Master of Ceremony: Kapil Patel
State of the Fraternity Address Brandon Hill (Beta Kappa), Grand Vice President for Student Affairs Brandon Hill is a fourth year student pharmacist at the Campbell University School of Pharmacy. Brandon has sought out several opportunities to serve the Fraternity at the local, regional, and national level. Within the Beta Kappa chapter he has served as the chair of the Professional and Community Service committee as well as the Worthy Inner Guard. In 2014, he was elected as the Mid-Atlantic Regional Correspondent (MARC). He was given the Grand President’s Crowning Glory Award at the 69th Grand Council meeting in Omaha, NE for his continued service to the Fraternity.
Welcome Address Cynthia J. Boyle, PharmD, FAPhA Having completed her term as interim dean, Cynthia J. Boyle is Professor and Chair of the Department of Pharmacy Practice and Administration at the University of Maryland Eastern Shore School of Pharmacy and Health Professions. She graduated from the University of Oklahoma College of Pharmacy and University of Maryland School of Pharmacy and has practiced in community, institutional, and consultant settings. Dr. Boyle is the 2015-2016 president of the American Association of Colleges of Pharmacy (AACP). She has received a variety of national and local awards including the AACP Crystal APPLE award for contributions to learning excellence in experiential education and the APhA Francke Leadership Mentor Award. Dr. Boyle, with co-editors Drs. Robert Beardsley and Gary Matzke, published the second edition of Leadership and Advocacy for Pharmacy in 2014 through APhA. Dr. Boyle has served as president of the Maryland Pharmacists Association and its foundation, national president of Phi Lambda Sigma, and chair of the Pharmacy Academy in the National Academies of Practice.
Opening Remarks Brandie LeBlanc (Gamma Delta), Regional Correspondent Brandie Leblanc is a fourth year student pharmacist at the East Tennessee State University. Brandie serves as the Worthy Correspondent for the Gamma Delta Chapter. Brandie’s passions include collaboration with other healthcare professions in order to drive the profession of pharmacy forward, as well as educating providers about the dangers of prescription drug abuse. Her ultimate goal is to become a professor at a college of pharmacy after practicing in the Acute Care/Critical Care arena

Keynote Address Tom Sisca, B.Sc., PharmD, FCCP, BCPS, CACP Tom Sisca graduated from Philadelphia College of Pharmacy and science with both a Bachelor of Science in Pharmacy followed by the Doctor of Pharmacy (PharmD) in 1972. While there, he became a member of the Epsilon chapter of Phi Delta Chi and held three offices. After graduation, he took a position at Memorial Hospital at Easton, Maryland as a clinical pharmacist. This was the first clinical pharmacist position on the Eastern Shore of Maryland and he was one of the first pharmacists in the state of Maryland with a PharmD degree. He has maintained an active clinical pharmacy practice at this same institution for the past 44 years.
Remarks from Gamma Omicron Kapil Patel, Worthy Chief Counselor Kapil Patel is a third year student pharmacist in a three-year accelerated doctor of pharmacy program at the University of Maryland Eastern Shore. Kapil serves as the Worthy Chief Counselor for the Gamma Omicron Chapter of Phi Delta Chi Pharmaceutical Fraternity, and has held leadership within student chapters of National Community Pharmacists Association, American Pharmacists Association, and the Class of 2016 office. Upon graduation, Kapil intends to practice as a community pharmacist and further his education by pursuing a second degree in financial analytics.
Welcoming Remarks Dean Rondall Allen, B.S., Pharm.D. Dr. Allen was appointed dean of the School of Pharmacy and Health Professions at the University of Maryland Eastern Shore in 2015. He has been serving as an associate professor and associate dean for academic quality in the School of Pharmacy at South University in Savannah, Georgia. He holds a doctor of pharmacy degree from Xavier University of Louisiana in New Orleans. His undergraduate degree in pharmacy is from Florida A&M University, where he was also an assistant professor from 1996 to 1998.

Formal Meeting Rules
• For delegates to speak on an issue: o Rise and address the Presiding Officer using the official symbol of recognition of
Phi Delta Chi o Give your Name and Chapter o Obtain recognition from the Presiding Officer
• A Brother may not speak a second time on the same issue if another Brother who has not
yet spoken asks for the floor. No Brother may speak more than twice on the same issue, except by unanimous consent of the Regional Conference Delegation.
• No resolutions introduced by the reference committees shall be voted upon until the Formal Meeting.
• Discussions on questions (motions and resolutions) shall be limited to not more than five minutes for each speaker. Discussion on any one question shall be limited to not more than 30 minutes. Both time limits may be changed by appealing to the Presiding Office or by two-thirds vote of the Regional Conference Delegation present.
• Discussion on issues may be tabled only upon a two-thirds vote of the Mid-Atlantic Regional Conference Delegation present.
