The three sets of antcnnas would be enclosed within a screening that would be painted to match the steeple surfacc. Thc related equipment would be located behind a proposed 8-foot high wall, which would he hehind a proposed 12-inch wlde landscaping strip. Thls wireless telecommunication facility was approvcd for a conditIOnal use permit (for a wireless telecommunication facility within 300 feet of a residential zone) aud a setback and standards variance (for a wall greater than 18-inchcs in the front setback area and for the antennas exceeding the maximum allowable hcight limit) on January 5, 2005. As part of the conditions of approval for the variance, the project was required to ohtain Design RevIew Board approval. 01'<:1 church, offices, and rctuiluscs. Architedurally, there is a diverse pattern represented in thisarea due to contrasting development.

The (,uidelliles encourage huildings to be placed toward the back of the property. The buildings\vouJd, gencrul1y, l~lcc the street and an:: oriented to the parking lot, which is positioned betweenthe structure nnd the street. The Guidelines encourage various architectural features includingcanopies, arches, roof overhangs etc., that are integral clements of building fayadc artieulatlon.ConsideratIOn should he given to d~sign clements to C--rIsurc they arc developed according topedestrian scale. Efrixts to coordinate VI/iih adjacent structures arc encouraged to reduce bulkand Jl1ass of new buildings "llld should relate to the prevailing scale of existing huildings.

The main focus for the Board with thi::; project is the method} height, and material of screeningthe ptOposcd equipment, the type, size::, and location of the proposed landscape strip in relation tothc screen wall and cquipment j ::md the color Glnd material of the screening for the proposedantennas.

COMMENTS:

L The applicant is proposin~ to screen the antennas on the steeple such that it is thesame color as the steeple.

2. The applicant is proposing to screen the equipment with an 8-foot hi~h wall that willmatch the adJacent wall, whieh is brick.

3. A 12-inch planter would he placed at the front of the equipment screen wall. Theapplicant is proposing to use climbing vines.

4. Staff recommends that the planter also have a flowering ground cover to cover thedirt snb.ieet to the Board's direction.
