NOTICE INVITING TENDER
TENDER NO: PCRA/EC/Competitions/2016-17/T-2 Date: 05.05.16 Tenders are invited for & on behalf of PETROLEUM CONSERVATION
RESEARCH ASSOCIATION (Ministry of Petroleum and Natural Gas) under two
bid system, (Part-I i.e. Techno-Commercial B i d & Part-II, i.e. Price B i d ) from
bonafide experienced & reputed agencies for the job given below.
1.0 BRIEF DETAILS OF THE TENDER:

Part-I i.e. Techno-Commercial Bid of the Tender shall be opened on 24.05.16 at 1530 hours online. Part-II (Price Bid) of the Techno-Commercial acceptable Bidders shall be opened at a later date.

Technical Presentation
Scheduled tentatively for 25.05.16, subject to completion of Evaluation of PQ criteria
Bids must be valid for 120 days from the date of opening/ revised date of opening.
(a) EMD (EARNEST MONEY DEPOSIT)
EMD of Rs 25,000 (Rupees Twenty-Five Thousand only) shall be paid separately by
DD in favor of PCRA, payable at New Delhi from nationalized / scheduled Indian
bank. The envelope containing the EMD should reach the tender box on or before
tender due date. (b) PCRA reserves the right to solicit additional information from Bidders.
(c) PCRA reserves the right to accept or reject any or all bids; and to select the Bidder(s) which, in the sole opinion of the Project, best meets the project’s interest. PCRA also reserves the right to negotiate with potential Bidders so that its best interests to fulfill the need of project are served.
(d) All information contained in this tender, or provided in subsequent discussions or
disclosures, is proprietary and confidential. No information may be shared by the bidder with any other organization.
2.0 SECURITY DEPOSIT:
2.1 The security deposit shall be at 10% of total award value.
As soon as the tender is accepted, the agency shall be advised to deposit the amount
equivalent to 10% of the value of the Work Order at accepted rates within 10 days of
receipt of work order.
This security shall be released 30 days after the successful completion of the
contract.
2.2 Conditional bids would be rejected outright.
2.3 PCRA reserves its right to withdraw / cancel / alter the bid document at any stage.
2.4 PCRA reserves its right to summarily reject offer received from any agency on national security considerations, without any intimation to the bidder.

3.0 Experience Criteria:
The bidder should possess experience of having completed Similar Works of
following executed cost during any of the last five preceding financial years as
under:.
Three similar completed works each costing not less than Rs. 652500/=
OR Two similar completed works each costing not less than Rs. 870000/=
OR
One similar completed work costing not less than Rs. 1087500/=. The copies of Work Orders, attached with the Tender document, must be
supported with attested completion certificates with value in rupees, issued
by the concerned departments/organizations. Work orders should reflect
total value of the jobs awarded to the bidder.
4.0 Financial Criteria:
Minimum Annual turnover of the Bidder during any one of the preceding three
financial years i.e. 2012-13, 2013-14, 2014-15 should be at least Rs. 13,05,000/=,
in line with IOCL Works Procedure Manual Clause 3.5.1.1. For this purpose, copies
of Balance sheet/ P&L A/c and trading Accounts, duly vetted by the CA should be
submitted. CA Certificate in original, certifying the turnover for all the stated
financial years shall also be acceptable.
5.0 SUBMISSION OF TENDER
5.1 “Earnest Money Deposit” (EMD) mentioned above shall be paid by way of
Crossed Demand Draft./Pay Order. Tenders without Earnest Money are
liable to be rejected.
PCRA reserves the right to accept or reject any tender in part or full, without
assigning any reason whatsoever. Preference will be given first to Public
Enterprises, as admissible under the existing Government policies.
5.2 The subject work is indivisible & shall be awarded to single successful bidder
and that consultants, subsidiary companies or companies under the

management of consultant are not eligible to quote for the execution of the
same job for which they are working as a consultant/part time employee. Work
shall be awarded to single successful bidder.
7
6.0 TENDERS LIABLE FOR REJECTION
a) Tenderer stipulates the validity period less than what is stated in the Tender
form and stipulates its own condition.
b) Tenderer does not disclose full particulars of past performance and contains
unacceptable terms and conditions.
c) Tenderer does not disclose the full names & addresses of all his partners, in
case of a partnership firm.
d) Does not have PAN Number & Service Tax Number .
e) Tenders are partly quoted and/or partly unfilled or are not according to PCRA
format.
7.0 Agency/Tender bidder registered under Single Point Registration Scheme of
NSIC are eligible to get the benefits under Public Procurement Policy for Micro
& Small enterprises (MSEs) Order 2012 as notified by the Government of India,
Ministry of Micro Small & Medium Enterprises, New Delhi vide Gazette
Notification dated 26.03.2012.

INSTRUCTIONS TO BIDDERS
1.0 INTRODUCTION
Vision
To become a center of excellence for conservation of hydrocarbons & environment protection for sustainable development on our inherent strength.

information and capacity building.
• To promote research, development and deployment efforts aimed at petroleum
Conservation & environment protection support facilitate pertroleum conservation & for adoption and
dissemination of fuels and renewable.
• To establish synergistic institutional linkages at the national and international
levels in the areas of petroleum conservation and environment protection.
• To provide training and technical advisory services, designed to achieve economy &
efficiency in use of petroleum products for cleaner environment.
• To function as a ‘Think Tank’ to the Government of India for proposing policies and
strategies on petroleum conservation and environment protection aimed at reducing
excessive dependence on oil.
BACKGROUND
Petroleum Conservation Research Association ( PCRA) is a registered society set up in
1978 under the aegis of Ministry of Petroleum & Natural Gas, Government of India. As a
non-profit organization, PCRA is a national government agency engaged in promoting
energy efficiency in various sectors of economy .

2.0 ASSESSMENT ORDER/ IT RETURN
Attested copy of Assessment order/ IT return duly acknowledged by Income Tax
authorities for the Five preceding financial years should be in the name of the FIRM/
ORGANIZATION quoting for the work.
3.0 SERVICE TAX REGISTRATION NUMBER
Bidder shall furnish attested Photocopy of Service Tax Registration Number in the name
of FIRM/ ESTABLISHMENT while quoting for the work.
4.0 PRICES, TAXES, DUTIES
The quoted prices shall be deemed to be inclusive of all taxes, duties, octroi, levies etc.
including Service Tax & Cess on Service Tax & miscellaneous expenses., if not
mentioned seperatly.
5.0 EXPENSES TO BE BORNE BY BIDDER
All expenses in preparation and submission of bids and visits to the office or any place in
connection with the preparation of Bid shall be borne by Bidder. PCRA in no case shall
be responsible or liable for these costs regardless of the outcome of the Bidding process.
6.0 EMD (EARNEST MONEY DEPOSIT)
EMD as mentioned shall be paid separately by DD in favor of PCRA, payable at New
Delhi from nationalized / scheduled Indian bank. Bids not accompanied by Earnest
Money are liable to be rejected.
7.0 BID VALIDITY
Bid submitted by bidder shall remain valid for a period of 4 (Four) Months from the last
date of submission of Tender/ revised offer (if any). Bidder shall not be entitled during this
period to revoke/alter/modify/vary the content of Bid or any term thereof. In such case of
making any variation subsequent to submission of bid on their own, the offer shall be
treated as “REJECTED” and EMD shall be forfeited without any reference to the Bidder.
In case the tender is accepted & the contractor fails to deposit the amount of initial
security or to execute the contract within the stipulated period, the EMD shall be liable to
be forfeited.

8.0 INFORMATION REQUIRED WITH BIDS
Attested photocopies of the following documents are required to be submitted along
with the bid offer: Application will be rejected if details are not provided. Originals
to be produced for verification as and when demanded.
a) Certificate of Incorporation.
b) Declaration about the relationship, if any with PCRA’s Director. The Bidder may
select the option in the Check–List of the tender.
c) Confirmation that the bidder shall not sub-contract the work in the Check–List of the
tender.
d) Details of in house facilities. e) The firm shall have running office in Delhi/NCR.
9.0 PREBID MEETING
A prebid meeting is scheduled for 12.05.16 at 1100 Hours at PCRA, 4th floor conference
hall, Sanrakshan Bhavan, 10, Bhikaji Cama Place, New Delhi.
10.0 EVALUATION OF TENDERS & AWARD OF WORK
10.1 Pre-qualification criteria – A tender opening committee approved by PCRA
management will undertake the screening of all the tenders based on the pre-qualifying
criterion. The bidders must meet all pre-qualifying criterion. Any agency not meeting any
of the pre-qualification requirements will not be short-listed for the pitch presentation to
the management approved evaluation committee and further evaluation.
10.2 Evaluation and Selection Procedure
All the agencies short listed by the committee meeting PQ requirements (Part-1) will be
invited for making a multi-media presentation on the scope of work which should include
concept, creativity, innovation. Each agency will be given a maximum of 25-30 minutes
duration to make the pitch presentation to the evaluation committee broadly based on the
following parameters: -

Important Note:
Bidding agencies are advised to make their presentations based on the aforesaid parameters.
The agencies will be evaluated against 100 marks sca le . Agencies have to secure minimum 75 marks out of 100 marks for making them technically qualified for opening the price bid. However the decision of the Evaluation Committee will be final and binding.
The Minimum qualifying marks are 75 out of 100.
Important Note:
• Bidding agencies are advised to make their presentation based on the aforesaid parameters.
• The agencies will be evaluated against 100 marks s c a l e . Agencies has to
secure minimum 75 marks out of 100 marks for making them technically qualified for opening the price bid. However the decision of the Evaluation Committee will be final and binding.
10.3 Evaluation of Financial proposal and award of work
The price bid of the bidders who obtain marks equal or more than 70 marks will be
opened. Based on the recommendation of the evaluation committee on the above
parameters the qualifying agencies shall be short listed in order of their merit and PCRA
will open price bids of such agencies. The job will be awarded on the lowest price (L-1)
bidder. However, PCRA reserves the right to accept or reject this bid without assigning
any reason thereof. In case the rates quoted by the two or more bidders are same, such bidders shall be required to submit discounts in sealed envelope.

11.0 CONTRACT AGREEMENT
The successful Bidder shall be required to execute a contract Agreement with PCRA as
per Performa attached with this document on the non-judicial stamp paper of Rs. 100/-
(Rupees One hundred only) to be purchased from Delhi. The cost of stamp paper shall
be borne by successful Bidder.
PCRA reserves the right to amend the terms & conditions of contract after mutual discussions and shall only be in writing.
12.0 CONTRACT PERIOD
The rate contract shall be valid for one year
13.0 COMPETENT AUTHORITY'S RIGHT TO VARY ITEMS/ACTIVITIES AT THE TIME OF
AWARD
The Competent Authority shall have the right to make any alterations, omissions,
additions or subtractions in items/services at the time of award of contract. The
Competent Authority will give such intimation to the successful Bidder, and additional
cost/deduction in the Bid prices, based on the price schedule submitted by him, will be
worked out with the Bidder.
14.0 DELIVERY PERIOD:
4 weeks FOR DESIGN, DEVELOPMENT, IMPLEMENTATION OF WEB PORTAL AND
MOBILE APPLICATION FOR PCRA NATIONAL LEVEL PAINTING, ESSAY AND QUIZ
COMPETITION 2016-17.
MAINTENANCE AND HOSTING OF ABOVE FOR A PERIOD OF ONE YEAR, POST
IMPLEMENTATION
15.0 TERMS OF PAYMENT:- No advance payment will be considered. Payment will be made
at following stages :

16.0 Penalty/ Liquidated Damages
Timely completion of all the work/job and providing the required material/services covered in the contract, will be essence of the contract. In the event of failure to execute the contract within the scheduled time, liquidated damages will be levied, subject to a maximum of 10.0%.
After issue of the contract, the Security Deposit will be forfeited in case of
undue delay in performance by the agency, besides other action, including
blacklisting as deemed fit.
17.0 Termination by Default: The PCRA reserves the right to terminate the contract of any
agency / agency in case of change in the Government procedures or unsatisfactory
services.
18.0 Force Majeure:
If the Contractor is unable to provide services as contained herein except as given below
Force Majeure shall include but not limited to the following matters. War, War like
operations, insurrection or restraints imposed by Government or Acts of Legislature or
other Authorities, riots, strikes, lockouts, civil commotion disturbances or earthquake,

floods, fire or other natural physical disaster or any circumstances of similar nature
beyond the control of either party. The mere shortage of labor, materials or utilities shall
not constitute force majeure. Owner shall have the right to require the discontinuance of
the work, in whole or in part, for such time as may be necessary, should the condition of
the weather, flood or other contingencies make it desirable to do so, in order that the
works shall be well and properly executed. Extension of time shall be granted to
contractor for discontinuance of work so required and contractor shall not claim for
compensation or damage in relation thereto.
19.0 Arbitration: Venue of arbitration will be New Delhi and will be governed by the
provisions of the Indian Arbitration & Reconciliation Act.
20.0 Jurisdiction: The contract shall be governed by laws of India and all Government
rules on purchase matter issued from time to time and in force for the time being
are applicable to this contract tender.

9 DYNAMIC REPORTING
Description of Work Petroleum Conservation Research Association (PCRA) desires to conduct a Web and Mobile
Based National Level Painting & Essay Writing Competition of the school children within India.
The students from any board from a recognized schools are invited to participate only through
their schools. However, For Quiz competition students can participate even as individual.
Languages for Essay Writing Competition – The Essay Writing competition can be made in 23
languages such as Hindi, English, Assamese, Bengali, Gujarati, Kannada, Kashmiri, Konkani,

Malayalam, Manipuri, Marathi, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telugu, Urdu, Maithili,
Dogri, Nepali, Bodo and Santhali.
Vendor shall host the Entire system for Web Portal and Mobile Application on the Cloud taking
care of security of the documents uploaded and the Databases. Vendor shall take care of
availability of a system throughout the period of competition and Jury Processes. Vendor shall
establish disaster recovery option of the design web portal and mobile application. The disaster
recovery should be documented and shown working up to satisfaction of PCRA. The servers
where cloud is hosted should mandatorily reside in India.
During the entire period of competition the vendor shall ensure the availability & quick response
of the web portal and mobile application. The upload of entries by the student/school in the
system should be fast. ( Response time to be Less than 3 mins for uploading 5MB File)
There should be data validation for all the input fields in different forms and forgot password
option across the web portal and mobile application.
In order to avoid the machine attack each submission form should carry captcha code for security.
There will be one time verification of school email address and mobile number.
The web portal and mobile App should be made bi-lingual (Hindi/English). Mobile App
corresponding to web portal feature should be available in android, windows and IOS.
The landing page of web portal and mobile app should be exquisitely designed and it should carry
the pictures of previous years winning entries, pictures of Minister with winners, Pictures of
winner during Japan tour. It shall carry detailed menus.
The page should highlight 23 languages in which student can participated in Essay competit ion.
Provisions to be made in the system to capture feedback/ Suggestion/ Complaints of the users
along with the mechanism to resolve/forward the same with status tracking.
There should be provision of auto capture of IP/ Region/ type of machine/OS/login period and
other details of the entries made in web portal and mobile application. The detail like how you
come to know about this competition should also be captured in all modules like Quiz competition
(individual/schools participation), Essay & Painting Competition.
The system will have role based access for accomplish various functions assigned by PCRA
administrator.
The system design for web portal and mobile application should be scalable. The expected level
of entries in the system will be 2 lacs for essay and painting competition (Schools to upload only
best 2 entries per event). For quiz the participation is 50 lacs but it can go up to 1 crore.
The mobile app in Android/ Windows/ IOS should carry all the features available in web portal
for all competitions like quiz (individuals/ School participation), Essay & Painting Competition.

User shall have option to use any of Web Portal or Mobile App or their combination, to
participate, Register and using any or all the modules of the system. The uses shall have seamless
experience.
Mobile Applications should be responsive so that it can adapt to different screen sizes. The
display orientation should support both Portrait and landscape orientation. The display should
support various size including Small (426dp x 320dp), Normal (470dp x 320dp), Large (640dp x
480dp), X-Large (960dp x 720dp).
Vendor shall carry out extensive testing of Mobile and Web Portal in various scenario before
making it available for production environment. The average response time of the website should
be no more than 3-4 seconds. Website & Mobile App should allow file uploads of upto 5-6 MB
each for essay and painting competitions. Vendor shall prepare Frequently Asked Question
(FAQ), Help Manual and Guiding Videos for all activity.
To manage all mobile application contents and Web Portal contents, separate user friendly content
management system (CMS) tool shall be developed.
Website should be secured from Hacking, SQL injection, XSS, DDOS attacks and other common
threats to security.
Statistics on site usage and Mobile App usage along with geographical locations of access shall be
made available.
Maintenance: The vendor shall be maintaining/hosting the Mobile and Web portal for 1(One) year
after the date of implementation.
The Intellectual Property Rights of these applications will rest with PCRA without any
restrictions. The vendor will provide the source code of the application to PCRA at the time of
sign-off. The final code of the project, mobile app along with the databases to be given to PCRA
and it will be PCRA property. PCRA will be free to use/ modify for future use. The code should
be installed in PCRA server and shown working to the satisfaction of IT department of PCRA
(Operational project will be shown).
Quiz Competition A Web and mobile based system containing the following:
1. The Quiz module in 14 Languages will be at two different levels i.e. individual participation and
school participation.
2. PCRA administrator can create multiple levels of quiz. Selected students can move to the higher
level only when they have cleared a pre-defined round of quiz.
3. PCRA administrator can create a quiz with single choice or multiple choice. There will be an
option to decide the qualifying marks. Each question can be assigned a weightage. Quiz can be
created in multiple languages. Question will be posed at random with same level of difficulty.

4. Once Level 1 Quiz is completed, portal will display the top student’s names of respective schools
that will be eligible to participate in next level. School’s list will be shown with the score.
5. The quiz should present random questions to each participant from a question bank created by
PCRA admin so that all participants don't get same questions.
Quiz Participation Criteria's
School Participation
1. There will be common registration for schools for participating in different competitions like quiz,
essay & painting competitions.
2. Schools will be given registration in that web portal and mobile application to participate in First
Level – PAN INDIA. Once school gets registered any number of students can participate class wise
inputting their credentials. Schools will select details like State, District, Pin code from the drop
down created using database of State, District and Pin code.
3. Upon successful registration an email notification and SMS notification containing the UID and
password will be send to Schools.
4. Schools using their login can allow large number of individual participation of students in this online quiz competition.
5. On completion of the Quiz, the Score will be automatically calculated and displayed by the
system.
6. Best two entries of the schools based on the scores obtained by students will be identified by the
system and email to school informing the best two students selection will be sent, in case of tie
of scores, student with higher date of birth (Senior) will be selected. This clears level 1.
7. School can create 1st Level of Certificates as per the grading system and all data will automatically
get stored on the Web portal.
8. Level-2 - Upon clearing level 1 the school will login and allow team of two winner students to
participate, as team, in district level round, in case of tie of score of student higher date of birth
(Senior) will be selected. System will ensure that no schools can participate online more than
ones. This clears Level 2 and winner team through schools will be notified through emails and
SMS.
9. Level-3 - Upon clearing level 2 the school team will participating in State level round, the score
obtain by the team will be displayed on the screen after completion of given time. System will
ensure that no schools can participate online more than ones. This clears Level 3 and winner
schools will be notified through emails and SMS.
10. The winners of level 3 will be inform the date, venue and other details for further offline
competition.

11. Status report to be made available to PCRA Administrator indicating the number and percentage
of the task completed, level 1 winners, level 2 winners, level 3 winners along with other reports.
12. System will record the score of the candidate and store in the database for picking the top
candidates from respective schools.
13. Old data can be archived and can be retrieved with its proper indexing, number of students
participated along with their codes and school details.
14. The hard copy of the certificate for school level winner, district level winner, State level winner
will be sent. Pdf for printing certificates for PCRA administrator to be made available.
15. System can also track the certificates which will be sent via courier/post.
16. Grievances module to the schools will be provided to submit any complaint.
Individual Participation
1. Any Individual student of age 10 to 18 years can registered by providing their credential and
uploading their schools/ colleges I-card. Individual student also select the language in which he/
she wants to participate out of 14 given languages based on the selection, the questions of
selected language only will be given for answering. The system will ensure that only the unique
entries are made and no individual is allow to take the quiz more than one time.
2. Upon successful registration an email notification and SMS notification containing the UID and
password will be send to individual.
3. Individual student can now login and participate in quiz.
4. Level-1, in this Level there will be 10 questions, if individual student answer 6 or more question
right then he clears level 1 and will be issued bronze certificate through registered email ids,
email and SMS notification starting that level 1 cleared along with the marks obtained will be
sent.
5. Level-2, upon clearing level 1 individual student can appear for level 2. In level 2 there will be 25
questions, if individual student answers 15 or more rightly then level 2 is cleared and will be
issued silver certificate sent through hard copy in the language selected by the individual student.

6. Level-3, upon clearing level 2 individual student can appear for level 2. In level 3 there will be 40
questions, if individual student answers 30 or more questions rightly then level 3 is cleared and
will be issued Gold certificate sent through hard copy in the language selected by the individual
student. Pdf for printing these certificate for PCRA administrator to be made available.
7. There will be declaration that details entered by the individual student electronically will prevail
in case of mismatch.
8. Status report to be made available to PCRA Administrator indicating the number and percentage
of the task completed, bronze certificate listing, silver certificate listing, Gold certificate listing,
details of winners of each level and list of participants along with other reports.

9. Both single choice, multiple choice or true false type questions can be there.
10. Candidate could change his answer of respective page before clicking on submit button and
specified time limit. Once saved candidate couldn’t change the answer.
11. Provisions in system to be made that During the exam candidate couldn’t access to any other
window/screen till he clicks submit to his quiz answer sheet.
12. During the quiz, candidates can click on the HELP button for understanding the guidelines if
required.
13. System shall also track the certificates which will be sent via courier, or post.
14. Grievances module to the individual students will be provided to submit any complaint.
Essay and Painting Competition
A Web and mobile based system in Hindi and English Language, containing the following:
1. There will be common registration for schools for participating in different competition like quiz,
essay & painting competitions. Schools will register by giving their credentials like name of
school, name of principal, selecting their board from the list of Boards, address of school, Pin
number, landline of school, mobile no. of principal, email ids of school, school code, district,
state. There should be provision of populating the about details based on the selection of school
code from the given database.
2. Upon successful registration, schools will be sent UID and password through email and SMS
notification.
3. When school login they are shown welcome screen with the option to provide detail for painting
competition and Essay competition.
4. There can be maximum of two best entries of Painting competition, in each group. Group A
containing entries of classes 5 to 7 and Group B containing entries of classes 8 to 10..For Essay
competition schools can upload essays in 23 languages with maximum two entry per language.
5. In painting competition there will be two group. Group A containing entries of classes 5 to 7 and
Group B containing entries of classes 8 to 10. While uploading the winner entries for painting
school has to enter details like student name, gender, age, class, student/ parent emails, student/
parent mobile, number of student participated in competition and selecting date of competition
using date picker. Each school can participating in any or all of the above competitions.
6. In Essay competition there will be only one group containing entries of class 8 to 10, while
uploading the winner entries for Essay school has to enter details like language of essay, student
name, gender, age, class, student/ parent emails, student/ parent mobile, number of student

participated in competition and selecting date of competition using date picker. Each school can
participating in any or all languages of the above competition.
7. In case of ineligible entries filled by the school for any one entry, only that specific entry shall be
treated as ineligible and while issue of UID the same shall be informed to the school through
automated reply.
8. Against each selection option of uploading of scanned copy of two winning entries in the
respective competition and also camera facility in case of Mobile app to be available.
9. The UID should be issued to all the schools sending entries with a standard acknowledgement
message and each entry shall be given suffix after the school UID for easy identification.
10. A School should be able to login and see the uploaded entries.
11. There should be progress bar at the top of the page indicating the process to be followed and
status at present for that particular school. The process should be divided in the steps and
progress bar should show the steps completed.
12. System shall ensure that there are no duplicate entries in the system.
13. Once the competitions at schools are over and school has completed uploading the entries in the
system, there will be button that will create pre-filled principle certificate. The school can
download and save the principle certificate. School will sign and stamp certificate with given
format along with preprinted declarations, and upload the signed and stamped principle
certificate back into the system.
14. Auto reminder through Emails and SMS will be sent in case school has not submitted signed and
stamped principle certificate.
15. Once the Signed and Stamped copy is uploaded successfully in the system then system will send
confirmation emails and SMS to school.
16. Details instruction on the format type and file size will be shared by PCRA.
17. If school want to add/Modify entries even after uploading signed and stamped Principle
certificate, they will click on Unlock button, allowing school to add/modify the entries. The old
principle certificate will be discarded and school will take fresh PDF for principle certificate and
upload the same after sign and stamp.
18. System will ensure that the final entries will be only those which has properly signed and
stamped and there are no duplicate entries.

Request for Assistance: On the landing page of Web portal and Mobile App, Schools can register for Financial assistance by
selecting this option. The Zila parishad schools and schools of local bodies shall provide the details of
schools.
Upon registration a message stating PCRA has received the request for grant of financial assistance of Rs
500/- and upon verification, PCRA representative will get in touch with you soon.
PCRA administration shall get all the status reports which got the assistance and which are pending. Same
registration then can be used by school for participating in competition and document upload.
Jury Registration and Marking: A Web and mobile based system in Hindi and English Language, only for Essay & Painting competition
containing the following:
1. The teachers of various Schools/ Boards will register by providing their credentials (English &
Hindi) and select only one option out of 24 options of Painting & Essay competition, upload their
Id card & provide e-payment details like account no., bank name, IFSC code, Branch name etc.to
pay them their emolument due to them for the jury work allotted to them.
2. PCRA admin will verify and approves/reject the jury registration. There will be role based access
provided by PCRA administrator.
3. Upon successful registration approved jury will be sent UId and password through email and SMS
notification. Each registered jury shall be accorded UID with the prefix of a code for jury.
4. PCRA administrator will assign only relevant entries to specific jury as per their eligibility &
language selected. Option to assign 50/100 entries in one click shall be provided the entries
should be marks as assigned &should not reflect for further selection to another jury.
5. Detailed and comprehensive report of jury, their task and percentage completion to be made
available to PCRA admin as per role base access.
6. Jury shall have option to either view entries online and provide marking online as per the format
given or to download all the entries pertaining to him/her and later upload marking as per UID’s
of the entries in one go. The system should not share details related with entries other than UID
to the jury.
7. The jury has to respond with marks on set parameters with total in a given format and the same
can be compiled online with details like jury UID, participant UID and total marks.
8. The system should be able to compile the number of entries checked by each jury to arrive at
their emoluments.
9. When marking of all the assigned entries to jury is completed the jury shall have option of auto
generated PDF (all pre field) for marking. He/she can take printout of the same sign & stamp and
uploaded the same back by using web or mobile app.
10. Upon successful submission of marks and certificate final confirmation email & SMS shall be sent
to respective juries.

Reporting: The Detailed and comprehensive reporting of the activity, competition, participation, completion, Jury,
Tasks, Marking, Emoluments, and other statistics shall be made available as per the role based login. The
Query based reporting system shall also be made where query can be made by selecting various
parameter and filtered report is shown. The system will also provide the facility to download the query
based reports in Excel and PDF’s. The access to databases or import of database will be given to PCRA’
authorized IT representative for any special requirements.

CONDITIONS OF CONTRACT
1.0 GENERAL
Special Conditions of Contract shall be read in conjunction with the General Conditions of Contract and all other documents forming of this contract. Notwithstanding the sub-divisions of the document into these separate sections, every part of each shall be deemed to be supplementary to and complimentary of every other part and shall be with and into the document as far as it may be applicable to do so.
1.1 Where any portion of the General Conditions of Contract is repugnant to or at variance with any provision of Special Conditions of contract, then unless a different intention appears, the provisions of Special Conditions of Contract shall be deemed to override the provisions of General Conditions of Contract and shall be to the extent of such repugnancy or variation prevail.
2.0 SCOPE OF WORK
Attached in Annexure-2
. 2.1 PAYMENT OF BILLS
The agency shall submit the bills.
3.1 PCRA shall release the payments within 30 days of submission of complete bills, stage wise after completion of awarded work as per PCRA norms.
3.2 Income Tax deduction will be made from bills of the Contractor as per rules and
regulations in force under the Income Tax Act.
3.3 Payments will be made either by crossed account payee cheques or by direct transfer to bank (RTGS).
3.0 SECURITY DEPOSIT:
The security deposit consists of following:
a) The security deposit shall be at 10 % of total award of work
b) As soon as the tender is accepted, the agency shall be advised to deposit the amount equivalent to 10% of the value of the tender at accepted rates within the prescribed period from the date of letter of Acceptance. Earnest money deposited by the agency along with the tender shall be converted into security deposit and shall be against the said 10%. No interest shall be payable by PCRA on the security deposit
c) This security shall be released after the successful completion of the work along
with final settlement bill. 4.0 ASSIGNMENTS & SUB-CONTRACTING
4.1 The Contractor shall not assign, sub-contract or sub-let the whole or any part

of the contract in any manner.
GENERAL CONDITIONS OF CONTRACT 1.0 DEFINITIONS:
1.1 Unless repugnant to the subject or context of usage, the following expressions
used herein shall carry the meaning hereunder respectively assigned to them,
namely;
a) "Acceptance of Tender" shall mean the Acceptance of Tender issued by the
OWNER to the CONTRACTOR, and shall include a letter, telegram or fax of
acceptance or other notification of award of work, and a detailed Letter of
Acceptance.
b) The "Contract" shall mean the agreement between the parties as derived from
the Contract Documents.
c) The "CONTRACTOR" shall mean Agency, Firm or Company selected by the
OWNER for the performance of the Contract and shall include its legal
representatives, successors and permitted assigns.
d) The "Contract Documents" shall mean the contract documents as defined in
Article 1 in the Form of Contract.
e) "Completion" shall mean the successful completion and conclusion of all
activities required in all respects to complete the contractual works in
accordance with the contract.
f) The “Officer-in-charge” shall mean the officer of the OWNER nominated by the
OWNER in writing to act as Officer-in-charge for the purpose of the Contract.
g) "Executive Director“shall mean Chief Executive (howsoever designated) of the
Project to which the Contract relates, and if there is no such separate Chief
Executive, shall mean the Executive Director.

h) "Order” and “Instruction” shall respectively mean any written Order or
Instruction given by the Officer-in-charge or his representative within the scope
of their respective powers in terms of the Contract.
i) The expression "Owner” occurring in tender documents shall mean Petroleum
Conservation Research Association, a Registered Society under Ministry of
Petroleum & Natural Gas and having its office at Sanrakshan Bhavan,
10,Bhikaji Cama Place, New Delhi 10066 and shall include its successors and
assigns.
j) “Price Bid“shall mean the Schedule of Rates or Price Schedule annexed to the
Acceptance of Tender and shall also include the total cost to the Company.
k) "Security Deposit" shall mean the Security Deposit as specified thereof in the
tender document.
l) "Time Schedule" shall mean the Time Schedule for final completion of the
Works incorporated in the Contract or as may be extended by the OWNER or
Officer-in-Charge.
m) The "Net cost to company" shall, up to calculation of the entire remuneration
due to the CONTRACTOR in terms of the contract on successful completion of
the work, mean the Total contract value as specified in the Acceptance of
Tender, and after calculation of the entire remuneration due to CONTRACTOR
under the contract on successful completion of the contract, shall mean the
totality of such remuneration.
n) The expression “ Tenderer" or “ Bidder" shall mean the Tenderer who submits
the tender for the work and shall include the successors and permitted assigns
of the Tenderer.
1.2 "Work" and "Scope of work" shall mean the totality of the work / services
related t o creation & Management of Social Media to facilitate deeper penetration
of PCRA conservation tips & messages, as advised by PCRA.
1.3 "PCRA" shall mean Petroleum Conservation Research Association, located at

Sanrakshan Bhavan, 10, Bhikaji Cama Place, New Delhi 110066.
1.4 “Contract” shall mean the contract for the work and shall include the tender
document, the Special Conditions of Contract, the attached General Conditions of
Contract, the Letter of Acceptance, and the accepted Schedule of Rates.
2.0 INTERPRETATION OF CONTRACT DOCUMENTS:
2.1 In case of irreconcilable conflict in non technical matters between the provisions in
the separate contract documents concerning or governing the same aspect
precedence shall be given to the provisions contained in the documents mentioned
below in the order in which they are set out below:
a) Formal Contract
b) Acceptance of Tender
c) Price Schedule annexed to Letter of Acceptance
d) Special Conditions of Contract
e) General Conditions of Contract
f) Instructions to Tenderers/Bidders
A variation or amendment issued after the execution of the formal contract shall
take precedence over the formal contract and all other Contract Documents.
3.0 SECURITY DEPOSIT:
3.1 The CONTRACTOR shall furnish Security Deposit @ 10% of the work order value,
as specified in the Letter inviting Tender / Special Conditions of Contract.
4.0 QUANTITIES OF WORK
4.1 The quantities of work stated in the Form of Schedule of Rates do not form part
of the Contract and the OWNER shall not be liable for any increase or decrease
in the actual quantities of work performed (notwithstanding the percentage of
such increase or decrease), nor shall such increase or decrease in the actual
quantities form the basis of any alteration of rates quoted and accepted.

5.0 CHANGE IN CONSTITUTION OF THE CONTRACTOR
5.1 The CONTRACTOR, whether Proprietary concern, Partnership firm, Private
limited Company, shall not make any change(s) in its constitution, by transfer of
substantial shareholding or of management (in the case of a company) or by
addition or deletion of Partners, change in the terms of Partnership, or make any
other material change(s) without prior intimation to and approval of the OWNER.
Any such unauthorized change shall attract the provisions of Clause 9.0 hereof.
6.0 MODE OF PAYMENT
All payment(s) by the OWNER under or in terms of the Contract shall be made in official
Indian currency only by ePayment.
7.0 DISCHARGE OF OWNER'S LIABILITY
The acceptance by the CONTRACTOR of any amount paid by the OWNER to the
CONTRACTOR in respect of the final dues of the CONTRACTOR under the Final Bill
upon condition that the said payment is being made in full and final settlement of all said
dues to the CONTRACTOR
.
8.0 CLAIMS OF OWNER:
No release or payments of any unadjusted balance of the Security Deposit by the
OWNER to the CONTRACTOR as aforesaid or otherwise shall be deemed or treated as
a waiver of any right(s) or claim(s) of the OWNER or shall stop or prevent the OWNER
from thereafter making or enforcing any claims or any rights against the CONTRACTOR.
The claims of the OWNER, if any, against the CONTRACTOR shall continue to survive
and shall not get extinguished notwithstanding the issue of Final Certificate and/ or the
release of Security Deposit to the CONTRACTOR.
9.0 TERMINATION OF THE CONTRACT
9.1 Notwithstanding anything elsewhere herein provided and in addition to any other right or
remedy of the Owner under the Contract or otherwise, the Owner shall be entitled to

terminate the Contract by written notice at any time during the currency on or after the
occurrence of any one or more of the following events or contingencies, namely:
(i) Default or failure by the Contractor of any of the obligations of the Contractor
under the Contract, including but not limited to:
a. Failure to commence any work in accordance with the time prescribed in this behalf;
b. Failure to execute the works or any of item in accordance with the Contract;
c. Disobedience of any order or instruction of the O f f i c e r - in-Charge
d. Negligence in carrying out the works or carrying out of work found to be unsatisfactory
by the O f f i c e r - in-Charge;
e. Abandonment of the works or any part thereof;
f. Suspension of the entire works or any part thereof more without due authority from the
Owner or Officer-in-Charge.
g. Commission, permission or sufferance of any other breach of any of the terms,
conditions or provisions of the Contract on the part of the CONTRACTOR to be paid,
performed and/ or observed;
h. Failure to deposit the Initial Security Deposit/ Security Deposit within specified
Number of days mentioned elsewhere in the tender document by the Contractor of
Acceptance of Tender;
i. Failure to execute the Contract in terms of the Form of Contract forming part the
Tender Documents within 10(ten) days of notice in this behalf from the Owner.
j. If the Contractor is incapable of carrying out the work.
k. If the Contractor misconducts himself in any manner.
l. If there is any change in the constitution of the Contractor (if a firm) or in the
circumstances or organization of the Contractor, which is detrimental to the interests
of the work or the Owner.

m. Dissolution of the Contractor(if a firm) or Commencement of liquidation or winding
up (whether voluntary or compulsory) of the
Contractor (if a company) or appointment of a receiver or manager of any of the
Contractor's assets and/ or insolvency of the Contractor (if a sole proprietorship) or any
Partner of the Contractor (if a firm)
n. Distress, execution, or other legal process being levied on or upon any of the
Contractor’s goods and/ or assets
o. Death of a Contractor (if an individual)
If upon any change in the Partnership/constitution of a Contractor’s organization (if a
Partnership), the OWNER shall refuse to continue the contract with the re-constituted
firm.
o) If the Contractor or any person employed by him shall make or offer for any purpose
connected with the Contract any gift, gratuity, royalty, commission, gratification or other
inducement (whether money or in any other form) to any employee or agent of the
Owner
p) If the Contractor shall assign or attempt to assign his interest or any part thereof in the
Contract.
q) The decision of the Executive Director, as to whether any of the events/ contingencies
mentioned in Clause 9.1 hereof, entitling the Owner to terminate the Contract, has
occurred or not, shall be final and binding upon the Contractor.
10.0 PERSONAL ACTS AND LIABILITIES
No Director, officer or other employee of the OWNER shall anywise be personally bound
or liable to the CONTRACTOR for the acts, omissions or obligations of the OWNER
under the Contact otherwise or be personally answerable to the CONTRACTOR for or in
respect of any default or omission in the performance of any act(s), deed(s), matter(s) or
things to be observed and/ or performed by the OWNER under the Contract.
11.0 TAXES

11.1 The CONTRACTOR shall be exclusively liable for the payment of any and all taxes now
in force or hereafter imposed, increased or modified in respect of any work excluding
service tax that shall be paid at actual on submission of documentary proof.
12.0 GOVERNMENT REGULATIONS
The CONTRACTOR shall comply with and ensure strict compliance by his/its sub-
contractors and agents of all applicable Central, State, Municipal and local laws and
regulations and undertakes to indemnify the OWNER from and against all levies,
damages, penalties, any payments whatsoever as may be imposed by reason of any
breach or violation of any law, rule or regulation and against all actions, proceedings
claims and demands arising there from and/ or relative thereto.
13.0 LIENS AND LIABILITIES
If at any time there is evidence of any lien or claim for which the OWNER might be or
become liable and which in terms of the Contract or otherwise is chargeable to or payable
by the CONTRACTOR, the OWNER shall have the right to retain out of any payment
then due or thereafter becoming due to the CONTRACTOR.
14.0 ARBITRATION
14.1 The provisions of the Indian Arbitration & Conciliation Act, 1996 and any re-enactment(s)
and/ or modification(s) thereof and of the Rules framed there under shall apply to
arbitration proceedings pursuant hereto subject to the following conditions:
(a) The Arbitrator shall give his Award separately in respect of each Claim and
Counter-Claim; and
(b) The Arbitrator shall not be entitled to review any decision, opinion or
determination (howsoever expressed) which is stated to be final and/ or
binding on the CONTRACTOR in terms of the Contract Documents.
14.2 The venue of the arbitration shall be New Delhi, provided that the Arbitrator may with the
consent of the OWNER and the CONTRACTOR agrees upon any other venue.

15.0 SCHEDULE OF RATES
15.1 Rates to be in figures and words
The tenderer shall quote in English both in figures as well as in words the amount
tendered by him in the Form of Schedule of Rates forming part of the tender
documents, in such a way that interpolation is not possible. If the parties do not
quote both in figures and words properly and correctly, their tenders are liable to
be rejected. The amount for each item shall be worked out and entered and
requisite totals given of all items. The tendered amount for the work shall be
entered in the tender duly signed by the tenderer. If some discrepancies are
found between the rates given in words and figures of the amount shown in
the tender, the following procedure shall be applied:
(a) When there is a difference between the rates in figures and words, the rate which
corresponds to the amount worked out by the tenderer shall be taken as correct.
(b) When the rate quoted by the tenderer in figures and words tallies but the
amount is incorrect, the rate quoted by the tenderer shall be taken as
correct.
(c) When it is not possible to ascertain the correct rate in the manner
prescribed above the rate as quoted in words shall be adopted
16.0 FORMATS

(b) Letter of Acceptance of Tender along with Fax/Telegram of Intent. 1.2 A copy of each of the Tender Documents is annexed hereto and the said copies
have been collectively marked Annexure 'A' while a copy of the Letter of
Acceptance of Tender along with annexure thereto and a copy of Fax/Telegram of
Intent dated are annexed hereto and said copies have been collectively marked
as Annexure - 'B'.
ARTICLE - 2
WORK TO BE PERFORMED
The CONTRACTOR shall perform the said work upon the terms and conditions and
within the time specified in the Contract Documents.
ARTICLE - 3
COMPENSATION
Subject to and upon the terms and conditions contained in the Contract documents,
the OWNER shall pay CONTRACTOR compensation a s specified in the Contract
documents upon the satisfactory completion of the work and/or otherwise as may
be specified in the Contract documents.
ARTICLE - 4
JURISDICTION
Notwithstanding any other court or courts having jurisdiction to decide the
question(s) forming the subject matter of the reference if the same had been the

subject matter of a suit, any and all actions and proceedings arising out of or
relative to the contract (including any arbitration in terms thereof) shall lie only inn
the court of competent civil jurisdiction in this behalf at New Delhi (where this
Contract has been signed on behalf of the OWNER) and only the said Court(s)
shall have jurisdiction to entertain and try any such action(s) and/or
proceeding(s) to the exclusion of all other Courts.
ARTICLE - 5
ENTIRE CONTRACT The Contract documents mentioned in Article - I hereof embody the entire Contract
between the parties hereto, and the parties declare that in entering into this
Contract they do not rely upon any previous representation, whether express or
implied and whether written or oral, or any inducement, understanding or agreements of
any kind not included within the Contract documents and all prior negotiations,
representations, contracts and/or agreements and understandings relative to the work are
hereby cancelled.
ARTICLE - 6
NOTICES 6.1 Subject to any provisions in the Contract documents to the contrary, any notice, order or
communication sought to be served by the CONTRACTOR on the OWNER with
reference to the Contract shall be deemed to have been sufficiently served upon the
OWNER (notwithstanding any enabling provisions under any law to the contrary)
only if delivered by hand or by Registered Acknowledgment due post to the
engineer –in-charge as defined in the General Conditions of Contract.
6.2 Without prejudice to any other mode of service provided for in the Contract
Documents or otherwise available to the OWNER, any notice, order or other
communication sought to be served by the OWNER on the CONTRACTOR with
reference to the Contract, shall be deemed to have been sufficiently served if delivered by
hand or through Registered Post Acknowledgement Due to the principal office of the
CONTRACTOR at -----
---- or to the CONTRACTOR's representatives as referred to in the General Conditions of
Contract forming part of the Contract Documents.
ARTICLE-7

WAIVER
7.1 No failure or delay by the OWNER in enforcing any right or remedy of the OWNER in
terms of the Contract or any obligation or liability of the CONTRACTOR in terms thereof
shall be deemed to be a waiver of such right, remedy, obligation or liability, as the case
may be, by the OWNER
And notwithstanding such failure or delay, the OWNER shall be entitled at any time to
enforce such right remedy, obligation or liability, as the case may be. ,

ARTICLE-8
NON-ASSIGNABILITY 8.1 The Contract and benefits and obligations thereof shall be strictly personal to
the CONTRACTOR and shall not on any account be assignable or
transferable by the CONTRACTOR.
