Executive Summary

R.J. Burnside & Associates Limited (Burnside) was retained by Strategy4 to complete a Phase One Environmental Site Assessment (ESA) of the property located southeast of the intersection of North Ridge Trail and Eighth Line in Oakville, Ontario. It is our understanding that the Phase One ESA is required to support a draft plan of a subdivision in addition to a rezoning application.

The 6.8 acre property is located in the northern portion of the Town of Oakville, and is owned by the Halton Catholic District School Board (HCDSB). The property is currently a vacant lot and there are no buildings present. The property is enclosed in a chain link fence with access through a gate at the southeastern edge of the property fronting onto Coronation Drive. The existing vegetation found on the site consists of low lying grass and brush. A storm sewer outlet which feeds into a small basin is located in the southwestern corner of the site. A swale also runs along the southern edge of the property and feeds into the same basin.

The surrounding areas are predominantly residential. Immediately to the north, south and east are single detached homes, while the land neighbouring the site to the west consists of a small park with a playground and more single detached homes. The surrounding subdivisions are all connected to the municipal water system and municipal sewage system.

The topography of the area is generally flat with a slight slope to the south southwest. The soils in the area are described as glaciolacustrine-derived silty and clayey till deposits. The bedrock in the area is comprised of sedimentary rock identified as shale of the Queenston Formation. According to the water well records located within a 1000 metre radius of the site, the depth to the bedrock varies from 6.7 meters to only 1.5 meters. It is anticipated that the shallow groundwater in the area of the site flows in the south-west direction toward Morrison Creek.

Based on a review of available information, the Site inspection, interview and records review, there were no potentially contaminating activities (PCA) or areas of environmental concern identified on the Site. Accordingly, no further work is required on the property to assess the quality of the soil, groundwater or sediment.

1.0 Introduction

R.J. Burnside & Associates Limited (Burnside) was retained by Strategy4 to complete a Phase One Environmental Site Assessment (ESA) of a vacant lot located southeast of the intersection of North Ridge Trail and Eighth Line in Oakville, Ontario. The Phase One ESA is required to support a draft plan of a subdivision and a rezoning application. Figure 1 displays the Site location. A copy of the draft plan is provided in Appendix A.

The Phase One ESA was completed in accordance with Ontario Regulation 153/04 and the scope of work is consistent with the Canadian Standards Association document Z768 01 (R2012). Burnside understands that a Record of Site Condition is not required for the property and accordingly some items (i.e. historical title search to crown patents) were not necessary.

The purpose of the Phase One ESA was to examine the environmental condition of the Site and identify any existing or historical “Potentially Contaminating Activates” (PCAs), “Areas of Potential Environmental Concern” (APECs) or contaminants of potential concern. PCAs are defined by Ontario Regulation 153/04 and a list of 59 specific activities is provided in Table 2, Schedule D of the regulation.

1.1 Phase One Property Information

The 6.8 acre property is located southeast of the intersection of Coronation Drive and North Ridge Trail, Oakville. The property is currently vacant with a chain-link fence surrounding it and no structures are located at the site. Figure 2 illustrates the layout of the Site. The land use on the adjacent properties is residential with a small park located across Coronation Drive to the northeast.

1.1.1 Enhanced Investigation Property

An “Enhanced Investigation Property” is defined as a property that is being used, or has been used, in whole or in part, for an industrial use, or for any of the following commercial uses: as a garage; as a bulk liquid dispensing facility, including a gasoline outlet, or for the operation of dry cleaning equipment. O.Reg. 511/09, s. 14. The Site was never used for any of these specific activities and accordingly is not considered to be an Enhanced Investigation Property.

2.0 Scope of Investigation

The Phase One ESA was completed in accordance with the requirements of CSA document Z768-01 and Ontario Regulation (O.Reg. 153/04) (as amended). As a Record of Site Condition is not required some aspects of the O.Reg. 153/04 process were not completed, specifically the historical title search back to crown patents or 1875, or the development of a standalone Conceptual Site Model and Phase Two ESA Sampling and Analysis Plan.

The scope of work for the Phase One ESA included:

• Records review for the property and surrounding lands through a third party provider (Ecolog’s Environmental Risk Information System);

• A site Inspection of the property and surrounding land uses; • Interviews with individuals knowledgeable of the property’s history; and • Preparation of a Phase One ESA report.

3.0 Records Review

3.1 Phase One Study Area

The purpose of a Phase One ESA is to determine if any areas of “Potential Environmental Concern” (PCAs) exist at the property, and to identify details of historical or current potentially contaminating activities and potential contaminant pathways in, on or under the property.

The study area for the Phase One ESA included the lands referred to as the Site, as well as surrounding properties located within 250 m. The surrounding lands were visually examined from public property. In addition, an archive search of the study area, which covered a 250 m radius around the Site, was completed through Ecolog’s Environmental Risk Information System.

3.2 Historical Records

3.2.1 First Developed Use

A historical map of the town of Oakville dated 1880 was reviewed (Figure 3). The map depicts the subject property as being located north-northeast of the Town of Oakville. The 1880’s mapping appears to indicate that the property and adjacent lands were privately owned, and most likely used the land for agricultural purposes. Based on the historical document the first developed use of the land occurred prior to the 1880 and was related to agricultural production.

3.2.2 Fire Insurance Plans

Given the historical rural nature of the property, relevant Fire Insurance Maps were not available for the property.

3.3 Environmental Source Information

3.3.1 Ecolog ERIS Search

A review of selected provincial environmental databases was conducted through Ecolog Environmental Risk Information Service (ERIS). A primary search radius of approximately 250 m from the Site is included in the database search. The search included the following databases.

A total of eleven plottable records were identified within the 250 m search radius and they are listed below. There were no records that related to the Site.

3.3.1.1 Certificates of Approval

This database (CA) contains the following types of approvals: Air & Noise, Industrial Sewage, Municipal & Private Sewage, Waste Management Systems and Renewable Energy Approvals.

This record indicates there are two CA sites within 250 m radius. One of the CAs is for municipal water and the other CA is for a municipal sewage application. Both of the CAs are for the 8th Line Road and North Ridge Trail intersection, and were filed in 1998 by Penex Property (Trafalgar) Ltd.

3.3.1.2 ERIS Historical Searches

Eris has compiled a database of all environmental risk information service reports completed since March 1999. This database (EHS) contains data including the site location, date of report, type of report and the search radius associated with the report. Presence of a record in this database suggests that an environmental site assessment has been completed.

This record indicates there is one EHS site within a 250 m radius. A standard report with a 250 m radius was issued on the 30th of October in 2013 for the property 2420 8th Line, Oakville, Ontario. Fire insurance maps and site plans were additionally ordered.

3.3.1.3 TSSA Historical Incidents

This database, maintained by the Technical Standards and Safety Authority, includes spills and leaks related to diesel, fuel oil, gasoline, natural gas, propane and hydrogen. This system was replaced in 2009 and recorded under the TSSA Incident database.

The database indicates that natural gas was released at 2485-2481 8th Line due to a pipeline strike on June 24th 2008.

3.3.1.4 TSSA Pipeline Incidents

This database, maintained by the Technical Standards and Safety Authority, includes spills, leaks and strikes from pipelines. The database indicates that a natural gas

pipeline leak occurred at 2426 Felhaber Crescent due to a pipeline strike. This incident is undated.

3.3.1.5 Ontario Spills

The SAC (Spills Action Centre) handles all spills reported in Ontario. Regulations for spills in Ontario are part of the MOE's Environmental Protection Act, Part X. This database identifies information such as location (approximate), type and quantity of contaminant, date of spill, environmental impact, cause, nature of impact, etc.

This record indicates that a spill of transformer oil not containing PCBs was reported by the Oakville Hydro Corporation for 2432 Eighth Line, Oakville on July 13, 2015. The spill released approximately 20 L of non-PCB containing oil onto the ground and was subsequently cleaned up. The release was caused by corrosion of equipment at the site.

3.3.1.6 Record of Site Conditions

The Record of Site Condition (RSC) is part of the Ministry of the Environment's Brownfields Environmental Site Registry. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a Record of Site Condition (RSC) being filed in the Environmental Site Registry. This database contains the date the document was submitted and the type of land use present at the site.

This record indicates that one RSC has been filed for a property within 250 m of the Site. An RSC was submitted for the residential property at 2439 Eighth Line, Oakville on March 31, 2006.

3.3.1.7 Unplottable sites

Thirteen unplottable sites were also found with the database review. All of these sites were found within the CA database. They are listed below.

- Municipal and Private Water – Petis Investments Inc – Lot 11 and 12 Concession 1 (three applications).

- Municipal water – Penex Property (Trafalgar) Ltd. – Part of Lots 11 and 12, Concession1 (three applications).

- Municipal and Private Sewage – Argo Developments Ltd. – Lot 10, Concession 1.

- Municipal and Private Sewage Works –Hamount Investments Ltd. – Lot 11, Concession 1.

- Municipal and Private Water – 1415475 Ontario Inc. - Lot 11, Concession 1. - Municipal Sewage and Water– Macoakville Developments Inc. – 8th Line,

3.4 Physical Setting Sources

3.4.1 Topography, Hydrology, Geology

The elevation of the Site is approximately 175 m above sea level (ASL). The regional topography slopes gently to the south southwest, as shown on Figure 4. The inferred direction of shallow groundwater flow in the area is southwest towards Morrison Creek.

A review of available mapping by the Ontario Geological Survey was undertaken to characterize the general surficial and bedrock geology of the area. Surficial geology in the area is described as glaciolacustrine-derived silty to clayey till. Bedrock consists of the Queenston Formation, described as red shale with small greenish layers of sandstone. The soil mapping is provided in Figure 5 and the bedrock mapping is provided in Figure 6.

3.4.2 Well Records

A review of the MOECC’s Water Well Information System (WWIS) identified 40 water wells within 1000 m radius of the Site, 5 of which were identified by the Ecolog ERIS report as being within a 250 m radius of the Site. The majority of wells identified by the WWIS reached the shale bedrock which varies from depths of 22 feet below ground surface to five feet below ground surface. The depth at which the shale is encountered does not appear to follow any specific trend in the localized area around the site.

3.4.3 Aerial Photographs

A review of historical aerial photographs, available through the National Air Photo Library, was completed. Aerial photographs and images from 1934 to 2004, covering a period of 70 years, were examined to assess development patterns on the Site and in the general area. While the resolution of the photographs limits some observation of the surface conditions, the following provides a summary of our interpretation.

1934 Aerial Photograph – Examination of the 1934 aerial photograph (Figure 7) shows that the property is divided into 3 agricultural fields. There are no structures on the property. The surrounding lands are also used for agricultural purposes. Access to the property is provided from Eighth Line.

1946 Aerial Photograph - The 1946 aerial photograph (Figure 8) shows that no changes have occurred on the property during the years of 1934 to 1946. Surrounding areas remain agricultural. A small structure (possibly a residence) has been constructed on the property across of Eighth Line.

1965 Aerial Photograph - A review of the 1965 aerial photograph (Figure 9) indicates that the Site continues to be used for agricultural purposes. The Site remains free of structures, however, a number of rural houses have been constructed on surrounding

lands. There are three structures on the land immediately to the southwest of the property fronting onto Eighth Line.

1974 Aerial Photograph - The 1974 aerial photograph (Figure 10) shows that the Site remains used for agricultural purposes. No significant changes have occurred in the area.

1985 Aerial Photograph - The 1985 aerial photograph (Figure 11) shows that the Site is still used for agricultural purposes. No significant changes have occurred in the area.

2004 Aerial Photograph – The 2004 Aerial photograph (Figure 12) shows that the Site is now surrounded by a residential subdivision. The land is vacant and agricultural uses are no longer present. It appears that the property may be used for construction staging (i.e. equipment storage, site trailers, etc,); however no actual permanent structures are present.

3.4.3.1 Summary

Aerial photographs covering a 70 year period (1934 to 2004) were examined. The Site was used for agricultural purposes for the majority of the 70 year period. Between 1985 and 2004 the surrounding area was developed for residential use; however the Site was left vacant. No significant environmental concerns (i.e., landfills, bulk chemical storage, or heavy industry) were identified during the review of the aerial photographs.

3.4.4 Water Bodies and Areas of Natural Significance

Various databases maintained by the Ministry of Natural Resources and Forestry (MNRF) were reviewed, to determine if the Site is in an area of natural significance, under any of the following designations:

• An area reserved or set aside as a provincial park or conservation reserve. • An area of natural or scientific interest identified by the MNRF as having provincial

significance. • A wetland identified by the MNRF as having provincial significance. • An area designated by the municipality in its official plan as being environmentally

significant. • An area designated under the Niagara Escarpment Plan. • An area identified by the MNRF as significant habitat for threatened or endangered

species. • An area designated under the Oak Ridges Moraine Conservation Act. • An area set apart as wilderness under the Wilderness Areas Act.

There are no areas of natural significance within the study area.

3.4.5 Wellhead Protection Areas

A wellhead protection area is the area around a drinking water well where land use activities have the potential to affect the quality and quantity of water that flows into the well.

The Halton-Hamilton Source Protection Region website provides information regarding wellhead protection areas within the local watersheds, including Sixteen Mile creek. The Site is not located within any wellhead protection areas.

3.5 Site Operating Records

Due to no buildings being present on the site, no site operating records were available or relevant.

4.0 Site Reconnaissance and Interviews

4.1 General Requirements

A visual inspection of the Site and surrounding area was completed by Burnside on November 21, 2016. The inspection lasted approximately 30 minutes; from about 11:30 am to 12:00 p.m. Photographs, collected during the Site visit are provided in Appendix B.

4.2 Surrounding Lands

Surrounding land uses include:

North – Lands to the north are occupied by residential properties fronting onto North Ridge Trail.

South – The lands immediately to the south are occupied by residential properties fronting onto Coronation Drive and Tesla Crescent.

East – The land immediately to the east is occupied by residential properties and a small park/playground fronting onto Coronation Drive Street.

West –The land to the west of the Site is occupied by residential properties fronting onto 8th line and North Ridge Trail.

The residential properties around the Site are connected to municipal water and wastewater system. The nearest gas station is located on Dundas Street East, located approximately 780 m from the Site. There were no environmental issues identified during the inspection of neighbouring lands.

4.3 Specific Observations at Phase One Property

The Site is located on the southwest corner of the intersection of North Ridge Trail and Coronation Boulevard, in Oakville, Ontario. The site is vacant with no structures on the property.

4.3.1 Chemical Storage and Tanks

There was no evidence of above ground or underground fuel storage tanks on the property.

4.3.2 Designated Substances

There were no building materials that were suspected of containing designated substances.

4.3.3 Water Sources

The Site is currently not connected to any water sources. Surrounding buildings are connected to municipal water sources. A storm sewer outlet exists in the southern corner of the property.

4.3.4 Sewage Systems

There were no septic systems identified on the property. With no buildings present on the Site, the property is not connected to the municipal wastewater system.

4.3.5 Air or Odour Emission Sources

There were no sources of air or odour emissions noted during the site visit.

4.3.6 Staining/Vegetation Distress

There were no signs of staining or vegetation distress noted on the Site.

4.3.7 Fill Materials

Fill materials were not observed on the site visit. Fill could be present beneath the vegetation on the site and was not visible during the site visit.

5.0 Written Description of Investigation

The Phase One ESA was completed in accordance with O.Reg. 153/04, as amended, and included:

• A records review for the property and surrounding lands for regulatory information for all lands within 250 m of the property, was completed through Ecolog’s Environmental Risk Information Systems (ERIS);

• A review of available aerial photography, geological mapping and historical documents was completed to examine site conditions; and

• A site reconnaissance and visual assessment of the property and surrounding land uses was completed to document present environmental conditions.

6.0 Conclusions

The Phase One ESA was completed in accordance with O.Reg. 153/04, as amended. Based on a review of available information, the Site inspection, interview and records review, the findings of the Phase One ESA are as follows:

• The first developed use of the property was agricultural which occurred prior to 1880’s.

• Prior to 2004 the Site was used for agricultural purposes. • The area surrounding the Site was developed between 1985 and 2004 for residential

purposes; however, the property was left vacant. • Under O.Reg. 153/04 the Site is not considered to be an “Enhanced Investigation

Property. • The surrounding lands, being primarily residential are considered low risk. • There were no potentially contaminating activities (PCA) or areas of environmental

concern (APECs) identified on the Site or on adjacent properties.

7.0 Recommendations

Based on the work completed to date, no actual environmental contamination was identified. No further work is required.

8.0 Limitations and Use of Report

Burnside confirms that it has completed a Phase One ESA at the Site, identified as the vacant lot southwest of the intersection of Coronation Drive and North Ridge Trail, Oakville, Ontario, and has made the findings and conclusions provided herein.

The conclusions in this report are professional opinions based upon visual observations of the Site conditions existing at the time of our assessment. This report has been prepared in accordance with accepted environmental study and/or engineering practices for a Phase One ESA (Ontario Regulation 153/04, as amended). It should be noted that some of the information and resulting conclusions of a Phase One ESA are time sensitive. Burnside does not guarantee the accuracy and reliability of the information provided by other persons or agencies and does not claim responsibility for undisclosed or non-visible environmental concerns that may result in costs for environmental clean-up or remediation.

The results of an investigation of this nature should, in no way, be construed as a warranty that the Site is free from any and all contamination from past or current practices. Sampling and analysis of soils, groundwater, and other material were not carried out as part of this investigation.

David has completed numerous ESAs, Environmental Compliance Audits, Site Remediation and Brownfield Redevelopments, Designated Substance Audits, and Hydrogeological Assessments.
