  • The year 2016 brought what seemed like shock after shock in international affairs, a wave of seismic events which impacted people, organisations, governments and civil society alike.

a collaborative base from which to go out into the world and give voice to philanthropic organisations and the key role they play in an array of issues. Following are just a few of the many highlights of many from the year:

    • The Funders Forum for Sustainable Cities played a key role in bringing philanthropy to the table at the Habitat III conference in Quito, Ecuador. At that conference, Ban Ki-moon, then Secretary General of the United Nations, thanked institutional philanthropy for its invaluable contribution to sustainable urban development.

    • The Disability Thematic Network represented philanthropy and its work in disability at the European Economic and Social Committee.

    • Our Research Forum collaborated in 2016 with the Max Planck Institute on a discussion in Paris around issues of Open Access.

2016 also saw continued and strengthened partnerships with other key philanthropic infrastructure organisations from around the world.

    Engaging on critical issues

With so many of our members working on the ongoing challenges for refugees in Europe, EFC members came together in solidarity at our AGA and Conference in Amsterdam to sign on to a joint

Even though institutional philanthropy was no exception, it continued to engage with courage and in solidarity in these tumultuous times as change agent, responder, and advocate.

This review highlights some of the ways in which the EFC and its members took on the challenges brought by the year 2016, through the lens of the seven priority areas laid out in the EFC’s Strategic Framework 2016-2022. With the Framework firmly in place, the year brought new opportunities for our members and partners to engage in fresh ways on the issues they are working on, issues fundamental to successful societies – locally and across the globe.

    Partnership is key

Partnership is the bedrock of what the EFC is about. In 2016 EFC Thematic Networks and Communities of Practice continued to thrive and grow, forming

statement in support of refugees, highlighting the role philanthropy plays in every aspect of this issue – from emergency care to cultural integration to policy work.

Our annual EuroPhilantopics event is an integral part of our policy work throughout the year, and at the 2016 edition our members met with high-level policymakers in Philanthropy House in small, focused discussions, tackling a convergence of crises focussing particularly on European integrity, a sustainable economy, and terrorism.

The EFC also hosted several exhibitions at Philanthropy House, which highlighted how EFC members are making a difference in the area of refugees, as well as in other critical areas such as health, education, social development and youth empowerment.

    Nurturing philanthropy

In order for philanthropy to do what it does best – that is, effectively innovate and tackle today’s challenges – it needs an operating environment that allows it to thrive. A key focus in 2016 continued to be nurturing the operating environment for institutional philanthropy. The EFC and its membership were engaged in Financial Action Task Force (FATF) discussions throughout the year. We weighed in on the EU’s VAT action plan, and made sure to be at the table during discussions around cross border taxation issues impacting the sector. These are all policy

areas that have a major impact on the operating environment for philanthropy in Europe.

    Understanding a changing landscape

This year also saw the development of what we trust will become a useful tool for philanthropic organisations to better understand the philanthropic landscape, to see their place in it, and to use this new understanding to forge relationships and make connections that they may not otherwise have made. We’ve dubbed this effort, the EFC “Institutional Philanthropy Spectrum”, and see it as a way toward better understanding and documenting the characteristics, practices, role and relevance of institutional philanthropy’s work.

The new spectrum reflects the fact that the diversity of institutional philanthropy is not restricted to the thematic areas these organisations seek to address, but also includes their genetic makeup: their origins, focus, size, governance, attitude to (and appetite for) change and ways of working. An already varied sector is continually evolving, and the EFC is keen to capture and comprehend these changes.

    Looking forward

As 2016’s bumpy ride seems to continue unabated into 2017, the EFC will continue to explore, question and engage with and for our members, with the ultimate aim of being the champion of institutional philanthropy as it takes on today’s challenges.

The EFC has always been about strengthening the infrastructure of philanthropy around Europe and the world – helping to establish organisations, supporting them to flourish, and spreading a positive message about philanthropy as a model. We believe this work is a prerequisite for a robust and healthy philanthropic sector.Throughout 2016, the EFC was busy establishing contacts, forging

    Alliance Publishing Trust

and strengthening partnerships and engaging with the wider philanthropic network. This entailed creating better connections with the EU and other multilateral institutions, and increasing engagement in policy and advocacy work as a way to heighten our responsiveness to issues affecting institutional philanthropy.

to cultivate the best possible environment for institutional philanthropy to flourish. This includes ensuring that governments and other legislative bodies understand the unique value to society that philanthropy brings and that, rather than close down the space for civil society, the best solution is working in partnership with our sector to forge new initiatives and solve problems together.

A key part of the EFC’s work is to advance the philanthropic sector by leading discussions on key social policy issues and incubating new ideas. We want to not only provide a safe space for institutional philanthropy to discuss these issues but also build bridges with key philanthropic associations and regulatory authorities across Europe and around the world. To ensure this happens effectively, throughout 2016 we worked

  • Fostering peer-learning Create opportunities for members to learn from each other’s experiences and best practices

16 November: The emphasis of our annual EuroPhilantopics event was on small, focused, high-level discussions between our members and senior policymakers. The event forged closer relationships between them and identified future areas for collaboration to find solutions to major challenges including migration, the economy, climate change and human trafficking.

the “EFC Learning and Exchange Webinar” series which focused on topics such as “endowment investing”, “managing risk” and “advancing equity and inclusion in cities”. The EFC also supported a series of four seminars on EU Disability Law and the UNCRPD. In 2016 the EFC also convened members of the new “Communities of Practice” on corporate philanthropy, operations and communications as well as established groups on financial investment and regional philanthropy.

Peer-learning isn’t about being lectured to by an “expert”, it’s about convening people facing similar challenges to address them together. The EFC’s role is that of convenor and facilitator, bringing people together and finding ways to help them learn from each other’s daily work, experiences and know-how.Throughout the year, the EFC organised events both at Philanthropy House and online to exchange best practices and learn more about issues of mutual interest to participants. • Enhancing collaboration

The European Democracy Thematic Network discussed disenchantment in Europe in Brussels and put the focus on Brexit and how it can impact the sector and the political landscape across Europe.

Two joint meetings of the Gender Equality and the Diversity, Migration & Integration Thematic Networks in Brussels addressed areas of mutual concern such as radicalisation and the refugee crisis and explored what role foundations can play.

2016 EFC Research Forum in London addressed research’s impact in the sphere of policy and how philanthropic institutions can play a role. The same group addressed questions about Open Access in Paris in collaboration with the Max Planck Society.

The European Foundations for Sustainable Agriculture and Food Group met in Brussels to reflect on potential collaborations with think tanks and NGOs to advance agricultural and food policies in the future.

The Disability Thematic Network discussed “Heritage and Culture becoming accessible: Evaluating a journey of impact towards inclusion” in Brussels.

practice and set agendas. The largest collaborative event was without doubt the EFC Annual General Assembly and Conference which took place in Amsterdam. The event, one of the largest international philanthropic gatherings, brought together more than 600 delegates to discuss solutions for the refugee crisis, foundation innovation and the changing economy. A key message across the conference was that old ways of working will simply not lead to solutions urgently needed today in a world whose institutional systems are either being heavily tested or are broken outright.

When it comes to creating a vibrant, dynamic and thriving philanthropic sector the EFC has always maintained that collaboration is key. Working together in partnerships ensures a cross-fertilisation of ideas and leads to new and exciting ways forward for our sector. In 2016, along with peer-learning, collaboration was once again the red thread running through all the activities of our Thematic Networks – from Roma rights to Responsible Research. Each comprising EFC members working on the specific topic, the Thematic Networks convened throughout the year at Philanthropy House and around Europe to share knowledge, best

The Disability Thematic Network organised the European Foundation Forum for Inclusion at the European Economic and Social Committee in Brussels, a day of exchange and learning on the future of accessibility in Europe.

The European Environmental Funders Group gathered in Villarceaux to meet key actors active in the environmental sector in France and to discuss further perspectives on agriculture and food policies in Europe, the impact of COP 21, and how European environmental funding by European foundations has spread in different thematic areas and geographical regions as well as reflected on opportunities for future interventions.

The Funders Forum for Sustainable Cities organised various events dealing with the role of foundations and philanthropies in the implementation and monitoring of the New Urban Agenda during the Habitat III conference in Quito.

The 21st annual Grantmakers East Forum (GEF) in Hamburg was dedicated to the refugee crisis and how funders across Europe and beyond, respecting the different subsets of issues in Central-Eastern and Western Europe, can work together and in cooperation with others to respond to the needs of refugees.

  • Championing philanthropyMake the case for institutional philanthropy

We call upon our peers to join forces to tackle forced migration, one of today’s greatest challenges. We call for a united response to addressing the human tragedy and challenges presented by the millions of people being forced to leave their homes and countries, due to violence, persecution, war, the effects of climate change and economic inequality.

    – EFC Statement of support to refugees, Amsterdam, May 2016

  • 13

The keystone of the EFC’s work is championing philanthropy, because we believe passionately in institutional philanthropy’s unique and crucial role in improving the wellbeing of both people and their communities. We extoll its virtues specifically because, at its most effective, we believe it to be a precision instrument with which to fix a number of society’s most critical and constantly evolving challenges.

In 2016 we delved deeper into what institutional philanthropy is and what makes it unique in terms of its contribution to society. Much of our work also focused on promoting the success stories and best practices in philanthropy. Crucially, it also meant highlighting its ability to influence. An excellent example was during the 27th EFC AGA and Conference, when conference chair and EFC vice chair, Katherine Watson read out a Statement urging philanthropy to join forces to support refugees and migrants.

    Raymond Georis Debate 2016:

    “Youthful perspectives on age-old problems”

The EFC’s annual Raymond Georis event, taking shape in 2016 as a debate, brought together three young Europeans to give their own perspectives on the critical issues faced by Europe today, in particular the growing ageist agenda and why the Trump and Brexit victories were more predictable than was first thought.

  • Being glocal

The inaugural Philanthropic Leadership Platform – China Europe programme ran from 4-14 September in Brussels at Philanthropy House. It brought together 20 emerging philanthropic leaders from China and Europe for an intensive 10-day peer-learning programme where topics such as social innovation, leadership, and tools of evaluation were explored as a way to improve leadership capabilities.

  • institutional philanthropy to strike a balance between having an open, international outlook with maintaining local, community-based activities. In turn, in all our activities in 2016, the EFC has tried to balance being European based and European focused with an eye on the world at large.

We all know that Europe is a global player dealing with global issues in a fast paced and interconnected world. This means that we must continue to strengthen our relationships with existing strategic philanthropic organisations while welcoming a diverse spectrum of world-wide philanthropic players.Within such a globalised society, there is also a growing need for

On Monday 17 October a number of foundations and philanthropies attended the HABITAT III conference in Quito, during which UN Secretary General Ban Ki Moon thanked institutional philanthropy for its invaluable contribution to sustainable urban development. The EFC’s Funders Forum for Sustainable Cities played a key role in bringing together philanthropic organisations for this meeting.

We continued to provide support to Alliance magazine to facilitate the exchange of information and ideas among philanthropists, social investors and others working for social change worldwide in order to maximise the impact of funding for social development.

We remain on the board of the Worldwide Initiatives for Grantmaker Support (WINGS) and organised joint sessions at various conferences.

The EFC supported and took part in the Global Summit on Community Philanthropy from 1-2 December in Johannesburg, South Africa.

realised. The Framework has pushed staff to think and work differently, be more efficient, seek out potential collaboration and creative ways to address the new priorities.Of course, nowhere encapsulates this sense of building as one more than Philanthropy House. The di-verse organisations housed here, the exhibitions that bring the fac-ets of philanthropy to life and the vibrant meeting space together all create something greater than the sum of its parts.

Building as one is achieved through all of us pulling in the same direc-tion. This unity entails working together with all entities within the ecology of European philanthropy: with our members, our partners and our own staff in conjunction with stakeholders from both inside and outside the sector. In 2016 we devoted considerable time to making sure that all our staff feel a real connection to the Stra-tegic Framework and its goals, and that they understand how they can directly influence how its goals are
