Welcome to the 9th PES Congress

This Congress marks the beginning of a new stage for the PES. We will lay the groundwork for our preparation of the 2014 European elections. These elections will be a crucial moment for our political family. Now more than ever we have a duty to the people we represent, to show them that the European Union can be a force for progress and positive change in their lives. Gaining a majority in the European Parliament will allow us to do that. For the fi rst time we will have a common strategy, a common manifesto, and a common candidate, selected in an open, transparent and democratic process. We have been working hard on this project since the 2009 Prague Congress. This is a fi rst for European political parties and an achievement we should be proud of. It will allow us to deliver on our programme for progressive change in Europe.

I would like to pay tribute to the work of Poul Nyrup Rasmussen and Philip Cordery, who dedicated themselves tirelessly to building the PES over the past years. Building a European political party is a long process, their contribution has been inestimable. Over the past year Sergei Stanishev has continued and developed that work. It has been a privilege to work with him. I would like to thank him and the PES Presidency for their trust and commitment in the preparation of this Congress. I look forward to your continued motivation and enthusiasm, as, together, we start to build the Europe we need.

Dear friends,

Last November I was honoured to be appointed PES Interim President, when Poul Nyrup

Rasmussen retired. It has been a privilege to continue his excellent work. I would like to take

this opportunity to thank Ruairi Quinn and Philip Cordery for their continuous support. The

past year has been a busy year, both exhilarating and challenging. Over the course of this

year meeting and exchanging with so many of you has strengthened my belief in the absolute

necessity of a strong and inclusive European Party to allow us to build not only our movement,

but also an alternative European solution to the current crisis. People across Europe need

and deserve a political and social union that has their interests at heart. Building that union

is our common task. A union of fair, sustainable and green growth, of employment, of equality

and of solidarity.

I would like to take this opportunity to thank all of you for the valuable contribution you make to the PES. I know your

commitment to this vision is as strong as mine. Our Congress will refl ect this. In 2012 we made major electoral gains as

a political family, and we are set to maintain this momentum in 2013. We still need more victories to tip the balance of

power across Europe in our favour. For that we need each and every one of you, we need to work together for the Europe

we need!

Eight years ago we were gathered in Brussels to elect Poul Nyrup Rasmussen as PES President. I had the honour to be his

Secretary General until his resignation last year. Today, we are meeting in the European capital again, and it is now my time

to say goodbye to the PES and continue the fi ght for a more united and social Europe in other spheres.

Together, with Poul Nyrup Rasmussen, with Sergei Stanishev, with the member parties and organisations, with the PES

activists, with very dedicated members of staff, we can be proud of having built a true European Party. I thank you all for

a very fruitful cooperation.

The PES is now a strong voice and key player on the EU political scene. The PES has grown into a united and coherent

political family. And we can be particularly satisfi ed that the PES is undoubtedly a frontrunner in paving the way for a more

democratic, participative and accountable Europe.

The PES now has to take up the challenge to regain power in Europe and present a credible alternative to solve the

economic, fi nancial, social and democratic crisis to the citizens.

I am confi dent that the new leadership will be able to lead the PES towards a great victory at

the 2014 European elections.

I wish all of you a very good Congress. Let’s all continue to build together our European Party.

Dear friends, Dear PES activists,

I am happy to welcome you all to the 2012 PES Women Annual Conference and the

PES Congress.

Combating youth unemployment has been this year’s PES campaign theme. Under the slogan

‘Your Future is My Future’, the PES together with ECOSY and PES Women, have been calling for

a European Youth Guarantee. Europe has 5.5 million young unemployed, and we cannot afford

losing a whole generation of young talented and skilful women and men! Women in particular

have been harshly hit by the crisis, and therefore guaranteeing equal access to the labour

market is an essential part in our fi ght.

Over the past months we have led several actions and debates across Europe supporting the campaign. Today, here in

Brussels, we want to continue exchanging with you on this issue and hear your views and experiences in order to make the

European Youth Guarantee a reality! Therefore, I invite you all, delegates and activists to join us at the PES Women Annual

Conference ‘Combating Young Women’s Unemployment’ on Thursday 27 September and the Youth Unemployment public

campaign meeting on Saturday 29 September.

Dear friends,

It is my great honor to chair the working group for the development of the PES fundamental

programme. The PES has set itself a great challenge. Our ambition is to adopt a common

programmatic basis for all our member parties, outlining a vision for a progressive Europe.

Last November the PES staged a unique event, the “Progressive Societies” Convention, to launch

the refl ection for the fi rst fundamental programme. Over the past months we have been building

on this fi rst input.

Now, the PES Congress is the opportunity to take part once again in the discussion and enrich it

with the experiences from each member party.

The PES Group in the Committee of Regions and the S&D Group in the European Parliament, in collaboration with the PES,

are holding two roundtables on the themes of Equal Societies and a Fair Economy. On top of a political discussion on the

outcome of the consultation so far, both political groups will be presenting their contribution to the refl ection.

I look forward to a dynamic and fruitful exchange and hope you will join us!

Roundtable on a Fair Economy

The Group of the Progressive Alliance of Socialists &

Democrats in the European Parliament is organizing, in

collaboration with the PES, a roundtable focusing on our

political family’s goals for a “Fair Economy” by developing a

progressive economic strategy for sustainable growth and jobs.

The roundtable will focus on discussing a progressive

alternative for both the economic and monetary development

and economic coordination in the European Union.

Roundtable on Equal Societies

The PES Group in the Committee of the Regions (CoR) is

organizing together with the PES a roundtable focusing on

the concerns and aspirations of the European Socialist family

for ‘Equal Societies’, one of the key themes to be addressed

in the PES Fundamental Programme.

The roundtable will be structured around two key axes,

safeguarding services of general interest, and investing in

education and skills, while gender equality will be a horizontal

priority.

The Group of the Progressive Alliance of Socialists and

Democrats in the European Parliament is proud to participate

in the PES Congress.

In these times of deep fi nancial, social and economic crisis,

the need to establish broad Socialist and Social Democratic

strategies has never been greater.

Our political family remains in a minority position across

Europe, but recent elections have proven that more and more

people are disappointed, as well as outraged, by conservative

policies - the failures of which are now clear to see.

It is time for us to show that united we represent the real

alternative. Our policies will lead to a fair way out of the crisis

and are based on solidarity, social justice, investment and

jobs. We should all remember that the EU and its institutions

constitute a major instrument for us to implement the policies

and policy changes we stand for.

In addition the entry into force of the Lisbon Treaty has given

the European Parliament an even more important role in the

European decision-making process.

The S&D Group, in full respect and support of the role of the

national parties and the PES, is making its own contribution

to the debate, using the fact that the Group constitutes a

unique permanent meeting place for European Socialists,

Social Democrats and progressive forces.

We are fi ercely defending our positions in the European

Parliament, where we are temporarily the second largest

Group in terms of numbers, but by far the fi rst in terms

of unity, cohesion and determination to build progressive

majorities and to shift the political balance to the left.

Reception and dinner hosted by Hannes Swoboda, President

of the Group of the Progressive Alliance of Socialists & Democrats in the European

Parliament on the occasion of the S&D Group delegation meeting in Brussels.

The Belgian Royal Museums of fi ne arts were founded two centuries ago. Their collections amount to twenty thousand

paintings, sculptures and drawings. Located in Brussels, they include the Ancient Art Museum (15th-18th centuries),

Modern Art Museum (19th-20th centuries), the Wiertz Museum, the Meunier Museum and the Magritte Museum.

Opened in June, 2009, the Magritte Museum displays works of the surrealist artist after whom it is named. Instantly

popular, the museum welcomed over 500,000 visitors in its fi rst year of operation. The museum’s collection is unrivalled. It

includes more than 200 works consisting of oils on canvas, gouaches, drawings, sculptures and painted objects as well as

advertising posters, musical scores, vintage photographs and fi lms produced by the artist.

Draft rules of procedure of the 9th PES Congress

IntroductionThese rules are based on the PES Statutes currently in force, adopted at the 8th PES Congress in Prague on 7-8 December 2009.They do not rule out any amendments tabled by the Presidency to the Congress which are adopted by the Congress itself.Composition of the Congress

Article 1The number of Congress delegates, nominated in accordance with article 19 of the PES Statutes, are listed in Annex 1 (delegates with voting rights) and in Annex 2 (other delegates) of the Rules of Procedure.The list of other parties, organisations and individuals invited to the Congress, adopted by the Presidency in accordance with article 19.6 of the PES Statutes, is available with the Congress bureau. Registered PES Activists are invited to the Congress, in their own capacity, as guests. In this quality, they may attend plenary sessions without the right to speak or to vote.Article 2In accordance with article 37.4, member of the PES are not entitled to vote or take part in the Congress if they have not paid their annual membership fees.Article 3In accordance with article 19.4 of PES Statutes, PES members’ delegation should be gender-balanced, i.e. neither gender should make up less than 40% of a delegation.Powers of the Congress

Article 3In accordance with article 18.1 of the PES Statutes, the Congress is the supreme organ of the PES.Article 4In accordance with article 18.4 of the PES Statutes, full and associate members may put forward and defend proposals at the Congress. The Presidency or the Congress bureau may also invite guests to address the Congress.Article 5In accordance with article 18.2 of the PES Statutes, the Congress shall:● elect the President; ● confi rm the members of the Presidency, as proposed by the Member parties and organisations;● adopt resolutions and recommendations to parties, the Presidency and the group in the European Parliament;● give its response to the activity report of the PES for the preceding period and on the action programme for the future submitted by the Presidency;● discuss and take note of the report of activities submitted by the group in the European Parliament.● In accordance with article 18.3 of the PES Statutes, the Congress shall by a qualifi ed majority (as ruled by PES Statutes in Article 17.5) and on a proposal from the Presidency:● adopt the PES Statutes (after having adopted amendments to the Statutes), which will take effect at the closing of the Congress ;● decide on the admission and exclusion of members as well as the status of member parties and organisations.

Article 6Speaking time at the Congress will be shared fairly between full member parties and organisations on the basis of their number of delegates.Conduct of the Congress

Article 7In accordance with article 20 of the PES Statutes, the Presidency sets the date and venue for the Congress. It proposes the internal rules of procedure and the agenda which are adopted once the Congress is opened.The President, the Secretary General or the Congress Chair announces the start and the end of the Congress.Article 8The Presidency, on 24th November 2011, proposed Ruairi Quinn (LP Ireland) as the Chair of the PES Congress, to be confi rmed by the Congress, by simple majority.Following a Presidency proposal, the Congress elects 3 Congress Bureau members from different PES member parties by simple majority, to assist the Congress Chair.The Congress debates are managed by the Congress Bureau. The Congress Bureau makes recommendations to the Congress on the procedure for decision-making debates and votes. These recommendations require simple majority.Following a Presidency proposal, the Congress elects 4 tellers, from different member parties, by simple majority. The Congress tellers are responsible for counting the votes.Decisions and votes by the Congress

Article 9In accordance with article 17.5 of the PES Statutes, the quorum for votes requires two thirds of full member parties to be present.Any request for a quorum must be made by 25 percent of full member parties. In the absence of a quorum, the Congress Bureau shall declare that the result cannot be announced without the quorum.Article 10In accordance with article 17.3 of the PES Statutes, political decisions shall, in principle, be taken on the basis of consensus. If a consensus cannot be reached, decisions regarding policy areas subject to majority voting in the Council of the European Union shall be taken on the basis of qualifi ed majority. Qualifi ed majority is based on more than 75 percent of the votes cast. The allocation of votes for a qualifi ed majority per party and per organisation is equal to that party and organisation’s number of delegates to the PES Congress (see Annex 1). Proxy voting is not permitted.Article 11In accordance with article 17.6 of the PES Statutes, a full member party may declare that it is not bound by a political decision taken by qualifi ed majority, provided it expresses the intent before the vote is taken.Article 12Rules concerning voting procedures:(1) Election of the PES President: by simple majority;(2) Confi rmation of Presidency members: by simple majority;(3) Adoption of resolutions and recommendations to the parties, the Presidency and the parliamentary group: in accordance with articles 9 and 10 of the current rules of procedure;

If two or more amendments have been tabled to the same part of a text, the amendment that departs furthest from the original text shall have priority and shall be put to the vote fi rst. If it is adopted the other amendments shall fall. If it is rejected, the amendment next in priority shall be put to the vote and similarly for each of the remaining amendments.Article 14In accordance with article 17.5 of the PES Statutes, votes are cast per member party and organisation. Member parties and organisations are free to cast their votes individually or collectively. The Congress bureau shall call for a show of hands. If the result is unclear the Chair shall make a roll call per party.The vote for the PES President shall be cast by secret ballot. Voting will start at 10.15 and close at 11.30 on 29th September. Individual ballot papers will be distributed to the Heads of voting delegations, or their representatives, who will organise the vote inside their delegations and cast the vote on behalf of their full delegation.Article 15The Congress bureau shall declare a vote open and closed. Once the vote has been declared open, no one except the Congress bureau shall be allowed to speak until the vote is closed. The Congress bureau shall decide whether the result of the vote is valid. Procedural Motions

Article 16Any delegate may be allowed to speak to draw the attention of the Congress bureau to any failure to respect the Congress Rules of Procedure (Point of order). The delegate shall fi rst specify to which rule s/he is referring.A request to raise a point of order shall take precedence over all other requests to speak. Speaking time shall be one minute. The Congress bureau shall take an immediate decision on a point of order, in accordance with the Rules of Procedure, and shall announce that decision once a point of order has been raised. Article 17In accordance with article 21 of the PES Statutes, the decisions and the documents adopted by the Congress shall be communicated to members of the PES and shall be published on the PES Website.

The Global progressive Forum (GPF) is a global platform for world progressive forces, including politicians, academics, NGOs

and Trade Union Leaders, who meet and propose their vision of a new world, based on solidarity, tackling global imbalances

and contributions to the attainment of the Millennium Development Goal and the eradication of poverty.

More recently, the Global Progressive Forum has campaigned, together with civil society organizations, on global economic

governance, fi nancial market regulation and the establishment of a fi nancial transaction tax to fund global public goods. The

Global Progressive Forum has also actively engaged in supporting Democratic transitions in the Arab World.

Next Year, the Global Progressive Forum will hold its 4th world conference in Brazil and will take part in the World Social Forum,

to shape a new global political agenda.

The Group of the Party of European Socialists (PES) in the Committee of the Regions brings together socialist, social

democrat, labour and progressive locally and regionally elected politicians from across the European Union. Presidents of

regions, mayors, regional and local councillors join forces in this European institution, set up by the Maastricht Treaty, in

order to give a voice to the European territories, which are directly responsible for the implementation of around 70% of the

EU legislation. PES Group members play a crucial role in defi ning the political priorities and taking forward a progressive

European vision, anchored in social and territorial cohesion.

The PES Group is the second largest political group of the CoR with currently 116 full members and an equal number of alternate

ones. It is led by Karl-Heinz Lambertz, Minister-President of the German-speaking Community of Belgium, who was elected

President of the Group in June 2011.

The PES Group works in close cooperation with its sister Group in the European Parliament and, as a full PES member

organisation, it actively contributes to the PES political agenda by raising awareness about the local and regional dimension

of PES initiatives and priorities. The most recent example of this is the Group’s contribution to the elaboration of the PES

Fundamental Programme through an extensive bottom-up consultation of its members.

SOLIDAR is a European network of 59 civil society organisations working to advance social justice in Europe and worldwide,

with strong social democratic roots. SOLIDAR voices the concerns of its member organisations to the EU and international

institutions across the policy sectors social affairs, international cooperation and education.

The network is brought together by its shared values of solidarity, democracy, equality and participation and works in

cooperation with progressive civil society, social democratic and socialist parties and the trade union movement.

Highlights of SOLIDAR’s work this year:

- Based on input from civil society organisations and trade union representatives from North Africa, recommendations

were put forward to European decision makers on how to create more social justice in North Africa in the wake of the

Arab Spring.

- Promoting development cooperation in which decent work and social protection are promoted as tangible and

successful tools to break the cycle of poverty, achieve the MDGs and sustainable development.

- Raising awareness on a human rights based and people fi rst approach to migration and development.
