It has become his boon and bane and earned widespread condemnations when he com- pared it to the Holocaust under Hitler. A rough estimate puts the death toll at about 3,600, including more than 1,300 suspects killed in gunbattles with police - an average of 36 killings a day since he took office on June 30. The scale of the crackdown has been unprecedented, with the police launching more than 23,500 raids so far and arresting 22,500 suspected drug dealers and addicts. More than 1.6 million houses of drug suspects have been visited by police to invite them to surrender and stop using drugs or disengage from the drug trade. About 732,000 addicts and dealers have surrendered, apparently for fear of being killed, overwhelming Duterte and the national police, and prompting them to scramble for land and money to build reha- bilitation centers. Duterte’s public threats to kill criminals, especially drug dealers, have helped consider- ably reduce the crime rate, according to police. A poll by the independent Social Weather Stations last month showed 84 per- cent of adult Filipinos were satisfied with his war on drugs, but 94 percent felt it was impor- tant for police to arrest suspects alive, under- scoring public worry over the growing body count even in a crime- and insurgency- plagued country long accustomed to deadly violence. In another defining aspect of his unortho-dox rule, the 71-year-old Duterte has pushedback his country’s 65-year treaty alliance withthe United States while reaching out to Chinaand Russia.

FRAYING U.S. ALLIANCEAn emerging casualty under the Duterte

presidency is the country’s 65-year treatyalliance with the United States, which hasbeen a constant target of his foul tongue. Hehas had a falling out with Obama, who alongwith the State Department raised concernsover the widespread drug killings, earningDuterte’s wrath. In a speech this week, he toldObama “to go to hell.”

Labeling himself as leftist, Duterte wantsU.S. counterterrorism forces to leave his coun-try’s south, saying their presence was helpinginflame restiveness among minority Muslimsand they could be targeted by extremists. The U.S. has generally played down theeffect of Duterte’s remarks and underscoredthe Filipinos’ long affinity with America,although Philippine officials have said thatsome of their U.S. counterparts have privatelybeen concerned about where Washington’salliance with the Philippines is headed.

Duterte’s moves to limit engagements withvisiting American troops will impedeWashington’s plans to expand the footprint ofU.S. forces in Southeast Asia to serve as acounterweight to China, including in theSouth China Sea.

TAMING DECADESLONG REBELLIONSDuterte’s effort to resume peace talks with

communist insurgents who are waging one ofAsia’s longest rebellions has led to cease-firedeclarations by both sides. With a cease-fireaccord forged under his predecessor with thelargest Muslim rebel group, the easing of vio-lence involving the communist insurgents hasfreed up thousands of troops who were rede-ployed to execute the president’s order todestroy the brutal Abu Sayyaf group, notori-ous for kidnapping and beheading Westerntourists.

Duterte, however, walks a tightrope in

handing concessions to the communists,including the release of long-detained insur-gent leaders, without unsettling a militarythat’s in the front line of a bloody conflict thathas left between 30,000 to 40,000 combatantsand civilians dead in nearly half a century. Hehas made whirlwind visits to at least 22 mili-

tary and police camps to explain his counterin-surgency strategy, raffle off pistols and updatethem on a pledge to double their salaries andimprove medical care for combat troops.

A Sept. 2 bomb attack that killed 15 peopleat a night market in Duterte’s southern home-town of Davao prompted him to declare a

A poll released this week showedFilipinos overwhelmingly approved ofDuterte’s first 100 days as president.

But rights groups have warned extraju-dicial killings are out of control, with shad-owy assassins murdering drug addicts,traffickers, petty criminals and opponentsof powerful figures.

Duterte insists police are only killing inself-defence and the unexplained deaths

are mainly due to drug gangs suddenlyfighting each other.

Duterte fuelled international concernslast week when he said he was “happy toslaughter” three million drug addicts, as helikened his campaign to Nazi leader AdolfHitler’s efforts to exterminate Jews.

He later apologised for the Hitler refer-ence, but said he was “emphatic” aboutwanting to kill millions of addicts.

On Friday, Duterte again promisedthere would be no let-up.

“The drug campaign will not end. It willresult in so many deaths and I do not apol-ogise for it,” he said in Davao.

In a barrage of separate tirades againsthis Western critics, Duterte told them notto think they were smarter than him andhe would be prepared with many counterquestions if they interrogated him.

“If they are unable to answer, son of awhore, go home, you animal. I will kick younow. Do not piss me off. It cannot be thatthey are brighter than me, believe me,” hesaid.—AFP

The Philippines is the oldest ally of theUnited States in Asia. When theJapanese invaded the Philippines dur-

ing WWII, US President Franklin DelanoRoosevelt urged us to fight on vowing toreplace every chicken and carabao lost inthe Philippines.

We fought loyally on in Bataan andCorregidor despite being outnumberedand outgunned. When Gen. DouglasMacArthur returned to reclaim thePhilippines, Manila became the most devas-tated city after Warsaw in Poland.

We rebuilt our devastated country withour own sweat. While America gave billionsin Marshall Aid to reconstruct its formerenemy Germany and bill ions more torebuild its other enemy Japan after the war,the Philippines received little help.

The foreign assistance the US gave us inthe 1980s, 1990s, and up to today totaledless than 11 billion US dollars. Our popula-tion is eleven times bigger than Israel’s butUS foreign aid to Israel was over 130 billiondollars. Under the new agreement signedrecently, US aid to Israel will increase to 3.8billion annually in the next 10 years from 3billion annually in the previous 10 years.Population-wise this translates to over 500dollars per person in Israel compared tonearly two dollars per person in thePhilippines.

We have given the US access to fivePhilippine bases. Israel has not given any tothe best of my knowledge. Israel despite itssmall population of 8.5 million has chosento defend itself without the help of US

troops. All its wars were fought by itselfwhere Israel emerged victorious thanks tothe courage, audacity and ingenuity of itssoldiers.

We can fight our own wars. Our soldiershave shown in the past during thePhilippine-American War, at Bataan andCorregidor, and in the Korean War whatthey are capable of. Indeed our soldiershave never been known for their cowardice.All they need is the equipment and tech-nology to fight a modern war which the UShas provided to other nations but denied tous their oldest ally in Asia.

Why has the US taken us for granted, wewho showed our loyalty in the past? Theanswer is simple. Because we haveremained subservient unlike the Israeliswho do not hesitate to tell the US govern-ment to go to hell when they disagree withit, like Netanyahu did to Obama over Iran.The Israelis have always placed their nation-al interest ahead. That is why I admire them.Despite being told to go to hell, the USkeeps increasing its foreign aid to Israel notonly because it is a valuable strategic part-ner but also out of respect for this small butbrave country.

The Philippines occupies a strategic posi-tion in Southeast Asia. That is its greatestasset. Without access to Philippine bases,the US Navy will have to operate far fromchoke points in our part of the region. Wehave failed to make use of this vital card inour hands because of too many Amboys inour country who are satisfied to receivecrumbs from the table of Uncle Sam.Because of our slave mentality the US tookus for granted.

MANILA: Philippine troops have captured three suspects inthe bombing of a night market that killed 15 people andseized a cellphone video of the blast from them that theyapparently took for propaganda purposes, the defense chiefsaid Friday.

The Sept. 2 blast wounded 69 other people in PresidentRodrigo Duterte’s hometown of southern Davao city andprompted him to declare a “state of lawlessness” that empow-ered the government to use the military in countering terrorthreats in urban areas.

Defense Secretary Delfin Lorenzana said the suspectsare members of Maute, a small and relatively new Muslimmilitant group based in southern Lanao del Sur provincethat has wanted to align itself with the Islamic Statemovement. Phi l ippine forces launched an offensive

against Maute earlier this year.Military officials identified the three as TJ Tagada

Macababang, Wendel Apostol Facturan and Musali Mustapha.They said the suspects were arrested Tuesday after they triedto evade law enforcers at a checkpoint while riding on amotorcycle without a license plate in southern Cotabato city.Troops seized bomb-making materials, a submachine gun anda pistol from them, they said.

“The operation recovered solid pieces of evidence showingthat they are indeed the terrorists who bombed Davao Citymarket,” Lorenzana said.

The three suspects were presented at a news conferencebut not allowed to speak. Lorenzana said seven other militantswere allegedly also involved in the Davao city blast and arestill being hunted.

The cellphone video, which was shown at the news confer-ence, showed the night market scene, followed by a hugeflash of light as the bomb went off, yells of “Allahu akbar,” or“God is great,” and then chaos as the victims screamed andyelled for help.

Lorenzana said one of the three suspects planted the bombat a massage area beside food stalls, while another called acellphone attached to the bomb to set it off and the third tookthe video. He said they hoped to use the video as propagandato help Maute align with the Islamic State group.

Lorenzana said the bombing was one of a series ofplanned attacks aimed at diverting the military’s attentionfrom ongoing offensives against Maute and the Abu Sayyaf,another extremist group notorious for kidnappings andbeheadings.—AFP

Philippines captures 3 suspects in deadly night market blast

MANILA: An independent poll releasedThursday showed that more than three-quar-ters of Filipinos are satisfied with PresidentRodrigo Duterte, even though he is under fireinternationally for his deadly crackdown onsuspected drug dealers and users.

The survey, conducted by Social WeatherStations from Sept. 24 to Sept. 27 and pub-lished Thursday, shows 76 percent of 1,200adults polled nationwide were satisfied withDuterte’s performance, 11 percent were dis-satisfied, and 13 percent were undecided.There was a margin of error of 3 percentagepoints.

The poll, which described Duterte’s net rat-

ing as “very good,” comes nearly three monthsafter he took office and with his anti-drugcrackdown, which has left more than 3,600suspected drug dealers and pushers dead,raising alarms at the United Nations, the EU,the U.S. and human rights watchdogs.

The brash-speaking leader has been hyper-sensitive to such criticism, and the latest sur-vey was carried out just before he raised hisrhetoric on Sept. 30, comparing his anti-drugcampaign to Hitler and the Holocaust andsaying he would be “happy to slaughter” anestimated 3 million Filipino addicts - a remarkhe has since apologized for.

He has unleashed a number of expletive-

laced tirades against his critics, tellingPresident Barack Obama “you can go to hell,”and saying he may eventually decide to“break up with America.” He has also lashedout at the European Union and the U.N.

In his latest remarks Thursday, Dutertedared Obama and the EU to withdraw theirfinancial assistance from the Philippines overtheir criticisms of his bloody crackdown, butwarned of an unspecified backlash. There hasbeen no known official declaration by the U.S.or EU of a threat to withdraw assistance fromthe Philippines.

“Go away, bring your money to somewhereelse, we will survive as a nation,” Duterte said

in a speech in southern Butuan city. “How doyou look at us? Mendicants?”

“But, let’s see, there is always a day for reck-oning. Not all the times are yours,” he said.

The crackdown has reduced the crime ratein Manila by half, Duterte said, adding he didnot expect Obama or the EU to understand“the pain we are suffering” from the drugmenace.

The survey showed respondents in thesouthern Philippine region of Mindanao, aninsurgency-ridden region where Duterte isfrom, gave him the highest rating, with 88percent satisfied and just 4 percent not satis-fied.—AP

YANGON: Joshua Pacio needed to fight the perfect fight if hewanted to defeat Yoshitaka Naito. For two rounds, the youngFilipino did exactly that. He repeatedly stuffed the takedownattempts of his more experienced Japanese opponent andlooked capable of claiming a surprise win in front of the fansat the Thuwunna Stadium in Yangon, Myanmar.

But Naito only needs one opportunity to finish the fight,and in the third round of this ONE: State of Warriors headliner,he got exactly that. Pacio defended a single-leg attempt, butthe champion spun him to the ground and instantaneouslysunk in his hooks and locked on a rear-naked choke.

There was no escape for Pacio, who was forced to tap out,suffering the first defeat of his career, as well as ending TeamLakay’s incredible 16-fight winning streak. For Naito, it wasbusiness as normal, but he had to endure some difficultmoments before extending his perfect professional record inYangon.

In the opening round, Pacio repeatedly stuffed his take-down attempts and scored with some kicks and punches. Thesecond round brought more of the same. When Naito finallydid complete a single leg, he was on the receiving end of aseries of punches and elbows thrown by the Filipino from hisback.

It was all going according to plan for Pacio until the thirdround, when he was powerless to prevent Naito from spin-ning him to the ground and taking his back. Former eight division world champion Manny “Pac Man”Pacquiao (58-6-2, 38 KOs) has studied WBO welter-weight champion Jessie Vargas’ fighting style well, and

he knows exactly what he needs to do for him to get the winover the Mexican American fighter on November 5 on TopRank pay-per-view at the Thomas & Mack Center in Las Vegas,Nevada.

Pacquiao, 37, likes to fight guys that come forward and tryto punch it out the way that Vargas, 27, tends to do nowa-days.

Pacquiao says he chose Vargas as his opponent because hewants to capture another world title. You can argue that

Vargas is an ideal opponent for Pacquiao in a number of ways.He’s signed to the same promoter at Top Rank, so it wasn’t forthe fight to get made. Vargas isn’t a big puncher, even thoughhe seems to fancy himself as one. Vargas likes to slug, soPacquiao won’t have to go looking for him on November 5.

“Yes he’s good for my style but I won’t [be] overconfident. Iwon’t take lightly this opponent. I want to make sure that I’min 100 percent condition. That’s why I train hard,” saidPacquiao to RingTV.com. “I know his style, so we know whatwe’re going to do. I know what I’m going to do to him. Mygoal is, I want to get another title. This coming fight, Vargas isthe champion so I want to get the belt again.”

Pacquiao is likely to meet fire with fire in this fight by goingafter Vargas to slug it out. The only thing that might slowPacquiao up is if Vargas is able to hit him with jabs and cleanright hands while he’s coming forward. Vargas isn’t that fastthough, and he doesn’t have a great jab like Mayweather.

It’s safe to say that when Pacquiao elects to come forward,he’s going to be able to hit Vargas whenever he pleases. Thebig question is whether Vargas will be able to handlePacquiao’s power and answer back with his own shots. We’veseen Vargas struggle when he’s fighting guys that hit himback in his fights against Bradley, Anton Novikov, AntonDeMarco and Khabib Allakhverdiev. Vargas arguably lost toNovikov and Allakhverdiev, but the judges gave him narrowwins. The fact that Vargas couldn’t conclusively beat thosefighters gives you a pretty good idea of his talent limits as afighter.

Vargas does have good boxing skills. If he finds out that hecan’t beat Pacquiao by slugging, then he’ll likely look to out-

box him by moving, jabbing and tying him up to keep himfrom getting his shots off. It would be bad news for Vargas ifhe stubbornly decided to stand and slug with Pacquiao forthe entire fight. If it’s not working out well for Vargas, thenhe’ll need to change things up if he wants to have a chance atwinning.

Vargas recently changed his fighting style after his wide 12round unanimous decision loss to Tim Bradley in 2015.Perhaps one thing that changed Vargas’ mind in choosing tobecome a slugger at this point in his career was the fact thathe was able to hurt Bradley in the 12th round with a big righthand after he started to slug with him.

Before that, Vargas had been boxing Bradley and gettingthe worst of it by far. By the 12th round, Vargas was hopeless-ly behind in the fight and badly in need of a knockout for himto get the win. It didn’t work, although he did stagger Bradley.Vargas was unable to finish him off. In Vargas’ last fightagainst Sadam Ali, he slugged it out with Ali and got a 9thround stoppage win. Ali isn’t a big puncher, however.

“Jessie Vargas is a good fighter; he’s an A-level fighter.These guys are Triple-As, Marquez, Morales, De La Hoya,Barrera. Jessie’s not there yet,” said Pacquiao’s trainer JustinFortune to RingTV.com.

Vargas is missing some major ingredients for him tobecome a top A-level fighter. He’s a champion, but onlybecause he beat a vulnerable fighter in Sadam Ali to win thevacant WBO 147lb title last March. If Vargas had to take on agood fighter like Kell Brook, Shawn Porter, Bradley, Pacquiao,Errol Spence or Tim Bradley, I suspect that he would have lostthe fight to all of them. —boxingnews
