SUB.: Request for CONSTRUCTION OF ARCHAEOLOGICAL SITE MUSEUM
IN QUTB MINAR COMPLEX, NEW DELHI to display important Antiquities including ancient TEMPLE PARTS / IDOLS / SCULPTURES etc. which have
been discovered from in & around of Qutb Minar Complex till date and have
been kept in ASI Stores and different Museums of Delhi without
mentioning finding place Qutb Minar Complex
Respected Sir,
It is respectfully submitted that Vishwa Jain Sangathan is a non-profit,
non-political, social & cultural organization and registered under Societies Reg. Act
bearing Registration No. S-51707 and is also registered with Income Tax Department
bearing PAN No. AAAAV3062C.
That with reference to Indian Archaeology Reviews of different years,
books & guides published by the Archaeological Survey of India and information provided
to us under RTI Act by the Superintending Archaeologist (Delhi Circle) - ASI, Director
(World Heritage / UNESCO) - ASI, Superintending Archaeologist (Museums) - ASI,
Superintending Archaeologist (Excavation Branch II, Purana Qila) ASI, New Delhi, that ancient Brahmanical and Jaina idols / sculptures and temple parts etc. have been
discovered in and around Qutb Minar Complex and the same have kept here and there, and
some idols & parts of Jain & Hindu temples have not been displayed till date.
That Qutb Minar is listed in the list of World Heritage Monuments and a lot
of visitors across the world as well as from different parts of India visit Qutb Minar daily
and due to non-display of actual ancient & historical discoveries from in and around Qutb
Minar Complex, they are deprived of the actual ancient discoveries and the historical facts
relating and prior to the construction of Qutb Minar.
That ASI, Delhi Circle, vide letter no. 2009-M-10509 dated 28.01.2011
under RTI, against the enquiry of shifting of discoveries of ancient Jain iconography etc.
from the Qutb Minar complex, informed that ASI has shifted out for safety and security
reasons which is not acceptable by us as whole Qutb Minar complex is under full security.
That Archaeological Survey of India is not publishing and disclosing actual
discoveries i.e. photos along with full details of ancient idols & other parts of Hindu &
Jain Temples etc. which have been discovered from in and around Qutb Minar complex in
its guide book and other publications related to Qutb Minar.
That as per article 25 of the Constitution of India, every religion and
specially minority communities have a fundamental right of freedom of religion and
further to propagate their religion; but on the contrary, non-display of actual discoveries of
idols & another parts of ancient temples at the place from where these have been

discovered, is the violation of constitutional rights of Hindu & Jain community as a whole
which is not acceptable to any reasonable and fair person in a free and democratic set-up.
We have a genuine and bonafide interest in the issues which are raised
in the present representation. We do not want any worship rights or any other rights,
we just want to put proper all our ancient heritage in site archaeological museum in
Qutb Minar Complex which had been discovered by ASI in or around Qutb Complex
and have been kept here and there.
In this connection, applicant is submitting this representation to you along
with RTI replies from different divisions of Archaeological Survey of India,
correspondence with ASI & Ministry of Culture and different authenticated publications
for the necessity of the Archaeological Site Museum in Qutb Minar Complex to display
ancient heritage, discovered during excavation in & around Qutb Minar Complex without
any worship or any other rights for your kind information and immediate action ;
MOST RESPECTFULLY SHOWETH: -
1. That VISHWA JAIN SANGATHAN is regd. under Societies Registration Act bearing
Registration No. S-51707 and is also registered with Income Tax Department bearing PAN No.
AAAAV3062C. The society is actively engaged to promote Ahimsa & Vegetarianism
internationally.
2. That the concept of site museums is well elucidated by Hargreaves, one of the former
Director Generals of Archaeological Survey of India ;
it has been the policy of the Government of India to keep the small and
movable antiquities, recovered from the ancient sites, in close association
with the remains to which they belong, so that they may be studied amid
their natural surroundings and not loss focus by being transported.
That the above matter has been published by the ASI on its website under sub heading i.e.
Archaeological Site Museums in main heading Museums.
3. That applicant has received information from the O/o the Superintending Archaeologist
(Delhi Circle), Director (World Heritage / UNESCO) and Musuem Branch, Northern Region,
Red Fort, Delhi of Archaeological Survey of India that there is no proposal for opening a museum
at Qutb Complex while ASI itself had admitted about the requirement of a Site
Museum in Qutb Complex under needed visitor facilities, which fact find mentioned at
point 069 under II.4 Management heading of Executive Summary of Periodic Reporting on
the application of the World Heritage Convention to UNESCO for registration of Qutb
Minar in the list of World Heritage and this report has been signed by Smt. Kasturi Gupta Menon,
Director General - Archaeological Survey of India on dated 4th February 2003.

4. That with reference to a news, published on dated 3rd November 2012 in leading english
newspaper the times of India, New Delhi addition, ASI official said that;
Archaeological Survey of India will open an Interpretation Centre-cum-Museum
at P.W.D. Rest House in Qutb Minar complex. The interpretation centre is a requirement
according to World Heritage guidelines. We plan to make it function as a museum also.

In this connection, we want to inform you that no action has been taken by the
Archaeological Survey of India till date.
5. That in Indian Archaeology Review 1958-59, the Archaeological Survey of India had
published at S. No. 29 at page no. 71, under Other important Discoveries heading that;
VISHNU IMAGE IN DELHI A four-armed Samkarshana image of Vishnu in
black stone (pl. LXXIV A) was found to the south-
east of the Qutb-Minar, slightly below the surface.
A Sanskrit inscription below the feet of the image gave samvat 1204 (AD 1147) as the
date of its installation by a merchant of Rohitaka (Rohtak).

Close to the find spot of the image was a stone platform, on which was marked the
exterior plan of a Pancha Ratha Shrine.
In this connection we want to mention here that ASI has not highlighted stone
plateform, on which was marked the exterior plan of a Pancha Ratha Shrine, close to the
find spot of the Vishnu image from Qutb Minar Complex.

6. That at page no. 14 of Delhi And Its Neighbourhood, written by Shri Y. D. Sharma and
published by Archaeological Survey of India in 2001 edition, it has been mentioned that:
A four-armed stone image of Vishnu (pl. V B), dated in samvat 1204
(A.D. 1147) was found recently to the south-east of the Qutb-Minar.
7. That applicant has received following information under RTI Act from the O/o the Sup
Archaeologist, ASI, Excavation Branch-II, Purana Qila, New Delhi Vide letter no. 5/37/2009-10
dated 23.05.2011 towards our application that:-
1. With reference to recovery of Vishnu image of black stone from Qutb, mentioned
by ASI at page no. 71 and at plate LXXIV A of Indian Archeology Review 1958-
59, please provide the exact location and serial no. where the discovered idol / image
has been kept at present?

2. With reference to recoveries of Jain and Brahmanical sculptures from Qutb Minar,
mentioned by ASI at page no. 97 and at plate C XXXIX (A,B,C) & C XL (A,B) of
Indian Archeology Review of 1961-62, please provide the exact location and serial
no. where the discovered sculptures have been kept at present?
Ans. of Q. 1 &2: Does not pertain to Excavation Branch-II, Purana Qila,
New Delhi as the said sculptures are not kept in this office.
3. With reference to discovery of sculpture of Ganesha from Qutb area, mentioned
by ASI at page no. 8 of Indian Archeology of 1992-93, please provide the exact
location and serial no. where the discovered sculpture has been kept.
Ans. Puran Qila, New Delhi (LKT - 867)
4. With reference to recoveries of two broken head portion of stone figures (may be
image of Jaina Tirthankara) from Qutb, mentioned by ASI at page no. 9 and at
plate IV (A,B) of Indian Archeology Review of 1992-93, please provide the exact
location and serial no. where the discovered figures have been kept at present?
Ans. Purana Qila, New Delhi (LKT 882)
In this connection, we want to mention here that applicant has seen discovered idol of
Ganesha & Jain Tirthankara under RTI Act in the store of ASI, Excavation Branch, Purana Qila,
New Delhi instead of in display in Museum.

8. That the Sup. Archaeologist / Appellate Authority, ASI, Delhi Circle, New Delhi had
forwarded applicants appeal for nonproviding the information for the exact location of
Bhagwan Vishnu idol to the National Museum, New Delhi, the Regional Director (N), ASI, Red
Fort, Delhi and Ms Alka Singh, Assistant Archeologist vide letter no. 3814 dated 17.06.2011 by
mentioning that recovery of Vishnu image of black stone and Jain & Brahminical sculptures from
Qutab may be available with you but no information has been provided by the national
museum and ASI till date towards exact location and serial no. where the discovered idol of
Bhagwan Vishnu from Qutb Minar Complex has been kept at present.

9. That due to his best efforts, the applicant found ancient idol of Bhagwan Vishnu
in National Museum, kept at Acc. No. - L. 39 which had been discovered during

excavation of foundation for a restaurant in Qutb Minar Complex and the National
Museum has mentioned following details of discovery for the said idol ;
Vishnu and his manifestations
Gahadavalla, 1147 AD
Mehrauli, Delhi
Height 105 Cm, Width 69 Cm & Depth 22 Cm
Stone
It is relevant to mention here that National Museum has mentioned the discovery
place of above said ancient idol from MEHRAULI, Delhi instead of QUTB MINAR
COMPLEX, Delhi.
10. That in Indian Archaeology Review 1961-62, the ASI had published at S. No. 10 at
page no. 97, under Other Important Discoveries heading that:
BRAHMANICAL AND JAINA SCULPTURES, DELHI Several pieces of
Brahmanical and Jaina sculptures (pls. CXXXIX and CXL) were found in the
course of re-laying the floor inside the Quwwatu--Islam mosque in the
Qutab area.

11. That in Indian Archaeology Review 1992-93, the ASI had published at page no. 8 & 9
that ;
Amongst the antiquities of this period the small rectangular sandstone
sculpture of Ganesha in low relief suggesting its use for personal worship
and fragmentary lower half of a terracotta mould for casting Jaina
Tirthankara figure (pl. IV A-B) flanked two attendants wearing different

ornaments and clothes are noteworthy.
Two more broken head portions of stone figures were found from the late
levels, one of which appears to be an image of Tirthankara. (Tirthankar is a
word known for Jains for their God)
12. That in Indian Archaeology review 1994-95, the ASI had published report of
excavation at Lal Kot (near Qutb Minar) at page no. 9 that:-
During the course of excavation of the fourth season, two hundred and fifty-
two antiquities were found. Among the important antiquities of Rajput
period, Ganesha figurine found.
13. That the last round of excavation yielded a small sandstone sculpture of Lord
Ganesha as well as the lower half of a terracotta statue of a Jaina Tirthankara besides 277
circular copper coins and over 900 terracotta figurines as mentioned and extract taken from page
no. 77 of a guide book namely Qutb Minar & Adjoining Monuments, written by Shri J. A.
Page & Y. D.Sharma and published by The Director General, ASI, New Delhi in year 2002.
14. That applicant had visited Purana Quila Museum, New Delhi on dated 3rd Feb 2011 and
found following various parts of ancient Jain temples there but ASI has neither informed under
RTI Act not mentioned in its publication about the following discoveries from Qutb Minar
complex ;

1. One Door Lintal showing Jain Tirthankar, made by sandstone in 12th Cen A.D
2. One Door Lintal (Architectural member of Jain temple), made by white marble
of 12-13th Cen. AD
2. Indira riding on elephant, made by white marble
4. Shashan Devi, made by sandstone of 11th Cen. AD

15. That in AD 1192, Muhammad Sultan of the mountain kingdom of Ghur in modern
Afganistan, led a force down into the fertile plains of northern India. Muhammad Ghuri retired to
his homeland soon after the battle, leaving the newly-overrun land in the hands of Qutbuddin
Aibak who was his army commander. Qutbuddin Aibak sought to leave the imprint of his religion
on the new territory.
He decided to erect a mosque epitomising the Quwwat or might of Islam and chose as his
site, the heart of the captured Rajput citadel of Qila Rai Pithora. Of his site selected, the date of
completion of the mosque is recorded as AD 1198 on the north gateway. A simple rectangle
enclosing a central quadrangular court, the mosque measures some 65.2 meters by 45.4 meters
externally.
Ibn Batuta, the 14th-century Arab traveller, says, Before the taking of Delhi it had
been a Hindu temple, which the Hindus called elbut-khana, but after that event it was used
as a mosque. (Archaeological Survey Reports, Volume IV, p. 46)

That above noted copy of inscription, published in Monuments of Delhi by ASI, provided by
the Archaeological Survey of India under RTI Act vide letter no. DLH-265/2011-M-478 dated
24.04.2012.

16. That there are the ruins of Lal Kot (the citadel of the first city of Delhi) near the Qutb
Minar complex, said to have been constructed in the middle of the 11th century by the Tomer
ruler, Anangpal II. The Lal Kot area has been excavated many times, beginning with Sir
Alexander Cunninghan in the early 1860s. Around the middle of the 20th Century, the excavations
led by Y. D. Sharma while the 1992-95 seasons under B. R. Mani.
17. That as per extracts have been taken from page no. 30, 31 & 36 of a guide book namly
Qutb Minar & Adjoining Monuments, written by Shri J. A. Page & Y. D.Sharma and
published by the Director General, Archaeological Survey of India, New Delhi in year 2002, it
stated that;
JAINA & VAISHNAVITE images appear in profusion, eloquent of the thorough
and impartial destruction of their shrines, as also of the genius for adaption their
desecrators exhibited in then utilising the despoiled materials for their own purposes. The
pillars to the right of the east entrance seen to have come from a Vaishnava temple, while
those in the aisles to the left of the east gate are of Jain origin. The latter are less elaborately
carved and there are some easily discernible figures of Parsvnatha.
18. That Kubbtul Islam mosque has been constructed on Jain Parsvnath Temple. This
temple has been constructed by Sahu Nattlu, Minister of Tomar King Anangpal III in year 1132.

This temple was main temple among the temples which were demolished by Kutubuddin Aibak
and elephant gate and two side halls can be seen. Main plateform of temple was established inner
side and idols of Jain Tirthankars can been seen on pillers and lintals. There were three another
additional temple platforms expected in three side halls except gate. This temple was situated in
the centre of a Sarovar.
This fact has been mentioned by Brijkishan Chandiwala at page no. 321 in his book
Dilli Ki Khoj, published by Publication Division, Govt of India.
19. That Nattal Sahu ( ) of Yoginipur (now Mehrauli, Delhi) is the earliest known
Agrawal merchant-prince. He was also a minister in the court of Tomar Anangapala. His life's
account is described in Apabhramsha text Pasanaha Cariu (Parshvanath Caritra) of poet Vibudh
Shridhar, written in Vikrama Samvat 1189 (1132 CE) . Nattal's father was Sahu Joja. Nattal was
the chief of the Jains of Delhi.
Poet Vibudh Shridhar had migrated from Haryana to Delhi. Nattala, as a patron, urged
him to write the Pasanaha Cariu. Shridhara finished the composition in Vikrama Samvat 1189
(1132 CE).
Nattala Sahu had built a beautiful temple of Lord Adinath. He had the idol installed with
an elaborate ceremony:

That It is believed that fragments of this temple were used for the Quwwat-al-Islam mosque
near Qutab Minar.

20. That applicant has received following information under RTI Act from the O/o the Sup.
Archaeologist / CPIO, ASI, Delhi Circle, vide letter no. 2009-M-10509 dated 28.01.2011 against
the enquiry of discoveries of Jain idols & iconography from the Qutb Minar complex :-

2. Whether ASI had discovered Jain idols & other Jain religious iconography during
excavations till date at and around Qutab Minar Complex.
Ans. Yes, a torso of terracotta figurine.
3ii) Whether Jain idols had been shifted out from the Qutab Minar Complex? & why?
Ans. Yes, for safety and security reasons.
3iii) Where discovered Jain idols have been kept at present?
Ans. Purana Quila
4. Whether many other parts of the destroyed Jain temples had been kept outside the
mosque.
Ans. Possibility cannot be ruled out.

21. That applicant had filed an appeal with the Appellate Authority of ASI by Regd. Letter no.
4991 dated 17.02.2011 for non-providing complete information towards discoveries of Jain and
Hindu idols & iconography etc. from the Qutab Minar complex by the CPIO in his reply dated
28.01.2011.
22. That the Sup. Archaeologist, Excavation Branch-II, Purana Qila, New Delhi replied by
letter dated 23.03.2011 vide no. 2009- 10/387 towards applicants letter dated 16.02.2011 that ;
Ans. In this regard it is to inform you that the information is not available with this
office.
23. That Museum Branch, Northern Region of Archaeological Survey of India inform under
RTI Act vide letter no. NR-4/14/2010-11/RTI/212 dated 04.5.2011 that ;
there is no proposal of the site museum in Qutub Complex at present by the
Museum branch, Northern Region, Red Fort, Delhi.

24. That applicant has received following information under RTI Act from the O/o the Sup.
Archaeologist, ASI, Delhi Circle, Safdarganj Tomb, New Delhi, vide letter no. 265/2010-M-2278
dated 20.05.2011 towards RTI application that:

1. Whether ASI has mentioned for requirement of a museum in Qutb Complex under
needed facilities in its report / application to UNESCO for registration of Qutb Minar
in the list of World Haritage in inscription year 1993 or earlier.
Ans. So far as Delhi Circle of ASI is concerned, no proposal for opening a
museum at Qutb Complex is presently under consideration.
2. Whether a museum is proposed in Qutb Minar Complex.
Ans. No Sir, not for the time being.

25. That the applicant has received following information under RTI Act from the Dy. Sup.
Archaeologist & CPIO, ASI, Delhi Circle, Safdarjung Tomb, New Delhi vide letter no. M - 478
dated 24.04.2012 from Periodic Reporting on the application of the World Heritage
Conservation for Qutb Minar and its Monuments, New Delhi:-
1. Whether following matter had been mentioned at point no. 014 under 11.2.
Statement of Significance heading of Executive Summary in the above noted
report :-
the Quwwatual-Islam mosue, the earliest extant mosque in India built of
materials reused from twenty-seven Brahmanical and Jain Temples.
Ans. Yes, Sir. Details are annexed
(Copy of the RTI reply dated 24.04.2012 is annexed herewith as Annex. IX)
26. That UNESCO has published in State of Conservation of the World Heritage
Properties in the Asia-Pecific Region under the heading INDIA Qutb Minar and its
Monuments, New Delhi at page no. 72 II.4 under Visitor Management heading that:-
Needed facilities: Site interpretation and Museum, signage, cafeteria,
visitors movement plans, upgrading existing facilities, etc.
That above matter has been published by the UNESCO on its web site at following link ;

27. That as per map, showing Archaeological Site Museums, published by the ASI on its
website, 39 site museums are already existing at different places in India i.e. at Taj Mahal,
Aihole, Badami, Gol Gumbaz complex, Gwalior, Jageshwar, Kalibangan, Khajuraho, Konark,
Kondapur, Lucknow, Lothal, Nalanda, Ratnagiri, Sarnath, Sanchi, Sri Suryapahar, Tamluk, etc.,
which have been established by the ASI then why not at Qutb Minar complex which is also a

world famous heritage and thousands national & internationals visitors visit daily Qutb Minar
complex.
28. That in the reply of appeal, filed by the applicant, the Dy. Sup Archaeologist & CPIO,
ASI, Delhi Circle, New Delhi provided following information vide letter no. M-2150 dated
06.06.2012 towards needed visitors facilities at Qutb Minar at point no. 69 which was mentioned
by the ASI in its report, submitted to UNESCO ;
- Site interpretation Centre and MUSEUM; At present there is no
Interpretation Centre and
Museum at Qutb Minar
(Copy of the reply dated 06.06.2012 of RTI is annexed herewith as Annex. - X)
29. That as per article 25 of the Constitution of India, every religion and specially minority

30. That Archaeological Survey of India is not publishing and disclosing actual discoveries
i.e. photos along with details of idols & other parts of Hindu & Jain Temples etc. in &

around Qutb Minar Complex in its guide book namely World Heritage Series QUTB
MINAR & ADJOINING MONUMENTS, picture cards and other publications etc. related
to Qutb Minar.
31. That the applicant sent one letter dated 23.07.2012 addressed to Ministry of Culture, Govt.
of India in this context through speed post regarding wherein to construct an archaeological site
museum in Qutab Minar complex and to keep all ancient discoveries which have been discovered
till date from in & around Qutab Minar complex which have been kept here & there in the
Archaeological site museum without any worship rights or any other rights.
32. That in response to applicants letter dated 23.07.2012, the Ministry of Culture directed to
ASI, New Delhi vide letter no. F. No. 7-2/2012 dated 01.08.2012 to take appropriate action in the
matter and copy of said letter also sent to the applicant but no action has been taken by
Archaeological Survey of India till date.

33. That the ASI, New Delhi vide letter No. 18-68/2011 dated 04.09.2012 replied to applicant
in response to applicants and Ministry of Culture letters which was not satisfactory reply to the
applicant and the applicant again sent one letter dated 06.09.2012 to ASI, New Delhi duly
acknowledged by the O/o ASI, New Delhi but till date neither any action has been taken nor any
reply / response shown by the Ministry of Culture and ASI.
34. That due to non-taken any action by the ASI and Ministry of Culture, the applicant had
filed a Writ Petition No. 6741/2012 in year 2012 (Sanjay Kumar Jain Vs. UOI) in Delhi High
Court requesting honble court to issue directions to the Ministry of Culture and Archaeological
Survey of India for construction of archaeological site museum in Qutab Minar Complex, New
Delhi and on dated 19th October 2012, the honble Mr Justice Rajiv Shakdher issued notice to the
respondents which was accepted by Shri Jatan Singh on behalf of the respondents.
35. That on dated 30.04.2014, the applicant had withdrawal his Writ Petition No. 6741/2012
(Sanjay Kumar Jain Vs UOI) from Delhi High Court.
That the applicant has not filed further any petition in this behalf either in this
Honble Court of Delhi or before Supreme Court of India.

36. That applicant does not want to get any worship rights or any kind of other
rights to display religious discoveries in request of to construct Archaeological Site
Museum at Qutb Minar Complex, we want to just put proper all our discovered
ancient heritage from in & around Qutb Minar complex in required archaeological
site museum in Qutb Complex so that visitors could get actual information of
discoveries and the historical facts relating and prior to the construction of Qutb
Minar which is the main motto of the Ministry of Culture & ASI.
37. That with reference to a news, published on dated 2nd July 2013 in leading Hindi
newspaper Hindustan, New Delhi addition as Shri Vasant Swarnkar said that Archaeological
Survey of India has decided to open proposed cafeteria near ticket counter of entrance gate
of Qutb Minar complex.
That Archaeological Survey of India has already constructed two newly wash rooms /
toilets and also opened sale counter of its publication in the Qutb Minar complex and further
allowing a new cafeteria but not interested to open an Archaeological Site Museum which for
which purpose ASI has been established to preserve and highlight Indian ancient heritage.

38. The applicant, therefore, pray to the honble Prime Minister of India and honble
Union Minister of Culture may graciously be pleased to issue order / direction ;-
1. To construct an Archaeological Site Museum in Qutb Minar Complex to keep all
ancient sculptures / idols and another important parts of ancient temples etc.
which have been discovered till date from the in and around Qutb Minar Complex
and have been kept here and there i.e. in ASI stores and various museums without
mentioning finding place etc. in the above noted newly Archaeological Site
Museum in Qutb Minar Complex.
2. To highlight stone platform, on which the exterior plan of an ancient PANCHA
RATHA SHRINE was marked, close to the find spot of the Bhagwan Vishnu
image from the Qutb Minar Complex so that visitors could know history of Qutb.
3. To conduct study or further survey with latest technology in and around Qutb
Minar Complex for getting information of buried ancient Jain & Hindu idols and
other important parts of temples etc. under the floors and steps of Qutb Minar
complex.
4. To publish photos along with available complete details of actual discoveries of
religious idols & other important parts of temples etc., discovered in & around
Qutb Complex in the guide books and picture cards etc. of Archaeological Survey
of India.
