SAN IGNACIO TOWN, Thursday, April 17, 2008: Today, 25 year old Kenworth Anthony Mendez, the victim of a traffic accident, lies in a critical condition at the Medical Associates Hospital in Belize City. San Ignacio police reports that it was shortly after 2 o’clock on the evening of Saturday, April 12, when a report was received of a traffic accident in the area where the Bullet Tree Road crosses Joseph Andrews Drive in San Ignacio Town. The male person, suffering from severe head and body injuries, was injured preson was identified as Kenworth “Ken” Anthony Mendez, 25, Belizean laborer of a Blue Hole Street, Cahal Pech Area address. NORMAN BROASTER STA- DIUM, San Ignacio Town, Cayo District, Sunday, April 13, 2008: After 22 long years of football drought, the highest level of national achievement in the sport was today returned to Cayo, more specifically to the westernmost part of the district. It was the same Verdes in 1986 that brought the championship to Cayo and it is Verdes again in 2008 that has returned the honors. What a joyous and festive occasion it was as the feeling of victory erupted simultaneously with the blowing of the long whistle and the music from the Succotz marching band inside the Norman Broaster Stadium as the jubilation overflowed onto the streets of San Ignacio all the way to the site of the victory celebration. The occasion this past Sunday evening was the second encounter in the RF&G Insurance Cup playoff game between San Ignacio’s Hankook Verdes Football Club and Belize City’s Belize Defence Force squad. The action began promptly at the stroke of the 4 pm hour inside San Ignacio’s Norman Broaster Stadium. The FIFA certified referee in charge of the action in the center of the field was Orange Walk’s Romel Carballo along with 1 st assistant Armando Chirinos and 2 nd assistant Earl Trapp Jr. flagging the sidelines. From Front Page Police investigation revealed thatMendez was riding the motorcycle upJoseph Andrews Drive from thedirection of Sacred Heart Collegetowards the Benque Viejo Roadwhile the Toyota was coming in theopposite direction. According to thepolice, the Toyota pickup truckchanged direction by turning intoBullet Tree Road causing themotorcycle to ram into it onthe passenger side. Police suspectthat Mendez was not wearing aprotective helmet at the time of theaccident. The driver of the Toyota truckreportedly fled the scene and policesuspect that he was the only personinside the vehicle as the frontpassenger side seat was loaded withchips which they suspect could haveobstructed the driver’s view of theapproaching motorcycle. A search of the vehicle produced aGuatemalan passport issued onJanuary 24, 2008 in the name ofNecio Orlando Cuyuch Sica, 36,who police suspect was the driver ofthe vehicle at the time of the accident. As part of the investigation, policeremoved a valid insurance sticker,expiring on June 21, 2008 as well asa license sticker expiring at the end ofJuly 2008 from the remains of the

shattered windshield. The Toyota pickup truck wastowed to the San Ignacio Policecompound and the damagedmotorcycle was delivered to Mendez’parents at their Blue Hole address inSan Ignacio Town. Relatives informed that the medicalexamination revealed that Kensustained a broken skull, broken leftand right wrists, a broken right armand a broken right foot. Police are asking the driver to theToyota pickup truck to come forwardthereby enabling the investigation toproceed.

Residents in this area of town reportthat this junction has been the sceneof an increasing number of trafficaccidents with no less than threeof them involving motorcycles overthe past two weeks. Drivers attributethis hazardous condition to theexistence of ornamental shrubsplanted in the divider between the twocarriage-ways of the boulevardwhich tend to obstruct vision ofapproaching traffic on JosephAndrews Drive. While these plants will eventuallygrow into trees thereby reducing thehazard, the authorities are advisingmotorist, especially those traversingJoseph Andrews Drive heading in thedirection of Bullet Tree Village, toexercise extreme care as they moveacross Joseph Andrews Drive. The prayers of the community is withthe Gibbs/Mendez family during thesedifficult times for the recovery of theirloved one.

This week's news about the newgovernment successfully enlistingfinancial assistance from traditionallending institutions like the IDB andthe World Bank is good news forBelize. This is a clear indication that withinsuch a short time in office, the newgovernment has successfullyreopened the doors of theseinternational financial institutions(IFI's). These are the very same doors thatwere slammed shut in the face of theself professed financial genius of theprevious administration. When he was locked out by theseIFI's, and in a desperate hunt for newloans, this individual was left with noother alternative than to seek out the"loan sharks" in the internationalfinancial marketplace resulting in thenation being saddled with a 3 Billiondollar debt the domino effect of whichwas the crushing defeat of his partyat the polls; his losing the once secureconstituency that he carved out forhimself, the implosion of his PeoplesUnited Party and ultimately his beingbooted out of the powerful executiveposition he once held in the party. Now that a new government is inoffice, we hear charges and countercharges of victimization against thenew administration by someelements of the disgraced formeradministration as they hope and prayfor their moles to remain in thegovernment service so that they cansabotage the new administrationwhile providing the PUP with insiderinformation to be twisted into the usualpropaganda. Do these people really expect, forexample, that the driver/mechanic inthe Ministry of Education would haveremained on government's payroll foranother five years while this individualwho resides in Belize City had neveronce set a foot in the Ministry ofEducation? With the full blessing ofthe minister of course, this individualcontinued to collect a fat salary forfive years, right up to April 15 whenthe shameless scheme was uncoveredand rightfully terminated. And thereare many, many, many more suchcases in every department ofgovernment that flourished under thecorrupt previous administration. We hear them crying aboutvictimization and spitefulness. Havethese people really forgotten thatimmediately upon assuming office in1998 Said Musa's wave ofvictimization touched from thehighest to the lowest levels ingovernment. Have they forgottenthe instant firing of Chief JusticeManuel Sosa? Have they forgotten those hundredsof hospital attendants, office cleaners,postal workers and CommunityDevelopment Officers, among others,who were sent home within days of

the Musa administration coming tooffice in 1998. These same people,branded as UDP supporters, couldNEVER get a job in the governmentservice for all those 10 long years. Have these people forgotten that itwas Said Musa, who within days ofbeing sworn in as the Prime Ministerof Belize, in 1998, ordered Transportand Customs Officials along with thepolice to break into Dean Barrow'sprivate garage and take away hisprivate vehicle? Have these peoplereally forgotten this vindictive actionon the party of their disgraced formerleader? It is common knowledge that ontheir way out of office, severalministers of government and theircronies, including some formerCEO's, made off with almost allgovernment vehicles for a minusculefraction of their value. Have we seenPrime Minister Dean Barrowordering the Police, Transport orCustoms officials to break into thesepeoples' garages to bring backthese public properties that theyshamelessly acquired? Johnny Briceño might have won aconvention, but he lost thegovernment. This is not stoppingJohnny from cleaning house. He hasgotten rid of Ralph Fonseca,Francis Fonseca, Yasser Musa,Samira Musa, Vildo Marin, LisaShoman as well as most of the Musaappointed senators. Other heads will

soon roll including that of SecretaryGeneral Henry Charles Usher,among others. Is this victimization?You be the judge. While on the topic of JohnnyBriceño, and without questioningthe wisdom of our brilliant GovernorGeneral: How did Johnny Briceñoemerge as Leader of the Opposition?On March 30 those 600+ PUPdelegates elected Johnny Briceño astheir Party Leader, they cannot electa Leader of the Opposition as thisappointment is constitutionally vestedonly in the Governor General ofBelize. Therefore, to be appointed asLeader of the Opposition, doesJohnny Briceño actually "commandthe support of a majority of themembers of the House who do notsupport the government" as perSection 47 (2) of the Constitution? The last time we checked, JohnnyBriceño and Francis Fonseca eachhad two of the remaining fouropposition representatives supportingthem. Then again maybe it would"appear" to the GG, in his wisdom,that it would be much easier to getFlorencio Marin Jr. to supportJohnny Briceño than to get CordelHyde to support Francis Fonseca asMark Espat's support for FrancisFonseca is out of the question, whileSaid Musa's support for JohnnyBriceño is likewise next to impossibleand Cordel Hyde would not be tooenthusiastic about supporting FrancisFonseca as he is still feeling the painof being shoved aside, by SaidMusa, from the lucrative Ministry of

Education portfolio, to make way forFrancis Fonseca the newcomer. If Said Musa and Ralph Fonsecaare serious about picking up theirmarbles, then they could take backtheir headquarters, radio station andnewspaper from Johnny. They couldeven take back the PUP name asthere is a high possibility that the partyis registered in the name of HamidMusa who just happens to be SaidMusa's father. If Musa and Fonseca would takeback their marbles EVERYONESHOULD BE HAPPY as follows: a) Said Musa and Ralph Fonsecawould have effectively expelledBriceño, Espat and Hyde from thePUP. b) Johnny Briceño would haveformed a viable third party and, withthe rug dragged from under his feet,when the big boys take back theirmarbles, he would hardly want to bea party leader without a party formuch too long. c) Mark Espat and Daniel Silvawould have seen the realization of theirlong awaited dream to jump start andhold senior positions within a new party. d) Said and Ralph would be happyas they would get back their PUP andmaybe eventually succeed inanointing Francis Fonseca as theirparty leader which in turn wouldmake Francis a happy person. e) The UDP would be happy as thePUP and Briceño's new party wouldbe sharing their 49,500 voters amongthemselves while the UDP will remainstronger than ever with its 68,200voters.

Carlos Perdomo, the newMinister of National Security,to the Police Formation of SanIgnacio, was an opportune momentfor members of the Twin-TownsCrime Committee to present a newmotorcycle to the police. The motor cycle was purchasedwith funds raised by the committeefrom local businesses and ‘DallaDay’ donations. In accepting the donation, MinisterPerdomo thanked the committee,remarking that they are the mostactive police support committee in thecountry, and hoping that they willcontinue to be so. He assured themthat the motorcycle will be put to gooduse and Senior Superintendent

the PUC· The PUC makes its Final Decision which adopts the Initial Decusuib if there are no

objections· If the Licensee or an interested party objects, the PUC must appoint an Independent

Expert to review the Initial Decision within 10 days· The Independent Expert is to deliver a written report no later than 20 days after

appointment· Then the PUC makes its Final Decision not more than 15 days after the submission

BELMOPAN CITY, Friday, April11, 2008: The Police Press Office todayinformed of the receipt and handingover of six diesel powered GreatWall Turbo charged SUV type fourdoor vehicles for use by the PoliceDepartment. The vehicles were purchased at acost of over one hundred and ninetythousand dollars from CaribbeanTraders of Spanish Lookout, Cayo. National Security Minister Hon.Carlos Perdomo informed that this isthe first assignment from a total of 26new vehicles earmarked for the police. According to retired BDF GeneralLloyd Gillett, Chief ExecutiveOfficer in the Ministry of NationalSecurity, three of the new vehicledwere assigned to Eastern Division inBelize City and one each to policestations in Belmopan, San Ignacio andBenque Viejo Town. San Ignacio police now has twovehicles at their disposal, this latest

The village down on the slopehasn’t been touched yet, but mymason Antonio, said he saw our arearepresentative walking the streetson our slope and village yesterday. There are some very impassablecorners in places, due to washoutsand lack of culverts. This is dry season, so any gradingwill not last, but 2008 is a year that isgoing to be scarce for governmentspending funds. I don’t need to waituntil June to hear the Prime Minister’s

I think if the UDP can find themoney to pay for the diesel to run thegrader every working day, in eachdistrict, until next January; that woulddo a lot to pacify voters and showthe UDP government cares about us. Rain of course is going to wash outthe dirt streets again around June andJuly and especially in September. If the grader can keep running therest of the year, if supplied with diesel

fuel; that to me, seems the best thingfor the political party to do, to cementgood will. Cayo District basically onlyhas the asphalt paved Westernhighway to the frontier border and allother streets and roads are dirt.There are lots of projects need doingby the government for infra-structure,but diesel fuel for the grader seems tome, to be the most economical showof action. Cano informed that he isamazed by the ease with which thecouncil enlisted the cooperation of theMinistry of Works to undertake theproject. He additionally informed thatthe works will run for an entire monthas the council will endeavor to touchas many streets as possible. In an interview with the STARNewspaper, Mr. Cecil Garbutt,District Technical SupervisorMinistry of Works, Santa ElenaBranch, informed that the worksin the Santa Elena was initiallyscheduled to run for two weeks buthas now been expanded for a third.He additionally informed that he iscurrently working on a schedule ofstreet and road works alongwith Mayor John August andArea Representatives, ErwinContreras, Rene Montero, ElvinPenner and Salvador Fernandez.

Mr. Garbutt informed that theministry will soon be applying that longoverdue second surface dressing toLiberty Street in Santa Elena, as wellof to Joseph Andrews Drive,Benque Viejo Road and around theColumbus Park/Town Hall andPolice Station in San Ignacio Town. “We have the capacity to doworks in the Towns while stilltaking on our responsibility formaintaining the major highways”said Mr. Garbutt. “The Ministry hasa very pragmatic Minister in theperson of the Hon. AnthonyMartinez and so I see goodhappening in our towns underMinister Martinez” said Mr. Garbutt Unfortunately this was not the caseunder the previous administration asthe Ministry of Works was strictlyconfined to maintenance of the

Highways as it was the preferredpractice for Ministry of Worksemployees to linger for days on thecompound doing nothing instead ofdispatching them to assist with thedeterioration condition of town street. As one resident of San IgnacioTown commented this past Tuesdaymorning, “Its a strange sight to seeMinistry of Works Roller in townespecially in front of BismillahStore in the Burns Avenue/Savan-nah area of the town. This is some-thing we are not accustomed toseeing” concluded the observer. BELMOPAN CITY, CayoDistrict, Monday, April 14, 2008: A release from the Ministry ofEconomic Development, Commerce,Industry and Consumer Protection inconjunction with the Ministry ofAgriculture and Fisheries todayinformed that negotiations between theGovernment of Belize, local flourproducers (ADM-Belize Mills) and

the Baker’s Association have resultedin a decision to adjust the controlprice of flour while keeping the costof white packed-bread at the currentprice. The release informed that the needfor the adjustment was brought aboutby the fact that to date the controlledprice for flour in Belize has notbeen reflecting the steady increase

in acquisition costs on the worldmarket for wheat. Additionally, as a result of the pricecontrol, flour produced in Belize isbeing sold at a significant loss to theproducer and at a lower price thanneighboring Guatemala and Mexicowhere prices have steadily increasedas world market prices of wheatspiral upwards. The release goes on to inform thatgiven the existing price differential,couple with the fact that there are no

restrictions to prevent the export offlour from Belize, Belizean flour isbeing sold to merchants in Guatemalaby traders for a handsome profit. The Government of Belizeanticipates that the current price trendfor wheat is expected to continuewith prices tapering off at higherlevels than desirable in the nearfuture, the effects of which willinevitably lead to a continuedincreases in the cost of producingflour in Belize. The factors contributing to theincrease in wheat prices include: 1. Rapid escalation in worldmarket price for fuel 2. All time low levels in global wheatstocks/inventories driven partly bysevere drought experienced inAustralia 3. Export restrictions imposed bytop major wheat exporters, such asRussia and Argentina 4. Increased demands foralternative energy sources hasspurred a shift in production fromwheat to crops such as corn,sugarcane, and rapeseed that can beconverted into bio-fuels, namelyethanol In spite of the increase in thecontrolled price of flour, which wouldnormally have resulted in an increasein the price of bread, an agreementhas been reached betweenGovernment and the Bakers’Association with the collaborationof Belize Mills to maintain the currentcontrol price for the 16 oz. un-slicedand sliced bread at $1.25 and $1.50respectively. This will be done by a specialarrangement with Belize Mills tosell bakers flour to members of theBakers Association at the old price.This undertaking is pending a reviewof prices by the Association in directconsultation with Government at thetime of the next shipment of wheat toBelize. In addition to preventing an increasein the price of bread the GOB iscommitted to: a) Increase market surveillanceby strengthening institutionalcapacities particularly in ConsumerProtection. Efforts are ongoing toimprove on the functions of theBureau of Standards through therecruitment of new staff andincreased mobility to respond toconsumer complaints in a timelymanner. b) Complement market surveillanceby networking with relevantministries, agencies and statutorybodies to enforce and uphold theprice control regime. c) Introduce a Consumer Hotlineto be housed at the Bureau ofStandards. d) The GOB will keep theacquisition cost of wheat underconstant review in an effort to assessany future changes in the controlledprice as may be appropriate while atthe same time protecting the interestof the consumer.

There have been five TOUROPERATORS whos services wehave used in SAN IGNACIOTOWN, three of these nowhave INTERNET WARNINGADVISORIES against them forRIP OFFS against tourists visitingWestern Belize. This sort of bad experiencediscourages visitors from coming toWestern Belize and kills thedevelopment of the TWIN TOWNSAREA as a tourist hot spot. In recent weeks, we had twofemale guests hustled and rippedoff by a downtown San Ignacio TourGroup. The posted price for horse-back riding was $40 per person andthey got overcharged at $60 USAeach, and lied to, that the price wasraised; when in fact it was not. Sun-day the 12th, of April, another femaletourist guest had arranged a TIKALTOUR, all inclusive for $90 over theinternet with DAVID TOURS and theoperator, ran her over to Melchor forthe $90 USA from our HOSTEL andthen made her hire a mini-van to takeher and him to TIKAL and FLORESand charged her another $300 usa forit and his expenses for the day as well.These bad experiences come out onthe internet forums, chat rooms andbulletin boards and turn off tourist visi-tors to Western Belize. MAYAWALK is still infamous for the allegedRAPE CASE when the tour guide issupposed to have raped three teen-age tourist British girls and the mentalinstability violence of the owner. Ofthe five TOUR OPERATORS left inthe WESTERN TWIN TOWNS, wehave used; we can only recommendto guests, PACZ TOURS and MAYAMYSTIC TOURS for giving honesty,reliability and safe operations. Thefirst three TOUR OPERATORSmentioned, have to be banned to ourcustomers, if we are going to keepserving a growing tourist volume ofvisitors. We are only as good as ourreputation in this business. A new touroperator has opened, called CultureHistory Tours and we dropped in thismorning still irate over the rip off, ofour guest at Davids Tours. Talkedto the girl at the new desk and theydon't seem to be well organized

yet, with price sheets. The TWINTOWNS is wide open toPROFESSIONAL HONESTPUNCTUAL TOUR OPERATORS,it is a lot like Caye Caulker of 30years ago, out Western Belize here.There is ample room for new TOUROPERATORS as visitor tourismgrows, but it will only grow if touristsare pampered and treated withhonesty and good service.REPUTATION is everything tomake TWIN TOWNS tourismboom. Tour Operators in the Twin Towns,need to form an ASSOCIATIONlike done on Caye Caulker andpolice yourselves. You can competewith better service, quality, honesty,promptness and by reputation.Believe me, the TOURISTS comparetheir experiences these days on theinternet daily and if you have a badreputation; both YOU as a TOUROPERATOR and this area ofWESTERN BELIZE will sufferfrom a drastic drop in tourist visitors. TOUR OPERATORS supply aneeded middle man service to thesmall guest accommodations aroundthe area. They are the link betweenindividual tour guide specialityservices and the small hotel guestaccommodations. As suppliers ofaccommodations and logistics tovisitor guests, we need TOUROPERATORS to fill out ourhappiness quotient for adventuresfor our overnight guests, on tightday scheduling. The thing is; if aTOUR OPERATOR is not honest, ordoes not supervise his business strictly,he damages our business, his ownbusiness and the tourist reputation ofour Western Belize Adventure area.We could certainly use some freshprofessional faces in the TourOperator business to make tourismgrown in Western Belize.

Tourist Group of Belize,have been in the touristbusiness, since pioneeringtourism in 1964. A father and four daughters runcondos, suites, guest house and twohostels inside Belize. Mostly we are on the beach atCaye Caulker serving the dailytourist trade and out in WesternBelize in Santa Elena Town, with aBACKPACKERS ADVENTUREHOSTEL now in it’s secondseason. We’ve had a lot of experience inBelize Tourism. We’ve been runningtourists up Xununtanich since it wascovered with jungle trees and youclimbed the ruin by pulling yourselfup by trees, shrubs and roots. One of the problems we are havingin our Western Belize AdventureTourism is the ripoff, hustler,con man mentality found down inthe center of San IgnacioTown andacross the river. We ran through these same hustlingproblems a few decades ago onCaye Caulker and it was found thatboth Water Taxi and Golf cart typetaxi associations led to better touristservice, better world wide touristreputation and increased numbersof tourist arrivals. In today’s world, where badexperiences by tourists are instantlyposted on the internet messageforums, bulletin boards and instructthe tourist to avoid an area, thedowntown San Ignacio area is killingthe through flow transient visitornumbers with bad tourist experiences. In Caye Caulker the average daily,slow season flow of transientbackpacker tourist is around 300persons per day. In Western Belize,the hustlers, con men and rip offartists, limit tourist visitors flowthrough, to about a dozen a day, orless; because of the bad reputation ofSAN IGNACIO TOWN Thisamount could easily be 300 touristsdaily as well. It behooves TOUR OPERATORSin SAN IGNACIO downtown areawho organize day trips, to getthemselves organized into an

to encourage the group to continueworking hard and to be extra vigilantespecially with the presence of newfaces in the community particularlywhen these strange faces appear tobe up to no good. Also discussed during the meetingwere the following: * The upcoming Mother’s Dayprogram * Better street lighting within the

community * Stray horses in the communityrunning rampant * Abandon houses used as safehavens by drug users * Establishing a program to keepthe community. Refreshments were then servedmembers were told that next meetingwill be announced at a later date. Themeeting ended at 9:00 pm. The nextmeeting is scheduled for Thursday,May 8.
