1am excited about the prospect of being an adjunct professor at Santa Fe. I believe that thelearning process is greatly enhanced through a mixture of theory and practice, where one'sactual experience can be compared to the textbook information. It is invaluable for students tolearn of the real-world application of their studies, whereby they can see how sometimes dryacademic theory is tempered with the actual results when it is applied in earnest byprofessionals. The information thus assumes a fullness and meaning not achieved strictlythrough books and lectures.

I have lmown Clovis Watson; Ir. for over 20 years. He was a police officer for the City ofAlachua when I started my career as an attorney in Gainesville. My multi-faceted law practiceincludes, among other things, criminal defense and plaintiff civil rights cases. Over the years Mr.'Watson has been a witness in both criminal and civil cases where I represented the opposingparty. He has always testified truthfully and conducted himself in a professional manner. Henever wavered in the face of political pressure. Since that time, I witnessed Mr. Watson risethrough the ranks of the police department to third in command (sergeant), then second incommand (the major and Deputy Chief of Police) before he was tapped to be acting CityManager in 2002. The City Conmlission then requested that Mr. Watson become City Manageron a full-time basis in August of2002.

While working full-time, Mr. Watson also diligently pursued his studies. He received hisAssociates of Arts Degree from Santa Fe Community College and a B.A. Degree from theUniversity of Alabama. He has been awarded two Masters Degrees, one in InterdisciplinaryStudies with a concentration in Public Administration, and the other in Business Administration.Currently, he has completed all of the course work toward for aPh.D in Public Administrationand is presently a doctoral candidate working on his disseliation.

In the past four-and-one-halfyears while Clovis Watson, Jr. has been the City Manager. lor the City of Alachua, my law firm has been intricately involved in representing the City on aregular basis. I have had the unique oppOliunity of witnessing first-hand how Mr. Watson hasprovided the leadership to stabilize a City which went through five city managers in less than twoyears prior to him undertaking the task. Under his leadership, the City has developed anemployment coni dol' of national distribution centers, including two Fortune 500 companies,Well-Mart and Sysco. In addition, under Mr. Watson's direction, the City's Comprehensive Planwas updated and brought into compliance with state mandates and the City's Land DevelopmentRegulations were totally rewritten. Mr. Watson has consistently received outstanding reviewsfrom the City Commission, and for the past t\vo years he has received unanimous perfect tens inall categories from all five City Commissioners.

Over the past few years a small contingent of individuals has continually attacked theCity and Mr. Watson, personally. They have filed numerous unsuccessful lawsuits. Mr. Watsonhas consistently risen above this adversity and continued to lead the City in exemplary fashion.He would be a credit to Santa Fe Community College in teaching in the areas of management,state and local govemment, and leadership. It is without hesitation that I recommend him toSanta Fe Community College to be an instructor in these areas.

As the former State Attorney for the 8th Judicial Circuit and State Senator for the 14th

District, I am frequently asked for letters of support on behalf of individuals seeking appointmentto a position or acceptance into an educational program. Over the years I have been fortunate tohave met and worked with many wonderful people. However, I have never been more honoredor more privileged to be asked by an individual for an endorsement than this one for ClovisWatson, Jr. As a member of the bar, as well as a graduate and an adjunct professor at the LevinCollege of Law, I have strict criteria for those who aspire to enter the instructional field and Irigorously evaluate the individual before lending my support. Clovis exceeds every possiblemeasure for a prospective adjunct professor.

I have known Clovis most of his life and have witnessed his constant and steady positiveinfluence with which our community has been blessed. Whether it was coming up through theranks from patrol officer to Deputy Chief of Police and now City Manager for the City ofAlachua, or working with numerous charitable organizations, Clovis' example of selflessnessand dedication has benefited everyone who knows of him. As a consummate leader, I would behard-pressed to overstate the quality and quantity of Clovis' many talents and attributes.

When the City of Alachua was in dire need of leadership, Clovis was asked to apply forand accepted the position of City Manager. Initially, there were those who couldn't believe hismany skills included the ability to oversee every facet of a municipality's administration.However, his poise, professionalism and his intellect have proven wrong each and every skeptic.I know of no one who doubts Clovis' ability to succeed at any thing he sets his mind toaccomplishing.

Further, since Mr. Watsonwas appointed City Manager of the City of Alachua, I have served as investment banker to theCity for the issuance of over $15 million in tax exempt bonds.

In all of my professional and personal interactions with Mr. Watson, he has demonstratedintegrity and reliability. He is a person of very high standards and approaches all of his dutiesand responsibilities with a conscientious attitude. For me, it is a no-brainer to have Clovis on the Santa Fe Community College campus as a classroom instructor.For that matter, just to have him associated with Santa Fe Community College is a tremendous asset to thecollege.

Be it online teaching, classroom teaching, or administration, Clovis will excel. And he will help those withwhom he comes in contact to excel as well. It is a publicly known fact that Clovis and I go back a long way. He was my student in the 70's at Santa FeCommunity College, and recently he and I teamed up to help bring the Charles R. Perry Santa Fe CommunityCollege campus to the City of Alachua. In so doing, Clovis was the main force behind the $1,000,000 donationthe City of Alachua made to Santa Fe Community College to help start the City of Alachua Santa Fe campus.

This donation is an astounding event in and of itself. Clovis will bring the expertise required to manage agovernment entity towards such a goal to the act of teaching state and local government in the Santa FeCommunity College classroom. From Clovis, a Santa Fe Community College graduate, students will learn notonly the theories of government available to them from textbooks, but also they will learn from Clovis thepractical, hands on application of these theories to real life projects. I wish I could take such a class from Clovis.It would be a fantastic opportunity to sit at the knee of a person who has "been there and done it," and done itexceptionally well.

I hope the college will be wise enough to put Clovis in front of students. I promise you the students won't be thesame after they have experienced for themselves how hard this man works, how well he writes, how profound heis at articulating a vision and seeing it through to reality.
