Admission forms and prospectus may be collected from Cash Counter, Finance Section, Raja Rammohan Roy Administrative Building, Assam University, Silchar, on payment of Rs.500/- per prospectus on all working days from 3 rd January 2011 to 7 th January 2011 (till 2-00 PM). A demand draft of Rs.200/- drawn in favour of Finance Officer, Assam University, Silchar payable at SBI, NIT Branch, Silchar or UCO Bank AUS branch must be submitted along with the application form as application fee. However, SC/ST candidates need not pay application fee. The last date of submission of duly filled in Admission form to the respective departments is 10th January 2011. THE UNIVERSITY Assam University, Silchar (a Central University) was established by an Act of

Parliament promulgated in 1989 (Act XIII) and enforced by a Notification of the Government of India in January 1994. In 2008 the University has been accredited by NAAC with Grade B with a CGPA of 2.85.

With the Bhuban and the Barail ranges of hills at the backdrop, the University Campus is surrounded by lush green hillocks, natural lakes and the picturesque tea gardens of South Assam. The inner landscape is featured by sprawling lawns, well nurtured gardens and eco-forests. The serene setting makes Assam University Campus a unique one with exquisite natural beauty which captures viewers’ imagination and provides an ideal atmosphere for study and research.

Distance between the main Campus and the Silchar city is about 23 km. Silchar city being the gateway to the entire southern part of North East India is the hub of commercial activities and is known for its history as the Tea Capital of South Assam.

Away from the humdrum of the busy city-life of Silchar and set amidst its sylvan surroundings, the University engages itself in academic pursuits. The objectives of the University, as enshrined in Section 4 of Assam University Act, are –

‘‘to disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit and by the example of its corporate life to make provisions for integrated courses in Humanities, Natural and Physical Sciences and Social Sciences in the educational programmes of the University; to take appropriate measures for promoting inter-disciplinary studies and research in the University; to educate and train manpower for development of State of Assam; and to pay special attention to the improvement of the social, economic conditions and welfare of the people of that state, their intellectual academic and cultural development.’’

The sprawling University Campus at Silchar is spread over an area of about 600 acres on which has 34 Post Graduate departments and 3, Interdisciplinary Centres including School of Technology. In addition CIL has also been established in the university. The institution provides state-of-the-art facilities to students coming from different parts of the country and abroad. The current roll strength is around 3600 at the Post Graduate and Integrated Courses including around 1100 M. Phil, and Ph.D at research levels. These apart, there are nearly 20000 students in the 56 affiliated and permitted colleges in the five districts of South Assam which together constitute the jurisdiction of Assam University. The colleges imparts the Under-Graduate teaching in Science, Arts, Commerce, B.Ed. and the Law streams.

During the last one decade, the University has made impressive strides in establishing itself as a premier institution of learning by blending quality education, socially relevant academic endeavours and scientific research with mission-orientation and tireless striving for excellence. Assam university has

signed Memorandum of understanding (MOU) with university / institutes like Hyderabad University, North Bengal University, Pune University, North-East Institutes of Science and Technology (earlier RRL), CIDC (under Planning Commission, Govt of India) in India.International collaboration with Jiao Tong University of China and Nantes University of France and university of Montreal, Canada has been initiated through MOUs . The placement cell in the university provides help and support to the students through campus interview. In recent years organisations like TCS, WIPRO, IDBI, PRADAN, HSBC etc. have selected many of our students of different departments. University also arranged NET coaching for SC/ST, minority students. It provides UGC-AUS fellowship to the full time M. Phil. and Ph. D. Scholars. The university has introduced Choice Based Credit System(CBCS) from the Academic Session 2010-2011. Students taking admission from other institutes, other than Assam University, Silchar have to submit Migration Certificates within 3 months of their admission.

The University campus is fast developing and is endowed with amenities / facilities such as Post Office, Telephone Exchange, Public Call Offices, Bank, Police Outpost, Water Treatment Plants, Electric Substations, Students’ Hostels (both Boys’ & Girls’), Health Centre, Staff Quarters, Shopping Complex, School, Guest House, Central Library, Auditorium and Parks. In addition other amenities like ATM, Sports Complex, Cafetaria, E-Journals, INFLIBNET, DELCON, Bio-informatics and KIOSK facilities are also available. University has introduced Choice Based Credit System (CBCS) at Post graduate level and semester system in colleges affiliated to it. Choice of specialization / course offered by the respective department shall depend on the availability of seats, Human resources and other facilities.The decision of the department shall be final and binding on the concerned student.

Diphu Campus

Establishment of Assam University Campus at Diphu has been long felt demand of the people of Karbi Anglong, Assam. A satellite campus of Assam University at Diphu has been launched from the Academic Session 2007-08. The authorities of Karbi Anglong Autonomous Council have allocated 272 bighas of land in Diphu-Lumding Road about 8 kms away from Diphu town. The land so allocated has already been taken over by the university and is in the process of construction of boundary wall and other buildings. The campus site is located in a beautiful surrounding of the lush green hills.

With the approval of the University Grants Commission, New Delhi, Assam University started PG courses in six academic departments from July 2007. The departments are (i) English, (ii) Political Science, (iii) History, (iv) Physics, (v) Life Science and (vi) Commerce. From the last academic session, PG courses in Assamese and Anthropology and one centre on Tribal studies have also been introduced.

We are delighted to share the information that Assam University have been recognised as UGC-NET Centre reaping immense benefit for the students community of the Region.

ELIGIBILITY CRITERIA FOR ADMISSION ���� Research Programme of the University consists of Master of Philosophy (M. Phil.) and

Doctor of Philosophy (Ph. D.). Both the programmes have two parts, viz., (a) Integrated Course Work and (b) Dissertation / Thesis.

���� Admission to the research programme in Assam University will be as per UGC (minimum standards and procedure for award of M. Phil./Ph. D. Degree) Regulation 2009.

���� Students securing 55 percent marks or above or equivalent grade in the Master’s Examination of a recognized university shall be eligible for admission to the Research Programmes (M. Phil and Ph. D.) of the University. Relaxation of marks for candidates belonging to SC/ST categories shall be as per Government of India Rules.

���� Each Department shall organize an Admission Test including an interview to assess the candidate’s aptitude and potential for research depending upon the number of seats available as per qualified number of Teachers for guiding the Research. A candidate who has cleared NET conducted by the UGC , CSIR or such other body approved by the University may be admitted directly without being required to appear in a written test. However, such candidates are required to appear for Personal Interview and undergo the Course Work. A teacher of the University or University system or persons working in Industry/ Research Institute recognized by the University with minimum experience of five years shall be exempted from appearing in the Written Test. However, they shall be required to appear for Personal Interview.

���� Selection of candidates shall be according to their performance in the qualifying examination and the personal interview.

���� All candidates selected for admission must pursue one semester Pre Ph. D. Integrated Course Work to qualify for Registration to M. Phil. / Ph. D. programmes. The course work comprises four papers one of which may be a term paper. Each paper will be of 100 (hundred) marks.

���� A student admitted to the Pre Ph. D. Integrated Course Work programme shall be required to attend all seminars and lectures organized by the Department. However, teachers of the university or university system or persons working in Industry / Research Institute admitted for registration to the Ph. D. Course may be exempted from attending the classes. However, such scholars shall be required to write an assignment (in lieu of attending the classes in the course work programme) and clear the examination in all the courses.

���� Candidates with M. Phil degree from this university or any other universtiy/ institute with explicit proof of qulifying in the course work of a minimum of one semester duration can also apply in the prescribed form for provisional registration to Ph. D. course directly without procecuting fresh course works if selected in the admission test. Howerver, such canidate must have passed at least one paper on research methodology and obtained at least 55% marks in each paper separately.

� � � � Intake capacity in admission to the Ph. D. Programme in the respective department will

depend on the availability of seats as per UGC /AUS Criteria.

CRITERIA FOR REGISTRATION TO M. PHIL PROGRAMME

� Students securing a minimum of 50 percent marks in individual paper of IPP Course examination can apply in the prescribed form for Registration to complete M. Phil dissertation as per provisions in the ordinance of Assam University on the M. Phil Programme.

� The Course Work pursued by the M. Phil. Scholar shall be an Integral part of the M. Phil. programme and the average of the marks/points/grade obtained by the scholar in course work examination and for dissertation will be the final grade.

� Duration of M. Phil. programme is of 3 semesters. The Dissertation is to be completed within two semesters after qualifying the course work of one semester duration. However, on the recommendations of School Board, the Board of Research studies may consider an extension the period of which may be double the duration of the programme.

CRITERIA FOR PROVISIONAL REGISTRATION TO Ph. D. PROGRAMME � Candidates securing minimum of 55 percent marks in each course separately

and 55 percent marks in aggregate in the Pre Ph. D. Integrated Course Work Exam are eligible for provisional Registration to Ph. D. Course as per rules provided in the ordinance on the Ph. D. Programme of Assam Univesity.

� Candidates seeking provisional Registration to the Ph. D. Course shall be required to present a seminar on their synopsis of Research to be conducted by the department.

� Candidates with M. Phil. Degree from this university or any other university / institute with explicit proof of qualifying in the course work of a minimum of one semester duration can also apply in prescribed form for provisional Registration to Ph. D. Course as per procedure provided in the ordinance on the Ph. D. Programme, Assam University. Howerver, such canidate must have passed at least one paper on research methodology and obtained at least 55% marks in each paper separately or B grade in aggregate. Candidature of such candidates may be examined in a personal interview conducted by the Dean of the School and/or by the admission committee of the Department.

� A scholar registered for Ph. D. Programme may submit the Thesis only after at least two years of research but not more than four years from the date of Provisional Registration. However, in exceptional circumstances the School Board, on the recommendation of the Supervisor and of the concerned BPGS, may further recommend an extension of the registration by one more year.

ELIGIBILITY CRITERIA FOR ADMISSION AND BRIEF

INFORMATION ON REGULATION OF D. Litt./D.Sc.

PROGRAMME ELIGIBILITY The objective for the degree of D. Litt. & D. Sc. is to promote Post Doctoral Research to encourage continuous research among the University teachers & scholars. A candidate seeking admission to D. Sc./D. Litt. programme of the University, must have pursued outstanding research in the concerned discipline and obtained the minimum qualifications required for admission as mentioned below: a. The D.Sc./D.Litt. will be awarded on the basis of the thesis submitted independently by the candidate. b. The candidate shall not submit any work for which a degree has already been conferred on him/her. c. The candidate shall prepare a synopsis indicating what has been done by other scholars in the same subject and what he/she claims as his/her own, and shall indicate also the expert to which he/she has been advised or assisted during the work. He/she may support his/her application by providing proof of having done original research work by him/her. d. The Degree of Doctor of Science / Doctor of Literature shall not be conferred as an addendum degree. e. The degree may be conferred upon a candidate for individual published work of merit at international standard which was undertaken mainly on his/her own initiative and which is deemed by competent examiners to be valuable contribution to the concerned / allied discipline provided the candidate has at least 10 year’s experience after the award of Doctor of Philosophy. f. The candidate is required to have at least five years research experience at Post-Doctoral Level and individual published work of merit of International Standards. ADMISSION/REGISTRATION 1. A candidate seeking admission to D.Sc. / D. Litt. of the University: a. Must have obtained the Ph. D. or an equivalent degree from Assam University or from any other recognized University or from a recognised foreign University in the concerned discipline. b. Must be a serving or a retired teacher in the University system who has put in a minimum of five years of service in that capacity after Ph. D.

ADMISSION OF FOREIGN STUDENTS

1. Assam University provides an opportunity to pursue Ph. D. by Foriegn students.

2. A Foreign student will be required to furnish the following documents from concerned authorities.

a] Equivalence and Eligibility Certificate from Association of Indian Universities, AU House, 16, Kotla Marg, New Delhi - 110002

b] Reasearch Visa obtained form the Indian Mission (Embassy / High Commission/ Consulate) before leaving his/her home country.

However students from SAARC countries may be selected for admission provisionally on tourist Visa, but this should be subject to

production of valid Research Visa.

c] A foreign student will be allowed provisional admission on production of the above documents and his/her admission will be

confirmed after successful completion of all other formalities as per GOI/AUS rules.

3. a] 15% super-numerary seats may be available in the universities for admission of foreign students including PIOs as per UGC/GOI

rules.

b] 5% of the 15% Super-numerary quota will be earmarked for admission of foreign students in the university departments for

children of Indian workers in the Gulf and South East Asia.

4. A foreign student will have to pay fees as below:

a] Self-sponsored students from SAARC countries will pay the same amount in INR as applicable for Indian students.

b] Students from SAARC countries who are sponsored by their respective Governments or Government of India as well as students

from other developing countries will pay three times the amount in INR as applicable for Indian students. c] Students from developed countries will pay five times the amount in INR as applicable for Indian students.

� Inter Departmental Transfer :

Inter Departmental Transfer after admission is strictly prohibited.

PAYMENT OF FEES

All fees including tution fee shall be paid at the time of admission or commencement of the academic year.

Fees shall be payable in cash or through money order or by a crossed bank draft drawn in favour of Assam University, payable at Silchar.

Late admission fees : Rs 200.00

Names of the defaulters if any shall be put on the Notice Board and be removed from the rolls of the University after one month from the last date of the submission of fee.

A student whose name has been struck off from the rolls of the University may be re-admitted on the recommendation of the Dean of the School concerned and with the approval of the competent authority on payment of requisite fees along with late fine.

Whenever a student proposes to withdraw from the University, he / she will submit an application to the Dean of the School concerned through the Head of the Department intimating the date of his / her withdrawal. If he / she fails to do so, his / her name shall continue to be kept on rolls of the University as defaulter.

A student who wishes to withdraw his/her name from the roll of the university after commencement of class cannot claim refund of any fees paid except caution deposits.

Important Notes :
