core fibers and 3 tubes / 3 fillers in 12 core fiber. .
6. Identification tape - A longitudinal identification tape to identify manufacturer, user, year of manufacture etc shall be placed in the cable core.
7. Water swellable tape shall be applied around the stranded loose tubes to act as a moisture barrier.
8. An inner sheath of LLDPE shall be extruded around the cable core.
9. Rodent resistant glass rovings shall be served around the inner sheath in two layers.
10. Outer Sheath – An outer sheath of HDPE will be the outermost layer of the cable.
Alternative constructions proposed by the manufacturer as an option may be considered provided a rationale and data to prove their superiority to the above construction is also submitted.

General

Attenuation Coefficient: Above attenuation values are for each individual fiber in the cable. However, one fiber in a cable drum may have an attenuation value 0.02 dB/km greater than the above specified values. The cable manufacturer shall also specify the increase in the attenuation coefficient due to aging of the optical fiber cable.
Chromatic Dispersion: This parameter may be measured on uncabled fiber.
PMD: PMD shall be measured on strong mode coupling.

MATERIAL REQUIREMENTS
General
Cable manufacturer shall be required to submit in the technical proposal, technical data sheets as well as material safety data sheets of all the raw materials identified in the cable construction.
The manufacturer shall not be allowed to change raw materials or their suppliers without prior approval of PAF, once the technical proposal has been accepted.
All materials used in the cable shall be non-toxic and dermatologically safe.
Raw materials used to manufacture the cable shall not generate hydrogen in quantity that may affect the overall performance of the cable.
Optical Fiber
Cable manufacturer shall identify fiber manufacturer. PAF reserves the right to approve the fiber manufacturer.
Supply record of the fiber manufacturer and a list of operational transmission links using fiber from the proposed fiber manufacturers shall be provided.
Optical fiber for the entire cable length shall be from a single manufacturer, type approved by PAF.
The primary coating of UV cured acrylates shall consist of two layers applied during the fiber drawing process.
The primary coating shall be removable with mechanical fiber strippers by applying a force less than 9 N but greater than 1 N.
A colouring layer of 3-5 micron of UV cured acrylate shall be applied on primary coated fiber for the purpose of colour coding. The colour coding will not fade away during the useful 30 year life of the cable.
The colouring layer shall not interfere with the light injection and detection system of the fusion splicer.
Maximum splice loss shall not exceed 0.05 dB. The cable manufacturer shall provide splice loss data in the form of a histogram in its technical proposal. The data shall be field data rather than data accumulated in the laboratory. Work instructions for splicing alongwith a list of tools shall also be provided.
Cable manufacturer shall provide typical data for uncabled fiber of the following parameters in its technical proposal: spectral attenuation from 1280 nm –1625 nm, point discontinuity, cutoff wavelength, and PMD.
Table 5 lists optical fiber specifications of G. 652 D fiber other than those to be provided by cable manufacturer as mentioned in Article 6.2.9.

CSM
Central strength member shall be of non-metallic material preferably FRP or GRP. A sheath may be extruded over the CSM if required to accommodate six tubes on the CSM.
Loose Tube and Filling Compound
The loose tubes shall be of PBT material.
The tubes containing fibers shall be completely filled with a filling compound.
Filling compound shall not be silicon based.
Filling compound shall be compatible with optical fiber and loose tube material.
Internal Identification Tape
An identification tape shall be placed longitudinally within the cable.
Identification tape shall be marked with PAF NGN Project and year of manufacture and the name of the manufacturer.
Maximum interval of marking on identification tape shall be less than 300 mm.
Water Swellable Tape and Yarn
Non-metallic moisture barrier shall consist of water swellable tape.
Water swellable tape shall be wrapped around the stranded loose tubes with a minimum overlap of 1 mm.
Two water swellable yarns shall be applied in the cable core. One yarn shall be applied longitudinally along the CSM and the second shall be helically wrapped around the CSM.
Inner Sheath
Inner sheath material shall be LLDPE conforming to ASTMD 1248 type 1, Class C, Category 4 or 5 and Grade J3.
Elongation of sheath after aging: Samples removed from assembled cable shall comply with requirements listed in IEC 708-1
Mechanical Properties of Sheath: Sheath removed from assembled cable shall be tested according to ASTM D 2633. The sheath shall have a tensile strength of 12 MPa and a maximum of 400% elongation.
Rodent Resistant Glass Rovings
Rodent resistant glass rovings shall be served around the inner sheath in two layers. One layer shall be applied helically in a clockwise direction and the second layer shall be helically applied in counter clockwise direction.
The width and number of rovings in each layer shall be selected to cover the surface of inner sheath. This data shall be part of the technical proposal.
The manufacturer shall also specify the average size and number of pin holes in a meter length of cable in its technical proposal.
Outer Sheath
Outer sheath material shall be HDPE consisting of polyethylene resin, carbon black and a suitable antioxidant system conforming to ASTMD 1248 type 3, Class C, Category 5. In addition the additives shall conform to the following:
The polyethylene material is to contain a 2.60 ± 0.25% concentration by weight of a carbon black having a 20 nm or less average particle size. In all cases, the carbon black concentrate shall be fully compounded into the polyethylene jacket material prior to jacket extrusion by the cable manufacturer.
The light absorption coefficient of the sheath material shall be greater than 400 when measured at a wavelength of 375 nm in accordance with ASTM D 3349.
The polyethylene material shall have a minimum oxidative induction time of 20 minutes when tested on finished product at 199 ± 1° C in accordance with ASTM D 3895.
Elongation of sheath after aging: Samples removed from assembled cable shall comply with requirements listed in IEC 708-1
Mechanical Properties of Sheath: Sheath removed from assembled cable shall be tested according to ASTM D 2633. The sheath shall have a tensile strength of 16.5 MPa and an elongation of 400%.
TYPE APPROVAL TESTS
Type approval tests shall be mandatory for final approval of the cable design before the start of production. These tests will be conducted under the supervision of PAF's inspectors. Failure to pass these tests can lead to rejection of the manufacturer‟s offer even if the technical and commercial proposals had been accepted.
General
Type approval test results shall be submitted to PAF either with the proposal or prior to manufacturing first lot of the order and no lot should be manufactured prior to written approval of type approval test results by PAF.
Type testing shall be repeated in case approval is required for a change in raw material specifications. PAF shall not be responsible for any delays due to manufacturers request for change in raw materials.
Type approval tests and their relevant parameters are provided in following articles. Note 1: Tests where wavelength is not mentioned shall be conducted at 1310nm and 1550nm.

Routine tests are the tests conducted on a regular basis such as every drum to assure that manufactured cable conforms to technical specification and that manufacturing process is under control.
General
For raw material tests, cable manufacturer can provide test reports provided by raw material supplier for that particular lot.
Routine test reports shall be submitted to PAF at the time of delivery of the goods.
Report shall include all test results in the same order as specified in this specification and shall be cross referenced to the relevant clause.
Routine tests shall be conducted on every drum. Note 2: Tests where wavelength is not specified is applicable for both 1310nm and 1550 nm

MARKING AND PACKAGING
Marking of cable shall follow the requirement as stipulated in GR-20 Clause 6.2.1 to 6.2.4. Marking shall either be UV cured or engraved in sheath material without decreasing the thickness beyond the permissible tolerance as per table 1. The markings shall be durable and coloured bright yellow or white.
Length Marking
Continuous sequentially numbered length markers shall be placed at regular longitudinal intervals of one meter on the surface of cable.
The numbers shall not be less than 3.0 mm in height and shall be spaced to produce good legibility.
The accuracy of the length marking shall be within 1%.
An occasional illegible marking is permissible if there is a legible reading on either side of it.
The high count length marker shall be on the outer end of the cable when drummed.
Buyer’s and Manufacturer’s Name
“PAF NGN” shall be printed after every length marker.
Manufacturer‟s name shall be printed after 'PAF NGN'.
Serial number of the drum shall also be printed with manufacturer‟s name.
Cable Drum Length
Cable shall be supplied in nominal lengths of 4000 m.
The delivered lengths shall not be shorter than the nominal or specified length.
Each length of cable shall be wound on a separate drum.
Cable Drums
Wooden drums shall be sufficiently strong and constructed so as to prevent damage to the cable during shipment and handling.
The diameter of the drum barrel shall be large enough to prevent damage to the cables during reeling and unreeling. The diameter of the barrel shall not be less than 40 times the diameter of the cable.
Lags or other suitable means of protection shall be applied to the drums to prevent damage to the cables during shipment and storage.
Nails and staples use in the construction of the drums must not be placed in a position where they can damage the cable or handler.
The drums shall be non-returnable, unless agreed otherwise.
The drum size shall be suitable for the size and length of the cable.
The spindle hole shall allow the use of a 75 mm diameter spindle without binding.
The drum size including lags shall not exceed 2.8 meters in diameter and 1.6 meters in width.
For testing purposes, the inner end of the cable shall be recessed into a slot in the drum flange and protected by a metal cover firmly secured to the flange. Alternatively, the inner end may protrude through the inside of the drum via a suitable constructed slot on the outside of the drum flange.
A minimum length of 2 m of cable at the inner end shall be accessible.
The cable ends shall be securely fastened so as not to protrude beyond any portion of the drum and to prevent the cable from becoming loose during transport.
Drum Markings
Flange Marking Details given below shall be distinctly marked in a weatherproof material on both outer sides of the drum flanges:
i. PAF NGN. ii. Arrow showing the direction the drum shall be rolled. iii. Country of origin. iv. The label, “ CAUTION – OPTICAL FIBRE CABLE – NOT TO BE LAID FLAT”. v. Manufacturer‟s name or trademark. vi. A mark indicating the location of the inner end of the cable if located internally.
Marking Plates Marking plates showing the following information in English shall be securely attached to the outer side of each drum flange.
i. FIBRE OPTIC CABLE CONFORMING PAF-OFC-SPEC-03-03 ii. DIRECT BURRIED and M-FREE. iii. Number of fibres. iv. Nominal Cable length in meters. v. Gross weight in kilograms. vi. Maximum rated tension. vii. Serial number. viii. Manufacturer‟s name ix. Year of manufacture.
TECHNICAL COMPLIANCE
Manufacturer shall submit clause by clause technical compliance in the format as under.

NOTES (a) Whole project (S.No 1-43 and 60-66) is turnkey solution and installation is mandatory. (b) Towers Qty 298 mentioned at S No 2 are not required to be galvanized. However, towers mentioned at S No 5 & 8 are required to be galvanized. (c) All static cameras are POE cameras. So, power will be provided to cameras through UTP cable and UTP cable will be routed in UPVC pipe. Moreover, kindly note that UPVC will be routed along the boundary wall as per design required by PAF. Moreover, there will be no separate pipe laid for power cable, and it will be routed with OFC in HDPE pipe. Technically, Low voltage (220V) electrical cables and OFC can run together in same conduit safely without hazards and interference. However, it is never recommended to run high voltage electrical cables with OFC in same pipe / conduit.
(d) UPVC pipe will be routed above ground along boundary wall. In case, there is some minor restriction observed somewhere during project execution, UTP will be laid in separate pipe in OFC digging in that segment only and cost will be absorbed by vendor. (e) Lightening arrestors are not required with towers mentioned at S No 2 (Qty 298). However, lightening arrestors are required to be installed with towers mentioned at S No 5 & 8 (Qty 4 + Qty 18 = Qty 22). (f) Internationally acceptable standards (NPFA 780) will be required for installation of lightening arrestors. (g) DB Boxes:- Total Qty is 155 and standard is less than 1 ohm including bore, busbar, earthing strip copper from busbar to equipment rack, pit construction, pit cover with lock.
