1 Personnel department has an important role in providing the necessary synergy for achieving Corporate Objectives, especially in the current scenario where organization’s survival depends on providing Quality Service. The department deals with all aspects of human resource requirements of Railway Organization from the time of sourcing to the time of severance and even beyond. This also encompasses maintaining healthy Industrial Relations, involvement in Welfare Activities, Grievance Redressal as well as handling litigations related to service matters. To achieve its corporate objectives, an organization must invest wisely in improving the potential of its human resource, and ensure all round satisfaction of its employees. 1. Selections/Suitability/Trade Test/MACP/161/09:- Promotions under 161/09 & MACP has been completed in this division. Altogether 945 staff have been promoted through 106 Selections/Suitability/Trade Test/MACP etc during 2011-12.

2. Absorption of Medically de-categorized & Surplus staff:- All Medically de-categorized & Surplus staff screened except two, who remained absent on the date of screening.

3. Regularization of Substitute:- All substitutes regularized except one who remained absent on the date of screening.

4. Court cases:- 99% cases have been won. Regular monitoring of court cases are being done through co-ordination with

the Railway Advocates, ECR/HQ and different departments.

5. Seniority List:- Seniority list of all non -gazetted staff excluding RPF and Accounts in view of 6

th CPC has been

published and distributed to all stations/units in this division.

6. Grievance Camps:- The division has calendar for holding Grievance Camps. Till now 23 grievance camps have been

organized.

7. Settlement Payment:- 100% On-date payment is being ensured in the division in Normal Retirement Cases through regular

monitoring.

8. Man Power Planning:- Till now 190 posts have been surrendered during 2011-12 as a measure of Man Power Planning against target of 168.

9. Holding of Adalat:- Pension Adalat was held on 15.12.11 at Indian Institute Community Hall, Mughalsarai.

All 203 cases as received in Pension Adalat were disposed off as per extant rules.

Assistance Required from ECR/HQ:-

i) Pay-Roll system in MGS Division is running with the package of COBOL and UNIX

programme provided by Eastern Railway in the year 2000. The server has become too old and the

Pay-Roll system is not sustainable on present server. Division is facing trouble with the existing

server leading to delay in payment of salary to the staff.

As such, it is requested that EDP centre or some other viable alternative may be established at

Mughalsarai at the earliest please.

ii) Approval for extension of currency of panel of Loco Pilot/Goods/TRS as sought for vide

DRM/MGS L. No. EE/Loco Pilot (Goods)/MGS/11, dt. 03.11.11 may be communicated please.

iii-a) There is acute shortage in Medical Cadre. At present, there are 06 vacancies and 01 vacancy is

going to arise on account of retirement of Addll. CMS/MGS in the month of January/2012. Post of

CMS/Gaya and CMS/MGS have become vacant from 01.12.11 & 01.01.12 respectively.

b) 01 post of ALO along with one incumbent may kindly be provided to this division. The

vacancies in Gazetted cadre are as under which may kindly be filled up:

E/MPP/RRB- Indent/MGS/10, dt. 11.10.10 respectively. Input against the Indent of 119 clerks and

15 stenos may kindly be provided at the earliest.

v) 34 ALP/Electl. are under order of transfer from DHN to MGS divn. on own request Inter Divl.

Transfer. The release of these ALPs may please be expedited.

vi) Guidelines, as requested vide this office L. No. E/Goods Guard/DR Quota/MGS/2008, dt. 13.8.10

and reminder dt. 16.9.10, 04.01.11&07.02.11for payment of stipend in favour of Tr. Goods Guard in

PB-I, ` 5200-20200 + GP 2800 for the period from 01.6.09 to 26.10.09 transferred from DHN

Division and posted at MGS Division.D. O. letter dt.13.4.11 has also been sent to Dy. CPO/HRD in

this connection.

vii) Sanction for extension of work charged post of Sr. DEE/OP, Sr. DCM, Sr. DME/C&W,

Sr. DMM, DEN-I, AEN (Colony)/MGS and Sr. AEN/Gaya as referred by DRM/MGS vide his

GRIEVANCE REDRESSAL SYSTEM: In order to ensure that the grievances of staff working in field units in far flung

sections of the division are properly addressed to Grievance Camps are held by the dept. in these areas in a regular manner. These camps are attended by at least one officer of the dept. along with WI. Dates & venue of these camps are notified well in advance. Efforts are made to address the grievances on spot & those grievances, which cannot be solved immediately are noted and solved within a given time schedule. All grievances collected are given to the Sections of the Personnel Department concerned. The disposal list is put up to the Personnel Officers who had conducted the grievance camp. The staffs are given feedback by the beat WIs regarding the disposal of the grievances. After every camp an assessment is made regarding the nature of grievances. It has been found that the grievances are mainly related to payment of salary, pay fixation, PF loan etc.

INDUSTRIAL RELATIONS

One of the most important functions of the department is maintaining cordial & peaceful industrial relation. This is ensured under the direct supervision of Sr.DPO. There is one recognized Union ECRKU affiliated to AIRF at the national level. There are 05 branches of ECRKU respectively all over the division. ECRKU has 3 branches at MGS, 01 branch at DOS & 01 branch at Gaya To ensure cordial industrial relations, both formal & informal methods are adopted. Efforts are made to deal with all grievances, represented through unions in a speedy & time bound manner. Any representation received is properly examined and duly replied. Apart from this, the administration discusses issues/policy matters put forward by the unions in PNM meetings held every alternate month with ECRKU. These meetings are chaired by DRM & coordinated by Sr.DPO who is the convener at the Division level. Issues pertaining to different departments are discussed in a threadbare manner in this formal forum with respective branch officers. The details PNM held since January 2011 is given below.
